Example for Funding: 2013 - Focus on multilingualism

• The City of Vienna supports non-profit projects, measures and initiatives with a maximum amount of EUR 5,000 per year if they implement the following focuses: raising public awareness on the advantages and benefits of multilingualism to enhance the appreciation of multilingualism in the general public.

• The basic idea is to increase the appreciation of multilingualism and raise awareness on the equality of languages among people with German and non-German mother tongues.

Language courses and basic education:• German language and further basic skills

(reading, writing, maths, ICT, citizenship, preparation for the official Austrian language diploma ÖSD).

• "Women's college" - advanced training courses: German as well as other important basic skills such as maths and computer skills

• "Mum learns German“: German language lessons for mothers at the schools or kindergartens of their children.

Language courses and basic education:• For young migrants between 15 and 21 (25): with a

package of specific educational measures

• Holistic education plan: up to 20 hours per week, reasonably priced, creative and social education.

• Summer language courses for children between 7 and 14 years of age who have problems with the German language.

exploratory discussions via advice/ coaching and diversity check to the Vienna Diversity Monitor.

• Specific further training measures for departments: advice and coaching sessions and the diversity check

• Further training measures at the Personnel Training Department for all city administration employees who are interested in the topic

• Interviews with new immigrants about their needs

• Various communities, trainers for German as a foreign language and experts in consulting migrants were involved in the development process of the project

• The project should be tailored to the individual needs of migrants

• All services - startcoaching, information modules, second level start coaching – should be provided in the mother tongue of the new migrants

Start Wien: Target groups

• Third-country citizens who come to Austria for reasons of family reunion – according to the immigration law they have to prove their knowledge in German language at level A2 (Common European Framework of Reference for Languages) within two years

• EEA citizens (and third-country citizens as family members of EEA citizens) since January 2011 who have received a confirmation of registration or a residence card from Municipal Department 35 - Immigration, Citizenship, Registry Offices (MA 35).

• includes the Vienna language vouchers in the amounts of EUR 300 or EUR 150 (EEA)

• all education and further training measures such as German language courses and information modules are recorded in the booklet

Vienna language vouchers, 13rd country citizens (3x100 EUR):

• They are in Vienna following family reunification with an Austrian citizen or with a third-country national

• They received an initial residence permit from Municipal Department 35 - Immigration, Citizenship, and Registry Offices

• They have collected their Vienna education booklet at their start coaching appointment

• The Vienna language voucher can be combined with the language voucher of the Austrian Integration Fund (Österreichischer Integrationsfonds, ÖIF).

Language vouchers for EEA citizens and their family members of EUR 150 (3 X EUR 50)

EEC-immigrants have to meet the following requirements:

a) They are self-employed, employed, or family members

b) They have received recently a confirmation of registration or a residence card from Municipal Department 35

• Trainers are mainly native speakers who have immigrated theirselves to Austria (they have experience in immigration, they know both systems and structures of the country of origin and of Austria, the similarities and the differences)

• Trainers are trained in their special topics and mainly come from professional fields close to the subject

3rd Step: „Second level“ Startcoaching

Service for all owners of a Vienna education booklet:

• Clarify open questions• Contact other counselling services• Clarify further issues related to integration• Exchange of experiences with other immigrants• Individual or in groups• In 12 languages

Reasons for positive feedback• New immigrants get important information for their start in

Vienna immediately after their immigration

• Complex and complicated contents are explained in the mother tongue

• Immigrants have different needs according to their origin, education level, age, social situation etc. - individual needs are taken seriously

• New immigrants are motivated to start learning German as soon as possible
