EXECUTIVE SUMMARY
Students are beginning to return to school in increasing numbers over the coming weeks.
To adhere to social distancing guidelines, parents are being encouraged to drop-off and pick-up
students via private vehicle.
In order to better manage the increased traffic congestion, queueing and delays parking
changes have been expedited, in consultation with school Principals, and are now referred to
the Traffic Committee for endorsement.
REPORT RECOMMENDATION
THAT:
1. The signage and line marking measures listed in Table 1 in the report be approved, in
accordance with Plans EA-EH, CA-CB & WA-WC attached to the report; and
2. The Public Safety and Lifeguard Unit be informed of Council’s decision for enforcement,
education and assistance purposes.

PREVIOUS CONSIDERATION BY COMMITTEE
In May 2020, the Consultative Traffic Forum was advised that:
it is likely that travel times, queuing and congestion is likely to increase at schools, as they
encourage picking-up/dropping-off students in private motor vehicles, in order to maintain social
distancing and avoid gatherings; and
if parking measures are required to assist the situation, installation will be expedited with
endorsement from the Traffic Committee sought afterwards.
COMMENTS FROM INVESTIGATING OFFICER
The NSW Government has indicated that school students are expected to return to full-time, face-to-
face classes in Term 2 of 2020. It is understood that the Department of Education has charged each
school to manage social distancing and avoid gatherings, especially when parents drop-off and pick-
up students. Schools are generally discouraging parents from walking or cycling to school and,
instead, students are:
walking and cycling unassisted;
catching public transport; and
being driven by private motor vehicles.
It is expected that an increased number of parents will utilise private cars, which is likely to cause
increased congestion, queuing and travel times around schools during peak times. In order to help
mitigate these unprecedented traffic conditions, the traffic and parking changes outlined in Table 1
have been made in consultation with the respective Schools Principals.
Parking Officers have increased efforts at all schools and advisory signs have also been installed at
some locations.
There may be some locations that cannot be resolved through further changes to parking, and we
expect the community will need to increase its tolerance. Furthermore, it may be necessary for some
schools to stagger their starting and finishing times, in order for changes to be effective.

STR025-20 INTERSECTION OF GYMEA BAY ROAD AND AVENEL ROAD, GYMEA

EXECUTIVE SUMMARY
Council has received concerns from a number of residents regarding traffic safety, congestion,
queueing and travel times at the intersection of Avenel Road and Gymea Bay Road, Gymea
Bay.
Located at this intersection is Gymea Public School, child care centres, a crossing, netball
courts & public oval.
Investigations have confirmed that during the peak periods, there are long delays for drivers
exiting Avenel Road onto Gymea Bay Road and this aggravated when attempting to turn right,
with queues often back to June Place.
To address these issues, it is proposed to install a roundabout.
REPORT RECOMMENDATION
THAT:
1. A roundabout be installed at the intersection of Gymea Bay Road and Avenel Road, Gymea
Bay; and
2. The above works be considered for inclusion in a future Traffic and Transport Works
Program.

COMMENTS FROM INVESTIGATING OFFICER
Council has received multiple concerns from the community relating to traffic congestion, extensive
vehicle queuing and pedestrian safety at the intersection of Gymea Bay Road and Avenel Road,
Gymea Bay.
Local residents reported difficulties exiting Avenel Road onto Gymea Bay Road (especially when
attempting to turn right). Gymea Bay Road serves as a distributor road with large traffic volumes
during peak periods. During school peak periods, a large number of vehicles use Avenel Road.
Furthermore, nearby childcare centres, and playing fields increase pedestrian and vehicular traffic.
Site inspections have confirmed extensive queueing in Avenel Road, from Gymea Bay Road to June
Place, during these peak periods and the delays are especially worse when motorists are trying to turn
right out of Avenel Road onto Gymea Bay Road.
Traffic volume surveys and turning movements were undertaken at the intersection of Gymea Bay
Road and Avenel Road. A summary of peak-hour results is provided in Appendix A. This
demonstrates a high proportion of right turning traffic into Avenel Road and left-turning traffic out of
Avenel Road. Austroads recognises these movements to be conducive to a roundabout.
Data from the TfNSW Vehicle Crash Database indicates there has been two reported vehicle crashes
at this intersection between 2014 and 2019.
Although the reported crash database is considered to be low, given the:
extremely high number of vehicle movements in and out of this intersection;
increased number of complaints from the public;
long queue delays witnessed at this location during school peak periods; and
plus later in the pm peak period;
it is considered that an intersection facility upgrade is warranted and justified, pending a design
concept plan.

EXECUTIVE SUMMARY
Council has received concerns regarding the safety of pedestrians crossing Warburton Street at
the intersection of Gymea Bay Road.
A raised pedestrian crossing was considered at this location when works were undertaken to
provide a low-speed road environment and implement a ‘40 km/h High Pedestrian Activity Area’;
however, there were concerns regarding traffic flow through Gymea Town Centre and the raised
crossing was omitted from the scheme.
Pedestrian and vehicular counts have since been undertaken at this location and although the
site does not meet TfNSW warrants for a pedestrian crossing, there is strong case for installing
one.
Therefore, to address the issues raised, it is recommended that a raised pedestrian crossing be
installed.

THAT:

Higher pedestrian activity due to the increase of developments in the Gymea Town Centre.
PREVIOUS CONSIDERATION BY COMMITTEE
Council’s previous upgrade works in Gymea Bay Road included the installation of raised pedestrian
crossings, widening footpaths, plantings and footpath paving. TfNSW has subsequently installed a
‘40 km/h High Pedestrian Activity Area’.
COMMENTS BY INVESTIGATING OFFICER
Council has received representation requesting consideration be given to installing a pedestrian
crossing in Warburton Street at the intersection of Gymea Bay Road, Gymea.
Council’s previous upgrade works in Gymea Bay Road included the installation of raised pedestrian
crossings, widening footpaths, plantings and footpath paving. A raised pedestrian crossing was
considered in Warburton Street; however there were concerns regarding traffic flow through Gymea
Town Centre and the raised crossing was omitted from the scheme. Following the upgrade works, a
‘40 km/h High Pedestrian Activity Area’ was implemented by TfNSW.
Pedestrian volumes have since increased in and around the Gymea Town Centre, particularly around
the northern end with the introduction of more commercial and residential properties within this vicinity.
Warburton Street is the only road that does not have any crossing facilities of all the roads that run off
Gymea Bay Road between President Avenue and Kingsway.
As a voting member of Local Traffic Committees with appeal rights to Sydney Regional Traffic
Committee, TfNSW has set criteria, including minimum pedestrian and traffic volumes, for locations
that can be considered for pedestrian crossings. TfNSW’s Supplement to AS1742.10-2009: Manual of
Sutherland Traffic and Traffic Safety Committee 5 June 2020

Uniform Traffic Control Devices – Part 10: Pedestrian control and protection (V3) indicates that a
pedestrian crossing is warranted where:
In each of three separate one hour periods in a typical day:
1. The pedestrian flow per hour (P) crossing the road is greater than or equal to 30; and
2. The vehicular flow per hour (V) through the site is greater than or equal to 500; and
3. The product PV is greater than or equal to 60,000.
Traffic and pedestrian count results are provided in Table 1, which indicates that the site does not
meet TfNSW warrants for a pedestrian crossing.

TfNSW’s Vehicle Crash Database indicates that during the five-year period between July 2012 and
June 2017 there has been one reported accident involving a pedestrian at this location.
Locations that do not meet TfNSW warrants in one element (either pedestrians or vehicles), the
following alternative treatments can be suitable:
Locations with high pedestrian numbers, but low vehicle numbers, a continuous footpath
treatment may be suitable. This is typical in the side streets of Town Centres.
Locations with high vehicle numbers, but low pedestrian numbers, a pedestrian refuge may be
suitable. This can be typical at Bus Stops.
Although the site does not meet TfNSW warrants for a pedestrian crossing, pedestrian volumes are
particularly high. Furthermore, there is an adverse pedestrian crash history at this location.
Therefore, the site may be suitable for a continuous footpath treatment. However, given that this
would be the only street in Gymea Town Centre with this treatment, in-lieu of a pedestrian crossing, it
is recommended that the site be considered for a pedestrian crossing.

EXECUTIVE SUMMARY
Council has received concerns that parked vehicles on both sides of Prince Charles Parade,
east of Silver Beach Road cause congestion and result in traffic safety issues.
Police requested consideration to temporarily prohibit parking on one side of Prince Charles
Parade for four weekends until Sunday 14 June 2020. The Sutherland Shire Local Emergency
Management Committee supports this traffic management strategy.
In response, Council staff have authorised the installation of parking controls on the northern
side of Prince Charles Parade to apply from 6am to 6pm on Saturdays, Sundays and Public
Holidays.
Residents were notified and follow up consultation will be undertaken to determine the level of
support for retaining parking controls on a seasonal or permanent basis.
REPORT RECOMMENDATION
THAT:
1. A ‘NO PARKING 6AM-6PM SAT SUN & PUBLIC HOLS’ zone be installed on the northern
side of Prince Charles Parade, Kurnell, east of Silver Beach Road, in accordance with PLAN
A attached to this report; and
2. Council’s Public Safety and Lifeguards Unit be advised of Council’s decision for enforcement
purposes.

COMMENTS BY INVESTIGATING OFFICER
Council has received representation from local Police requesting consideration be given to temporarily
prohibit parking on one side of Prince Charles Parade.
On Sunday 17 May 2020, Council’s Public Safety & Lifeguards Unit responded to a request by NSW
Police Force to attend Prince Charles Parade at Silver Beach Road where Police had been performing
traffic control to manage traffic congestion. The Officer in Charge requested Council implement one-
way traffic movement in a westerly direction. Council maintained traffic control until 3.15pm, when
traffic volumes reduced and some parked vehicles departed, and the road was re-opened to two-way
traffic.
The Sutherland Shire Local Emergency Management Committee (LEMC) discussed the matter. It is
understood that a combination of the following resulted in high traffic and parking demand:
increased recreation encouraged by the Government, in response to the current pandemic;
recently improved Silver Beach Promenade;
new sculptures at Kamay Botany Bay National Park; and
good weather
When vehicles are parked on both sides of Prince Charles Parade, east of Silver Beach Road, the
carriageway is reduced to a single bi-directional lane. High occupancy of on-street parking results in
few opportunities for opposing vehicles to pull over to allow other vehicles to pass. Large amounts of

traffic, combined with high parking occupancy results in significant congestion (as experienced on 17
May 2020), which can only be resolved by temporarily implementing one-way traffic control.
The Sutherland Shire LEMC supports the request by local Police to temporarily prohibit parking on
one side of Prince Charles Parade, east of Silver Beach Road, for four weekends until Sunday 14
June 2020, to provide two opposing travel lanes. A ‘NO PARKING 6AM-6PM SAT SUN & PUBLIC
HOLS’ zone has since been installed on the northern (beach) side of Prince Charles Parade, east of
Silver Beach Road, as shown on the attached plan. This is similar to measures that have been
implemented the last two years on busy days such as 31 December (New Year’s Eve) and 26 January
(Australia Day).
COMMUNITY ENGAGEMENT
Notification letters were distributed to the affected residents to inform them of the changes (refer to
Appendix B). Three residents contacted Council in support of the changes.
A survey be distributed to the affected residents to ascertain the level of support for implementing
similar parking controls on a seasonal or permanent basis.
Approvals
Council staff authorised the installation of the ‘NO PARKING’ zone under Part 8 of Roads Act 1993.
Pursuant to the Instrument of Delegation, Council is seeking the Local Traffic Committee’s
endorsement of the changes recorded in the Recommendation so they can be ratified as prescribed
traffic control devices. The endorsed changes will be referred to the Team Leader Traffic Services, to
consider approval, under Delegated Authority.

EXECUTIVE SUMMARY
Council has received concerns that parked vehicles affect access and egress for longer
vehicles and vehicles with trailers at the boat dealership at 79-81 Cawarra Road.
Investigations have confirmed that a vehicle parked close to the southern side of the premises’
driveway falls within the swept path of longer vehicles, especially those with trailers.
To address this issue, it is proposed to mark a single parallel parking bay between the
driveways of 79-81 and 83 Cawarra Road.
REPORT RECOMMENDATION
THAT:
1. A single parallel parking bay be marked between the driveways of 79-81 and 83 Cawarra
Road, Caringbah, in accordance with PLAN A attached to the report; and
2. The Public Safety and Lifeguards Unit be advised of Council’s decision for enforcement
purposes.

COMMENTS FROM INVESTIGATING OFFICER
The Mayor, Cr Carmelo Pesce, on behalf of local residents and business operators, has raised
concerns regarding the business at 79-81 Cawarra Road using traffic cones to prevent vehicles
parking between the driveways of 79-81 and 83 Cawarra Road, Caringbah. The business operator
has indicated that vehicles with boat trailers often have difficulty accessing the premises, when two
vehicles park between the driveways; however, access is maintained if a single vehicle parks at this
location.
The business at 79-81 Cawarra Road is an approved boat dealership and has a large number of boat
trailers accessing the premises. Although the distance between the driveways of 79-81 and 83
Cawarra Road allows two vehicles to legally park, without encroaching over either driveway, the
driveway access is inhibited for longer vehicles, particularly those with trailers.
In general, Council does not support requests for parking controls at driveways in order to avoid
setting a precedent that would significantly impact on street parking. However, a vehicle parked close
to the southern edge of the driveway is affecting access and therefore parking controls can be
justified.
It is therefore proposed to provide a single marked parallel parking bay in the space between the
driveways of 79-81 and 83 Cawarra Road. The proposed restriction will result in the loss of one
parking space. The proposal is shown in the attached PLAN A.
Approvals
Pursuant to the Instrument of Delegation, Council is seeking the Local Traffic Committee’s
endorsement to change prescribed traffic control devices, as proposed in the Recommendation. The

EXECUTIVE SUMMARY
Council has received concerns regarding traffic and parking issues at various locations
throughout Sutherland Shire.
To address these issues, it is proposed to undertake the measures outlined in this report.
In order to expedite parking changes associated with development sites, such as Works Zones,
Council staff have provided interim approval, subject to Technical Approval by the Sutherland
Traffic Committee.
REPORT RECOMMENDATION
THAT:
1. The signage and line marking measures listed in Table 1 in the report be approved, in
accordance with Plans E1-5, C1-2 & W1 attached to the report; and
2. The Public Safety & Lifeguards Unit be advised of Council’s decision for enforcement
purposes.
