Examples – Initial Outreach – introductory and data phase Text of CMRPC Newsletter - March 2006 Pre-Disaster Mitigation Plan Gets Underway CMRPC is ready to embark on a two-year study to conduct a regional, multi-jurisdictional hazard mitigation plan to prepare the Region for possible natural disasters. We have received a grant for $112,500 from the Federal Emergency Management Agency (FEMA) to undertake the effort and will provide a $37,500 match (25%) as part of the $150,000 planning study. Upon completion, any community in the Region will be eligible to apply to FEMA for funds to implement specific mitigation measures included in the Plan. By preparing a regional plan, all of our communities will become eligible without having to prepare their own local plans. For example, FEMA’s Flood Mitigation Assistance (FMA) Program requires a community to be part of an approved all hazards mitigation plan; cities and towns can apply for funds to undertake remedies to reduce or eliminate the long-term risk of flood damage to buildings and other structures. The grant will be administered by the Mass. Emergency Management Agency (MEMA), the state entity responsible for coordinating emergency planning in Massachusetts. MEMA has encouraged a regional approach to disaster planning. Soon all of the Regional Planning Agencies in Massachusetts will have prepared such plans. MEMA will integrate all of these efforts to create a statewide plan. Our sister agency to the north, the Montachusett Regional Planning Commission (MRPC) has received an award to conduct a similar study in their region. We will coordinate our efforts to insure a consistent and comprehensive approach for most of Worcester County. Our process will have a heavy local participation component. We will establish a regional Multiple Hazard Planning Task Force with representatives from our 40 communities. We will hold a series of public meetings to solicit input from citizens and professionals with knowledge of natural hazards. The Task Force will provide assistance in assessing the feasibility of potential hazard mitigation measures and identifying priority regional projects. We will also engage local officials in identifying and prioritizing potential natural hazards in their own communities. These may include threats due to wind, flooding, winter storms, fire, landslides, and other threats identified by these officials. CMRPC’s GIS staff will map these threats and critical facilities, and ask local experts to correct any inaccuracies and add new information where appropriate. Land use staff will help to assess the adequacy of existing protection measures and conduct a vulnerability assessment of critical facilities and local infrastructure. The end result will be a plan that creates a Multiple Hazard Mitigation Strategy applicable to the entire region. CMRPC will help to develop local mitigation strategies specific to each community for inclusion in individual community annexes. Upon completion of the study, the

regional Hazard Mitigation Plan will be adopted by CMRPC’s governing body, the Commission itself. We have already begun our in-house data collection effort and will soon begin reaching out to local officials to verify and update our data. With the active cooperation of local emergency management officials, we aim to produce a comprehensive plan that will lead to the implementation of concrete measures that will help to prevent loss of life and damage to property from natural disasters. Phases 2 and 3 – The Dialogue and Plan In 2009, CMRPC staff often incorporated presentations and discussions of the PDM Planning effort in many of our community meetings taking place with Boards of Selectmen, Planning Boards, Master Plan Committees, Business Development Groups and other civic bodies. While this did not take place at every meeting, we did maintain a record of the meetings at which we presented the PDM in an open, and typically recorded (local access cable tv) forum in order to maximize public awareness and participation. Although the project was certainly discussed at additional opportunities, the following table identifies those meetings occurring in 2009 at which staff reviewed the PDM Plan and process:
