EuPIA Incomplete Public Inventory List – Notes & Lists 1. Preliminary Statement Printing inks and varnishes for food packaging are intended to be applied to a variety of substrates using different printing techniques, such as:
• Rotogravure and flexographic printing on flexible films, Aluminium foil, paper and cardboard
• Offset printing on paper, cardboard, rigid plastics and metal • Screen printing on rigid plastics, films, foil and metal
• Roller coating on metal • Digital inks printed on paper, cardboard, flexible films and Aluminium foils • Jet inks printed on paper, flexible films, Aluminium foils and rigid plastics Depending on the field of application and their formulation, printing inks and varnishes have different drying mechanisms:
• Evaporation through hot air drying for water and solvent based systems • Penetration into substrate structures with or without oxidative polymerisation • Radical or cationic polymerisation induced by UV or EB irradiation. • High temperature drying by solvents evaporation and/or polymerisation using
baking ovens. In the light of these diversified application requirements the strong chemical distinctions between ink systems and their constituent parts must be stressed. It should also be noted that the composition of the dried applied ink in almost all cases is not identical to the delivered ‘wet’ form. Furthermore it should also be noted that end-user and/or customer requirements may prevent the use of some of the materials below in certain applications.
2. Constituent parts of the Inventory List
The Inventory List comprises of four raw material groups:

Additives are substances used normally in small quantities, which essentially impart specific technical properties to the printing ink, primer or overprint varnish.

Future versions will include more chemical details as they become available.

4. List of Colourants All colourants (pigments and dyes) used in the manufacture of packaging inks have to comply with the specifications given in the Council of Europe Resolution AP (89)1 on the use of colorants in plastic materials intended to come into contact with food. Please note, pigments are finely dispersed as solids in to the printing ink binders whilst dyes are dissolved, which is a significant distinction in terms of method of preparation and properties thereby imparted by either colorant type. It should also be noted that on a quantity basis dyes represent a minor proportion (< 1%) of the overall colorant volumes. It is planned in a subsequent version of the Inventory to provide a full list of pigment additives; these are additives introduced in to pigments by their manufacturers prior to dispatch to ink makers. The Ecological and Toxicological Association of Dyes and Pigments (ETAD) has been asked to update their inventory of additives. This will be included in a future version of this inventory.

5. Polymeric Resins
The polymeric resins are represented by their generic groups. They act as binders in the inks and coatings used on packaging. Binders are the film-forming components of inks and coatings in which the colorants may be finally dispersed or dissolved. Binders are also important for the transfer of the ink from the press to the substrate. After the drying of the print, binders serve to adhere the ink film to the printed surface and contribute to functional properties.

5.2 Resin Monomers And Resin Additives The characterisation of resins is further defined by breaking down all generic resin groups in to their precursor monomer-units. These monomers are classified by their level of formal classification, thus they are either fully evaluated, not completely evaluated or unevaluated. The collation of relevant monomer detail and associated toxicological data is currently under examination. Thus, an extended list of monomers will be placed below in due course. Additives used in resins (e.g. stabilizers) are intended to be incorporate at a later stage. This listing will not include polymerisation production aids.
6. Solvents and Energy Curing Monomers
6.1 Solvents
Except for some specific offset ink systems, solvents volatilise or evaporate directly after the ink or varnish is applied to the packaging substrate. It is common practice to use solvent combinations in order to control the speed of the drying process. In addition the concentration of residual solvents in the ink or coating being applied is managed to ensure that it is kept to a minimum in the final printed article.

6.2 Energy curing monomers The drying mechanism used in the application of conventional drying inks and coatings and those designed and formulated for use in energy curing systems is completely different. In conventional inks and coatings the binders are macromolecules, manufactured separately through the polymerisation of monomers and starting substances; in the case of energy curing systems, the monomers and oligomers are components of the applied wet ink formulation. In the energy curing system the polymerisation process takes place via irradiated energy during the printing process at the printers’ premises.

These suppliers sell in to the many types of printed food packaging applications, e.g. flexible, can coated, folding carton etc., as such it should be noted that there are chemicals listed that would not be suited, nor permitted for use in all such applications. At this point in time, the Inventory list is comprised of chemicals deliberately added by the ink manufacturers prior to printing.
