ORGANISATIONAL CONTEXT

The Certification Directorate contributes to a safe and environmentally compatible aviation system in Europe by

performing the following core activities: Product airworthiness, Continuing airworthiness oversight, Environmentalcertification, Flight standards certification (operational evaluations), and Air Traffic Management and Air NavigationSystems (ATM/ANS) activities.

The Experts Department within the Certification Directorate provides technical expertise and advice to ProjectCertification Managers and certification teams in dealing with the day-to-day regulatory activities for airworthinessand environmental protection certification projects being conducted by the Agency

Within certification projects, the Avionics Systems Section is responsible for verifying the compliance

demonstrations provided by the applicants for an approval with the applicable airworthiness and operationalrequirements in the domain of Fly by Wire/Autoflight Systems, Communication Systems, Indicating & RecordingSystems, Navigation Systems, Integrated Modular Systems, and Information Security. Those systems aresummarised under the term Avionics, used as synonym for airborne electronics. Further, the section provides

transversal service to other expert sections on the assessment of electronically implemented functions within their

domain.

JOB CONTENT

The job holder will report directly to the Avionics System Section Manager of the Experts Department within theCertification Directorate. He will provide technical expertise and advice in the areas of avionics to ProjectCertification Managers and Certification Teams in dealing with the day-to-day regulatory activities for projects beingconducted by the Agency.

Main tasks and responsibilities:

  Acting as certification expert for avionics systems;

  Verify the compliance demonstrations provided by the applicants for an approval and ensure continuedairworthiness of aeroplanes, rotorcraft and other products, parts and appliances as required, in conjunction with

the project certification teams;

  Ensure investigation of service defects and necessary actions to maintain safety standards and take appropriatefollow-up action, wherever is necessary;

  Participate in the development of interpretation of existing requirements or Special Conditions to cover issuessuch as new technologies, novel applications of technologies, and novel proposals for compliance showing;

  Participate in the development of new airworthiness and OSD requirements, including relevant parts of

Certification Specifications, advisory and guidance material in co-operation with the EASA RulemakingDirectorate;

  Support evaluations required to establish the Operational Suitability Data (OSD) for flight crew training, cabincrew training, maintenance certifying task training, Flight Simulation Training Devices (FSTD), Master MinimumEquipment List (MMEL) and specific equipment;

  Provide expert advice within the Agency (i.e. flight standards activities, organisation approvals, accreditationactivities, standardisation and training, research activities, safety recommendations) and outside the Agency(i.e. industry, academic organisations and governments);

  Ensure technical coordination and training for less experienced Experts and for external partners in the fieldrelated to the Experts discipline;

  Representing the Agency externally when mandated to do so.

PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS

A. ELIGIBILITY CRITERIA

To be considered eligible, candidates must satisfy all the eligibility criteria by the deadline for submittingapplications, as specified in this vacancy notice:

  At least a level of education which corresponds to completed university studies attested by a diploma whenthe normal period of university education is three years and, after having obtained the university degree, atleast 3 years of professional experience;

OR

Where justified in the interest of the service, professional training of an equivalent level, in a relevant technicaldomain and, after having completed the professional training, at least the professional experience indicated inthe table below:

  Thorough knowledge of one of the languages of the European Communities and a satisfactory knowledge of

  Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland;

  Be entitled to the full rights as a citizen;1 

  Have fulfilled any obligations imposed by the applicable laws on military service;

  Meet the character requirements for the duties involved;

  Be physically fit to perform the duties linked to the post.2 

B. SPECIFIC COMPETENCES AND SKILLS

All eligible applications, according to the afore-mentioned criteria (part A), will be assessed and scored

against the requirements listed below. Please note that non-compliance with at least one of theessential requirements will result in the exclusion of the candidate from the selection process.Advantageous requirements constitute additional assets and will not result in exclusion, if not fulfilled.

The Agency will invite to the interview and test phase3  the best candidates (7) on condition that theyhave achieved at least 50% of the highest possible score during the evaluation of applications.

1. Essential requirements

  Education and/or training in aeronautical/electronic engineering or other relevant subjects giving a similarbackground demonstrating the ability to work in the function;

  The professional experience required under section A, must have been acquired for a period of 3 years inthe area of avionics development or testing, avionics aircraft installation, certification or maintenance;

  Proven knowledge of technical and safety requirements relevant to avionics systems as demonstrated byrelevant training or experience;

  Ability to use office automation equipment and contemporary standard computer software e.g. MS-Office;

  Good command of both written and spoken English.

2. Advantageous requirements

  Professional experience in the field of avionics systems certification, acquired either in the industry or whenworking for a National Aviation Authority (NAA);

  Good understanding of Certification Specifications and related material in the field of aircraft certification(large or general aviation aeroplane, and/or rotorcraft);

  Experience in auditing;

  Experience in using avionic systems e.g. through a pilot licence, aircraft familiarisation training;

  Good understanding of the international framework for civil aviation safety regulations, as proven byprofessional experiences and/or training;

  Ability to write clear and concise reports;

  Ability to cope concurrently with different tasks and to work under pressure;

  Motivated, dynamic personality with strong aptitude for team work;

  Willingness to travel extensively.

Candidates receiving at least 65% of the maximum points in the interview and test phase will beincluded in the reserve list of suitable candidates. Please note that inclusion in the reserve list does notguarantee recruitment.
