May 2011 Project E10-35 was initially bid to twelve (12)
eligible prequalified general contractors on May
25, 2011.
June 2011 All bids were over budget and were rejected.
July 2011 Contractor debriefing, re-scoping, value
engineering exercises commenced to reduce
project costs to within budget.
Aug 2011 Commission approved redesign and rebid.
Oct 10, 2011 First Outreach (non-mandatory) & Information
(TODAY) meeting.
Nov 10, 2011 2nd Outreach meeting (mandatory) – Twelve (12)
Prequalified General Contractors. Participation
by SBE, DBE, DVBE and IS-DVBE.

•Reduced steel tonnage significantly-eliminated one whole floor.
•Lowered transit station to grade.
•Changed round steel columns to square steel columns.
•Changed steel to concrete columns on first floor to expedite
construction while steel is being fabricated.
•Eliminated cellular steel decking and internal waterproofing.
•Eliminated over excavation and re-compaction at pile caps.
•Eliminated complex trusses and plate girders.

•Changed roofing system to pre-engineered flat roof.
•Changed Customer Service Building to pre-engineered building.

•RITC Structure - Level 1 (at grade), Level 2, &
Level 3 - approx. 370,000 SF (elevated)
Multi-level steel base-isolated consolidated rental
car facility-customer service building, rental car
premium booths, maintenance, car wash and
vehicle fueling stations, ready-return rental car
parking and transit station; inclusive of all
underground utilities (new & relocated); hardscape
& landscape; and RPS site prep work only.

•Off-Site Improvements
Installation of traffic signals, synchronization of
traffic signals, pedestrian cross walk and off-
airport signage.

BASE BID & BASIS OF AWARD
• The Base Bid will be comprised of components of the
Project:
• RITC Structure (Level 1, 2, 3); Customer Service Building,
Bus Transit Station (at grade), and associated
infrastructure, utilities (new & relocated); hardscape &
landscape, way-finding signage
• Elevated Walkway
• Off-Site Improvements
NOTE: The base isolators will be procured directly by the
Authority, delivered and stored on-site ready for
contractor installation.

Award of a contract will be based on the
identification of the lowest responsive bidder
provided the bid is within the budget and funding
constraints for the project.

The Regional Intermodal Transportation Center, Elevated Walkway, and
Replacement Parking Structure projects will be managed during
construction with a heightened attention level of self awareness combined
with strict oversight and enforcement of safety standards & practices
IX. Owner Controlled Insurance Program (OCIP)
General Contractor and all Subcontractors will be required to enroll in the
Owner Controlled Insurance Program. General Contractor will be
responsible for enrolling all subcontractors, excluding demolition or hazmat
contractors.

•Replacement Parking Structure (RPS) – Five (5)
levels (4 elevated) – 1,043 parking spaces.
Post-tensioned concrete parking structure with
spread footings.
This new parking structure serves to replace the
parking spaces lost as a result of the construction
of the RITC & EW project.
NOTE: This project is subject to the 2010 Building
Code.

(Timeframe for purchase Nov/Dec 2011).
•RFQ/RFP – Special Inspection & Materials Testing – all code required
special inspection & materials testing will be performed by up to three
(3) firms selected firms. Release date of RFQ/RFP is scheduled for late
October 2011.
