The Board of School Trustees of the Fort Wayne Community Schools met in regular session in the Lester L. Grile Administrative Center on Monday, August 27, 2012 at 6:02 p.m. President Mark GiaQuinta called the meeting to order with the Pledge of Allegiance and the following members in attendance: Members present: Mark GiaQuinta, Chairperson Stephen Corona Becky Hill

Members absent: none
A video was shown that highlighted some activities that took place over the summer in preparation for the first day of school. Superintendent Wendy Robinson and Board members thanked everyone who spent time preparing for a great start to the school year. Board members thanked the Public Affairs Department for the informative video. Board members asked that the following items be removed from the consent agenda: Vouchers for the Period Ending August 27, 2012; Renewal of Insurance Policies; and Application for Common School Fund Loan. Dr. Robinson presented the following consent agenda items with recommendations for approval: Minutes from the regular meeting of August 13, 2012; Personnel Report; Recommendation to Extend School Bus Bid; and 2012-2013 Special Education Grants. The minutes from the regular Board meeting of August 13, 2012, were distributed to Board members with a recommendation for approval.

RECOMMENDATION: It is recommended that an award be made to extend the school bus bid opened in October 2010.
MacAllister Power Systems, Greenfield, IN $876,180.00 For: 5 ea 84-Passenger Buses 4 ea 24-Passenger with Lift Buses The award above is net of trade-in allowances of $48,000. RELATED INFORMATION: Indiana purchasing law allows for the extension of awarded bid contracts subject to the agreement of the vendor and the purchasing agency. FWCS included language in the 2010 bus bid specifications referring to this provision. By extending the 2010 bus bid, bus prices remain at the 2010 rate. The 2012 bus replacement plan was divided into two phases in order to ensure sufficient funding was available for this second phase. This fund does not carry an operating balance and the uncertainty of the amount of tax caps and property tax delinquencies has caused us to be cautious in determining the actual number of buses that could be afforded. The Board previously approved the first phase of the 2012 bus replacement plan purchases on November 14, 2011. RECOMMENDATION: It is recommended that the Board approve the application for and acceptance of special education grants from the Indiana Department of Education for the school year 2012-2013. RELATED INFORMATION: Individuals with Disabilities Education Act, IDEA 2004, requires that after the base payment allocations are provided, additional funding is awarded to each district based on public and private school enrollment within the local school jurisdiction and according to the number of children living in poverty (National School Lunch Act participants). Funds are used to support salaries and fringes of approximately 145 staff members. These non-competitive grants are in addition to the special education foundation payment. For FWCS, the Part B special education grant amount for the 2012-2013 school year is $8,459,382.00 an increase of $185,767.00 from last year. The preschool special education grant is $302,998.00 a decrease of $33,765.00. The grant supports District Goal I: Achieving and Maintaining Academic Excellence and is managed by Ann Barnes-Smith, Special Education Director. A motion was made by Stephen Corona, seconded by Jordan Lebamoff that the following consent agenda items be approved: Minutes from the regular meeting of August 13, 2012; Personnel Report; Recommendation to Extend School Bus Bid; and 2012-2013 Special Education Grants. Dr. Robinson presented the following recommendation concerning the Renewal of Insurance Policies: RECOMMENDATION: It is recommended that insurance coverage for property, commercial general liability, inland marine, foreign package, business automobile, commercial umbrella liability, law enforcement professional liability, school leaders errors and omissions, and boiler and machinery be awarded through Wells Fargo Insurance Services of Indiana to two underwriting carriers for a premium of $1,463,793. RELATED INFORMATION: Due to the exit of Indiana Insurance Company from the large urban school market and the rapidly changing and limited K-12 insurance market in general, total premiums increased $435,240 or about 45.6% percent with this renewal effective September 1. WRM America will be our new insurance company and Catlin Indemnity Company will be the underwriter of our policies except for the Boiler Explosion/Equipment Breakdown policy underwriter will be The Cincinnati Insurance Company.

Our agent, Bill Niezer, requested quotes from all the insurance companies in the Indiana K-12 market. WRM America provided the best alternative compared to only one other company providing a quote. WRM America not only offer programs which afford the necessary coverage to address the exposures of a public school corporation, but provide the claims administration and risk management services to support their customers. Mr. Bill Niezer with Wells Fargo Insurance Services shared information with Board members about the increase in cost and answered questions about the recommendation. A motion was made by Stephen Corona, seconded by Jordan Lebamoff, that the recommendation concerning the Renewal of Insurance Policies be approved. Roll Call: Ayes, unanimous; nays, none. Dr. Robinson presented the following recommendation concerning the Application for Common School Fund Loan: RECOMMENDATION: It is recommended that the Board approve the application for and acceptance of an advancement from the Indiana Common School Fund for educational technology equipment in the amount of $1,950,000. RELATED INFORMATION: Advancements from the Common School Fund provide funds for school districts to purchase educational technology. The Fort Wayne Community Schools (FWCS) will use these moneys to help fund the FWCS technology plan previously submitted to the state. Technology funds are currently insufficient to fund all the technology needs of the school corporation. Funds are provided as a loan and are awarded to school corporations on the basis of assessed value (AV) per pupil, with low AV per pupil school corporations receiving funds before high AV per pupil corporations. FWCS therefore cannot be assured of receiving the requested advancement. Should the application be successful, funds will be budgeted in the Debt Service Fund to repay this loan beginning in the year 2014. Interest on the loan is expected to be no more than four percent and is likely to be as low as one percent. Common School Fund advancements differ from School Technology Advancement Account (STAA) loans, which FWCS receives on an annual basis. Unlike CSF advancements, STAA advancements are given to all applying school corporations, regardless of their assessed value per pupil ranking. Board member Lisa Olinger commented that she would like a Board workshop on the Technology Plan and would like to have more substantial information about the planned use for the technology funds. A motion was made by John Peirce, seconded by Becky Hill, that the recommendation concerning the Application for Common School Fund Loan be approved. Dr. Robinson presented the following recommendation concerning the Vouchers for the Period Ending August 27, 2012: RECOMMENDATION: It is recommended that the Board approve the vouchers for the period ending August 27, 2012. RELATED INFORMATION: All vouchers paid by the Fort Wayne Community Schools appear on a voucher listing. The voucher listing for the first meeting of the month includes the payroll and fixed charges for the previous month.

Detail of all invoices paid remains on file in the Business Office until audited by the State Board of Accounts. Following the audit, vouchers are placed in storage for not less than seven (7) years following payment. Board President Mark GiaQuinta commented that he would abstain from voting on the vouchers because while he believes that Attorney William Sweet does a good job for the District, Mark would like to see the legal counsel position as a staff position, not a contracted position. A motion was made by John Peirce, seconded by Stephen Corona, that the recommendation concerning the Vouchers for the Period Ending August 27, 2012 be approved. • developing District building standards, • recommending construction delivery strategies, • developing Request for Proposals for Architectural and Engineering Services for projects, • developing Requests for Proposals for Construction Management Services, • developing Requests for Proposals for Design-Build Developers if this delivery method is
selected, • reviewing submitted proposals and organizing selection process, • serving as a non-voting member of the Technical Review Committee for any Design-Build

Four firms were interviewed and Brailsford & Dunlavey was chosen for their expertise and experience with similar projects. Mike Cahill from Tower Bank and Chief Financial Officer Kathy Friend answered questions and provided the Board members with details on the work and decision of the committee. The committee’s recommendation was unanimous. Board member Lisa Olinger commented that she did not agree with the committee’s decision to hire someone from outside the area and state. Other Board members stated that they had confidence in the committee’s unanimous decision. Superintendent Robinson thanked the committee for their work. A motion was made by Stephen Corona, seconded by Becky Hill, that the recommendation concerning the Appointment of Program Manager for School Building Basic Renewal/Restoration & Safety Project be approved. Board Members shared comments on visiting schools the first day: Much enthusiasm from both students and staff was witnessed. Kindergarten parents were often more emotional than their students. Lindley Elementary served ice cream to 700 people the Sunday before school started. The orientation for freshmen going into Wayne was helpful in easing students into high school. Several Board Members attended the equipment auction that took place at Elmhurst on Saturday, August 25, and thought it was an emotional day for former Elmhurst families.
The next regular meeting of the Board is scheduled for Monday, September 10, 2012 at
6:00 p.m. in the Lester L. Grile Administrative Center. Documents to be signed by members of the Board were the Regular Board Meeting Minutes from August 13, 2012, Payroll Certification, Voucher List and Common School Fund Loan application. There being no further business, upon a motion by Stephen Corona, seconded by John Peirce, the meeting was adjourned at 7:26 p.m. PTA Council President Kathie Green thanked the custodial staff for assistance with the PTA picnic held at the Grile building before the first PTA Council meeting. Ms. Green updated Board members on the status of PTA membership and activities. Ms. Angie Hayden Sutton thanked Board member Lisa Olinger for standing up for the community. Ms. Sutton hopes that the Board moves forward with the building project with transparency. The meeting was dismissed at 7:33 p.m.
