The U.S.A. in the mid-1800s
85% of the population lived on farms or in small towns
The universities at that time were mainly private universities that taught law, medicine, philosophy and literature. These universities were not readily accessible to the common man (the public)
Land-Grant System
The land-grant system is a term used to describe the set of U. S. A. state and territorial pubic institutions of higher learning which receive federal support for integrated programs of teaching, research and extension in agriculture, food and environmental systems
The establishment of this system of colleges and universities was open to all high school graduates and would allow the common man (the public) to more easily attend a college or university and attain a higher education

Morrill Land-Grant College Act – 1862
Provided grants of federal lands to states and territories to establish institutions of higher learning. Each college was to use the money from the land granted to it as a trust fund to endow a college where practical education in agriculture, mechanical arts and military service would be emphasized
Hatch Act – 1887
Established the concept of a nationwide system of agricultural experiment stations
Research was needed to solve agriculture problems, to provide information to farmers and to create new agriculture science to teach at these agriculture colleges
Agricultural experiment stations were placed in the land-grant universities
Morrill Act - 1890
Provided federal support for the establishment of institutions, primarily for agricultural education of African Americans, in the then segregated Southern states
Smith-Lever Act – 1914
Authorized federal support for extension services at the state and territorial level and established the Cooperative Extension Service at each land-grant university
Equity in Educational Land-Grant Status Act - 1994
Authorized land-grant status to 29 tribal colleges
