19941994• National Organic Standards were developed by the Ministry of

Environmental Protection of PR China (MEP)

20042004• The policymaking authority for China Organic Product was shifted

from MEP to CNCA

20052005

• The China National Organic Standard (GB/T 19630-2005) wasintroduced on 19th January and took effect from 1st April togetherwith the Administrative Measures for Organic Product Certification;Soon the Implementation Rules for Organic Product Certificationwas released

20122012• GB/T 19630-2011 took effecting from 1st March of 2012 together with

the revised Implementation Rules

20132013• The Administrative Measures were revised and will be take effec

from 1st April, 2014.

In accordance with the provisions of theImplementation Rules. Among them, below listedshould be accompanied in Chinese language:

- Environmental quality report- Your operation’s description: maps, facilities, staff- Previous certifications- Description of used materials- Processing flow charts- Inputs in production and ingredients and additivesin processing

- Quality manual- Previous certification documents

(non-compliance letter, maps, organic management system, etc.)

Highlights of the Standard

Environmentalreport/ result

An environmental quality report must beprovided. Air, soil and water quality mustcomply with GB/T 19630.1, and local laws,issued by the local competent authority.

Own quality managementThe operation determines an internal inspector,sets up complaint handling procedures,continuous improvement and label control.

Annual inspectionThe entire operation, incl. sub-contrators arevisited, by an CCAA approved inspector;no special rules for „farmer groups“.

Highlights of the Standard

Sample testingSamples must be tested for all productsapplied for certification. Residues lead to afive-year revocation.

Renewal application Delayed application for certification renewalleads to a one-year revocation.

Strict non-complianceprocedures

After non-compliance detections these can becorrected within 30 days; failure to do so isfollowed by a one-year revocation.

Continuous reporting toCNCA

Application, inspection plans, inspection report,certification information are continuouslyreported to the authority and partly published.There are strict deadlines for each action.

Labeling of raw materialRaw material must be labeled and beaccompanied by a transaction paper issued bythe CB when sold.

Labeling of retailpackages

Retail packages must use the mandatory sealand official label. Labeling of conversionproducts will no longer be allowed (from 1.4.14)

Incorrect use of the label The use of the label beyond the applied forscope, leads to a five-year long revocation.

Certified products on every sales packages must be marked with:

• China Organic Product Logo The code consists of:• Unique Organic Code - Code of the CB• Certification Body’s - The year of production

name or Logo - A random number

Effective from 1st October, 2012, imported food into Mainland Chinashould register to AQSIQ of China's for filing. (AQSIQ Decree No. 55)

Overseas Exporters or Agents Imported Food Consignee within Borders

1) Register to AQSIQ filingsystem

1) Register to local CIQ as well asAQSIQ filing system

2) Obtain an application number and an inquiry number

3) Be registered to the systemafter information integrity

(AQSIQ)

* NO fees will be charged by AQSIQ or CIQ during this procedure!
