Tyumen Advanced Training Institute of the MIA of Russia is a specialized departmental educational establishment which provides the advanced training and retraining of law enforcement officers.
The Institute is located in Tyumen city, an administrative center of the Tyumen Region, which is a part of the Ural Federal District of the Russian Federation. The Tyumen Region (along with the Khanty-Mansi and Yamal-Nenets Autonomous Districts) is located in the south-eastern part of the West Siberian Plain and is Russia’s third-largest region in area. Tyumen is located on the Tura River which flows through the Tobol, Irtysh and Ob Rivers into the Arctic Ocean. The city was founded in 1586. Today Tyumen is a large administrative, scientific, industrial and cultural center with a population of about 600,000.

The Institute is a full-functional specialized educational complex which meets all present day requirements of additional vocational education. It provides training of law enforcement officers from all regions of the Russian Federation. The Institute has a significant experience of cooperation with law enforcement agencies and educational establishments of foreign countries, including the USA, Eastern Europe and the Commonwealth of Independent States.
Within the framework of international cooperation more than 20 training and scientific activities were conducted by the Institute. More than 300 foreign specialists participated in them.
High level of law enforcement training is provided by highly qualified teaching staff of the Institute and law enforcement officers involved in the educational process. Over 60 per cent of instructors have the practical experience of working in law enforcement agencies. The percentage of instructors having scientific degrees and titles is more than 75 %.
The territory of the Institute occupies the total area of more than 20,000 square meters with buildings and facilities necessary for organizing and carrying out the educational process, administrative and supporting activities. Strong educational and technical base, the developed information, library and material support also contribute to improving efficiency of the educational process.
The Institute has a comprehensive library collection (more than 100 thousand copies, 4 reading halls, a delivery desk), computer classes equipped with modern PCs having access to the Internet.
Specialized classrooms equipped with modern technical facilities are prepared for training of foreign specialists. All classes are provided with multimedia support and video.
The Institute has a modern teaching and laboratory complex of criminalistics and forensic examination, including a network of specialized laboratories and criminalistic training grounds. Among them are the laboratories equipped with specialized software, hardware and software systems and equipment used for examinations, investigations and carrying out the tasks of forensic registration.
In addition, there is a laboratory representing an investigator’s office to practice the skills of interrogation, identification, etc. There are also training and practice grounds such as “Apartment”, “Shop”, “Plot area” and others allowing to conduct instructional crime scene examinations, searches and other investigative actions.
Today the Institute is ready to provide training of foreign law enforcement officers for the following programs:- “Countering the illicit trafficking of narcotic drugs, psychotropic substances and their precursors”;- “Countering terrorism”;- “Countering extremism”;- “Countering radicalization of the public mood”;- “Countering illegal migration”.
Training in these areas includes:
- study of the international framework for cooperation between different countries of the world in these fields;
- examination of the issues concerning the solution and investigation of crimes committed in these spheres.
- consideration of international and Russian experience of the law enforcement agencies activities in these areas;
The training involves the use of laser shooting simulators, paintball equipment, 2 shooting ranges with tactical training ground “Housing” to practice tactical use of weapons in a closed area.
The Institute closely cooperates with Russian law enforcement bodies. Their practical experience is carefully studied and used in the educational process and researches in the field of fighting crime.
The Institute has several gyms, a stadium with open sports grounds and a swimming pool.
The Institute has convenient facilities for comfortable accommodation and
relaxation, cozy double hotel rooms, a cultural center. The Institute’s dining room
provides a varied menu which suits all tastes.
The Institute provides the migration registration of foreign law enforcement officers arrived for training. It is recommended to get international health insurance before arriving for training.
Emergency medical service to foreign citizens in the Russian Federation is provided free and without delay.
For leisure activities the Institute organizes the sightseeing tour of Tyumen, excursion to Tobolsk, visit to the museum of Grigory Rasputin (village of Pokrovskoe)
