Passing through the splendid year of 2011, my utmost gratitude goes to every CTSP administration members as well as our supporters from enterprises, local friends and local government. Reviewing the past and facing the future challenges, we’ve made the tremendous breakthroughs. Working together, our commitment has brought a fruitful outcome.
First, the triumph regarding the trial of environmental impact assessment in Erlin Park has proved our commitment in balancing environmental protection and economic development.
Second, with the idea of building a sustainable green park, we are more prudent in industrial effluent processing. The Chising Site, Houlie Park, has adopted the long term discharge project. Treated water in Houlie Site, Holie Park will be collected and discharged into the non-irrigation area at the downstream of Da-an River. The deployment of discharge pipes in Taichung Park has been completed. Moreover, the industrial effluent treatment plant in Taichung received a carbon-footprint verification issued by the Ministry of Economic Affairs, R.O.C..
Third, CTSP Administration successfully hosted the 21st ASPA (Asian Science Park Association) Board Meeting and 6th Leaders Meeting. It expanded diplomacy in technology, initiated the regional strategic collaboration alliance, and also led CTSP to step more firmly in to the international arena.
Fourth, the land requisition for the Advanced Research Park of Chunghsing Village has been completed. It was an historical moment for the Advanced Research Park to be a powerhouse of R&D.
Fifth, the Industrial Technology Research Institute (ITRI) has already set up its branch in the Advanced Research Park. The construction is in full swing.
Facing rapid changes in the political, economic and industrial climate, CTSP Administration persists in its ambitions for “stepping on international arena, growing with stability, and achieving outstanding successes.”
On the first day of the centenary of the R.O.C., the Advanced Research Park has gone through a milestone for its establishment. In the year of 2012,

more public infrastructure will be constructed, fostering the introduction to cultural creative industries and R&D institutes. The advanced R&D cluster will hence forth be formulated. Known as a beautiful garden city, Advanced Research Park of Chungshing New Village will be transformed into the first domestic multifunctional park where R&D is integrated with administrative services and cultural creativity industries.
Meanwhile, in terms of business invitation, CTSP Administration has made remarkable achievements. Many large scale enterprises have put their investments in CTSP. Foxconn Technology Group has invested its intelligent automation R&D business. In terms of the biotechnology industry, Adimmune Corporation has announced its investment as well. TSMC has constructed its 3rd phase of 12-inch wafer fabrication plant and evaluated the expansion project of 18-inch wafer fabrication plant. Ohara Optical Co., the optical manufacturer from Japan with the largest world market share, has entered into Huwei Park. Su Jing Electronics Material Taiwan Co., Ltd has been the first China venture, putting its investment in CTSP across our science parks in Taiwan. Such progress is extremely meaningful.
Looking ahead to the future, CTSP Administration has several expectations, such as passing the analysis report on the difference of the environmental impact for the Erlin Park; fortifying the development of CTSP; formulating the cultural creativity industries in Advanced Research Park; and accelerating the expansion projects proposed by the Foxconn Technology Group and TSMC. CTSP Administration will soon reach the next summit!

OriginsKnown as a top notch science park, CTSP is
located in the central Taiwan. On September 23,
2002, the Executive Yuan ratified the foundation
of Centra l Taiwan Science Park (CTSP),
National Science Council, Executive Yuan. The
public facilities and factories were constructed
simultaneously. The construction of Taichung
Park commenced a mere 10 months and 5 days
after the plan was ratified. On July 28, 2003,
private firms were introduced. Such efficiency
was unprecedented, setting a historical record.
On March 31, 2006, factories were constructed
in Houli Park, after the approval date of June 27,
2005. It took only 9 months and 4 days, breaking
another record.
On October 27, 2004, the AU Optronics,
Taichung plant, launched its business just one
year and three months after the construction
began. It has written a new chapter in the history
of science park development. By the end of
December 2011, a total of 125 firms had been
established in CTSP, with more than NT$2
trillion dollars in investment plan. One hundred
firms have finished the registration and launched
the operation. Business opportunities at CTSP
continue to thrive. With the connection of Hsinchu
and Southern Taiwan Science Parks, CTSP
Administration is leading Taiwan as a technology
island and being irreplaceable in the international
arena.

OrganizationOn January 26, 2007, “CTSP Administration”
was reformed from its former t i t le, “CTSP
Preparatory Off ice” into 5 divisions and 4
offices: Investment Division, Environment and
Labor Affairs Division, Business Division, Land
Development Division, Construction Management
Division, Secretariat Office, Personnel Office,
Accounting Office and Civil Service Ethics Office
( with 140 staff members). To handle with the
park development, the staffing needed to be
rearranged. On April 25, 2011, the Examination
Yuan approved a quota of 179 staff for CTSP
Administration. In 2011, the staffing budget
allowed for 133 personnel.

multinationals were introduced so quickly, it drew
the interest from manufacturing suppliers and
foreign ventures. At present, it has been short of
demand. The total land area of CTSP is 1,655
hectares: 413 hectares for Taichung Park, 97
hectares for Huwei Park, 255 hectares for Houli
Park, 631 hectares for Erlin Park, 259 hectares for
the Advanced Research Park of Chunghsing New
Village.

TaichungTaichung Park – a Prosperity Powerhouse of Central Taiwan
Taichung Park lies at the border between Daya
and Shituen Districts within 413 hectares. The
transportation network is so convenient, connecting
with the National Highway No.1, No.3 and Provincial
Highway No. 74. It is 9.2 kilometer from the High
Speed Rail Taichung Station and close to Taichung
Harbor as well as the Taichung Ching-Chuang-Kang
Airport, allowing enterprises easy access to their
business and foreign trade. With an advantageous
geographical location, pleasant weather and
convenient urban amenities, Taichung Park lures
technology investment and talents.
The core value of CTSP Administrat ion
is to build a green park, featuring “sustainable
development” and “localized charm”.

Huwei Park – a Star of Emerging TechnologyHuwei Park is situated in northwest Huwei Township, Yunlin County within
97 hectares. It’s adjacent to the High Speed Rail Yunlin Station on its east side.
Combined with the surroundings of the High Speed Rail Yunlin Station, it’s expected
to develop into a green, healthy and multi-functioning living zone, which will promote
industry activities.
Houli Park – a City of Futuristic TechnologyHoulis Park is located in Houli District, which is 11 kilometers from Taichung
City. It’s close to the Fengyuan commercial zone. Houlis Park consists of Houli
site and Chising site within 255 hectares in total. These two sites are respectively
situated at the south and north side of the Houli urban zone. To comply with the
urban planning of Houli Distric, Houli Park combines local industry and tourism, and
enjoys a complex image of urban and rural atmosphere. Spacious land is provided
to meet businesses’ production needs.

Erlin Park – a Power Engine for High-tech Industry
Erlin Park is located in the Erlin Towship, Changhua
County. It’s on the west side around 6.3 kilometers away
from the Yuanlin Interchange of National Highway No. 1. The
site is mostly covered by the Wanxing and Dapaisha Farms,
and also is on 631 hectares of land from the Taiwan Sugar
Corporation.
Erlin Park was originally planned for optoelectronics
industry, which will integrate the suppliers in integrated circuit,
precision machinery, biotechnology, green energy and other
emerging industries. Three hundred and fifty hectares will be
allocated for park enterprises for their production basement.
The development plan of Erlin Park was ratified in 2009.
The land requisition was accomplished in 2010, while the
village of Siangsiliao and Wanhe was preserved in 2011.
The environmental impact assessment has been reviewed.
It’s scheduled to be ratified in 2012 and construction will be
completed by 2019.

Advanced Research Park – the R&D Center for Central TaiwanThe Advanced Research Park is located in the northwest side of Nantou
County. It’s subjected to the urban planning district of Chunghsing New Village,
Nantou County (including southern Neilu area). The Advanced Research Park is 4
kilometers to Caotun District and 6 kilometers to Nantou City within 259 hectares.
It will be developed in 3 major parts, including government administration services,
cultural creativity industries and high-tech R&D in terms of machinery, energy, green
environment and so on.
In 2010, the development of Advanced Research Park passed the change plans
in urban planning, utilities utilization. In 2011, it went through the environmental impact
assessment and the cultural estate preservation review. Besides, the land requisition
was completed as well. At present, the Central Taiwan Innovation and Research Park,
branched by the Industrial Technology Research Institutue(ITRI), Smart Technology
Research Center, branched by the Institute for Information Industry (III), Allion Test
Labs, Inc. and Her Meow Biomedicine Co., Ltd. have been introduced.

Outstanding Performance Achieve the SummitCTSP Administration has been successful on drawing high-tech investment, both nationally and
internationally. By the end of 2011, 190 firms were introduced, 125 firms were approved in final with
more than NT$2 trillion dollars investment plan, ranging from 36 in optoelectronics, 43 in precision
machinery, 18 in biotechnology, 7 in integrated circuits, 9 in computers and peripherals, 2 in
telecommunications, 1 in digital contents and 9 in complex business. Moreover, the momentum
of the R&D activities has been enhanced, with 13 research institutes and incubation
centers introduced. By the end of 2011, 100 firms had launched their business, 9
research institutes and incubation centers have been deployed. Other ventures
will continue to engage in one after another, giving a prosperous outlook to the
CTSP.
Business Turnover
In general, the turnover for 2011 amounts to NT$291.1 billion
dollars, by a dip of 19.7% against 2010. It mainly resulted from
the external variables, including exchange fluctuations of
international currencies, slow USA economy recovery, effects
of the Japanese earthquake and European debts that
have led to the downturn in sales of electronics products.
The growth of the semiconductor industry was slow.
The sales price of panel displays dropped quarterly.
However, the industry of TFT-LCD panel display and
integrated circuits are major investments in CTSP,
which accounts for 93% in total turnover, dropping
down the overall performance of 2011 compared to
2010.

Faced with the adversities of the European
debt crisis, CTSP Administration endeavors
promoted R&D subsidy measures, which not only
drove more engagement in R&D investment,
innovative products, production process technique,
and professionals training, but also promoted the
academia-industry cooperation on joint research.
The innovative ideas from academia research will be
conducted, enhancing the overall competiveness.
As the economic climate remains challenging, CTSP
Administration will continue to support enterprises in
R&D and high-tech professional training, waiting for
the recovery to take off.
In 2010, there were only 79 firms operating in
the CTSP. However, there was large increase by
2011, with 21 firms joining. The number of registered
firms in CTSP has reached 100. More enterprises
have put investments in CTSP because of favorable
investment environment. This has proved that the
development of CTSP will not only bring significant
benefits, but stimulate the economic growth for
Taichung City and increase the employment rate in
Taiwan.
With the European debt crisis remaining, the
economic growth of CTSP will still be affected.
However, CTSP Administration has been actively
working on business invitation, introducing more
investment from high-tech enterprises. Many of the
park enterprises, including the TSMC, AUO Crystal
Corp., CANDO Corp. and Chenfull International
Co., Ltd were still constructing their factories. The
operations will be launched by 2012. It is expected
that the sales turnover will be largely increased in
2012, compared to 2011.
In the turnover s ta t is t i cs in 2011, the
optoelectronics occupied the largest share of
70.88%, an equivalent of NT$206.349 bill ion
dollars; followed integrated circuits by 22.23% for
NT$64.706 billion dollars. Precision machinery
observed 5.8% for NT$16.873 billion dollars. Others
like computers and peripherals, biotechnology and
other ventures accounted for 1.09%, of NT$3.184
billion dollars.

Industry Deployment Comprehensive Cluster Chain
By the end of 2011, 36 optoelectronics firms
have been introduced, with a total of NT$907 billion
dollars in investment plan, including AU Optronics,
TSMC Solar, Taiwan Corning, Taiwan Nitto Optical,
Taiwan JSR Micro, HUGA Optotech, High Power
Opto, NexPower Technology, Big Sun Energy
Technology and Genius Electronic Optical. With
these multinationals and their up-stream suppliers,
the industry cluster of optoelectronics has been
completely formed in Taiwan.
In addition, the precision machinery industry
has always been a focus in CTSP. At present, 43
precision machinery makers have been established
within a total of NT$12.07 bil l ion dollars in
investment plan. Compared to other industries,
the number of precision machinery companies
takes the largest percentage. These large-scale
companies are specializing in CNC machine and
parts manufacturing. They’ve not just enhanced
the production process, but added more value to
products and provided the production machines
to optoelectronics and integrated circuit makers
nearby. This will lower the production cost while
enhancing the overall competiveness. A top-notch
production base of precision machinery has been
witnessed in CTSP.
In terms of the integrated circuits industry, 7
IC makers, including TSMC, Winbond Electronics,
ProMOS Technologies, Rexchip Electronics and
Applied Materials have been deployed with a total of
NT$1,093.1 billion dollars on investment plan. CTSP
has six 12-inch wafer fabrication plants with the
adoption of mass production from TSMC, Winbon
Electronics, ProMOS Technologies and Rexchip
Electronics. In the near future, the expansion of the
12-inch wafer fabrication plants will be conducted,
enchaining wafer process capacity. CTSP will
soon become a powerhouse of integrated circuit
production.
The per formance of the b iotechnology
industry was remarkable as well. With 18 ventures,
including Adimmune Corp., Microwave Precision,
i-screen, Singen Animal Health Industry, Orient
PHARMA and Yushen Biotechnology & Medical,
the total investment plan has reached NT$4.586
billion dollars. The products’ domains are vaccine,
pharmaceuticals, and reagents. The biotechnology
resources in central Taiwan were consolidated,
creating new clusters for emerging industries.
To support the park enterprises in terms of
operation, management and technical support,
9 complex businesses have joined. CTSP owns
6 gas suppliers: Air Liquide Far Eastern, United
Industrial Gases, Air Products San Fu (branched
in Taichung, Houli and Huwei Park) and Lien
Hwa Commonwealth; As a logistics business,
Central Taiwan Science Park Logistics has joined.
Moreover, Canon Semiconductor Equipment
Taiwan, Inc. has also set up its franchise, providing
the maintenance service for IC and panel display
makers, while Sungen Power Corp. provides the
electricity.
In terms of the computer and peripherals
industry, 9 companies, including Fomex Technology,
Fulltech Fiber Glass, Bolymin, JINCO Technology,
Bigbest Solutions and others were settled, while two
telecommunication businesses, EverComm Opto
and INPAQ Technology, and one digital contents
provider, INFO-LINK Services, were introduced. The
growth of the computer and peripherals industry
as well as the digital contents were increasing year
after year.
As for research institutes and incubation
centers, which are set for the startups and
technology development under the policy of
industry-academia cooperation, many colleges or
universities in central Taiwan region applied to build
their incubation centers at CTSP. With their own

educational resources in faculties, R&D capability
and technology assets, these incubation centers
served as the consultancy for upgrading small
and medium sized companies. At present, CTSP
has eight incubation centers owned by National
Chung Hsing University, Chaoyang University of
Technology, Feng Chia University, National Chi Nan
University, National Yunlin University of Science
& Technology, National Formosa Technology and
Mingdao University. With the joining of research
institutes of Taiwan Development Institute, National
Center for High-performance Computing, Industrial
Technology Research Insti tute, Insti tute for
Information Industry and Taiwan Typhoon and Flood
Research Institute (TTFRI), the R&D capability has
largely increased, creating a R&D cluster in the
central Taiwan region.
International Cooperation Global Connection
To attain international cooperation, CTSP
Administration has not just promoted domestic and
foreign firms in terms of collaboration, exchange
visits, international business invitations actively,
but joined science park associations around the
world. It’s hoped that the industry upgrade for park
enterprises will be accelerated through cooperation
and technology exchange. Being ranked as the top
notch science park will then be realized.
To create more interactions with international
science parks, CTSP Administration has not just
joined the International Association of Science
Parks (IASP), Asian Science Park Association
(ASPA) and Association of University Research
Parks (AURP) respectively, but actively hosted and
participated in international conferences. The host
of the “6th ASPA Leaders Meeting” during April 18-
20, 2011 was a successful hit with more than 120
participants from 6 countries. CTSP Administration
has also sent delegates to the 2011 IASP-ASPA
Conference in Esfahan, Iran during November 20-
27, 2011, and assisted GeneReach Biotechnology
Corp. in ASPA excellence award. The delegates of
CTSP Administration have also attended the AURP
2011 annual conference in New Orleans, USA
during November 28 and December 3, 2011. With
these positive interactions, CTSP Administration
has shown its ambitions and perseverance in
international affairs.
Furthermore, CTSP Administration has been
continuously seeking international cooperation, and
marketing itself as an international brand for long
term objective. On April 19, 2011, Director-General
of CTSP Administration, Wenke Yang, signed the
Memorandum of Understanding with the Chairman
of Hoa Lac High Tech Park, Vietnam Nguyễn Văn
Lạng at the 6th ASPA Leaders Meeting, a witnessing
moment for the 11th sister park of the CTSP. On
October 26 of that year, CTSP Administration has
also renewed the Six-party Cooperation Agreement
with Tomsk state government, Russia. By signing
the Memorandum of Understanding, more and more
information exchange platforms were connected,
fostering bilateral trades, investment opportunities
and endless business potential.
By the end of 2011, CTSP Administration
has signed a Memorandum of Understanding with
11 science parks as well as other science-relevant
organizations, from United Kingdom, Spain, Russia,
Japan, South Korea and Vietnam. It’s hoped that
an exchanging platform will be formed while the
information, know-how and experiences are jointly
shared. As the long term relations are built, more
and more regional foreign trades and technology
business opportunities will be carried out. Hence,
the reputation of CTSP will flourish. With the R&D
enhancement of park enterprises, CTSP will be
transformed into a competitive and internationalized
science park.

Business Invitation Strengthen the Momentum of Investment
To introduce more enterprises in the high-
tech industry, CTSP Administration has endeavored
to attract domestic and overseas businesses. The
results were positive. In 2011, CTSP Administration
held 3 business invitation symposiums across the
central Taiwan. The first symposiums was held on
February 25 in Erlin Park with 100 people attending.
The second one was held on July, 8 in the meeting
room of Taiwan Provincial Administration Information
Hall at Chunghsing New Village with 150 people
attending. The third one was held by Industrial
Development and Investment Promotion Committee,
Yunlin County on October 6 with 85 people attending.
The investment briefings were given in the business
invitation symposiums, which clarified the application
procedures, park development plan and favorable
measures. Each symposiums has received positive
inquiries regarding investment application.
As for the overseas business invitation, in
August, CTSP Administration sent delegates to
Japan, visiting M. SETEK, KOHA, Ulvac, Mitsubishi
Materials, Ohara Optical and Nippon Electric Glass.
As a result, Ohara Optical Co. has been introduced
to CTSP in November. In September, delegates
traveled to China and hosted the CTSP Business
Invitation Symposium at Jiangsu City, Changzhou
Province with 30 Chinese ventures in attendance.
Delegates have also visited Changming Photoelectric
Technology, Epistar, Sujing Electronic Material,
INPAQ Electronics, Motech Industries and HuanHsin,
so as to learn how Taiwanese businesses are
operated.
The purpose of business invitations held by
CTSP Administration is to let potential investors know
more about the investment environment of CTSP, so
as to introduce the high-tech enterprises.

Marketing Promotion Impress the World To present the e f for ts made by CTSP
Administration and forge them into a vivid image,
the popularity of CTSP Administration has been
promoted through various media in 2011. The
televised media has fairly broadcasted news clips
of CTSP development and business invitation.
In terms of the radio media, we were interviewed
on several radio stations, recording promotion
clips. The radio broadcast, also cohered with our
business invitation schedules, was spread in the
central areas of Taiwan. For the press, we’ve held
the press conferences based on our events. In
2011, we issued 39 press releases, publishing
in the well known outlets across the country with
positive feedback. Furthermore, domestic or
foreign enterprises may learn industry trends in
CTSP through the special feature reports, such as

For publicity campaigns, the CTSP Career
Expo and 8th Foundation Anniversary was held on
July 23. Company staff members and neighbors
were all invited to the celebration. Furthermore,
we’ve participated in several large-scale exhibitions
across the nation, including Photonics Festival in
Taiwan 2011, Bio Taiwan Expo and the Southern
Taiwan Biotechnology Expo. These have not just
promoted the business performance at CTSP, but
erected a positive image.
In terms of mult imedia publications, in
2011, we’ve published 2 video clips, CTSP Brief
Introduction (second edition) and Introduction to
Advanced Research Park of Chunghsing New
Village (Mandarin version). We’ve also printed the
CTSP Promotion Brochure, CTSP Map and 2010
Annual Report (Chinese & English edition printed;
Japanese/Korean/French edition are available on
website) The publications are in multilingual form,
serving as a marketing tool or reference for potential
investors around the world.

For our first-hand news, you can’t miss the
CTSP Monthly Newsletter! It was first published on
August 5, 1994. By the end of 2011, 87 volumes
were published. Each periodical records our
latest events for readers, including international
interactions, visiting events, government policy
promotion, news brief on seminars, sales figure
report, and news clips of park enterprises. Being
an advocate of reducing carbon footprint, we also
post the CTSP Monthly Newsletter on our official
website. In the nearest future, we will provide a
multilingual edition, which will increase our visibility.

Forster the Talents Enhance the R&DAs technology trends change quickly, being a cradle of high-tech professionals
has always been our objective. In 2011, CTSP Administration was commissioned
to conduct High-tech Professionals & Technicians Training Program and Employee
Orientation Training Program. The field of training covered integrated circuit,
precision machinery, optoelectronic and photovoltaic, computer and peripherals and
high-tech industry management with 41 courses, 1,351 registered trainees from park
enterprises and potential workers. It not just enhances the professionals’ know-how,
but increases careers in recruitment of park enterprises and employment rate in
central Taiwan.
Moreover, to deal with the employee shortage, CTSP Administration has
conducted the Science Park Talent Incubation Subsidy Program, which brought
employees to companies, and reduced the gap between industry and academia.
The program was well cultivated in 2011; CTSP Administration has
subsidized 11 universities for 14 module courses. More module courses
will be conducted so as to train the fundamental technicians. With
a total subsidy of NT$9 million dollars, 1,644 person were
benefited.
Research Environment
Research manpower and resources are very
abundant within the 27 colleges and universities
in the central region of Taiwan. Besides, the
Industrial Technology Research Institute of
Taiwan, Institute for Information Industry as
well as Taiwan Typhoon and Flood Research
Institute were introduced one after another.

A superior education environment is an important
measure for attracting high-tech professionals to settle.
The National Experimental High School at Center
Taiwan Science Park (NEHS) was therefore founded.
On January 14, the groundbreaking ceremony for
the NEHS Building was held; on May 28, the faculty
recruitment was publicly announced, where 1,695
candidates applying for 10 teaching positions. On July
13, the 2011 Central Region Foreign Language Camp,
supervised by Ministry of Education was held in NEHS.
On July 29, students of NEHS, who joined the senior
high school physics competition, were awarded third
prize in the 51st National Science Fair. On August 9,
the enrollment for NEHS was opened with a minimum
admission score of 397/412 points (PR97). Being
founded in the second year, the NEHS was ranked as
the “second preference” among the high schools in
central Taiwan. On December 2, the NEHS passed the
review of High Scope Program for its second phase,
which builds up high-school students’ scientific literacy,
and is directed by the National Science Council. The
first phase of the High Scope Program has been
implemented from November 1, 2011 to September
30, 2012. On December 13, the budget of NEHS was
conditionally approved by the Executive Yuan. On
December 14, the Ministry of Education approved
NEHS for 2012 International Education Tour. Until
December 20, the construction schedule for NEHS
Building had no delays. By December 2012, all of
the construction will be carried out on schedule. It’s
expected that an extraordinary campus will be realized.
Academia-Industry Collaboration Pursue the ExcellenceCTSP Academia-Industry Consortium
To effectively facilitate the industry-academia
cooperation, CTSP Administration established the
CTSP Academia-industry Consortium with National
Chung Hsing University. It integrates the resources
from park enterprises, university faculty and teaching
resources, cultivating the high tech professionals,
real iz ing our object ives and a unique science
park vision, transforming the science park into a
comprehensive park infused with the modernization
and technology concepts.
Innovative R&D Subsidy Program
The Innovative R&D Subsidy Program, has
been implemented for years among the three major
science parks in Taiwan. For this year, the National
Science Council has requested every science park
administration to integrate the Innovative R&D Subsidy
Program and R&D Sustainable Growth Program into
the R&D Advancement Program. In 2011, a total of 12
projects were approved with 31% in grants coming from
the government in a total of NT$31.686 million dollars.
Of this NT$11.6 million dollars went for academic
research funds. As a result, the total R&D investment
from park enterprises was approximately NT$102.18
million dollars. The research resources from academia
and industry were effectively integrated. 18

Since 2008, CTSP Admin is t ra t ion has
launched the Innovation Awards. Park enterprises
may present their products in the competition. The
products are reviewed in terms of the influence in
innovation, technology, market competitiveness,
R&D investment, potential benefits, international
grants, patent grants and paper publishing. In 2011,
6 firms, including Raystar-Optronics, Inc., Goodway
Machine Corp., Taiwan Leader Biotech Corp.,
NexPower Technology CORP., AU Optronics and
GeneReach Biotechnology Corp. were awarded.
High-tech Equipment Prospected Technology Development Program
To encourage the domest ic equipment
manufacturers investing more R&D activities
in next generation technologies actively, CTSP
Administration has conducted the High-tech
Equipment Prospected Technology Development
Program. Companies are encouraged to develop key
industrial technologies. This program is set for all
enterprises in Taiwan and is based on 5 categories,
including material equipment, processing equipment,
packaging equipment, precision machinery testing
and R&D professionals’ cultivation. In 2011, a
total of 10 projects were approved, with 34.5% of
grants coming from the government, with a total of
NT$147.41 million dollars. Of this NT$32.877 million
dollars went for academic research. The total R&D
investment from enterprises is NT$279.72 million
dollars. It’s estimated that 511 researchers benefited
from the grant. In all 134 graduates & Ph.D graduate
candidates were cultivated, while 1,604 researchers
were involved. (1,059 basic researchers and 545
advanced researchers.) The performance was
remarkable in terms of the paper publishing, with
(91 journals were available in science citation index/
social science citation index), 63 technical reports,
58 patent grants, 4 technology transfers and a total
of NT$10.4 billion yield of related industry revenue.
The result is remarkable.
Employment Growth Stimulate the Economy
The workforce at CTSP has hit a record high
for 9 months since April 2011. By December 2011,
the workforce had increased by 14.5% from 3,454
to 26,783 (75% of which are beyond associate's
degree), compared to the same period of that month
in 2010. Optoelectronic accounts for the largest
portion with 57.8%, followed by integrated circuit,
25.8%. In terms of the educational backgrounds,
76.4% are beyond an associate's degree, while
males outnumbered females 64.2% and 35.8%.

In addition, to assist job seekers getting hired
and help find the potential employees for enterprises,
CTSP Administration held the CTSP Career Expo
and 8th Foundation Anniversary with Taichung-
Changhua-Nantou Region Bureau of Employment
and Vocational Training. In all, 2,829 positions were
released from 34 enterprises, such as AU Optronics,
TSMC, Taiwan Corning, Winbond, Rexchip
Electronics and others. In total, 3,500 job seekers
attended. CTSP Administration has also assisted
park enterprises in their own recruitment events with
26 in total and 2 for the industry-joint recruitment
events. Moreover, 4 interview consultation courses
regarding English proficiency, arithmetic and
interview techniques were run for free, giving the
residents a greater chance to be hired.

Livings in CTSP All-round ServiceTo reduce the physical & psychological stress of every
employee in CTSP and enhance workplace efficiency, CTSP
Administration provides consultation services in pressure relief,
health, family, finance, interpersonal relationship and other
areas. As the Employee Assistant Program, EAP, which has
not been affordable to some companies, CTSP Administration
has conducted the EAP, helping to solve workers’ difficulties
since 2008. The CTSP EAP Center was established in May,
2010. The EAP program was a first of its kind. It not just
provides free physiological and legal counseling, but also
holds seminars regarding family relations. Hence, the quality
of employees’ health will increase, creating CTSP as a
harmonious working environment.
Moreover, CTSP Administrat ion has a series of
leisure activities, such as ball competitions, and free movie
appreciation so as to relieve employees’ stress. On April 27,
CTSP Administration hosted the 2011 CTSP Model Worker
Award with 20 employees honored, with the neighborhood

The CTSP FUN Movie Appreciation has been
held in Taichung Park for 4 years and is often talked
about. In 2011, we played a total of 12 blockbuster
movies on a 350-inch screen, attracting 2,720
attending. Since April, we’ve organized the 2011
Holiday Cinema with the Public Television Service
Foundation. Nine popular films were shown and 245
people attended. The program of “CTSP FUN Movie
Appreciation” took a step further. On June 3rd, we’ve
invited performing artists to Houli Park for the show
and played a comedy film. With the joy from park
employees and local residents, a heartwarming
atmosphere prevailed in this meaningful event.
Promote a Friendly Working EnvironmentTo create a friendly workplace, in which work
and family are balanced, and promote gender
equality, CTSP Administration has held lectures
to improve awareness of relevant legislation and
subsidized the child cares. In terms of enhancing
the workplace environment, on April 23, we invited
Taiwan Corning Inc. and Rexchip Inc., which
have been honored with a Friendly Workplace
certificated by the Council of Labor Affairs, to
share their experiences. On September 16, we
led the HR managers from park enterprises to
discuss employee welfare measures in TSMC and
UMC at Hsinchu Science Park. Our commitment
in building a friendly workplace is tangible. In
the review of 2011 Gender Equality Employment
Performance Assessment, held by Council of Labor
Affairs, Executive Yuan, CTSP Administration was
honored for third prize. Moreover, under the act of
Inspection of Working Hour in Electronic Industry
and Inspection of Labor Condition Guarantee,
we’ve intensively observed the physical condition of
workers, preventing them from overloaded working
hours. In terms of employee-employer disputes,
we’ve encouraged both parties to settle the disputes
based on government laws.

Multiple Service Touch your HeartThe industrial and commercial building at CTSP was
launched on March 3, 2008. It consists of banks, business
centers, conference rooms, restaurants, and shops.
Currently, we’ve introduced the First Bank, CTSP Employee
Clinic, CTSP Employment Service Center, Post Office, CTSP
Shuttle Bus Transportation Center, 0.02 Convenience Store
and Caesar Café on the 1st floor.
As for banking needs, while the First Bank is on the 1st
floor of the Industrial and Commercial Building, the Bank of
Taiwan and Land Bank are found on the 2nd floor. On that
same floor, the Info-Link Service co., ltd established its office
for software development. The 3rd floor consists of Yung
Sheng Optical, the regional headquarters of FORMOSA
OPTICAL Group. The 4th floor consists of Central Taiwan
Industrial Technology Service Center, the branch office
of ITRI. It serves as a consultancy for business, start-ups,
professionals training, assisting the industry or technology
upgrade in Taiwan’s central region. The 5th floor consist
of Weturn Telecommunications, provides green energy
and energy saving solutions. The 6th floor consists of
YTSY Car Rental, Tectonic Engineering Consultant, and
Chuanan Safety Engineering. The 7th floor consists of The
Allied Association for Science Park Industries. The 8th floor
consists of Road Ahead Technologies Consultant, providing
technical assistance, and the Taiwan Laser Application
Development Association, providing the upgrade of industrial
laser applications. The 9th floor consists of Ho Hsin Safety
Engineering, providing consultancy in occupational safety
and health, fire protection and environmental protection.
At present, the industrial and commercial building at
CTSP has almost been rented out with 90% occupancy. It
provides a comprehensive industrial, commercial service
and living needs, so as to enhance the industrial investment
environment in central Taiwan, balancing regional industrial
development, encouraging industrial upgrade and prospering
the local economy. Moreover, to improve service of the
industrial and commercial industry, CTSP Administration
has hosted the Industrial-Commercial Operation Experience
Sharing Symposium every year.23
Consolidate the Administrative E-Service Enhance the Efficiency
CTSP Administration has provided a comprehensive online E-service for park enterprises. It
computerized the management of administrative affairs, assisted the operational development of park
enterprises, enhancing the overall competitiveness. The E-service allows companies to register or alter their
titles, issues the investment tax credit, certificates the tax exemption, collateral and other charges. Meanwhile,
to promote the popularity and accessibility of CTSP Administration, we’ve strengthen the website contents,
including panorama guide in virtual reality, transportation map of parks., 3D interactive tours of CTSP
Administration Building, introduction to bicycle path and free shuttle bus service at CTSP. The Geographic
Information System also provides the information of amenities nearby the parks, so as to satisfy the needs of
park employees or visitors.
In terms of information service regarding environmental and labor affairs, we’ve adopted the Citizen
Digital Certificate (CDC) system. By doing so, park enterprise can apply their business and enhance the
administration efficiency. The process of online application related to occupational safety and health is more
complete and secure. We’ve also established the court rental management system so that the employees
have more options on their leisure activities.
In terms of the information service regarding construction management, the public network plan
constructions have been carried out one after another in Houli Park, the piping layout information has been
digitalized and integrated into the existing GIS database. Meanwhile, the as-constructed drawings have
been scanned and launched to the websites for browsing. In terms of the innovation service regarding land
development, the blueprints of construction will be scanned and the digital images will then be stored into the
construction image database management system as reference.
As the National Science Council has requested its subordinated administrations to reconstruct and
integrate the information service across each science park. CTSP Administration has integrated the online
documentation management system with other science parks, launched the online paperless documentation
approval process, salary management system and park enterprises information sharing platform, enhancing
the service quality. To maintain stability of our systems, we’ve adopted the high availability solution on host
computers as a backup support and virtual devices. Furthermore, to reduce impacts on system failures arising
from natural disasters, we’ve adopted the disaster-response backup mechanism, so as to recover the systems
immediately and secure our service to park enterprises.
Information Infrastructure Make an All- out Effort
To enhance the efficiency of public services and accessibility to the publics, CTSP Administration has
not only expanded the hardware infrastructure and adopted the system backup mechanism to stabilize the
information operation but also applied modern information technology to allow real-time and interactive online
services. As the administration businesses go on the internet, CTSP Administration has made the abundant
information accessible. A sustainable development in high tech industry will hence be brought in CTSP.
In recent years, the major information policies were carried out systematically, including the deployment
of ADSL broadband networks provided by telecommunication carriers in the Taichung, Huwei and Houli Parks,
and the adoption of Wi-Fi services (i-Taiwan). Taichung Park has the best wireless broadband access by
introducing the HINET 3.5 G wireless broadband connection and WiMAX service, launched by ITRI. Moreover,
with the existing Fiber To the Building (FTTB) Service for its high speed internet access, CTSP Administration
has built cables connected to National Center for High-performance Computing so as to enhance the internet
bandwidth and secure the backup mechanism.

Being a Friendly Neighborhoods Committed to Mutual TrustRoundtable Meeting Communicate with the Locals
To strengthen neighborhood t ies, the CTSP
Administration has regularly invited neighboring township/
village mayors and representatives for the roundtable
meeting, through which a sound communication was
developed for the local government and residents. In
2011, 6 roundtable meetings were held, one each in Houli,
Huwei, Taichung, Erlin Parks and two in Chunghsing New
Village Advance Research Park.
The Sidadun Kiln Preserve the Cultural Heritage
Sidadun Kiln cultural heritage site is situated near
the intersection between Jhongke Road and Keya Road
in Taichung Park. It was discovered in late 2003, while
the park was still in the early stage of construction.
Archaeological experts were brought in to examine
the site. After six months of excavation, archaeologists
unearthed a ceramic kiln, which dates back around
150~200 years. It had been used to produce pottery for
daily living. This discovery of a ceramic kiln is a rare find in
Taiwan and is deemed as a historical legacy. It indicates
that the inhabitants of Taiwan could be self sufficient for
utensils in this land around 200 years before, without
aid from Fujian province, Mainland China. The legacy of
the Sidadun Kiln is a symbol of an important chapter of
cultural development in Taiwan.
To preserve and protect such treasured artifacts,
the CTSP Administration commissioned Professor Liu
Yi-Chang from the Academia Sinica to conduct the
excavation for analysis and research. In 2007, the body
of the kiln was reinforced. On that September, the BenQ
foundation set up the protective measures and sponsored
solar panels for generating electricity for illumination. After
that, the kiln was transferred to CTSP Administration. It
demonstrates our commitment in balancing high-tech
development and cultural preservation. Visitors may not
just witness the development of high-tech industry at
Taichung, but witness the legacy of the Sidadun Kiln.

Occupational Safety & Health Watchdog for Safety Multi-guarded Safety Improve Crisis Management Capacity
By the end of 2011, the road surveillance recording systems had been installed in Huwei Park and Houli
Park. A road surveillance recording system in Taichung Park had also been introduced, while the Houli Park
was equipped with speed enforcement systems. Our security network has been closely tied by integrating
the securities from park enterprises. It serves as a backup force for CTSP Patrol Police to keep our parks
and manage traffic. CTSP Administration has commissioned experts from academia and industry to give
lectures regarding disaster prevention and emergency response based on the real practice drills. CTSP
Administration has organized the emergence response team and enacted the guidelines for earthquake
response and executed the earthquake evacuation drill for responding to critical disasters. Furthermore,
we have promoted the park companies’ to organize the emergency rescue team with trainings so as to
consolidate our civil security system. The emergency rescue team will be immediately assembled in case
of an emergency. In 2011, the joint disaster prevention drill in Huwei Park was held in conjunction with local
fire stations, environmental protection agency and an environmental emergency response team. Evacuation
practice drills were also carried out in nearby schools. Hence, each participant will be familiar with evacuation,
rescue, response and joint operation if the natural disasters (fire, air pollution brought by earthquake) occur.
In addition, we’ve also held a toxic chemical leak response drill in Houli Park. Furthermore, we’ve installed
an earthquake auto-reporting system and wireless emergency telecommunication system in Huwei Park
and Advanced Research Park respectively. As a result the reporting mechanisms of disaster prevention
have been enhanced. In addition, the national infrastructural facility protection plan has been conducted by
the Department of Homeland Security, Executive Yuan, and the overall security in CTSP has been largely
enhanced.
Promote the Occupational Safety & Health Protect the Employee Rights at CTSPTo promote occupational safety and health and execute labor inspection, CTSP Administration executes
the occupational safety assessment by one-stop service based on the information technology. By doing so,
park companies will put more effort on their own occupational safety management. We’ve also applied the
disaster prevention resources mentioned before in multiple ways. The overall occupational safety environment,
therefore, is largely enhanced in terms of labor health and labor inspection efficiency, creating a safer,
healthier and more humane working environment.

With the commitment to occupational safety
and health, CTSP Administration has achieved
a remarkable resu l t . We’ve recommended
Rexchip Electronics to participate the 5th National
Occupational Safety Competition, held by the
Council of Labor Affairs, Executive Yuan. The
company was given the National Occupational
Safety Award. Besides, Rexchip Electronics and
the Deputy Director of the CTSP Employee Clinic,
Liu Liang-Ying, has been praised for promoting
excellent occupational safety by the Council of Labor
Affairs. In addition, AU Optronics (Houli branch),
Rexchip Electronics and Fu Tsu Construction co. ltd.
(contractor of TSMC wafer fabrication plant) have
received the excellence award granted by CTSP for
their occupational safety measures.
Create a Comfortable Workplace Promote Employee Health
As the manufactur ing process and the
industrials have been transformed, workers in
Taiwan are facing pressure with overloaded
working hours and shift duties. Employees have
suffered from physical fatigue, cardiovascular
disease and musculoskeletal injury. To enhance a
healthy working environment and reduce the risk
of occupational hazard, CTSP Administration and
CTSP Employee Clinic held a Health Promotion
Visiting Tour, heading to Show Chwan Memorial
Hospital on October, 14. The event was a great
success. Participants were inspired by the rewarding
experiences. Furthermore, we’ve held several
seminars regarding metabolic syndrome, noise
abatement, stress relief, weight loss, lifestyles of
health and sustainability as well as first aid training.
We’ve created a friendly working environment while
employees are encouraged to boost their physical
fitness. Work and quality lifestyles are eventually
balanced. In 2011, we held 10 health promotion
events for park enterprises.
Environmental Protection All-round Supervision
Environmental protection has always been
one of the most important issues for CTSP. CTSP
Administration has been engaged in industrial
effluent treatment, industrial hazards control/
recycling, gas emission control, environment
surveillance and analysis as well as promoting the
environmental protection act. For our environment
surveillance mechanisms, the Environmental
Protection Agency has established a supervisory
team, tracking the environmental impact assessment
of Houli Park (Houli site), while the National Science
Council has launched a supervisory team, tracking
the environmental impact assessment on science
park developments. Besides, CTSP has established
the CTSP Environment Protection Supervisory
Committee and Houli Park Environment Supervisory
Team (Houli and Chising Site are involved). With
these mechanisms, the publics or antonymous
environmental protection groups can also be
involved and witness our commitment. The result of
the surveillance is public transparency, with all the
analysis data available on our official website.

Moreover, we’ve made a remarkable progress
in our environmental protection commitments by
launching innovative measures. Enterprises at
Chising Site of Houli Park shall not just meet a tough
standard for effluent emission, but shall comply with
the European REACH Regulations in terms of using
chemicals. The utilization of chemicals shall be
permitted by CTSP Administration with a registration
number. In 2011, we have issued 45 registration
numbers for 2 park enterprises, with 7 chemicals
pending review. We’ve also conducted the
epidemiology research and the health care program
for the neighborhood, giving subsidies for health
check. In 2011, we’ve held 17 workshops, 3 free
medical diagnosis, and 29 health checks for a total
of 600 people. We’ve also planned to deploy marine
discharge in Erlin Park and request enterprises
adopt the Best Available Technology (BAT) for
production. Moreover, we’ve set up the standard
for greenhouse gas emission for each industry
and constructed the wetlands. We have been a
committed leader in environmental protection, while
developing the high-tech science parks.
In 2011, Rexchip Electronics Corp was honored
in the 20th Annual Enterprises Environmental
Protection Award evaluated by Environmental
Protection Agency, Executive Yuan. This award
is the upmost honor. Rexchip, however, has won
it for 3 consecutive years. Having long worked for
environmental protection with park enterprises,
we’ve been continuously recognized. Moreover,
in 2011, the industrial effluent treatment plant in
Taichung Park passed the standard PAS 2050, a
carbon footprint certificate issued by BSI. It will not
just be a template for companies to modify their
energy consumption, but also in carbon footprint
management. Hence, the sustainability in green
science park will be realized.
In 2011, the industrial effluent treatment
plant processed 33,320 tons of effluent per day
in Taichung Park, whereas 748 tons and 8,034
tons of effluent were treated in Huwei Park and
Houli Park. Furthermore, to ensure the effluent
from park enterprises meet the standard, we’ve
sampled the effluent 6,500 times for inspection.
Under our intense supervision, the effluent from
CTSP has always passed the sampling inspection
from the Environmental Protection Agency and
Environmental Protection Bureau of Taichung City
Government and has never received a violation.
The policy for reducing energy consumption
carbon emission has been emphasized since
President Ma took office. To control and reduce
greenhouse gas emission, CTPS Administration has
initially set the greenhouse emission level, based on
5 major industries that are planned to be introduced
in Erlin Park, including optoelectronics, integrated
circuit, precision machinery, biotechnology and
green energy. In the future, every enterprise in
Erlin Park must follow the emission level so that the
greenhouse gas reduction can be achieved.

CTSP Administration governs five science
parks: Taichung Park, Huwei Park, Houli Park,
Erlin Park as well as the newly planed Advanced
Research Park. To provide a quality space for
production, R&D, leisure activities, and living,
Taichung Park in i t ia l ly adopted ecologica l
engineering for its green parks. In accordance with
the soil and water conservation plan, the detention
ponds were designed in the green parks. It not
just prevents parks from flooding, but provides
leisure space for employees at CTSP and the
neighborhood.
The landscape of Taichung Park is surrounded
by a green belt along with a path designed for
pedestrians, bicycle riders, and also links to 8
detention ponds. The total area of the green belt is
47 hectares along with 11 kilometers path. The total
green area for the major 8 detention ponds occupies
51.3 hectare. It features the science park with a
green image.
The detention pond serves not its original
function, but is designed with many landscape
facil it ies for water recreation, music square,
playground, scenery trail, jogging track and bicycle
paths. All of these features are fused with the
local geographic landscape. Hence, a harmonious
image of the technology production and ecological
environment is brought out with more interactions
between the park and local communities.
Based on construct ion experience from
Taichung Park, the landscaping of Huwei Park
is also featured with detention ponds and green
parks nearby, encircling with the park enterprises.
Being fused with the local geographic landscape
of Chia-Nan plains and irrigation ditches, Huwei
Park features a rural atmosphere. In addition, the
landscape of Erlin Park features a “rural oasis,”
incorporating the ideas of renewable energy,
detention ponds and an ecologically friendly
environment. It will be built into an ecological park
with leisure activities and will be known as an “Eco-
Tech City”.

Commitment to Satisfy the Park EnterpriseTo quantify the service quality of 3 major
science park administrations (HSP, CTSP, STSP),
National Science Council has launched a Science
Park Enterprise Satisfaction Survey, which served
as a fair and objective indicator since 2004. The
survey will be carried out by a professional market
research firm. In 2011, the surveys were distributed
to 73 park enterprises by on-site interviewers. CTSP
Administration will track the complaints so as to
enhance the satisfaction for park enterprises.
Continue the Expansion ProjectConstruction projects were commenced
on July 2003. In order to enable enterprises to
establish their facilities quickly, the construction
of public facilities and factories were carried out
simultaneously. It was unprecedented in Taiwan.
Enterprises were eager to apply their investment
in Taichung Park, therefore, the vacancies were
quickly filled. Huwei Park, the second phase of the
expansion project, was commenced in July 2004,
while the Houli Park and Erlin Park began in March,
2006 and December, 2009 respectively. Until the
end of 2011, the amount of construction projects in
Taichung Park, Huwei Park, Houli Park and Erlin
Park had reached 136. Sixteen of these were carried
out in 2011. In 2011, the effluent discharge pipes in
Taichung Park and Houli Park were completed and
operational. The CTSP employees’ single dormitory
and CTSP Patrol Police dormitory in Taichung Park
were completed while the effluent pipe project in
Chsing Site, Houli Park and the fencing project on
the east side of the Erlin Park were completed as
well, with a total of 13 projects.
At present, the undergoing works in each park
are as follows: Taichung Park: “the connection of an
industrial effluent treatment plant in Stage 2, Phase
1”, “construction of an industrial effluent treatment
plant in Phase 3”, “expansion of CTSP employee
single dormitory”
Houli Park: “industrial effluent treatment plant in
Stage 1, Phase 2”, “bridge construction of Stalk+900
project”, “reservoir construction”, “landscape
construction in Chsing Site.”
Erlin Park: “60 meter road construction and
piping work (east side)”, “30 meter circular road
construction and piping work in East 2 section”,
“24 meter road construction and piping work
(south side), “Wanhsing water channel (Phase 1)”,
“detention pond ”, “intersection project of 24 meter
road construction (south side)”
As for the progress of the Advanced Research
Park development, in 2011, the old buildings
renovation project (Phase 1) in Chunghsing New
Village was 30% implemented. The construction
blueprint of Advance Research Park and cultural
estate preservation has been reviewed. Projects
relating to Advanced Research Park development,
such as const ruct ion des ign, const ruct ion
supervision, old building renovation have gone
through the government procurement procedure.
In addition to, four construction projects were
st i l l pending. The names of the project are
“piping improvement work at the north section of
Chungcheng Road”, “piping improvement work at
the south section of Chungcheng Road”, “public
construction in south core region” and “wastewater
treatments improvement project.” It is expected
that 500 jobs will be created as these projects are
implemented.
The development of CTSP is carried out by
every hardworking member. Until December 2011,
the implementation rate of park development in
Taichung Park and Huwei Park was nearly 100%,
while Houli Park reached 95%. Such high efficiency
has also attracted enterprises to invest in CTSP.

CTSP Glory Rediscover the Prosperity
Since the CTSP was established, it has been
a high-tech industry leader because of its favorable
investment environment. It has also become as
a locomotive for the high-tech industry in central
Taiwan. With its vision, the industry cluster of
optoelectronics, integrated circuits, precision
machinery and biotechnology has formed rapidly.
In 2011, the favorable investment environment of
CTSP drew the interest of multinational enterprises.
Foxconn Technology Group has decided to invest
its intelligent automation business. TSMC has
constructed its 3rd phase of the 12-inch wafer
fabrication plant and evaluated the expansion
project of the 18-inch wafer fabrication plant. As for
the biotech industry, the Adimmune Corporation
has announced its investment at Taichung Park.
Moreover, the progress of introducing foreign
business was brilliant. Ohara Optical Co., the optical
manufacturer from Japan with the largest world
market share, has entered into Huwei Park. Su Jing
Electronics Material Taiwan Co., Ltd has been the
first China venture, putting its investment in CTSP.
In 2011, the development of the Advanced
Research Park of Chungshing New Village was
carried out. It’s a symbol that an era of high-tech
R&D is approaching in central Taiwan. With the
combination of government administrations, cultural
creativity industries, and high-tech R&D institutes, a
new environmentally-friendly industry cluster will be
realized.
For those businessmen who need to commute
to work everyday, CTSP has become pivotal to them
with its unique geographic location. With convenient
transportation and urban amenities, CTSP has
become a top priority for multinational enterprises to
set up their factories and headquarters. In addition,
with the unique industry cluster, CTSP has not
just driven the economy but accelerated vertical
integration of industries as well as the industry
upgrade. There’s no doubt that CTSP has become a
shining star in central Taiwan.

CTSP Annual Efforts Leap into the FuturePerfect Performance Keep in Progress
During the past 8 years, CTSP Administration
has not introduced 125 high-tech enterprises
nationally and internationally and 8 incubation
centers as well as 5 research institutes, creating
26,783 job opportunities, but has led industry
transformation and upgrade in Taiwan’s central
region successfully. At present, the industry
clusters of optoelectronics, integrated circuit and
precision machinery have been formed. In addition,
the industry clusters of emerging technology and
green energy have been formulating gradually.
CTSP has changed the present and future of the
central Taiwan and has been infused with the idea
of pro-production, pro-ecology and pro-living park,
featuring the spirit of technology and humanities.
Facing with the rapid global change in high
tech industry, CTSP Administration shall be more
far-sighted by launching innovative policies so as
to lead the industry trends. Under the principle of
being innovation oriented, local friendly, political
harmonious and water resources arranged, CTSP
Administration will integrated the technology
innovation with R&D, create the cultural creativity
industr ies environment, and accelerate the
transformation of Advanced Research Park as a
hub for innovation and R&D activities in Taiwan.
Furthermore, CTSP Administration will continue
its commitment in developing a green ecological
science park in terms of environmental protection,
industrial effluent treatment, air quality supervision,
and green building.
Looking ahead to 2012, we will not just be
dedicated to the development of Erlin Park and the
Advanced Research Park but also to the expansion
project of Taichung Park. Although lots of difficulties
and responsibilities are ahead us, we will meet
these challenges and precious opportunities to step
on to the international arena. CTSP, will not just
continue to contribute to the economic growth in
Taiwan, but will strive to be the most competitive
science park in the world!

January 1, 2011Personnel and operation missions were transferred to Advanced Research Park of Chunghsing Village. A total of 93 personnel were transferred, 14 specialist, 67 technicians, 12 contract staff. On the first day of 2011, all the operation missions had been conducted.
January 11,2011Ministry of the Interior designated CTSP Administration as the central competent authority to Advanced Research Park and shall go into effect on January 1st.

Each science park sent leaders, experts and scholars to the event. The Director-General, Wenke Yang and the Chairman of Hoa Lac High Tech Park, Vietnam Nguyễn Văn Lạng have jointly signed the MOU.
