WHAT IS A DISASTER?A disaster is a destructive event that occurs suddenly and involves loss of life and property.

Disaster Management refers to the measures taken for the safety and protection of life and property from natural or man-made disasters.

This means being –prepared for disasters,fighting disasters effectively, ensuring the safety of life during disasters helping in rebuilding society after the disaster.

DIFFERENCE BETWEEN DISASTER PREVENTION AND MITIGATION

PREVENTION IS THE ACTION DESIGNED WITHIN THE SEGMENT TO IMPEDE THE OCCURANCE OF DISASTER HAVING HARMFUL EFFECTS ON COMMUNITIES OR KEY INSTALLATIONS.

MITIGATION TAKES FORM OF SPECIFIC PROGRAMS INTENDED TO REDUCE THE EFFECTS OF A DISASTER ON A NATION/COMMUNITY

DISASTER RESPONSERESPONSE MEASURES ARE THOSE WHICH ARE TAKEN IMMEDIATELY PRIOR TO AND FOLLOWING DISASTER IMPACT.SOME OF THEM ARE –• IMPLEMENTATION OF PLANS• ACTIVATION OF THE COUNTER DISASTER SYSTEM• SEARCH AND RESCUE• PROVISION OF EMERGENCY FOOD, SHELTER,

MEDICAL ASSISTANCE ETC.• SURVEY AND ASSESSMENT• EVACUATION MEASURES

RECOVERYIT IS THE PROCESS BY WHICH THE COMMUNITIES AND THE NATION ARE ASSISTED IN RETURNING TO THEI PROPE LEVEL OF FUNCTIONING FOLLOWING A DISASTER.

THREE MAIN CATEGORIES OF THE ACTIVITY ARE NORMALLY REGARDED AS COMING WITHIN RECOVERY SEGMENT:• RESTORATION• RECONSTRUCTION• REHABILITATION

INTERNATIONAL FEDERATION OF RED CROSS AND RED CRESCENT SOCIETIES

The RED CROSS AND RED CRESCENT NATIONAL SOCIETIES(RCRCNS) , supported by the International Federation, work with communities to reduce risk, mitigate the effects of, prepare to respond, respond to and recover from disasters.

ACCORDING TO THEM, Disaster Management can be defined as the organization and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular PREPAREDENESS , RESPONSE and RECOVERY in order to lessen the impact of disasters.

MORE ABOUT RCRCNS…The first people to respond to a disaster are those living in the local community. They are the first to start rescue and relief operations. The Red Cross and Red Crescent National Societies therefore focus on community-based disaster preparedness , which assists communities to reduce their vulnerability to disasters and strengthen their capacities to resist them.

When the capacity of a community or country to respond and recover from a disaster is overwhelmed, and upon request from the National Society, the International Federation uses its regional and international networks, assets and resources to bring assistance to the communities and National Red Cross Red Crescent Society which is assisting them. At an international level the International Federation advocates with Governments, international organizations' and humanitarian donors for better practice and accountability in disaster management and greater respect of the dignity of the vulnerable people.
