•Integration: the Foundation’s projects and programs are implemented on the basis of the governmental policy in close collaboration with state bodies of power.
•Openness: the Foundation is open for cooperation with any partners within its mandate with the view to achieve agreed upon results.
•Partnership: by implementing its projects and programs the Foundation enables its partners to accomplish their own objectives and actively provides them with resources and services enhancing their capacity and expanding their prospects.
•Comprehensiveness: the Foundation’s projects and programs are designed in Russia’s most advanced modernization areas on the basis of the Foundation’s experiences, resources, solutions, and partnerships.
•Concentration of efforts and resources: the Foundation implements its projects and programs by taking advantage of the resources and experiences of adjacent projects and programs, partners, and donors with the view to achieve a synergetic effect.
•Transparency: FNE develops and presents the Activity Public Reports in the framework of its programs and projects’ implementation. Also the Foundation monitors and evaluates its projects and programs to ensure the utmost transparency of its operations.

•Russian expert network. The Foundation has a strong expert capacity because most of its experts are working practitioners in their respective areas who offer practical project implementation solutions taking into account the peculiarities of specific territories. The Foundation’s expert network is territorially diverse and include specialists representing 23 Russian regions.
•International expert network. The Foundation’s international expert network is made up of experts specializing in the following areas: astronomy and astrophysics, nuclear energy and technologies, biology, biotechnologies, information technologies and computer systems, space exploration and technologies, mathematics, engineering, medical sciences and technologies, mechanics and management processes, nanotechnologies, earth sciences, material sciences, psychology, cognitive research, radio electronics, construction and architecture, physics, chemistry, ecology, economics, international research, sociology, energy, energy efficiency and energy saving. The Foundation’s international expert network is made up of specialists representing more than 35 countries.
•Technological portfolio. The Foundation disposes of a unique set of project methods and technologies in the sphere of social development. All methods and technologies used by the Foundation have been tested and proven effective in the current Russian conditions.
•International cooperation. The Foundation has a distributed network of international partners that enables it to take advantage of the world’s most advanced expert and technological potential.
•Efficient project funding schemes. The Foundation is experienced in raising budget and out-of-budget funds that are used to support and ensure sustainability of social development projects and programs.

pProjects in modernization
of tertiary education
•The program “EURECA - Enhancing University Research and Entrepreneurial Capacity” (2010 – 2012) aims to design new research university development models and facilitate collaboration between research universities and innovation and intellectual property markets by testing technology transfer and intellectual property management models designed by American and other universities and by disseminating innovative experiences among the national research, federal, and other Russian universities.
•The project “Community universities” (2008 – 2013) helps develop mutually beneficial relationships between Russian regional universities and local community by engaging university students and instructors in social practices designed to meet the needs of various local community groups.
•The project “Forecasting the tertiary education system development for 2009 - 2011 in the conditions of education modernization” (2009 - 2011) enabled the Foundation to estimate the development prospects and identify potential changes of the tertiary education system for a medium term.
•The project “Regional university – regional development resource” (2006 - 2009) was designed to engage regional universities and their resource potential in regional socio-economic development processes by designing and introducing replicable models of collaboration between institutions of higher learning and regional subjects of social partnership.
•The project “Training development managers for Russian regional universities” (2006 - 2008) was designed to improve the ability of Russian regional universities to successfully compete on the market of education services by training a group of university development specialists.

r•The program “Commercialization of the Russian intellectual assets and technologies – CRIAT” (2005 - 2007) was designed to develop a complex regional innovation infrastructure of the Stavropol and Primorye regions on the basis of the regional institutions of higher learning.
•The “Student loans in Russia” program (2005 - 2006) enabled the Foundation to summarize the education financing models available in Russia by implementing a research project, “Comparative analysis of Russian and foreign education financing models”. In addition, the Foundation designed recommendations for Russian institutions of higher learning on attracting non-budget funding and organizing research activities, and suggested ways to improve the existing education financing models in Russia.
•The “University library” project (2005 - 2006) helped improve the quality of liberal arts education at Russian regional universities by providing their libraries with Russian and foreign books and textbooks in the field of humanities.

•Involvement in the governmental initiatives designed to modernize tertiary education: development of federal and national research universities, attraction of leading scientists to Russian institutions of higher learning, assessment of research projects by international experts;

• Internship for the leadership of the key Russian universities (April 2011, Washington, Maryland, North Carolina, USA) — focused on developing cooperation between the Association of American Universities and the Association of the Leading Russian Universities, site-visits to three technological parks – of Maryland University and the North Carolina Research Triangle Universities being the part of the Research Triangle Regional Partnership (RTRP) that is a business-driven, public-private partnership dedicated to keeping the 13-county Research Triangle Region economically competitive through business, government and educational collaboration; meetings with key US education and innovation support foundations, and with the USRBC business companies.
•Training on participation in the Higher Education Development European Pro-grams (April-May 2011, Lillafered, Hungary) — focused on building capacity in devel-oping proposals and participating in the Higher Education Development European Pro-grams, doing research and managing innovations under the Strategy «Europe 2020» - EU Programs for R&D and Innovation; Program FP7, Program Tempus IV, special Rus-sia – EC cooperation programs.
•Training-seminar «University and society: social functions and responsibility» at Bologna University and site – visits to Torino University, Torino Polytechnic University, University of Ravenna, University of Ferrara (June 2011) — focused on the system of education in Italy and the autonomy of Italian; forms of university involvement into the municipality/region socio-economic development and best practices on the university-basic stakeholders’ partnerships, innovations management system in Italian universities, internationalization issues.
• Internship and interactive training for university leadership and their business-partners «Collaboration of French Universities with the real sector of economy and technological parks. French experience of university scientific research commercialization» (September 2011, Aix an Provence, Marseille, Nice, France) — focused on getting the set of instruments and developing the activity plan on the university or laboratory marketing, system of indicators, system of control of this plan realization, on the new EC programs on scientists’ mobility; site-visits to technological parks of Château-Gombert in Marseille, Arbois, to the United University of Aix Marseille.
• International internship «Management of university investment attractiveness: Israel experience» (October-November 2011, Israel) — site-visits to Jerusalem University, universities of Tel-Aviv, Beer-Sheva, Haifa, and to Teknion; focused on training on developing set of mechanisms of university investment attractiveness raise, university quality assurance, and investments’ attracting mechanisms.

May 2009, Arlington, USA with the support of George Mason University – focused on the experience of the US universities in collaboration with business companies, industry, institutions on doing joint applied research, the US and Russian approaches comparison on universities’ social responsibility measurement.
• International training «Essentials of the Academic Technology Transfer» by the Association of the University Tech Transfer Managers (AUTM, USA), October 2010г., New-Jersey, USA - focused on the main elements and approaches in the area of scientific research commercialization and building innovation ecosystem, presentation of the leading US universities’ best practices in the area of tech transfer.
•Site-visits and internship at Purdue University, University of California, Los Angeles (UCLA), Maryland and Washington University in the framework of the Enhancing University Research and Entrepreneurial Capacity (EURECA) Program (October 2010, Washington, Los Angeles, Indiana, Seattle, USA) — focused on the experience of university research managem ent, tech transfer и university science commercialization, cooperation with business and authorities, legal basis development, search for seed and venture funding.
• Internship and trainings at the leading universities of France with participation of UNESCO (International Institute for Educational Planning (IIEP) and Institut Francais des Relations Internationales (IFRI) (December 2010, Paris, France) — focused on involving universities into economic development and social partnerships, development and support of higher education research, university scientific research commercialization, exchange of experience in the area of internationalization and universities’ international cooperation results influence on the higher education development.

•International training and internship programs in the key education development areas;
•Complex agreements with universities on support of their international activities enabling them to implement exclusive long-term collaboration programs with foreign partners;
•A network of international partners (training and research centers, educational institutions, foundations, and professional associations) in European countries, the USA, China, and Middle East;
•A team of professional managers and partner organizations providing logistical support.
Projects
As part of its projects the Foundation has organized more than 20 internships in European countries, the USA, China, and Israel and conducted more than 15 international conferences on the most relevant education development issues (“Education and civic engagement of youth”, “US-Russian relations in higher education: challenges and prospects”, “Leading Russian universities within the context of the European tertiary education development trends”, etc.).
The Foundation especially focuses on organizing international internships designed to improve qualifications of university representatives in the key university development areas, as well as in building partnerships with foreign institutions of higher learning, their associations (e.g. the Association of American Universities, Association of Universities in the Netherlands, Russell Group Universities in Great Britain, etc.), and private businesses. The Foundation organizes international training and internship programs specifically designed to meet the needs of the projects and programs implemented by institutions of higher learning. Whenever necessary, the Foundation involves university representatives in its complex programs implemented within the key education development areas.

rCompleted projects
•The project “New vocational training programs (PVE and SVE) designed on the basis of professional standards” (2007 – 2010) offered a mechanism of engaging employers in designing professional standards for professions required for territorial development that were subsequently used to design vocational training programs to train skilled workers and managers.
•The project “To the world of professions through education” (2006 – 2009) helped introduce new approaches to education quality management in primary/secondary vocational training based on negotiated interests of regional communities and businesses.
•The project “Creating interregional vocational training centers supporting the development of key industries in the pilot territories of Russia and China” (2007 – 2009) helped identify the key development trends of the vocational training systems of the project pilot regions, design and introduce a number of effective PVE/SVE system development practices, and create solutions for the most relevant problems of modernization of vocational training that ensure a balance between the labour market and the regional PVE/SVE system and help create an effective workforce potential.

Projects designed to support the innovation infrastructure development
•The program “EURECA - Enhancing University Research and Entrepreneurial Capacity” (2010 – 2012) aims to design new research university development models and facilitate collaboration between research universities and innovation and intellectual property markets by testing technology transfer and intellectual property management models designed by American and other universities and by disseminating innovative experiences among the national research, federal, and other Russian universities.
•The project “Developing the innovation infrastructure in the Khabarovsk region” (2008) helped design a replicable innovation support model in the Khabarovsk region that makes it possible to bring innovations and the real economy sector together in a cost-effective manner.
•The project “Comprehensive innovation development of the Republic of Udmurtia” (2006 - 2007) helped create conditions required to support innovative socio-economic development of the Republic of Udmurtia.
•The program “Commercialization of the Russian intellectual assets and technologies – CRIAT” (2005 - 2007) was designed to develop a complex regional innovation infrastructure of the Stavropol and Primorye regions on the basis of the regional institutions of higher learning.

•The project “Community schools in Russia: an outlook” (2011 – 2013) is designed to support the development of an interregional network of institutions of higher learning and postgraduate education that train secondary school teachers and administrators on the basis of the community school model.
•The project “Developing the network of community schools in Northern Caucasus” (2011 – 2013) is designed to popularize the community school model in the regions of Northern Caucasus.

•The project “Regional university – regional development resource” (2006 - 2009) was designed to engage regional universities and their resource potential in regional socio-economic development processes by designing and introducing replicable models of collaboration between institutions of higher learning and regional actors of social partnership.
•The project “Community universities” (2008 – 2013) helps develop mutually beneficial relationships between Russian regional universities and civil society institutions by engaging university students and instructors in social practices designed to meet the needs of various local community groups.
