Kunwar Vikram Singh, Chairman welcomed all National Office Bearers, Members of Board of Governors and Governing Council representing State Chapters. He congratulated all for entering into 10th year of progress and highly praised everyone‟s efforts in this successful journey. He said at present Private Security Industry is considered to be on priority. Our Government is very keen of skilling & employability of youth of the country and the same is on the top of Government‟s agenda. The Government is taking lot of initiatives in the same direction. He said we are well aware of the fact that Security sector is great contributor in employment generation and community security. He further added that we raised issues of liasioning, taxation, Wages etc every time in every conference but the problem has not been resolved yet. We are still standing with same issues. He shared his discussion recently held with the Finance Minister Mr. Arun Jaitley. He said the meeting was successful and Finance Minister was highly moved by the efforts made by Security Industry till date. He was pleased with the fact that PSS is the single largest contributor of Corporate Tax to the national exchequer. He seems very keen to promote the growth of Private Security Industry. With the combined efforts of Security Industry and the Government our association is trying to lift up the morale of rural youth and make them independent.
Chairman further talked about the Bill “The Labour Code on Wages Bill – 2015” and said “In the new Bill, it is being proposed that the wages of SEMI SKILLED workers shall be at least 50% higher than the minimum wages of the UN SKILLED workers and the minimum wages of SKILLED workers should be at least 25% higher than the wages of SEMI SKILLED workers”. He said CAPSI will keep addressing issues faced by the PSS and will definitely come out with new picture of Private Security Industry.

In the second session, Chairman raised
the issues related to the Private Detective
Agencies Regulation Bill which is
expected to be tabled in the Rajya Sabha
in the forthcoming session of the
Parliament. He informed the house of the
relentless efforts being made by the Core
Group of the APDI in handling the
unfavorable recommendations made by
the High Power Committee of the Ministry
of Home Affairs. He told that the report
was discussed “Clause by Clause” by the
Core Group and intensive analysis was
carried out to understand the negative
impact of the recommendations of the
High Power Committee on the profession
of Private Investigation. He informed the
delegates that a representation was made
to the Home Secretary in which serious
flaws in the report was brought to his
notice. The issue was also raised with
Joint Secretary (PM) Ministry of Home
Affairs who is also the Nodal Officer for
PDARA, who assured that the Ministry
will surely discuss the recommendations
sent by APDI
Kunwar Vikram Singh appreciated the
role of Sh. V M Pandit, Sh. C Pal Singh,
Sh. Pawan Ahluwalia, Sh. Mahesh
Sharma, Sh. Subhash Wadhawan and
Sh. Sachit Kumar for putting collective
efforts in developing a very strong and
meaningful response to the
recommendations of the High Power
Committee. He informed the delegates
that now APDI is working seriously on the
National Occupational Standards for
Private Investigators for which a Sub
Committee has been constituted under
the Chairmanship of Sh. Pawan
Ahluwalia. This Sub Committee has been
formed by the Security Sector Skill
Development Council since Private
Investigation is a Sub Sector of the
Security Sector. He said that once the
NOS are formed by the Sub Committee,
these will be sent to the major, medium
and small investigation agencies for its
approval. Then the Board of Directors of
the SSSDC will discuss the
recommendation and approve for its
presentation to the Qualification
Registration Committee of the National
Skill Development Corporation (NSDC) for
its acceptance as National Occupational
Standards. He said that after the
approval of the NSDC, the SSSDC will
develop curricula, training methodologies
and certification processes to impart
knowledge and training in APDI-SSDC
approved training institutes to set up in
all States under the skill development
schemes of the Ministry of Skill
Development & Entrepreneurship, He told
entire leadership of the APDI to be ready
to usher into a new phase where
knowledge, training and professionalism
will only be appreciated by the end user
of our services.
He further said the Core Committee of the
APDI deliberated upon the need to have
well structured Certification System to
certify investigators already engaged not
only in the Private Investigation but also
those working with Corporate, Insurance

and Financial sectors as their Risk
Managers, Security Officers or
consultants handling internal or external
investigations. As per the
recommendations of the High Power
Committee of MHA, every person engaged
in any type of internal or external
investigation for individuals or corporate
will have to get License to operate. A new
organization is being formed to bring all
professional investigators under one
umbrella so that larger interest of all can
be protected. He informed that to achieve
this objective the Association of Certified
Professional Investigators (ACPI) has been
constituted and a Certification Board has
been constituted. He said that the APDI
will continue to function as National Apex
Body of Private Detectives and
Investigators.
LABOUR CODE ON WAGES
BILL- NEW CHALLENGES &
OPPORTUNITIES
Shri Jasbir Wasu, Vice Chairman (Legal
& Licensing), CAPSI outlined the “Draft
Labour Code on Wages Bill-2015” to be
introduced in the parliament for
enactment in order to amalgamate
existing four acts namely (1) The Payment
of Wages Act, 1936, (2) The Minimum
Wages Act, 1948, (3) The Payment of
Bonus Act, 1965 and (4) The Equal
Remuneration Act, 1976, which would
stand repealed on enactment of this draft
code. He presented the recommendations
submitted by CAPSI and elaborated on
the changes sought in the Draft Labour
Code to seek ease of doing business,
reduction in employer-employee conflict
etc. Interests of the MSME (Micro, Small
& Medium Enterprises) segment have also
been provided for in the proposed
amendments.
Mr. Wasu explained to an interactive and
concerned audience on how the proposed
amendments made after receiving
valuable suggestions from the committee
members and industry will assist in the
growth and development of the regulated
members of the Private Security Sector.

He lauded the Association‟s contributions
and said, „CAPSI has been at the forefront
for facing challenges that have threatened
the Private Security Sector‟s interests
from time to time.‟
CAPSI TO DECIDE STANDARD
WAGE RATES
Mr. Anirudha Singh, Chapter Chairman, Jharhand said “In order to regulate the industry and benefit to all stake holders especially security personnel, CAPSI should have its own wage rates”. He advised CAPSI to launch a standard Wage Rates that will be rational, equitable and applicable to entire Industry. This rate may be structured in line with the DGR rates and circulated throughout country at all level enforcing all labour compliance. Mr. Anirudha suggested forming a committee for this task which will liaison with the concerned ministries and get the proposal approved. He further added that trained, Skilled and certified security unarmed guard may be considered as skilled category and wages should be decided accordingly. He mentioned that CAPSI should make a
policy to grant sponsorship to its
member agencies in the line of DGR
policy for sponsorships. This policy
should be approved by MoH, MoSE &
MoL promotion of standardization and
compliance of security services in
industry. He applauded the significant
role of CAPSI in streamlining the
industry. He focused on the benefits of
CAPSI Sponsorship ie. Fixation of Wage
Rate, Uniformity in Wage Rates,
Uniformity in other Statutory
Components etc.
10th ANNUAL CONFERENCE &
IT’S AGENDA
Mr. C Pal Singh, Honorary Director General- CAPSI announced with pleasure about the forthcoming 10thAnnual Conference of CAPSI. He reminded everyone with the clear vision of Association. He mentioned our vision is to make private security an organized industry sector through up skilling, training, innovation and modern technology so as to provide trained an effective security and assist the society in creating safe and secure environment. He mentioned our annual deliberations during the last 9 years have helped us to understand some critical issues and crucial matters concerning the private security industry.
He suggested constituting a committee to work closely with legal advisor and work out the brief amendments to be made either in the present laws or introducing new provisions if any. This would be a

long drawn out effort requiring amendments or enactment. The road map can be drawn for five years.
He emphasized on long term objective is to make concerted efforts so that in the next five years security industry is able to take over responsibility for a number of peripheral duties present in the domain of Nation.
He focused on the main objectives of association is to promote high professional and ethical standards in the
security sector to improve the image of Private Security Sector. He also added to assist SSSDC in creating programs & parameters for various levels of training to ensure effective and professional security.
Kunwar Vikram Singh shared his innovative ideas of celebrating 10th Annual conference with National and International delegates. He mentioned the Government officials and various Ministries will be involved in the coming conference. He shared his dream to launch a book “100 Success Stories” on 10th Annual Conference and asked present delegates to work on it and send their story of success. The best would be published in the book.
RPL- A UNIQUE OPPORTUNITY
TO PSS in PMKVY
Major General Kuldip Singh, COO-SSSDC explained through his presentation the role of RPL in Private Security Sector. He emphasized the importance of assessment & certification of existing workforce through RPL process, for which a protocol has been formulated first time by SSSDC. He informed RPL has been included in Pradhan Mantri Kaushal Vikas Yojna. This scheme will cover 24 lakhs youth. Out of which 10 lakhs is for RPL only (42.3%)

of the industry will get assessed and
certified under the PMKVY without any
financial burden on an individual and
PSA.
CAPSI members will be benefitted if
they establish their training centres
and get it affiliated by SSSDC. This will
create win- win situation for all.
He further mentioned, Under this scheme
we will create more skilled man power
that will attract foreign partners and also
help in strong Nation building, aim of
Prime Minister and MSDE. He further
added entire work force is required to be
assessed and certified by 2020 for any
government job and in future deployment
of Private Security Personnel in all PSUs
and Govt Bodies will require certification
from SSSDC as per Govt of India (GOI)
Notification.
Comdt. H S Chowdhary, Chapter
Chairman, Delhi mentioned since it has
become obligatory for all Security Guards
to undergo mandatory training &
certification by SSSDC. He suggested
SSSDC to issue, a small pocket size
foldable ID card cum certificate to all the
Guards and Supervisors so that it
becomes handy and can be easily
produced before the inspecting personnel
while being on duty.

Major General D K Jamwal, CEO-
SSSDC explained through his
presentation the benefits of Pradhan
Mantri Kaushal Vikas Yojna (PMKVY)
for CAPSI members.
Sharing long term objectives of SSSDC,
He said “Our objective is to Skill/Train
the workforce for domestic and
international employment and also
assess & certify existing workforce
through RPL Method”.
He discussed the role of RPL in the
Private Security Sector (PSS) and
applauded the continuous efforts of
SSSDC for preparing protocol for RPL. He
informed RPL has been included in the
PMKVY. RPL certification will benefit in
up gradation of job role and enhancement
of pay scale. The scheme is meant for
those people who could not afford
training but needed skilling and
employment.
This scheme is for skill training of youth
to be implemented by the new Ministry of
Skill Development and Entrepreneurship
through the National Skill Development
Corporation (NSDC). The scheme will
cover 24 lakh persons that include 14 lac
Fresh Trainees and 10lac RPL. Skill
training would be done based on the
National Skill Qualification Framework
(NSQF) and industry led standards.
Under the scheme, a monetary reward is
given to trainees on assessment and
certification by third party assessment
bodies. The average monetary reward
would be around Rs.7500 for Fresh
Trainees and Rs 2000 for RPL.
He suggested to take benefit of this
golden opportunity to skill workforce with
Govt funding and also advised PSAs to
have their own TP and create well trained
workforce, So that the Service provider
can demand for more financial wages
from the Principal employer. He further
added Training, Assessment and
Certification is an “Investment” not a
“Cost”.
He concluded his presentation with a
famous saying of US President Barack
Obama -
“We cannot continue to rely only on our Military for National Security, We must have a civilian /Private Security Force that is just as Powerful, Strong and Well funded.”

the Government and said this will help in
employment generation and improving
infrastructure development. He shared

enjoy under this government scheme. He
further mentioned the “Security Sector”
must deliver the PMKVY Scheme as a role
model and set example for all other Skill
Councils; with the conjoint efforts of
SSSDC, TPs, ABs and other stakeholders.
Mr. V. V. Katti, President CAPSI
suggested everyone to celebrate
coming 10th Annual Conference of
CAPSI by using their innovative skills.
He asked everyone to come forward with
some innovative ideas for the forth
coming Conference.
He recommended all to take the initiative
to strengthen the state chapters. He
shared the results of efforts done in his
own chapter. He also emphasized to bring
the industry together at the common
platform for training because bonding
plays an important role. He also agreed to
travel to different states to have meeting
with State Chapters in order to
strengthen the Association Membership
drive. This will help us to address issues
faced in different states. He emphasized
on the need to create the secretariat in
every region.
Mr. Mahesh Sharma, Secretary General
– CAPSI delivered vote of thanks to all
and special thanks to Chairman for
sparing time from his busy schedule to
deliberate on the issues of CAPSI & APDI.
He further agreed with the suggestions
given by Mr. V V Katti, President- CAPSI
to travel across and discuss the issues
with State Chapters to increase the
membership & strengthen the
Association. He applauded the meeting
recently held at Tamil Nadu &
Puducherry Chapter meet and grand
celebration by Karnataka Security
Services Association. He appreciated the
way it was carried out and made
successful.
He also announced with great pleasure
the dates of 10th Annual Conference of
CAPSI & APDI. He said every Chapter
should involve and get good numbers
of participants in the forth coming
conference from their respective
states.

ROAD MAP FOR APDI 2015-16
Mr. Subhash Wadhawan, President
APDI presented the Road Map for
APDI for the year 2015-16. He
discussed the main aim to bring
maximum numbers of Investigator
Professionals under APDI membership
and he suggested many ways to reach
to this objective. He Suggested to
approach CAPSI members who is also
involved in investigation business to
take APDI membership, providing
attractive offer schemes to members,
offering multiple years memberships or
discount over single year membership,
Publicity drive through advertising,
security post, emails etc, conducting
work-shop/seminars in various state
chapters and invite non-members at
nominal charge or free , quarterly
meeting of Membership Committee to
access progress and plan strategy,
approaching professional who are
associated directly or indirectly with the
Investigation profession, periodical
meeting with Chapter Presidents to get
updates on steps taken to create
awareness about APDI and new
members added, encouraging student
members by offering membership at
reduced rate. He also discussed the
initiatives taken by him for APDI like
Membership Identity Card and
Membership Certificates, new features
included in Investigation Times ie
advertisement, press cuttings etc.
NATIONAL OCCUPATIONAL
STANDARDS FOR PRIVATE
INVESTIGATORS
Mr. Pawan Ahluwalia, Convener, NOS
Sub-Committee introduced the draft
NOS and QP in the Governing Council
Meeting for discussion. He explained
the importance and need of NOS for
Private Investigators. He said a sub-
committee drawn from the Board of
Directors has been formed to go word
by word in finalizing Knowledge Pack,
NOS and Training methodologies. This
will facilitate in preparing the
curriculum and the course materials.
The sub-committee is meeting regularly
and is putting lot of efforts in preparing
the NOS.

Mr. V M Pandit, Convener - ACPI,
explained the Concept, Vision and the Mission of ACPI. He said
visualizing the correct perspective and the methodology and mechanism to
implement it required a lot of deliberations on our part. To arrive at
the correct connotation and purpose we must examine the three key words
depicting CPI:
CERTIFICATE “is an official document recording a particular fact, event or
achievement”.
PROFESSIONAL (ADJECTIVE) “is a person who is very skilled in a
particular activity.” Professionalism (noun) “is the ability or skill that you
expect from a professional person.”
INVESTIGATION (VERB) “is to carry out a systematic inquiry so as to
establish the truth of something.”
He explained that it follows from this definition or meaning of the word that
we the investigators must really be trained and equipped by up scaling our
skills to arrive at truth of the matter we are assigned to find. This again
envisages acquiring the sharp edge of
professionalism.
The vision for ACPI is therefore to:
Create a body of Professional Investigators for credibility to be
attached by the society
To acquire skills and professionalism befitting our job role
To project our professionalism by
earning credentials.
The mission of ACPI is therefore to:
Translate the CPI concept into
practicality by selecting only the deserving candidates to qualify as CPI
Attract professionals from other allied fields.

CONTROLLING AUTHORITY
– DELHI
CAPSI was invited to attend a meeting
convened under the Chairmanship of
Principal Secretary (Home) in his
chamber at 1600 hrs on May 22nd, 2015
to discuss various issues with regard to
training of guards/supervisors and
introducing revised Performa for
furnishing of online information of
guards/supervisors under the PSAR Act,
2005.
The invitees were the Jt. Commissioner
Police, Mr. Dash, the System Analyst (IT)
– Delhi Secretariat, the four training
institutes recognized by Govt. of NCT of
Delhi and CAPSI delegation comprising
Mr. Jasbir Wasu, Vice Chairman (Legal &
Licensing), Mr. Mahesh Sharma,
Secretary General, Comdt. H. S.
Chowdhary, Delhi Chapter Chairman and
Gen. Lakhvinder Singh.
In the absence of the Convener the
meeting was chaired by the new
Controlling Authority Mr. Yashpal Garg,
Jt. Secretary (Home) who was extended a
warm welcome by Jasbir Wasu on behalf
of CAPSI delegates and members.
The Controlling Authority was quick to
get down to business and opened the
agenda by expressing his disappointment
with the poor response of the licensed
PSA‟s (Private Security Agencies) in
uploading the data required by the
Authority regarding all
guards/supervisors and updating of the
same on a regular basis. Mr. Jasbir Wasu
brought to the fore that due to the high
rate of attrition and job-hopping prevalent
in the sector it would be a very
cumbersome task both for the uploading

agencies as well as the e-governance
department. The data uploaded would age
and die with every resignation
/discharge/joining of personnel and
tracking the employee mobility would be
very difficult because of the migratory
labour market conditions.
The discussions moved on to the focal
area of the agenda viz training of
guards/supervisors and the rules and
guidelines governing training as specified
in the PSAR Act, 2005 and Private
Security Agencies (Regulation) Rules 2009
of the Delhi government. The Authority
invited discussions and a lively debate
ensued between the participants. The
objective of the training, the training
capacity of the four PSARA recognized
training units and the business viability
of training were actively discussed.
Mr. Jasbir Wasu and CAPSI delegates
presented the Controlling Authority with
a copy of the Gazette notification on
recognition of Sector Skill Councils in
2015 and also a copy of the training
certificate being issued by the Affiliated
Training Partners under the aegis of the
National Skill Development Council and
the Ministry of Skills and
Entrepreneurship. Mr. Wasu also
submitted a humble request that the
Authority should consider revisiting the
training rules of 2009 in view of the rapid
developments in the skills, training and
occupational education arenas. The 1.3
acre land requirement for an institute
under the existing rules was monopolistic
and restrictive to the training objectives of
the PSAR Act, 2005 and regulated growth
of the sector. To prove a point, Wasu cited
comparison of the numbers trained by
the PSARA approved institutes and the
SSSDC affiliated TP‟s directly and under
the government schemes like the STAR
and the Pradahn Mantri Kaushal Vikas
Yojana (PMKVY). In fact, Mr. Jasbir Wasu
cited that two of the four PSARA
recognized institutes present were also
SSSDC affiliated training partners with
qualified trainers certified by the SSSDC.
The Jt. Commissioner of Police Mr. Dash
actively participated in the meeting and
keenly observed the proceedings. Mr.
Dash requested the Chair to forward the
Minutes of the Meeting and brought to
the notice of the chair that Minutes of
Meeting of an earlier meeting convened on
Cash Management agencies and bankers
were still to be circulated.
The Chair assured that the Minutes
would be sent and ended the meeting
with a vote of thanks to all present.
CAPSI TEAM DISCUSSED FDI
RULES ON PRIVATE
SECURITY INDUSTRY WITH
FINANCE MINISTRY
A Meeting was held on 4th June 2015
chaired by Additional Secretary
(Investment) on uniformity and equity in
implementation of FDI rules on Private
Security Industry including Cash
Management Services.
Ministry of Finance, FIPB, Ministry of
Commerce and Ministry of Home Affairs
were present.
Mr. Rituraj Sinha, CEO- SIS Group,
Shri Jasbir Wasu, Vice Chairman-
CAPSI and Mr. Mahesh Sharma,
Secretary General-CAPSI attended the
meeting.
Issues discussed in the meeting were:
Whether “Cash Management
Services” falls within the ambit of
Private Security Agencies
(Regulation) Act, 2005 (“PSARA”)

Whether outsourcing / sub
contracting / sub letting armed
guards and cash vans to another
PSAR Act licensed company makes
CMS Info Systems Private Limited
compliant with the Private Security
Agencies Regulation Act
Whether FIPB has enforced the FDI
cap as per Private Security
Agencies (Regulation) Act, 2005
(“PSARA”) while dealing with
investment approval applications
from “Cash Management Services”
companies in the past.
Whether the approval provided by
FIPB to CMS Info Systems Private
Limited for majority foreign
shareholding is based on a correct
interpretation of the PSAR Act and
consistent with past precedents set
by FIPB itself.
CAPSI delegation emphasized upon the
need to evolve well defined policy so
that members of CAPSI can develop
their business plans. The Finance
Ministry officials assured the
delegation that they will ensure the
level ground and FDI policy as per the
PSARA is framed accordingly.
MEETING OF SUB-GROUP OF
CHIEF MINISTERS ON SKILL
DEVELOPMENT
The meeting of the sub-group of Chief Ministers on skill development was held in Punjab Bhawan, Chandigarh on 27th May 2015. Punjab Chief Minister Prakash Singh Badal chaired the meeting of sub-group on skill development. The CMs of Assam, Chhattisgarh, Goa, Gujarat, Himachal Pradesh, Meghalaya, Odisha, Puducherry, Tripura and Tamil Nadu attended the meeting are members of this group.
The Agenda of the meeting was to seek views, suggestions and actionable points for submitting to the consideration of the Sub-Group. The draft report was discussed in the meeting. Women and Youth will be the focused targets for skill development across the country. Skill development will not just be restricted to empowering youth for jobs in the corporate sector, but also in agriculture and allied activities and in traditional crafts of each state. These are some of the recommendations which will
be part of the draft prepared by the Niti Aayog sub-group on skill development. Among the other recommendations of the group are establishing a Right to Skills for Youth Act that will make it mandatory for the states to impart skills to all youth and women. The draft also recommends that the corporate sector should be involved at each step in the skill development programme, so that the skills imparted are in consonance with the needs of the employers. The Corporates will also be asked to get involve and fund these schemes.

SSSDC organized special “Partners Meet” on 22nd May 2015 at PHD Chamber, New Delhi. The meeting was attended by almost 150 leaders representing the TPs, ABs and other stakeholders, pan India. The primary aim of the meet was to
discuss about the Pradhan Mantri
Kaushal Vikas Yojana (PMKVY) and
general compliances.
Chairman Kunwar Vikram Singh
commenced the meeting with the purpose
of calling Training Providers and
Assessment Bodies under one roof.
Chairman said “Skill India is a dream
project of Prime Minister and very
close to his heart”. We should also take
initiative and work collectively towards
Skill India project.
Chairman highlighted salient aspects of Pradhan Mantri Kaushal Vikas Yojna (PMKVY) and its impact towards generating employment, particularly from school drop-outs.
The Chairman was very clear in stating that there were numerous shortcomings in implementation of STAR Scheme and advised that we must learn lessons from the same and take appropriate measures for PMKVY Scheme, to obviate recurrence of past mistakes.
Highlighting the vision of Government
target in skilling Chairman asked TPs
and ABs to grab opportunity and to
make maximum use of government
schemes. He mentioned there is huge
demand in India and our Industry
growth rate is 22%. Individuals
trained by the Training providers are
easily absorbed with the certificate they
get after the Assessment by SSSDC. He
informed that the grievance of the
workforce particularly with regard to
“higher wages” and classification as
“Skilled Worker” was being suitably
addressed at the highest level.
He suggested TPs and AB‟s to maintain
the quality as it‟s only the quality output
which will be recognized by the End
Users. Chairman warned members to be
honest with their profession. He said
there is no place of corrupt individual in
the industry.
He also mentioned the hard efforts and
time taken to earn respect for Security
Industry. He advised to eliminate the
element of corruption from their
thoughts. He talked and repeated the
word ZERO Tolerance against
corruption. He mentioned defaulters
would be responsible for strict action
against them besides cancellation of
affiliation of their TPs/ABs.

He further added “It took us long time to
bring respect for this Industry, to involve
State Government and Central
Government, and now we will not tolerate
anything which destroy the honor and
dignity of Security Industry”

we trust you”, He said. He mentioned
very clearly the work will be given only on
the basis of their performance and said
it‟s time to prove your efficiency with your
results.
Chairman concluded with the dream of
PM and recommended everyone to be a
part of his dream in Nation building and
feel the pride.
