The entire State of Uttarakhand has three bodies that grant the sanctioning of Building Plan Approval

a. State Industrial Development Authority (SIDA) which as per the Notification number 89/VII-

1/2015/137-Udyog/2005 dated 12.01.2015 ( the letter is available on

http://www.sidaonline.in/UserManual/SIDA%20-%20GO.pdf ) duly signed by the Additional Chief

Secretary which was approved by H. E. Governor in accordance with the provisions present in

Section 17 of the Uttar Pradesh Industrial Area Development Act; has been authorised to grant

Building Plan Approval in all the Notified Industrial Areas / Industrial Estates and such Regulated

Areas which have been notified for Mega Projects.

b. Housing Department, Government of Uttarakhand which grants the Building Plan Approval in the

following areas:

a. 23 Regulated Areas which is governed through the The U.P. (Regulations of Building

Operations) Act, 1958

b. 3 Development Authorities, namely LDA, MDDA and HRDA as well as UHUDA which are

governed through Uttarakhand Urban And Country Planning And Development Act, 1973

c. Doonghati SADA which is governed through the U.P. Special Area Development Authorities

Act, 1986

c. Urban Development Department which governs over 91 ULBs under the Uttar Pradesh Municipal

Corporation Act, 1959 & Uttar Pradesh Municipalities Act, 1916

All the three departments have adopted the Uttarakhand Building Bye Laws 2016 (as shown in the list

above in the points 2-6 for Housing Department, point number 7 for SIDA and point number 8 for Urban

Department) number thus ensuring that the Single Bye Laws i.e. Uttarakhand Building Bye Laws 2016 is

effective throughout the State thus providing the entire information regarding the Building Codes to the

Low Risk or Medium Risk & on the right side of it (marked with an arrow below), the Risk Matrix is also

The Risk Matrix shows that for each individual item, what Risk Level has been calculated and the overall

Risk Category of the Building is decided based on the highest risk parameter breached.

overall risk of the building has been calculated as High Risk.
