Two Stage Transition

• Shadow year 2011/12• Functions delegated• PCT still responsible

• 2012/13 or later• CCG becomes legal

NHS body• Responsible to the

National Commissioning Board

• Has a Responsible Officer

Functions of The CCG (1)

• Have Regard of the NHS Constitution

• Commission Hospital, Community Health and certain Public Health services for the local community

• Determine local health needs and what services are to be provided to meet those, having regard to the resources available to them.

Functions of CCG (2)

• Secure A&E and ambulance services, walk-in centres and GUM services for all persons present in their area.

• Secure 18 week wait target

• Secure continuous improvement in the quality of care for commissioned services

• Support the continuous Improvement of the quality of Primary Care

Functions of CCG (3)

• Duty to co-operate with Local Authorities

• Particularly on Child care and welfare

• Emergency Planning

• Public engagement, involvement and consultation

• Financial Balance

• Equality and Human Rights

What does Commissioning Mean?

• Identify the health needs of the population• Identify what services are needed• Identify patient pathways• Consult with all stakeholders• Develop Specifications (quality,numbers,)• Explore the market• Procurement• Contracting• Implementation• Monitoring (quality, numbers, cost, etc)

What is Different from a PCT

• Lead by Clinicians

• Supported by Managers

• Smaller Organisation

• Patient/Public Involvement

• Localisation

• Closer ties to Council (H&WB)

• More fleet of foot
