1. Release new data sets, turn existing websites and PDFs into machine-readable data sets, launch APIs

4. Regularly support Incubators, Accelerators, incentive-prize competitions and other gatherings

5. Hold celebration events (“Datapaloozas”) to highlight private sector innovation using open data
