Disclaimer: This presentation is based on the Commissions' original proposal from November 2011 plus our best understanding of the results of the inter-institutional process that followed. At this moment no final decision taken by Parliament and Council on the agreed budget and modifications in structure and contents. But we expect such a decision soon, once the MFF has been decided and the overall envelope for Horizon 2020 defined.

•  Better quality of life for citizens •  Greenhouse gas emissions/20-20-20 •  Improving business environment •  Success means new jobs and attracting finance •  Better public services

Urban development in the spotlight!

Broad EU level interest in urban development:

•  Regional policy and urban development •  Transport and mobility •  Energy •  Digital Agenda •  Industry/ innovation/ competitiveness •  Climate/ environment •  Social (inclusion, cohesion) •  Education/ skills •  Demography

Types of EU level actions in urban development:

Ø  Exchange and information activities, studies

Ø  Indicators and progress monitoring

Ø  Standards for products and services, and for definitions

Ø  Funding: 1)  Managed by the EC itself, e.g. Horizon2020 (R&D) 2)  EU funding, but managed by national and regional authorities: ESIF,

some EIB-type instruments 3)  'hybrids'of industry, mix of national-regional-local+EC in R&D,

infrastructure construction and operation Ø  Legislation

Ø  Policy coordination: across sectors and across levels

Convergence

Convergence (1): ERDF and EU transport policy objectives

Ø Clean fuel and vehicles

Ø Innovative road pricing

Ø Integrated, sustainable and accessible

urban mobility concepts

Convergence (2): Horizon2020 contains many topics for urban development – some examples:

• Transport societal challenge:

• Five urban mobility topics, with a tentative total EU budget of 106,5 Million Euro (CIVITAS and others)

•  ITS, logistics, infrastructure and socio-economic topics • Energy societal challenge:

• Enhancing the capacity of public authorities to plan and implement sustainable energy policies and measures

• Public procurement of innovative sustainable energy solutions

Convergence (3): Horizon2020 "smart cities" and EU 20-20-20 policy objectives

Energy work-programme 2014-2015: "Lighthouse projects" for smart cities Integration of: •  Low energy districts •  Integrated infrastructures •  Sustainable urban mobility Conditions •  Consortia: industry & cities (2-3 cities + 2-3 follower cities) •  Part of ambitious urban plan •  Funding from other parts secured

Convergence (4): Sectors and Partners: European Innovation Partnership in Smart cities and communities

•  Focus: Implementation of innovation results in cities

•  How: Ø  Accelerating full-scale deployment of smart city

solutions at intersection of Energy, Transport and ICT Ø  Using many types of actions, BUT it is not a funding

instrument Ø  Creating much stronger cooperation between industry,

policy makers research, cities and other end-users

Priority Areas of Actions

Possible actions organised by the EC in support of implementation of the EIP smart cities:

•  Support sharing know-how across Europe: companies, cities and other organisations/ networks

•  Co-fund deployment of smart cities innovations: Horizon2020, Cohesion Funds

•  Develop the best EU innovation policy and regulatory framework to drive innovation and scale.

•  Implement collaborative, integrated smart city planning

•  Agree a common Smart City indicator framework to help cities self-evaluate and monitor progress
