1. Why were farmers in PA angry about having to pay a tax on Whiskey?

• Most of them lived by bartering.

• They rarely had cash, how could they pay the tax?

2. What happened when Federal Officers stepped in to collect the tax?

• Things turned violent.

• Large Mob of people armed with swords, guns, and pitchforks attacked tax collectors and burned down buildings.

3. How did Washington respond to the Rebellion?

• Sent the army.

• The rebellion collapsed as soon as the army crossed the Appalachians.

4. What message was Washington sending?

• If citizens wanted to change the law they had to do it peacefully.

• The Gov’t would use force when necessary.

5. Who did Native Americans turn to for help against American settlers?

• Britain and Spain.

• Both countries were happy to keep Americans from expanding westward.

6. Why did Washington attempt to sign treaties with the Native Americans?

• He hoped that signing treaties with them would convince them to ally itself with America, not Spain or Britain.

• It was much more violent than ours.

• King and Queen were executed. As were many citizens.

10. Who did Washington want to ally with after France and Britain went to

war in 1793?

• Neither country.

• He hoped America could remain Neutral.

• This became difficult.

11. What did Washington issue?

• The Proclamation of Neutrality.

• Americans could not fight in the war.

• Barred French and British ships from entering American ports.

12. What was impressment?

• The British Navy would capture American Merchant ships and force its sailors into the British Navy.

13. Why did Washington and the Senate approve Jay’s Treaty?

• It did not deal with the issue of impressment but the American Gov’t did not want to have to go to war with Britain.

• Pinckney’s Treaty-

• Gave Americans free navigation of the Mississippi River and the Right to trade at New Orleans.

15. What precedent did Washington set for future presidents?

• Presidents would only serve for a total of two terms.

• Stay out of entangling alliances.

• Stay out of foreign affairs.

• Sounds great, but its impossible.
