Requirements under the Direction Reporting on compulsory student services fees

6. Institutions must provide information on compulsory student services fees through their annual report or in the case of registered private training establishments through a written report to students.

Requirements Decision-making 4. Providers must establish adequate arrangements for

decisions to be made jointly, or in consultation with the students enrolled at the provider, or their representatives, on the following matters: (a) The maximum amount that students will be charged for

student services; and (b) the types of services to be delivered (within the categories

set out under paragraph 9 of this direction); and (c) the procurement of these services; and (d) the method for authorising expenditure on these services.

All TEOs also need to ensure that they are complying with the requirement to make decisions about CSSF jointly, or in consultation with students.

Interactions with student body in decision-making processes

It is recommended that providers review their decision-making processes to ensure they are following principles of best practice in this area. A key aspect of decision making in this area is the interactions with the student body who are the final users of the TEO’s services.

Ways to increase the student voice in decision-making include: Establishing a committee with student representation that has advisory or

decision-making powers over how levies are set, what services should be delivered and how these services should be purchased.

Making information available to students on how the levies are being used and how these services are performing against set objectives.

Seeking regular feedback from students on the quality of services.

Our recommendations The Minister to give clear direction to the institutes on what

information need to be provided to demonstrate compliance. In particular:

They must report the CSSF charged per EFTS They need to provide some detail as to the consultative process,

oversight, and accounting processes that they have undertaken That the Minister call for a summit of those involved as institutional

and student representatives in the CSSF process, with an expectation that those who wish to set a CSSF be present, to be organised in conjunction with NZUSA to achieve the goals of improved clarity, sharing of good practice and enhanced transparency and accountability.

That the Minister articulate that it is his preference that the key CSSF decisions be made jointly with student representatives.
