WesternAustraliaisblessedwithsomeoftheworld’sbestrenewableenergyresourcesandavailablelandonwhichtobuildtheinfrastructure,yetwehaveoneofthelowestmixesofrenewableenergyinthedevelopedworld.Just9%ofWA’spowercomesfromrenewablesources,imuchlowerthantheglobalaverage,whichisnow19%.Meanwhile,WA’stotalannualgreenhousegasemissionshaveincreasedby8%since2010to86milliontonnesofCO2eperyear.Thisincludesincludes49.3MtCO2efromthestationaryenergysector(upby2%since2010ii).ThecommencementofthePlutoandGorgonLNGhubsaddafurther10MtCO2eiii.IncontraventiontotheParisAgreementwhichsetsoutaglobalactionplanlimitglobalwarmingtowellbelow2C,weareheadingtowardsaclimatecatastrophe.Ourplanetiswarming,sealevelsarerising,andwearelivingthroughhottersummers,reducedrainfallinwinterandspringandmoreextremeweatherevents.Notonlydoesclimatechangehavedevastatingimpactsonthenaturalandbuiltenvironments,butimpactsourhealthandoureconomy.Thereamoralimperativeanditmakeseconomicsensetoactnow.Thecoalindustryisinstructuraldeclineandtheworldisshiftingtowardscleanenergy.

> ENERGY 2030 Asoneofthesunniestandwindiestplacesintheworld,WAcanleadthetransitiontoacleanenergypoweredfuture.ThisiswhytheGreensaretheonlypartyprovidingagenuinesolutionbyshowingacrediblepathwayto100%renewablepowerontheWASouthWestgrid.Energy2030buildsonourpreviousEnergy2029reportsaswellasanumberofcrediblestudiesthathaveshown100%renewableenergyistechnicallyachievable,includingonebytheAustralianEnergyMarketOperator(AEMO)iv.Therearenowmanycountriesandcitieswith100%renewableenergyplans,aswellascredibleandcostedroadmapsshowingnotonlyisitpossible,butcheaper,safer,andwillcreatemorejobsthanthefossil-dependentbusinessasusual.

TheGreens’Energy2030Planwill:

1. Introduceatargetof100%renewableenergyby2030andincreaseourenergyefficiencybyatleastonethird;

2. EstablishanewgovernmentauthoritycalledRenewWesternAustraliatodrivethetransition,responsibleforplanningandleveraging$500millionofinvestmentintoconstructionofnewenergygenerationoverthenextfouryearsinWA;

3. Supportworkersaswetransitionawayfromfossilfuelsthrougha$100mCleanEnergyTransitionFundtoensurecoalworkersandcommunitiesarenotleftbehind,with$6.6meachyearfordirecttrainingandre-skillingprogramsandinvestmentfornewbusinesses;

4. IntroduceastagedPhaseoutPlanbasedonnewemissionsandpollutionintensitystandards,toenabletheorderlyandstableclosureofourdirtiestcoalandgas-firedpowerstations,andafairtransitionforall.

> CREDIBLE SCENARIOS Energy2030modelledtwodifferentscenariosfortheSouthWestInterconnectedSystem(SWIS)andshoweditisnotonlytechnicallypossibletoachievea100%renewably-poweredgridbuttheoverallcostwouldbecheaperthanbusinessasusual.

Manyofthesejobswillbelocatedinregionalareasandwouldprovideamassiveboosttolocaleconomies,aswellasnewopportunitiesfortrainingandtrades.vi

> CHEAPER THAN BUSINESS AS USUAL Energy2030showswecouldachieve100%renewableenergyforthesamecostorlessthanbusinessasusual.Manystudieshavefound100%renewableenergywouldproduceelectricitypricesatanamountsimilartobusinessasusualifthereisatleastsomeglobalactiononclimatechange,includingreportsbytheindependentanalysisfromtheCentreforEnergyandEnvironmentalMarketsattheUniversityofNSWviiandtheAEMO.viii

Ourstudyfounditwouldinfactbecheaperthanbusinessasusual,whenacarbonpriceof$30/tCo2wasaddedandsurplusgenerationissoldat$30/MWh:

> NO CHANGE TO YOUR POWER BILLS OurmodellingofthecostofelectricityforeachScenarioby2030showsthatgoingto100%renewableelectricitywillhavenoimpactonpeople’spowerbillsatall,withallscenariosincludingbusinessasusualcostingus27c/kWhrby2030.

Overthelongertermhowevertheaveragehouseholdpowerbillwouldbesignificantlylessgiventherewillbenofuelcosts.Recentstudieshaveshownthatbillionscouldactuallybesavedfromthetransitiontorenewablesoverthelongterm.

Oneofthebiggestmythsisthatrenewableenergydrivesuppricesforeveryoneelse,whentheoppositeistrue.RecentanalysisoftheRenewableEnergyTarget(RET)showedpowerpriceswillbecheaperwiththeRET,andinthelongrunitwillsaveeveryAustralianhouseholdupto$140ontheirelectricitybilleachyearix.

AnationalstudycalledtheHomegrownPowerPlanalsofoundthecostoftransitioningAustralia’senergysystemto100%renewablesby2050wouldpayforitselfinlowerpricesby2025,andsave$90billionby2050,andfuelcostsavingswouldcover110%ofthecapitalinvestmentneededxxi.

> PHASE OUT PLAN Energy2030includesatimetableforastaged,stableclosureoffossil-fueledpowerstations.

Approximately500MWayearinnewrenewablecapacityisaddedtothegridaswepowerdownourmostpollutingandinefficientfossilpowergenerators,basedonnewemissionsintensityandairpollutionstandardstheGreenswillintroduce.

By2030allcoalgenerationhasbeenphasedout,andsomegas-turbineshavebeenretainedandmodifiedtorunonbio-fuelsduringpotentialshortfallperiodsoflowsolarandwindsupply.

> SUPPORTING TRANSITION IN COLLIE Theglobalenergymarketisundergoingmassivestructuralshifts,andfossilfuelindustriesfaceuncertaintyastheinevitableshifttorenewablesgatherspace.HereinWAastheminingconstructionalsophasesdown,thousandsofworkersfacetheprospectofunemploymentwithnotransitionplaninplace.

WehavearesponsibilitytoensureWAworkersarelookedafterandthisiswhytheGreensarestronglyadvocatingforajustandstabletransition.Wearecommittedtoensuringnoworkersareleftbehindaswetransitionfromfossilfuels,andthatcommunitiesaresupportedduringtheinevitableclosureofcoalminesandpowerstations.

WA’stwoblackcoalminesarelocatedinCollie,employingalmost900people.InadditionhundredsmoreareemployedatCollie’sMuja,Bluewaters,andCollie1powerstations.

Thisiswhywehaveproposeda$100mCleanEnergyTransitionFundtoensurecoalworkersandcommunitiesarenotleftbehind,with$7.5meachyearfordirecttrainingandre-skilling

programs,investmentfornewbusinesses,andtoassistnewindustriesmovetoaffectedareas.

TheGreensarealsocommittedtoworkingwiththeColliecommunitytohelpdevelopatransitionplan,andbuildonourworkandoutreachin2013whichidentifiedCollieasafuturerenewableenergyzoneinWA.

Collieisanidealfuturerenewablehubbecauseithashighqualityrenewableenergyresourcesincludingsolar,biomassandwind;it’sideallylocatedtosupplyrenewableenergytotheSouth-WestInterconnectedSystem(SWIS),therearealreadybillionsofdollarsinvestedinpowergenerationandtransmissioninfrastructure,andithasalocalworkforceskilledinelectricitygenerationandmaintenance,withtransferableskillsrelevanttolargescale/utilitysizerenewableenergygeneration.
