President's Report 2013
With great pleasure I present for consideration the Annual Report of the Oceania Tennis
Federation (OTF). 2013 marked my first year as President of the OTF, replacing Geoff Pollard who
had held the position since the inauguration of the Federation in 1993.
2013 has been a substantial learning process personally for me, understanding the challenges of
each of the 20 team members making up the OTF, their interactions and their relationship with
the International Tennis Federation.
As one of 6 Regional Tennis Federations recognised by the ITF, the OTF is charged with the
responsibility of overseeing the development of tennis within its defined geographic area. The
geographical distances, the cultural differences and different statuses of tennis in the Nations
means there are many challenges for the OTF and its member nations.
As with all tennis nations, the development of the game involves both holding and participating in
competitions and trying to create role models which drive participation numbers and vice versa.
In 2013 our Pacific Oceanic Davis Cup Team competed in Asia/Oceania Group III. Key player
unavailability meant the blooding of two new players, Gilles de Gouy (PYF) and William O’Connell
(USA). The Tie was held in Dubai in 40C heat in September after the ITF postponed the original
venue in Myanmar due to security concerns. There was much to celebrate with both Brett
Baudinet (CI) and Daniel Llarenas(GUM) having a 100% winning record in doubles but
unfortunately despite their efforts the team was relegated to the play-offs after the round robin
and finally to Group IV in 2014.

In the inaugural Asia-Pacific Tennis Week held in the second week of the Australian Open, a Pacific
Oceania team aptly named the ‘Pacific Oceania Dolphins’ participated strongly captained by Cyrille
Mainguy. While the competition was strong, our team competed proudly in what was an
outstanding opportunity for all players across Pacific Oceania to play in the team representative of
the Pacific and New Caledonian players. A special thanks to Richard Breen of Unipro Productions
in Fiji who created and designed our very special team uniform.
2013 marked our first year without ANZ as a sponsor of our many tennis programs. In 2013 the
program followed the concept of Tennis Tens ( a modified form of tennis specifically aimed at 6-10
year old players) produced by the ITF and also known in Australia as Hotshots. This is a very
successful program all around the world and we are hopeful it will drive participation in each of
our nations and particularly through the schools. Thank you to Tennis Australia who have provided
equipment for this program.
In 2013 Gene Ridgway retired as the ITF regional development officer and we thank him for his
service and his frank explanation and identification of the challenges faced in this role. Gene has
been replaced by Darran Wrighton and we wish Darran well in his role.
I wish to thank John Shannon (Fiji) and David Smith (NZ) who have capably and efficiently assisted
me and the OTF in their position as joint Executive Officers.
In particular my thanks to David Smith who did a wonderful job creating and monitoring a website
for the OTF which all of our members can input and enjoy.
Thanks also to Bruce Osborne from Tennis Australia who has assisted me in a number of the
administrative tasks and understanding the ITF’s charter and mission.
The OTF member nations need to come together in the hope that we can positively support each
other and develop tennis in this region. This will be one of the many challenges for 2014

OTF Executive Officer’s Report 2013
Overview
If there was one constant over the last year, it has been that it has been a year of change. At the
AGM in Melbourne in January, the OTF welcomed a new executive with a new President (Steve
Healy), a new Vice-President (Cyrille Mainguy), a new Secretary-General (Dan O’Connell), two new
committee members (Neil Adsett and Torgun Smith) plus two new Joint-Executive Officers (David
Smith and John Shannon).
Several months later, at the ITF’s Annual General Meeting in Paris on Friday 12th July, Steve Healy,
President of the Oceania Tennis Federation was one of 13 candidates elected to the new ITF Board
of Directors for the period 2013-15. This centenary AGM celebrated 100 years since the ITF was
founded in 1913 and during the meeting the former OTF President, Geoff Pollard, was made an
Honorary Life Vice President of the ITF.
Then, on the 1st October, Darran Wrighton, commenced as the new Pacific Oceania Development
Officer. Darran, whilst UK born, has spent most of his tennis career in Australia, and brought with
him an enormous wealth of experience in managing tennis facilities and implementing coaching
and competition programmes for all age groups and abilities.

Executive
The executive committee met in Fiji on Saturday 17th August and were joined by Frank Couraud,
the ITF’s Development Projects Administrator. Throughout the year all the executive have been
very supportive in managing the various projects and programmes across the region. To this end
the joint responsibility for the various administrative tasks of the OTF were shared between the
two Executive Officers and these are detailed below:

Finance and Funding Support
The OTF’s finances, detailed further in this report, sit in a reasonably healthy position though will
be continually challenged due to the narrow funding streams. With
the grateful support of ONOC and the ITF, the OTF has been able to
develop the participation of tennis across the
regions and equally assist the elite programme.
Financial support has been provided by the OTF
to support the Mini Tennis Programme in
several countries though a key sponsor is still sought to geographically
develop this programme further across the Region.
The main focus of OTF continues to be the development of tennis
participation and the provision of opportunities for the best in the Pacific to
further develop their talents. The extensive programs would not be able to operate without the
support from ITF, the Grand Slam Development Fund and Oceania National Olympic Committees
(ONOC).
The ITF and ONOC provide matching grants and this Supports Davis Cup, the now increasing ITF
Junior Programmes and Competitions in the Pacific, the Pacific coaching programme by
Development Officers, plus additionally a major contribution to supporting the fees for scholarship
students at the Lautoka Regional Training Centre. The OTF is grateful to ONOC for their past and
ongoing continued support.
The Grand Slam Development Fund provides very important support in the competitions area for
Pacific Junior players. The GSDF funds the Pacific Oceania Junior

Championships and three qualifying events and also the annual teams to Australia and New
Zealand, providing vital competition opportunities in Pacific Oceania. Special emphasis has been
placed by the ITF Development Fund on junior tennis where regional tournaments have been
developed and teams of your players compete outside their own region. This programme
continues across the Pacific to provide opportunities for the best players at 18, 16, 14 and 12 age
groups. Additionally this year the ITF Grand slam Development Fund provided a $15,000 grant to
the American Samoa Tennis Association to help towards the cost of resurfacing the 6 courts at
their National Tennis Centre
International Tennis Federation
OTF continues to work very closely with ITF Director of Development
Dave Miley, Frank Couraud and his team in London and with the ITF
Development Officer Pacific Oceania Darran Wrighton on a variety
of projects including the Regional Training Centre, ITF development
tours and the ITF Pacific Oceania Junior Championships. These
activities are outlined in detail elsewhere in the report.
Frank Couraud, the Development Projects Administrator, attended the OTF Executive Meeting in
August in Fiji and discussed primarily options for the various pathways for elite players and the
pursuit of excellence in coaching programmes;

The OTF currently has 20 member Nations as detailed earlier in this report.
In closing I would also like to record a debt of gratitude to Barry McMillan for his efficient and
timely auditing of the Annual Accounts.

Senior Tennis
Pacific Oceania Davis Cup
The Pacific Oceania Davis Cup team, which draws its players from the 17 Oceania associate
member nations of ITF, has had a very challenging year competing in the Asia/Oceania Group III in
2013. This wasn’t assisted by key player unavailability. The Davis Cup Group III was originally
scheduled to be played in Myanmar at the end of April/early May but this was postponed about a
week before the event due to security concerns that the ITF had.
The Round Robin Tie involving Cambodia, Hong Kong China, Malaysia, Oman, UAE, Iran, Vietnam
and Pacific Oceania was subsequently moved to the Aviation Club, Dubai, United Arab Emirates,
which is the host to the ATP 500 Tournament, and was played in the week of the 9th September.

as a result were consigned to the relegation pool with the 2 matches on Day 4 and 5 “must win” to
stay up in Group III and not be relegated to Group IV.

The following are the results of the relegation pool played on Days 4 and 5 with Pacific Oceania,
whilst winning their final match on Day 5 against Oman, still being relegated to Group IV in 2014.
On Day 5 Daniel Llarenas kept his winning record intact by winning the #2 singles. In the final
Doubles match both Daniel Llarenas and Brett Baudinet convincingly won against their Oman
opponents to maintain their 100% winning doubles record in Dubai of 5 wins without a loss

In the week of 9 June 2014 the pacific Oceania Davis Cup team will travel to the Enghelab Sports
Complex in Tehran where a total of 19 nations will complete in both Groups III and IV on the red
clay. The 11 nations contesting the Asia/Oceania Group IV will be Bahrain; Bangladesh; Iraq;
Jordan; Kyrgyzstan; Mongolia; Myanmar, Oman, Pacific Oceania, Qatar and Saudi Arabia.
Tennis Fiji Jacks of Fiji Tennis Open - 2013
The Tennis Fiji-Jacks of Fiji Tennis Open 2013 was held in early June at the Denerau Racquet and
Sports Club with two players becoming two-time Men’s and Ladies Open Champions. Cyril Jacobe
(VAN) emulated the feat he achieved in 2006 to become the Fiji Open 2013 champion beating
William O’Connell (USA) in the final 61,64. Similarly in the Ladies Singles Open Final, Marcia Tere-
Apisah (PNG) repeated what she had achieved in 2009, beating the defending champion, Tarani
Kamoe (FIJ) 46, 64, 62.

In the 32 events, there were a total of 314 matches played over five days (though one was washed
out by torrential rain-so in effect four days) comprising 3,712 games. Some intermittent rain,
unusual for June, meant that some matches that were schedules for the Denerau grass courts
were transferred to the synthetic courts at the Nadi Sports Centre. This necessitated some
matches being played as pro sets to ensure that the event would be completed.
Women’s Tennis Association (WTA)
In 2013, 20 year old Steffie Carruthers (SAM) decided to make a career in professional tennis.
From her first event in May 2013 in Quintana Roo, Mexico she has progressively moved her way
up the WTA Singles rankings. From a career high Year Ending 2013 Singles Ranking of 1070=,
Steffie Carruthers (SAM) has continued to forge her way up the WTA Singles rankings to a new
high of 782 as at 3rd March 2014 and a Doubles ranking of 1251=.
Coached by Carlos Casely, she has been playing tournaments mainly on the hard and clay court of
the USA and South America.

Australian Tennis League (ATL)
Eight Men’s and eight Women’s teams vied for the winner’s purse of $20,000 when the ATL
commenced in the 2nd week of the Australian Open at Melbourne Park. This event uses a unique
match format of the best of 3 short sets with a short tie-break at 3-3. There are no service lets
with either partner in doubles, which has a no ad scoring, able to hit a net cord.
The Pacific Oceania team were faced with some of the very best players from Australia and New
Zealand with Nikolas N’Godrela, in particular, holding his own against players he came up against
in singles and doubles. In the final analysis the team came a creditable 8th.
The Team comprised L to R Daniel Llarenas (GUM), Cyrille Mainguy (VAN-Captain), Sebastien
Baldovini (CAL-Manager), Aymeric Mara (VAN); Nikolas N’Godrela (CAL), Cyril Jacobe (VAN).
Prior to this event the team played a warm up event in Shepparton, Victoria with Nikolas
N’Godrela convincingly winning the singles final 61,61 against the 4th seed, Ryan Draffin from
Australia and then teaming with Cyril Jacobe (VAN) to win the Doubles Final.

Junior Tennis
BNP Paribas New Caledonia ITF Junior Championships – 2013 There was much to celebrate when the BNP Paribas New Caledonia ITF Junior Championships, held at the
Ligue Calidonienne de Tennis in Ouen-Toro, Noumea, concluded in June with Yaelle Honakoko (CAL), the 3rd
seed convincingly overpowering 8th seed, Ayaka Higashi (JPN) 63,36, 63. Earlier in the event Vinda Teally
(SOL) had an outstanding start to the tournament defeating
Emma Eccleton (NZL) with an ITF Junior Ranking of 217, 36,64,75. Then in the Girls Doubles Final the 2nd
seeded pairing of Samuelle Bull (CAL) and Annie Shannon (FIJ) defeated the 4th seeds Gabriella Coates (NZL)
and Danielle McIntyre (AUS) 75, 64. For Annie Shannon this was her 2nd ITF Junior Doubles Title.
IT&E Northern Marinas Open Junior Chamionships-2013
The inaugural IT&E Northern Marianas Islands Junior Championships concluded in Saipan on May 26th with
players from Asia, Africa, Europe, USA and 3 Oceania Nations competing. The North Pacific players had
some success but certainly gained a lot of experience from participating in the tournament. Five players

came away with ITF World Junior Rankings for the first time including Ayana Rengiil (PAL), the first player
from Palau to gain a world ranking. Thea Minor also had the distinction of beating an Australian player to
win the girl’s consolation singles. Equally 3 local players reached the girls’ doubles quarter-finals. Mikayla
Lopez and Neghar Rastguiy (NMI) lost a tight match to the 2nd seeds, Ayana Rengiil (PAL) and her South
African partner.
The Boy’s Final saw two wildcard entries; Jackie Tang (HKG) and Francisco Blanco Paris (ESP) battle it out.
The match was a contrast of styles between the quick and consistent Tang and the flamboyant hitting of
Blanco. After Tang won the opening set in a tie break, 7/3, he was then too strong in the 2nd set easily
winning this and the match 76(3), 62.
The girl’s singles was won by 3rd seed, Mei Otsuka (JPN) who beat compatriot Izumi Asano 62,62. The girl’s
competition was dominated by Japan who had 3 players in the singles semi-finals and also both pairs in the
doubles finals. Otsuka combined with Yuri Katano to win the girls doubles final over Asano and Miyu
Hashimoto 63, 32 Ret.
The boy’s doubles was a tight match with the top seeds, Chak Yin Chan (HKG) and Kennosuke Nouchi (JPN)
winning the 1st set against against Jackie Tang (HKG) and Yu Hao Lin (CHN) 63 before Tang and Yu fought
back in the 2nd set before claiming the match 36,63, 10-5.
South Pacific Open Junior Championships – 2013
The SPOJC was held in June at Lautoka, Fiji with the Pacific Girls dominating the event. In the Girl’s
Singles Final, 2nd seed Marcia Tere-Apisah (PNG) lost a very close final to the top seed, Claire
Yoonkee Choi Spackman (HKG) 63, 63. In the semi-finals, Tarani Kamoe (FIJ) the 4th seed, lost to
the eventual winner Claire Yoonkee Choi Spackman (HKG) 75, 60
In the Girl’s Doubles Final, the unseeded pairing of Mimi Levine (USA) and Marcia Tere-Apisah
(PNG) were too strong for the Fiji pairing of Tarani Kamoe and Annie Shannon, the top seeds, who
withstood a tight 1st set to eventually win the Doubles final 75, 61. Earlier in the semi-finals, The

Fiji pairing of Tarani Kamoe and Annie Shannon had beaten the 4th seeds from New Caledonia,
Yaelle Honakoko and Assaya Trimari 64, 62.
In the Girl’s consolation Final, the unseeded Lorraine Banimataku (VAN) beat Gabriela Coates
(NZL) 06, 63, (10-4) after earlier beating Assaya Trimari (CAL) 64,64 in the semi-final
Oceania Closed Junior Championships – 2013
The OCJC was held in Lautoka, Fiji in August 2013. A strong field of top Juniors from Australia and
New Zealand took part in the Closed Event in with Annie Shannon (FIJ) being the only Pacific Boy
or Girl to advance to the 2nd Round. In her 1st round match she beat Australian, Somer Dalla-Bona
76(4), 26, 64 before losing to Australian 3rd seed, Naiktha Burns, 60, 60.

ITF Pacific Oceania Junior Championships – 2013
These were held at the Regional Training Centre in Lautoka and also the Nadi Sports Centre from
the 12th-16th August 2013 with players competing in U12; U15 and U18 events. Seven coaches,
Matthais Radford, Anne Criqui-Leissner and Joseph Meredith (East Pacific); Jeff Race and Ernestine
Rengiil (North Pacific); and Francis Bryard and Dorine Ningalo (West Pacific) attended form the
East, North and West Pacific with The east Pacific being the winner of the Regional Title.

Victorian Junior Clay Court Tournaments- 2013
Victoria, Australia hosted the ITF Clay Court Junior Circuit in April 2013. The first tournament the
Victorian Junior clay Court Championships were held on the clay courts of Denby Park, about 10
kms east of Melbourne. Five Pacific Juniors took part in these 2 tournaments; Marcia Tere Apisah
(PNG), Tarani Kamoe (FIJ), Annie Shannon (FIJ), Assaya Trimari (CAL) and Yaelle Honakoko (CAL).
Inclement weather caused the loss of a day’s play but in the Girl’s 18 Singles, Marcia Tere-Apisah
(PNG) the 8th seed made it through to the quarter finals before she was beaten by the 4th seed,
Madison Inglis 76 (3), 62. Tarani Kamoe (FIJ), seeded 5th lost her 3rd round match to the 9th seed,
Pamela Boyanov (AUS) 75, 61 as did Yaelle Honakoko, losing her 3rd round match 60, 60 to
Madison Inglis (AUS). Annie Shannon and Assaya Trimari both lost their 2nd round matches.
In the Doubles, Tarani Kamoe (FIJ) and Annie Shannon (FIJ) lost in the semi finals to 2nd seeds Anja
Dokic (AUS) and Katarina Valos (AUS) in a very tight three set match 46, 62, (10-6). Earlier in the
quarter finals they had come from a set down to beat the Australian 6th seeded pairing of Noelleda
Ah san and Danielle McIntyre 26, 60, (10-6).
A week later in the Gallipoli Youth Tennis Cup at Melbourne Park, Marcia Tere-Apisah (PNG) was
the only girl to make it past the first round in singles before losing her quarter final singles to
Seone Mendez 46,62, 62.
In the doubles, Marcia Tere-Apisah (PNG) paired up with Australian Katerina Valos before losing
their semi-final to top seeds, Ipek Soylu and Muge Topsel 64, 62. On the other half of the draw
Tarani Kamoe and Annie Shannon (FIJ) lost their semi-final to Australian 2nd seeds Anja Dokic and
Zoe Hives 63, 60.

NOTES
1. Regional Tennis Centre
Two payments were received from the ITF for the contract payment to the RTC Head Coach
These two monthly payments were received from the ITF to cover the January/February
2013
And were paid to the RTC Head Coach
2. General Meeting and Executive Meeting
The Annual General Meeting was held on Wednesday 16th January in Melbourne, Australia
and the Executive Meeting on Saturday 17th August in Lautoka, Fiji. Income to partially fund
the meetings is received annually as part of the ITF Regional Grant. The 2013 Budget
allocated funds for accommodation, travel and general meeting expenses for the 2013 GM
3. Fiji Sports Council
The Fiji Sports Council charges the OTF a lease fee of FJ$16,000 (AU$9,571.72) for the RTC in
Lautoka
4. Mini Tennis Program
There is currently no sponsor for the Mini Tennis Program. However, grants were allocated
to Fiji ($1,500); Vanuatu ($2,200); Cook Islands ($2,200) and Tonga ($4,000)
5. Post balance Date Adjustment
On 14 January 2014 the ITF advised that in reconciling the expenditure of the former ITF Fiji
based Development Officer that he had paid US$2334.99 (AU$ 2583.90) that should have
been costs paid by the OTF under the Development Program. Additionally he had also paid
US$3991.52 (AU$4417.02) for costs incurred in the travel of the ITF Junior Team to New
Caledonia. The latter should also have been paid by the OTF. The ITF and OTF have agreed
that this amount of US$ 6326.51 (AU$7000.92) will be deducted from the first half of the
OTF’s Regional Association Administration Grant due to be paid in January 2014.
