Why involving the private sector in public transportation operation?

Situation in France: o Three major private operators (

70% of the market): Keolis, Transdev, and Veolia Transport

o Networks are 90% privately operated under a “Délégation de Service Public” model

Situation in the United States:o A key private player: Veolia Transportationo Networks are mainly operated in house (85%),

and 15% are privately operated

Private Participation in Public Transportation: transit authorities role

Define and implement the urban transport policy

Finance network operation and maintenance (rolling stock, facilities, tracks, tunnels, etc.)

Design, finance and build network extensions and decide on routes, schedules, fares, etc.

Manage private operation, and control the quality of service

Monitor traffic flow, and conduct customer surveys

Private Participation in Public Transportation: operation contracts

First step: a call for tenders o Defining targets (quality of service, fares, exclusive rights, etc.)o Contracting all or part of the network?o Owning or not the rolling stock

No need for very detailed characteristics of service: o The operator has to meet the local authorities’ criteriao Level of details depends on transit authorities’ control capacity

Have an American approach: partnering and competitive contracting

Private Participation in Public Transportation: operators advantages

Private operators have or may have: o A wider experience of transport networks o Own the rolling stocko A more efficient staff management

Private operators have a comprehensive role: from operation to marketing

Private sector might supply financing and take revenue risks…

Private Participation in Public Transportation: how to?

Strong commitment from both parties, public and private:o Goals and targets clearly definedo A model carefully designed

No rush: the transit authority has to take its timeo Proper selection criteriao Proper selection process (call for tender, etc.)

Money is not the only criteria:o Mutual accountability of both partieso Mutual respect for the roles of all parties
