On Bill Financing• Very Very Large Challenge to Pass Legal • New LED lights : Dark Sky Compliant• DECO lighting (in business for over 56 years)– 10 warranty, 100,000 hour life, if they fail , DECO

will fix them. (LA company, CREE LEDs )

– DECO has lights that are rated for 25 years.– 300 watt sodium vapor to 60 watt LED.

Energy Management Software

• Energy Cap– Good for the price. 100k paid by grant,– Should have asked for more $$

• Good Web Pages– Need to get better on reports– Good benchmarking

• Working out Benchmarking with EPA will be done soon

• Enormous amount of work.

County Utility stats

• Approximately 600 bills per month• Allocate bills thousands of ways• 75% of the bills come in electronically

(electric ,gas)• 25% entered manually ( trash , water, sewer)– Looking at OCR with ECAP

• Web and client versions.

Every County Employee can access the site and see how their building

is doing

Compare Buildings

• 1• 1• 1

Greenhouse Gas Inventor is Live

Schneider Electric Sub Meters

• Great equipment• Web interface• Great Vendor

BenchMarking• We put in our data in the EPA website• EPA website changed• We put in our data in the new EPA website • We changed again to comply with ECAP• Only some types of buildings will benchmark– (no Sheriff, Jail, Fire station,…)– Good for offices

• Based of 2003 data

Bottom line: A work in progress.

What is Next

• More level 2 Electric Vehicle charging stations• DC Electric Vehicle Fast Charger • Lithium Battery 30kw pick shaving system• More Solar on County Buildings in Lompoc• Building Energy Efficiency Standards Policy for

County owned buildings• Natural Gas Boiler cycling time modifications

Greffen Systems: M2G boiler controller.

ZNE Resolution

NOW, THEREFORE, IT IS HEREBY RESOLVED AND ORDERED that:• All new Santa Barbara County owned facilities and major renovations beginning design after 2025 be constructed as Zero Net Energy Facilities with an interim target for 50% of new facilities beginning design after 2020 to be Zero Net Energy. Santa Barbara County departments shall also take measures toward achieving Zero Net Energy for 50% of the square footage of existing Santa Barbara County owned facilities by 2025 and the remaining 50% by 2035.
