BackgroundThe Building Exterior Lighting Grant Program (“the Program”) is part of a multi-year downtown public safety strategy. Over a two-year period, up to $300,000 has been allocated to support the integration of exterior architectural lighting on downtown building façades. The Program encourages building owners to invest in exterior building lighting that will create a more inviting and safe pedestrian environment downtown.

Grant AllocationGrants will be awarded based on a successful application submission. Applications will be reviewed and evaluated by the Urban Planning and Design Division, Planning, Property and Development Department (“the City”). Approved applicants will be granted up to $5,000 to cover professional design consulting fees. The Program will match up to $10,000 in eligible costs per exterior façade of the building. Grants will not exceed 90% of the cost of lighting improvements. Successful applicants must use a professional lighting designer/design consultant with demonstrated built project experience.
An accepted application does not guarantee receipt of a specific grant amount. The City will evaluate all applications according to the eligibility criteria and design guidelines. Grants will be paid upon completion of approved lighting improvements and submission of a Post Project Report.
Who can applyA building owner or a person who has been given authorization in writing by an owner to carry out the work under the Program may apply.

Eligibility Criteria • Project Location: Buildings must be located within the boundary of the downtown as
described by the Downtown Winnipeg Zoning By-law 100/2004. (See page 11).• Compliance with By-laws: Downtown Winnipeg Zoning By-Law No. 100/2004 (including
Urban Design Review/Approval) and Historical Resources By-law, 55/2014 (including qualification for Heritage Permit) if applicable.
• Professional Lighting Design: Successful applicants must use a professional lighting designer/design consultant with demonstrated built project experience.
• Compliance with Lighting Standards and Guidelines. Please refer to page 8 of this document.
• Consistency with Program Objectives:• Visual and Safety Impact on Building and Streetscape - Lighting interventions must
enhance pedestrian comfort and safety and improve the appearance of the building, with emphasis on the primary façades at ground level and second storey where architectural lighting will have the greatest impact.
• Cohesiveness of Overall Design - A minimum of three lighting interventions are required to be eligible for a grant and all improvements should be part of a cohesive overall design, rather than piecemeal installations.

Program ProcessProgram applications are available by visiting winnipeg.ca/ppd/CityPlanning/Downtown/LightingGrant/. Questions regarding the application process should be directed to [email protected].
You should engage a professional lighting designer to prepare the lighting scheme and to assist with the supporting documents required for application (design intent, drawings, material, scope, contractor quotes, schedule). Denied applicants will not be reimbursed for any costs incurred related to the application submission. Review the design guidelines to ensure that the project is considered a cohesive design and fulfills the objectives of the grant program. Understand and commit to your project budget.
Each proposal will be evaluated by the City to ensure proposed improvements meet eligibility requirements, applicable by-laws, codes, and standards and are consistent with the guidelines.
Applications will be received and processed on a first come first served basis (subject to availability of funding). Applicants will be notified in writing within 30 days of the deadline whether their grant request has been conditionally approved, or denied.
Applicants must apply for necessary permits within three months of the date of conditional approval. Permits must be obtained before construction can commence. Once a permit is issued, the applicant must sign a grant agreement with the City.
The applicant has 12 months, from the date of the grant agreement, to complete the work to remain eligible for the grant. Should the project require additional time to complete, a letter should be submitted to the City outlining the reason for the requested extension. A project may be granted additional time to complete, within reason.
Applicants must conform to all by-laws and regulations and follow the City of Winnipeg’s permitting process to undertake the approved work. Urban design review and Heritage design review will be required in accordance with the relevant City By-laws.
The applicant, upon project completion, final inspection and report, will receive their grant reimbursement. The final report (due within 60 days of project completion) must include before/after photos, total project cost breakdown, and evidence of paid invoices pertaining to total project cost.

Lighting Standards & GuidelinesPurpose:The Program supports the integration of exterior architectural lighting on buildings to help create a safer and more inviting night time environment for people working, living and visiting Winnipeg’s downtown.
What is Architectural Lighting?Architectural lighting enhances and complements the experience of a space and/or a building. It can influence mood, texture, spatial awareness, highlight architectural features and can maximize both aesthetic appeal and practical functionality.

StandardsExterior lighting should be in compliance with:Illuminating Engineering Society of North America Standards and,IESNA G-1-03 Guideline for Security Lighting for People, Property and Public Spaces
Lighting for Safety and Security GuidelinesLighting is often chosen as the primary method of making a place feel safer, yet under many circumstances, increasing lighting levels will increase crime activity. When considering lighting, the question should be asked: if the lighting changes (either increased or decreased to total darkness), who will be attracted to the area? Lighting to improve safety and security should ensure problem areas are well lit and improve watching opportunities, or “eyes on the street”. People feel safer in public spaces when they can see and be seen by others. Exterior lighting should always set a tone of beautifying or enhancing the environment while achieving other design objectives.
Key concepts of Crime Prevention through Environmental Design (CPTED) include the following:
• When creating lighting design, avoid poorly placed lights that create blind-spots and miss critical areas. Ensure potential problem areas are well lit: pathways, stairs, entrances/exits, parking areas, ATMs, dumpster and recycling areas, etc.
• Security lighting must be carefully designed to be effective. Increased lighting levels do not necessarily result in greater security, especially if that light is a source of glare. In particular, the common wall-mounted, horizontally aimed security lights interfere with and inhibit human night vision which reduces the security of an area, and adds to light trespass and sky glow.
• The lighting for security should not result in light trespass or glare. Fixtures should include shielding so that the light sources are not visible from the property line, and should be aimed downward to minimize sky glow. Security lighting should use the minimum illumination consistent with making the area visible.
• Use shielded or cut-off luminaires to control glare. • Reduce spill light, as spill light reaches beyond areas that need to be lit for safety and
security reasons. • Place lighting along pathways and other pedestrian-use areas at proper heights for lighting
the faces of the people in the space. • Light areas where needed (for example, parking spaces versus parking aisles). Optimize
useful light. Useful light is used to illuminate areas for navigation and safety.
Building Façade Lighting Façade lighting should enhance the architecture of a building and contribute to the creation of a more welcoming pedestrian environment.

• Lighting should complement the overall design of the building, beautifying and enhancing the building and streetscape.
• Lighting should be used to draw attention to features such as architectural detail, building entries, shop windows and signage.
• Lighting design for the building’s exterior façades should be cohesive, not piecemeal. • Exterior and interior light placement should be coordinated so the overall lighting scheme is
not too bright or too dim.• Façade lighting should be directed downward and toward the building. No amount of light
should be emitted above the building. • Consider the shape, colour and temperature of light with a view to transforming the
perception of a building or place and to dramatically illuminate its nocturnal landscape.• Luminaires equipped with a white light source are recommended. These lamps have
superior colour rendering properties, allowing colours to be seen more naturally and creating a more comfortable environment.
• LEDs are recommended for ease of maintenance.
Lighting Heritage BuildingsLighting historic buildings requires creative solutions to ensure that the lighting design impacts positively and minimally on the historic resource. One of the key challenges is balancing the existing architecture with the introduction of a modern lighting system. How the lighting will render the architecture, in terms of lighting effect and equipment, is critical to the success of any design scheme.
Standards Exterior lighting should be in compliance with the Standards and Guidelines for the Conservation of Historic Places in Canada (mainly sections 4.3.5 Windows, Doors, and Storefronts, 4.3.6 Entrances, Porches and Balconies, and 4.3.9 Mechanical and Electrical Systems).
Ensure positive and minimal impact on the historic resource:• Limit the impact of the luminaires on the exterior fabric. This can be achieved by careful
positioning, minimizing the size and number of fittings. • The location of luminaires is crucial. If sympathetically located, luminaires can add a lit
rhythm to the façade, highlighting or accentuating structural elements. This does, however, depend on the suitability of the façade and the architecture of the building, which will often dictate the mounting locations.
• It is also important to consider light containment and how to provide power and control to the luminaires. The location of luminaires may be dictated by existing fixed positions and existing wiring routes which should be used wherever possible.
• Fastening mechanisms that allow easy access for maintenance, while preventing damage to the structure are recommended.

Luminaires should be compatible with the building while being functional and efficient• The style of luminaire and how it will sit in the historical context must be carefully
considered. It is recommended that new luminaires be compatible with the style, era and character of the historic building. If the intent is to recreate an original luminaire, the design must be based on sufficient physical or documentary evidence from the restoration period to ensure that the replication does not create a false historical appearance.
Lamps with white light and warm colour temperature are recommended• Lamps with a white light source are recommended for their superior colour rendering
properties, which allow colours to be seen more naturally. • A warm colour temperature (3000K) is recommended.
