Please find attached a comprehensive response to the issues raised in the nine submissions received
by Cork County Council Planning Department in relation to the proposed AVR - Environmental
Solutions Ltd. project, namely a Materials Recovery/Waste Transfer and Sludge Drying Facility in the
townland of Foxhole near Youghal, Co. Cork.
We would also like to confirm with Cork County Council due to the flooding recently experienced in the
general area that the proposed site is not subject to flooding. As part of Environmental Impact
Statement and Design works this was fully investigated.
Finally, a Youghal Town Councilor requested a public meeting this week in the press. AVR -
Environmental Solutions Ltd. proposes to hold an Information afternoon and evening in the last week
of November. These information sessions will be advertised in the local newspapers. Any individual
can come and ask questions on the proposed development.

This report has been prepared by SWS Environmental Services on behalf of
AVR - Environmental Solutions Ltd. in response to the submissions made to
the Cork County Council in relation to the proposed Waste Recovery/Transfer
and Sludge Drying Facility at Foxhole, Youghal, Co. Cork with Planning
Reference Number 04/7531.
Each of the issues raised are examined and responded to individually under
separate headings. The submissions received are also attached in Appendix
1 at the back of the report. There were 9 submissions received in total by
Cork County Council. 5 were objections and 4 were observations.

A number of comments were made in relation to the operation of Youghal
Landfill adjacent to the site and the experiences of the individuals/groups that
made the submissions. Comment cannot be made on these observations;
however it should be pointed out that the proposed activity even though it is a
waste management activity is not similar to a landfill type operation.

The Cork County Development Plan 2003 distinguishes between industrial
areas (sections 9.3.36 to 38) and enterprise areas (sections 9.3.39 to 41). The
objective in ZON 3-13 identifies appropriate uses for industrial areas and
promotes the development of industrial areas as the primary locations for uses
that, among others, include waste materials treatment and recovery. Industrial
areas not used mainly by small to medium industry etc. are considered
generally suitable for waste management activities (including the treatment
and recovery of waste materials but not including landfill or contract
incineration facilities).
The site lies in Objective No. l-04, which has a specific zoning objective of
industrial estate development for small to medium industrial units. The
existing site has full Planning Permission (ref: S/00/7093) for “the construction
of a waste transfer station” and also holds a Waste Management Permit from
Cork County Council (ret CK(S) 23/03) for a “Waste Recycling/Transfer
Station”. The site is also listed in Appendix 4.1 of the Waste Management
Plan for Cork County 2004 as a Waste Recycling/Transfer Station. The
proposed activity at the site would be classified as a light to medium sized
industrial development. The activity of waste management is well established
at the site. The main activity proposed at the site is similar to the existing
planning permission.
Indeed the site is also adjacent to the existing Youghal Landfill. This does not
appear to have impaired the growth of the mix of commercial/industrial type
enterprises to date in the area, which includes a residential dwelling house, the
NCT Test Centre, the adjacent Youghal Foxhole Business Park and storage
facilities for Youghal Shipping Company.

I Youghal Town Council Development Plan 2002 which is currently under
I review includes the following objectives:
. To ensure refuse is disposed of in an acceptable manner,
. To encourage minimisation, segregation and recycling of waste,
. To ensure the town is kept clean and tidy.
The proposed Waste Recover/Transfer and Sludge Drying Facility adheres to
these objectives.
In March 2000, a sludge management plan was published by Cork County
Council. This plan calculated the sludge arising within the county and based
on this, it recommends different treatment solutions for different regions
including thermal treatment. The proposed development proposes a system of
indirect drying. As only non-hazardous sludge is to be managed at the facility
the proposed development is in agreement with the policies set out in the
Sludge Management Plan for Cork County 2000.

The majority of industrial sludge produced in County Cork is generated from
the treatment of industrial process wastewater. Of the 80,000 tonnes of
industrial sludge produced in 2002, 50% arises in the South Cork Region, with
78% of this originating from industries in the Cork Harbour Region. The
majority of this sludge is transported to and landspread in north and west Cork.
Treatment at the proposed facility in Youghal, just off the N25, is more
sustainable in the medium to long term with regard to EU policy, transport and
the policies of the Sludge Management Plan for Cork County 2000, the Waste
Management Plan for Cork County 2004 and the County Development Plan
2003.

As part of the preconsultation process a large number of individuals and
bodies were contacted. Table 3.1 lists the parties contacted. A Briefing
Document was issued and the various bodies were asked to comment on the
proposed development. A number of responses were received and are
attached in Appendix 2.

A number of other private individuals also contacted MS Aoife Foley, Project
Manager directly in relation to the project. Every individual met by MS Aoife
Foley was given a business card which included phone, fax, e-mail and a

A number of concerns were raised in the submissions, these included:
. Odour, smoke and dust, which are covered in the Gaseous Emissions
section of the Environmental Impact Statement (EIS),
m Traffic, which is covered in the Traffic section of the EIS,
. Tourism and development, which are covered in the Material Assets
section of the EIS,
9 Chimney height and visual amenity, which are covered in the
Landscape Section of the EIS,
. Noise, which is part of the Noise and Vibration section of the EIS,
. Little Egret which is covered in the Flora and Fauna section of the EIS.
Each of the concerns raised is examined and answered under their individual
EIS heading.
4.1 Gaseous Emissions
Gaseous Emissions include dust, odour and smoke.
Dust
Activities at the proposed facility have the potential to generate dust in the
loading and treatment of waste. However, as operations will be conducted
indoors, dust generation will be prevented at source and impacts are
considered minimal. All processed dry recyclable waste is stored in bales
indoors or in shipping containers. The dried sludge is stored in enclosed silos
similar to grain silos. These techniques ensure that dust will not be a
nuisance.
The Sludge Drying building will be operated as a closed system to contain any
dust, Dust potential from wet sludge is non-existent. Proper housekeeping,

maintenance and management of the sludge drying building will ensure that
dust generating activities are limited.
Any dusts generated from combustion plant and vehicles on site will be
minimised by regularly following effective maintenance and operation
procedures. Staff operation and awareness training is proposed to ensure
procedures are correctly followed.
Regular cleaning and inspection of the site will be carried out to control dust
levels. A wheel wash facility is also included in the site infrastructure.
A 2m buffer zone around the site together with a 1.85 - 2m high palisade fence
will minimise the transfer of generated dust to neighbouring sites. This buffer
zone is actually a green belt. A Landscape Masterplan and detailed planting
specifications for the proposed site was prepared and the proposed planting is
based on the recommendations of Cork Rural Design Guide published by Cork
County Council. This was submitted with the planning application.
Any dust generated by boiler equipment and the standby generator will be well
within proposed ground level concentrations as directed by the draft TA Luft
2002 guidelines and SI 271 of 2002 Air Quality Standards (Refer to Air Quality
Data and Modelling Report).
Odour
The proposed facility will treat waste mostly from commercial and industrial
sources, e.g. cardboard, paper, glass, aluminium, steel etc. This is the main
activity at the proposed facility. The absence of any significant quantities of
putrescible organic waste due to segregation by the producer will ensure that
odour impacts are minimal. The contamination of these waste materials
devalues them and the operator intends to ensure that potential customers will
pre-segregate waste at source to guarantee that it is not contaminated with
any wet waste.

The sludge drying system is in layman’s terms a “pressure cooker” that boils
off water in the form of steam, which is condensed and treated in the fully
hooded waste water treatment plant that has a standalone odour abatement
technology. No process gases from the sludge drying are discharged through
the chimney therefore there will be no possibility that odorous compounds are
discharged.
The wet sludge storage building (i.e. sludge reception building) is designed to
prevent fugitive emissions using sludge storage tanks covered with hydraulic
lids that are only opened when sludge is tipped by delivery vehicles. These
storage tanks are housed within their own building again to ensure no odorous
emissions.
The dried granular sludge has a very low odour potential and will be stored in
enclosed closed silos and containers.
Sludge will be delivered to the site in covered skips. Sludge is like a set jelly
or clay soil and does not have any of the physical properties of slurry. It does
not “slop around”. Currently sludge is transported throughout the in open
skips.
Other Gaseous Emissions e.g. Smoke
The boiler and sludge drying system are two separate pieces of plant. The
boiler generates the power to dry the sludge and only emissions from the
boiler will be discharged from the chimney, which is a typical type boiler
chimney 3m above roof ridge line. The boiler emission limits will be set by the
Environmental Protection Agency; these emissions limit values will include
smoke.

4.2 Traffic
The proposed development will increase the growthed AADT 2004 figure of
5,688 by an AADT of 42.12 in terms of HGVs and the number of car
movements is negligible. Therefore the proposed development generated
traffic will not have any significant impact on the surrounding road network. In
fact it can be stated that the proposed facility at Foxhole, ‘Youghal will not
result in any significant impact on traffic flows along the adjoining roads due to
the opening of the N25, Youghal Bypass.

The geometry of the T12 does not facilitate two-way movement for HGV’s,
though it did historically. This two-way movement facility was removed by
Cork County Council due to illegal camping activities and fly tipping. As part of
the planning conditions granted for the Intensification of Use of Youghal
Landfill by An Bord Pleanala Cork County Council is required to upgrade the
road to facilitate further two-way movement of HGV’s.
The primary mitigation measure will be the upgrade of the T12 connecting the
site to the R634, Cork County Council will have to complete these works by
2006 as part of the planning conditions granted for the lnfensificafion of Use of
Youghal Landfill by An Bord Pleanala.
It is also proposed to introduce additional mitigation measures, which will
include the following:
l Staggering of deliveries/collections to/from the proposed facility, this
will limit the number of HGV’s on the surrounding road network, at any
one time,
l Instructing all vehicles travelling to the site from outside Youghal town
to access the site off the N25 Youghal Bypass,
l Segregated Service and Vehicular access in the interest of safety,
l Implementing a traffic management plan to prevent congestion and
queuing in the local environs.

Finally traffic will not be generated by the site 24 hours a day. The EPA will
set delivery hours in the Waste Licence, AVR - Environmental Solutions Ltd.
has applied for the 8:OOam and 9:OOpm Mondays to Fridays and on Saturdays
between 8:OOam and 1 :OOpm.
4.3 Material Assets
Economic Impact
It is estimated that the construction phase of the proposed development will
bring up to 30 jobs to Youghal. Throughout the operational phase, a minimum
of 17 persons will be employed at the facility. Spin off industries associated
with the proposed development may also produce jobs in the form of cleaning
services, catering providers, etc. A very important consideration of most
multinationals when looking to establish new operational basis is proper waste
management infrastructure. The proposed facility will be an additional
infrastructure element for development expansion in Youghal. In fact a recent
study carried out by a major grocery chain in Ireland stated that waste
management costs were the third most expensive overhead which added to
the high price of groceries in Ireland. This is the type of customer that will be
sought for dry recyclable type waste.
Transport Infrastructure
The proposed development is located adjacent to the Youghal by-pass.
Therefore, there are no negative economic impacts anticipated for the town of
Youghal related to vehicular movements to and from the site. This represents
a positive impact for the area.
Proximity to the existing landfill will ensure that any waste contaminants that
may have to be disposed of can be done in close proximity to the site without
generating excessive traffic on the roads.

Tourism
The Cork County Development Plan 2003 states as an aim the desire, to
promote development in Youghal with regard to its coastal setting and its
special recreational, heritage and marine tourism functions. With this in mind,
the Department of Arts, Sport and Tourism (DAST) was consulted during the
Public Consultation Stage. Furthermore Youghal Chamber of Tourism and
Commerce was also consulted and was sent a Briefing Document on the
proposed facility. No response was received from either of these bodies in
relation to the development.
A landscape assessment was conducted to investigate the impact of the
proposed development on views and prospects in the Youghal area. This
assessment concludes that the visual impact of the proposed development on
the surrounding environment will be minor to negligible. This is due to the fact
that the site will be well screened by trees and other developments in its
vicinity such as the Millennium Court office buildings at Foxhole Business
Park, the NCT centre and Youghal Landfill. The site will be in harmony with
the buildings in this industrial and commercial zoned area.
4.4 Landscape
The overall visual impression of the site is a brown field area with a complex of
built anthropogenic structures such as high metal fencing and posts, telephone
and electricity poles, Youghal Landfill and Civic Amenity Centre, the NCT
Centre, Foxhole IDA Industrial Estate and Foxhole Business Park
incorporating Millennium Court office buildings.
The site occupies a very low-lying elevation, as it is enclosed to a significant
extent by the confluence of rivers that surrounds it. Elevations changes across
the site are negligible in comparison to the surrounding landscape. The site
can be seen from the N25 scenic route particularly in Water-ford section
directly opposite the site. The Youghal Landfill and Civic Amenity Centre is
the focal point of this fragmented landscape.

The proposed development will form a linear block between the NCT Centre
and the Youghal Landfill and Civic Amenity reducing the visual impact of the
existing developments.
A Landscape Masterplan and detailed planting specifications for the proposed
site was prepared and the proposed planting is based on the
recommendations of Cork Rural Design Guide published by Cork County
Council.
Much of the roads in the vicinity of the site (i.e. N25 and R634) are well
screened by hedgerows. Therefore the proposed development will not be
significantly visible from roads. Intermittent views may occur. These will be
further obscured by the proposed landscaping measures at the site.
The R634 from Youghal Town to the N25 was also assessed to determine
potential visibility. The commercial/industrial developments at Foxhole are
clearly visible from this location. The absence of any screening on the
northern side of these structures renders them highly visible. However,
screening of the proposed development from these buildings and from the tree
planting detailed in the Landscape Development Report will reduce the visual
impact of the development significantly.
The sky is predominately cloudy and grey for the majority of the yearly climatic
conditions therefore the proposed will have a ‘goose-wing grey’ colour to
harmonise with the natural background sky.
The proposed development will be on a scale with existing structures in the
Foxhole area. It will form a linear block between the NCT Centre and the
Youghal Landfill and Civic Amenity reducing the visual impact of the existing
developments.
It is not proposed to build a 15m high stack but rather erect a chimney 3m
above roof ridge line within the frame of the boiler building.

The developers have also included the use of natural native type stone at the
entrances and the coat of arms of Youghal town as an architectural feature in
the administration block.
Finally this proposed development has been designed to a very high standard.
In fact the road improvement scheme will make the amenity area more
accessible and the proposed development should far enhance the current
vistas.
4.5 Noise and Vibration
The nearest dwelling (noise sensitive location) is over 180m from the site
boundary. The overall noise level from the proposed activities, at the nearest
noise sensitive location, can be predicted (BS 4142 1997 Method of Rating
Industrial Noise affecting Mixed Residential and Industrial Areas) using the
noise level contribution from the facility and the measured background noise
levels at the nearest dwelling house.
The noise generated by the proposed development at the nearest dwelling
house is predicted to be more than IOdBA below the existing background
noise levels; therefore there will not be any significantly impact at the nearest
noise sensitive location. The predominant noise at this location is passer-by
traffic on the R634. Therefore it can be concluded that noise will not be an
impact in the Copperalley area, which is much further away than the nearest
noise sensitive location.
4.6 Flora and Fauna
The site is located in Landscape Character Area no. 35 Youghal Bay
(Composite Mosaic and Marsh Estuary), as mapped in the 2003 Cork County
Development Plan. The landscape character is Type 2: Broad Bay Coast.
No tracks, traces or other signs of mammalian activity were observed at the
site. Species that are likely.to inhabit the site include the Brown Rat, Pygmy

Shrew and Field Mouse. It is probable that foxes and rabbits (Oryctolagus
cunniculus) also occur in the area. The site does not provide potential roosts
for bat species. The common frog (Rana temporaria) was not observed at the
site. Due to current vehicular movements at the site, it is unlikely that frogs
reside here. During the site survey transect, a total of 44 birds of 14 species
were recorded. 27 birds of 8 species were observed within the site itself. A
further 17 birds of IO species were observed within the vegetated site
boundaries.
The Little Egret (Egretia garzeffa) was formerly a scarce visitor to Ireland, but
it has become a breeding species here since 1997. In that year (1997) a
colony of 12 pairs was established on the nearby Blackwater River. Since
1997 the number of pairs and colonies has grown each year (see Table
4.6.1 .below).

The recent increase and northwards expansion of range in this southern
European species is probably due to a number of factors. Among these are
legal protection from persecution and a succession of relatively mild winters
leading to better over-winter survival. It is included on the Amber List of
breeding species in Ireland by Newton ef al. (1999) due to the small population
size and restricted range. However, both the range and number of breeding
pairs are increasing each year.

The current position (2004) according to Mr. Pat Smiddy (Conservation
Ranger, National Parks and Wildlife Service) is that there are three breeding
colonies in the Blackwater River catchment. The nearest breeding location to
the site of the proposed facility is 1.5km. Therefore, the proposed facility will
not directly affect any breeding site for this species. Elsewhere, there are four
breeding sites in Cork Harbour, two in west Cork, two in east Water-ford as well
as others in Wexford and Wicklow. The current Irish breeding population
(2004) is probably at least 150 pairs.
Little egrets are wetland birds with a preference for lowland shallow waters,
especially along coasts and estuaries. They nest communally, often alongside
other herons and associated wetland species in quite and secluded habitats.
In Ireland all colonies are situated on tall riverside trees, although in Europe
some may be located in reedbeds and wetland scrub habitats near water. It
winters in coastal estuaries, salt marshes and tidal inlets, but there is a
tendency for some birds to follow rivers inland where they often feed in flooded
fields. In these wetland habitats Little Egrets feed on a variety of vertebrate
(fish) and invertebrate prey. There are no habitats within the proposed facility
site boundary suitable for Little Egrets to feed in.

I refer to the planning application made on lst October 2004 for the above development and hereby submit the faHowii\g observation under Article 29 of the Planning and Development Regulations, 2001.
The site is located within an area zoned 1-04: industrial Estate Development for Smail and Medium Indusftial Units.
According td paragraph 9.3.36 of Volume 3 of the 2003 County Oevelopment Plan, “with certain exceptions as set out in the objectives below primarily’industriai areas are also generally suitable for waste management activities [including the treatment and recovery of waste material but not including landfill or incineration of waste genefated elsewhere)” [emphasis addedl.
These “certain exceptions” are spelt out in sub-objectives ZON 3-13 (b) and ZON 3-13 (c). It is quite clear from the wording of these objectives that the policy on the location of waste management in industrial areas is to direct general waste management’activities to areas which are zoned for Industry but will not be predominantly used for small to medium industry, warehousing or distribution.
The proposed use should be classed as a general waste management activity as it involves the drying of sludge in addition to the provision of waste recovery and waste transfer facilities. As the proposed site is zoned under I-04 specifically for small and medium industry, ZON 3- 13 (b) does not apply and the range of waste activity on the site is therefore restricted by ZCN 3-13 (c) to civic amenity sites and waste transfer stations. The proposed use of the site for sludge drying would therefore involve a material contravention of the Plan.

We are concerned by the size, and especially the height .of the proposed building, which will dominate the sky line.
The Slob Bank is used by many residents at this end of the town for walking and has been a very important amenity for many years and the area surrounding it is now a candidate Special Area of Conservations, which we fully support.
While we are supportive of new jobs for Youghal in this instance we find it hard to understand why the waste from industries, which give economic benefit to other areas, should be send to Youghal for processing rather than being dealt with where it ,arises.
Our concerns are that the process of drying will inevitably result in obnoxious odours, particularly -in the light of the well publicised difficulties in many parts of the country that have arisen from the activities of the chemical industries, all of whom gave assurances ,at their Planning Application stage that, odours would not arise.
In addition, we are concerned that there will be noise, which, even tihen conditioned in a Planning Permission, will not be enforced. We are further concerned that there will be dust and ultimately, traffic twenty four hours a day.
We consider that the proposed industry is unsuitable for the site and not in accordance with the zoning and we therefore consider that the Planning Application should be refused.

Cumann na Daoine Women’s Group has thirty members form all areas of Youghal. The group provides development and social opportunities and activities to improve the quality of life of the women of Youghal. The group is submitting this objection to the proposed waste treatment development at Foxhole Youghal out of concern for the quality of life of all-the community in Youghal. ;
The group’s objects to the proposed development on. the following grounds:
Itiadequate public consultation ‘Public consultation on this proposal was inadequate, almost non-,existent. Although three representatives of the community were consulted there was no public meeting, no plans were put on display locally and no detailed reports appeared in the local media. This lead to fears and concerns spreading through the town, making it difficult to discover the truth behind the proposal. We feel that the people of ‘l’oughal were entitled to a public information meeting, easy access to the plans and local media tovera~~ of the proposal. :
Emissiqns We are concerned about the potential impacts on our local environment. We believe there will be odour and fume emissions from the proposed waste treatment plant. As Youghal is a Heritage Town with a growing population and a dependency on tourism, any negative impacts may damage the residents’ quality of life and lead to a decline in tourism.
Amenity/recreation impact The proposed site is close to a bird watching area. Any impact on the site will affect the amenity/recreational value of the bird watching facility for local people. The bird watching area may or not be a protected area such as a Special Area of Conservation or a Special Heritage Area.
Traffic movement The proposal states that there will be 38 traffic movements a day, but this may be an underestimation of what will happen in the future. Because of the narrowness of the

streets in Youghal Town centre, the density of the population and the fact that there are schools en route in and out ofthe town, it would be impossible to accept that trucks containing odorous waste be routed through the town. All traffic movements would have to be via the bypass. This would be impossible to enforce. The proposed volume of traffic would quickly deteriorate the lane accessing the site and the approach road and roundabout. At present the surface of the lane is very poor and there isn’t enough space for two trucks to pass.
Proxi&t$ to businesses and dwellings There is a newly built business park adjacent to the proposed site. Some of the units in the business park remain vacant. If permission is granted to the proposed waste treatment plant, it will act as a disincentive to locate businesses in that part of Youghal. In the long term, the proposal may cost more jobs than it provides. There are dwellings very close to the site. Any increase in traffic volumes or emissions coming from the proposed plant will impact negatively on the quality of life of the residents.
Potential long terni impacts If the proposal is given permission, it may open up the possibility of a cluster of waste treatment facilities adjacent to the existing landfill. Youghal may become the waste management town of County Cork. This would be a disaster for the local community as it minimises the tourism potential of the heritage town and impacts negatively on the residents’ quality of life.
Questions of clarification relating to the proposal Sludge drying - What kind of sludge? How much of it? How can \Ge be sure that no toxic sludge or waste will be treated at the plant? Waste recovery facility - How will the waste be recovered? What kind of waste will be recovered? Waste quarantine area - What is a waste quarantine area? Dried sludge discharge area - What is meant by “discharge”?

. Our main objection is with regard to the lack of inform&& and tack of consultation with the locai people which this type of facility could affect. There is a planning application notice on the fence of the proposed site, but as this is a cul de sac, the only people who will see this are those leaving the dump as the fence is at an angle to the road, is this legal ??
Yoighal is a heritage town which attracts many tourists every year because of $s history and water front, (the River Blackwater 11111s into the Atlantic Ocean through the town). The proposed site which is part of the Nob-lands is land reclaimed from the River Blackwater by the use of a bank ,made from stx+ a.32 day @xi& was built in 1845. Youghal Town Council have made the slob bank into an amenity area and have maintained and s&aced the bank and added seating for the many people who use this for walking, bird watch& and fishing etc. etc.
This proposed sludge drying facility which will manage 110,500 tonnes of waste annugfly, will be in full view of anyone who uses this n%reational area, and they will be affected by the odours and smoke emitted from, this facility. I understand that these facilities have to go somewhere, but our area already has a Super Dump which takes waste from a number of counties and Cork City, so enough is enough !! .

The planned location is on the banks of the Blackwater Estuary in a future amenity area. The existing council recycling and dumping facility located in Foxhole has a limited lifespan. We think that the future of this area should be amenity based in such a way that is likely to attract visitors to Youghal. Tourism is the most important industry in YoughaI at the moment and is likely to remain so for the foreseeable future. The proposed buildings and stack would be visual eyesore on the estuary skyline. The proposed development will introduce substantial HGV traffic into our community. The residential part of the town is expanding nerthwards towards this proposed site. A large residential block, including our dwelling, is currently located less than half a kilometre from the proposed site. The anticipated Government decentralisation programme drew a small response to relocate to Youghal: A grassed amenity area on the banks of the estuary, rather than an industrial sludge dryer site, is far more likely to encourage people to resettle to the town. The proposed development is not in line with stated government policy of dealing with waste in the location that generates the waste. The proposed development is a private development. We don’t think that the profit reward for the speculation of a few outweighs the lessening of the quality of life of a community.

The proposed location is at the mouth of the Blackwater next to the Youghal UDC Dump v&i& has a limited lifespan and will become an amenity area in time. Current Development at Foxhole is Light Industrial / Commercial / Retail wheras this proposal appears to be Heavy Industrial involving HGVs delivering in excess of 100,000 tonnes of waste annually for processing.’ The proposal shows a 15metre chimney stack which would visually detract from the coastline. Foxhole is an established Bird Sanctuary and is currently the breeding stronghold of the Little Egret of which there are no more than 100 pairs in Ireland. There are a considerable number of dwellings in the immediate area some very close to the proposed site who would undoubtedly suffer Tom noise and odour pollution. Waste should surely be treated close to the area where it is generatednot in a ’ Town which having last all of its major industry is now ever more dependant on Tourism for its livelihood. Our concerns are that the process of drying will inevitably result in obnoxious odoussI particularly in the light of the well publicised difficulties in.many pasts of the country that have arisen from the activities of The chemical industries, all of whom gave assurances at their Planning Application stage that odours would not arise.
In addition, we are concerned that these will b& noise, which, even when conditioned in a Planning Permission, will not be enforced. We are further concerned that there will be dust and ultimately, traffic twenty four hours a day.
We consider that the proposed industry is unsuitable for the site and not in accordance with the zoning and we therefore consider that the Planning Application should be refused;
