  • RECOMMENDATION The Historic Preservation Commission recommends that City Council approve the designation of 2312 Blanchard Drive as a historic resource, place it on the Glendale Register of Historic Resources as property number 113 (GR-113), to be known as the Willard House to commemorate its previous ownership by the former world heavyweight boxing champion, Jess Willard. The Commission also recommends that Council authorize a Mills Act contact for the property. Planning staff's recommendation to the City Council is consistent with that of the Historic Preservation Commission.

    BACKGROUND/ANALYSIS On October 15, 2015, the Glendale Historic Preservation Commission unanimously adopted (3-0) a motion recommending that the City Council approve the designation of 2312 Blanchard Drive as a historic resource, place it on the Glendale Register of Historic Resources, and authorize a Mills Act contract for the property.

    2312 Blanchard Drive is a one-story single-family residence built in 1929 and located in the Verdugo Woodlands neighborhood. The Tudor Revival-style house was built in 1929 for Lena Stine Nickel, an Oklahoma banker's wife who invested in Los Angeles real estate in the 1920s. Two subsequent owners occupied the house prior to its 1936 purchase by the former world heavyweight boxing champion, Jess Willard. He and his family lived in the house from 1936 to 1948.

    Willard, a native of Pottawatomie County, Kansas, reputedly stood at six-foot six-and-one-half inches, an unusually tall height for a boxer of his era, thus beginning his career as the "Pottawatomie Giant". He reigned as heavyweight champion between 1915 and 1919. He took the title in a 1915 fight with Jack Johnson, the first African-American world heavyweight champion, who had held the title since 1909. This fight led to Willard's acquisition of another nickname as one in a series of Great White Hopes who had attempted to defeat Johnson. Willard held the title for five years before his defeat by legendry boxer Jack Dempsey on July 4, 1919. During his boxing years, Willard also appeared in vaudeville, performed with Buffalo Bill's Wild West Revue, and acted in a few films, including one starring role in 1919's The Challenge of Chance. He continued fighting until retirement in 1923, when he moved to Glendale with his wife Hattie and their five children.

    The Willards' first house in Glendale was at 1616 Wabasso Way. They moved to 2312 Blanchard Drive in 1935 and lived there for about thirteen years. It appears Willard worked in real estate and owned a market in Hollywood. His last known film role was in a bit part in 1933's The Prize Fighter and the Lady. Willard died in 1968 and is interred in Forest Lawn Hollywood Hills. In 2003 he was posthumously inducted into the International Boxing Hall of Fame.

    The family moved into the San Fernando Valley in 1949, selling 2312 Blanchard to Bertha Christianson, a nurse. Several subsequent owners occupied the house prior to its purchase in 1993 by the current owners, David and Debra Beyer.

    The house was featured on the Glendale Historical Society's "Romantic Revivals" home tour in September 2014. It also has received several "GEM" awards from the City, and has been featured in several architectural books and magazines focusing on houses that recall "storybook" cottages.

  • Architectural Description 2312 Blanchard Drive is a good example of the Tudor Revival style and displays the influence of the Storybook sub-style. Rectangular in plan, the one-story house is built on a flat lot facing Blanchard Drive. The primary entrance is located at the circular entry tower at one corner of the entry porch, which is flanked by two shallow projecting wings with steeply pitched front-facing gables. The tower is capped with a conical roof and features a relatively large windowed dormer. The tower and the rounded roof edges (rolled rakes) at the front gables are the most prominent "storybook" features. The rolled rakes, which only face the street, were intended to recall the appearance of thatched roofs as seen in rural areas of Europe. The contemporary "sea wave" roof shingle pattern, which features decorative and colored shingles with scalloped and jagged edges interspersed with shapes such as hearts and flowers, reinforces this aspect of the design, though its overall appearance is not indicative of the original roof design.

    The walls are clad with textured stucco. Window openings at the front facade have tripartite, arch-headed casement and fixed wood sash, with leaded glass in most street-facing windows. The side and rear windows are simpler, with fixed and casement divided lights with plain glass. The property's character defining features include:

    HPC Determination The Commission determined that 2312 Blanchard Drive is eligible for the Glendale Register of Historic Resources under Criteria 2 and 3 as discussed below:

    To meet Criterion 2, a property must "be associated with a person, persons, or groups who significantly contributed to the history of the nation, state, region, or city." Staff believes the house is significant for its connection with Jess Willard, a major figure in the history of boxing who chose to retire in Glendale at the end of his fighting career.

    To meet Criterion 3, a property must "embody the distinctive and exemplary characteristics of an architectural style, architectural type, period, or method of construction; or represents a notable work of a master designer, builder or architect whose genius influenced his or her profession; or possesses high artistic values." 2312 Blanchard Drive is an outstanding example of a Tudor-Revival style residence, with added interest provided by the influence of the Storybook sub-style. The house features many character-defining features of the style, as well as several relatively unique features like the entry tower and leaded glass. It packs a lot of architecture into its relatively modest size, differentiating it from some of the grander Tudor Revival homes previously listed on the Glendale Register.

  • In considering the Mills Act application, the Commission recommended that Council include one condition if it supports designation and entry into a Mills contract, as follows:

    Reconstruct leaded glass windows at the center bay of the front fac;:ade based on physical and photographic evidence

    FISCAL IMPACT Listing historic properties will have no fiscal impact. However, future property tax savings under Mills Act contracts to private owners of listed historic properties would slightly reduce City revenues from the general County tax levy received from each Mills Act property.

    ALTERNATIVES Alternative 1: Designate 2312 Blanchard Drive on the Glendale Register of Historic Resources and authorize a Mills Act contract between the owner and the City, finding that the property meets designation Criteria 2 and 3.

    Alternative 2: Reject designation of 2312 Blanchard Drive on the Glendale Register of Historic Resources and not authorize a Mills Act contract between the owner and the City, finding that the property does not meet Criteria 2 and 3, or any other criteria.

    Alternative 3: The City Council may consider any other alternative not proposed by staff.

    INTRODUCTION The owners of the single-family house at 2312 Blanchard Drive have requested that the property be considered for local listing on the Glendale Register of Historic Resources. Based on a field visit to the property, infonnation on the property obtained from City records, and the nomination and historic documentation submitted by the owner (Exhibit A), the property appears to meet the criteria for eligibility to the Glendale Register of Historic Resources under Criteria 2 and 3 as discussed in this staff report. Therefore, the Planning Division recommends that the Historic Preservation Commission recommend to the City Council that the property at 2312 Blanchard Drive be designated as a local historic resource and be added to the Glendale Register of Historic Resources. It is also recommended that the property be designated as the "Willard House", to commemorate its previous ownership by the former world heavyweight boxing champion, Jess Willard.

    The property owners have also requested to enter into a Mills Act contract with the City of Glendale for the benefit of property tax savings in exchange for continued preservation of the property. The Planning Division additionally recommends that the Historic Preservation Commission recommend to the City Council that the City Manager be authorized to enter into a "Mills Act" historical property contract with the property owners under the Section 15.20.070A of the Glendale Municipal Code.

    Glendale's Historic Preservation Ordinance establishes the process for designating historic properties locally and outlines the procedure for considering future alterations of those officially designated properties, which includes the review role of the Historic Preservation Co1mnission.

    Alterations and Integrity A few alterations were made to the property over the years, though the original form and design concept of the house are largely intact. Some alterations were made by the current owners over the years including: installation of the "sea wave" roof; reconstruction of the chimney, originally brick, with river rock cladding in 1994; addition of stone clad deck and spa at the rear of the house in 1995. The leaded glass at the windows facing the courtyard was replaced at an unknown date, as was the original front courtyard enclosure. Based on the discovery of a couple of extremely similar houses in other parts of the Los Angeles area, staff speculates that the house was built from a pattern book or from a design sold by regional builders during the construction boom of the 1920. Further information may indicate how 2312 Blanchard has or, more likely, has not, changed over the years.

    Finding of Eligibility The applicant suggests that the property is eligible under Criterion 2, 3 and 5. After reviewing the nomination and its supporting documentation, as well as visiting the site, Planning Division staff concludes that the property appears to meet Criterion 2 and 3 of the eligibility criteria for listing on the Glendale Register of Historic Resources.

    Association with Significant Persons [Criterion 2] To meet Criterion 2, a property must "be associated with a person, persons, or groups who significantly contributed to the history of the nation, state, region, or city." Staff believes the

    Early Heritage [Criterion 5] To meet Criterion 5, a property must "exemplify the early heritage of the city." The applicant suggests that 2312 Blanchard meets this criterion, but staff disagrees, finding it more indicative of the boom period of the 1920s, during which many houses of similar design and scale proliferated throughout the city, rather than the earlier days of the city's development for which this criterion is intended.

    Staff Determination Pursuant to Section 15.20.050 of the Glendale Municipal Code, staff has detennined that the property at 2312 Blanchard Drive is eligible for listing in the Glendale Register of Historic Resources based on the above findings.

    Recommended Action by the Historic Preservation Commission Staff recommends that the Historic Preservation Commission recommend to the City Council that the property at 2312 Blanchard Drive, to be known as the Willard House, be designated as a historic resource in the Glendale Register of Historic Resources based on the findings identified in the staff determination. Staff also suggests that the Historic Preservation Commission recommend that the City Council authorize the City Manager to enter into a Mills Act contract with the property owners for property tax savings.

    Please accept this letter and application packet as our formal request for the City of Glendale Historic Preservation Commission to recommend to the Glendale City Council that our home, the above referenced property, be formally and officially designated an Historic Resource, pursuant to Glendale Municipal Code Section 15:20. We understand that once our property is on the local register, we are eligible to apply for property tax relief for continued preservation of our property under the Mills Act Property Tax Abatement Program, which will require a separate application. We understand that other incentives may be available to us as a result of listing. We also understand that future modifications of our property may require approval by the Glendale Historic Preservation Commission and will be done according to the City's Design Guidellines and the Secretary of Interior's Standards for Rehabilitating Historic Buildings.

    We were so honored to have our home was featured on the Glendale Historical Society Home Tour in September, 2014. Ours is an original California Storybook architectural style, built in 1929, and we have taken great pride and care in maintaining the style's integrity and charm in the 22 years we have lived here so far.

    Also, the heavyweight boxing champion of the world (1922) and actor, Jess Willard aka "The Great White Hope," lived in our home with his family for 12 years, adding to our home's interesting Glendale history. We would like the historic name to be ''The Willard House."

    This quaint Storybook cottage was apparently built as a speculative venture by Lena Stine Nickel, an Oklahoma banker's wife who invested in Los Angeles real estate in the 1920s. Its most famous occupant was former world heavyweight boxing champion Jess Willard, the "Pottawatomie Giant." The 6' -6-112" Willard, originally from Pottawatomie County, Kansas, held the title from 1915 to 1919 and moved to Glendale in 1923. He lived in this house from 1935 to 1948.

    The whimsical Storybook style emerged in Los Angeles in the 1920s, a reflection of the blurring of fantasy and reality that was inherent in Hollywood's film industry. It combined and exaggerated the features of medieval, Tudor and Norman architecture to produce fantastically "rustic" dwellings that Cine writer has described as looking "like they were built by drunken elves." Among the finest and best-known examples of Storybook architecture in Los Angeles are the so-called "Witch's House," built in 1921 in Culver City by studio art director Harry Oliver and moved to Beverly Hills in 1934; the Tam O'Shanter Inn on Los Feliz Boulevard in Atwater Village, built in 1922; and Disney Court, an eight-unit bungalow court built in 1931 on Griffith Park Boulevard in Los Feliz, adjacent to what was then the Walt Disney Studio. Known by locals as the "Snow White Cottages," the apartment complex is said to have housed studio animators and inspired their design for the dwarfs' cottage in Disney's 1937 classic Snow White and the Seven Dwarfs.

    The one-story house has a rectangular plan and an extremely steeply pitched cross gable roof with rolled rakes, bolsters and elaborately patterned asphalt composition shingles. There is a circular entrance tower with a tall conical roof, a gabled dovecote, a weathervane and a large wrought iron lantern suspended over the door. The entrance consists of a round-arched, paneled wood door with a round speakeasy and a surround of decorative plaster voussoirs. Exterior walls are finished in heavily textured cement plaster. Front fenestration consists primarily of tripartite, round-arched leaded glass casements and picture windows; windows on the secondary fas:ades are primarily divided light wood sash casements. The interior features oak floors, heavily textured plaster walls and vaulted ceilings, spiral columns and original wrought iron light fixtures.

    The original owner of2312 Blanchard was Lena S. Nickel, believed to be Lena Stine Nickel. Lena Stine Nickel (1876-1944) was the wife and daughter of prominent bankers in Alva, Oklahoma. The home she shared with her husband, George, in Alva, called "Buena Vista," is on the National Register of Historic Places. Although remaining a resident of Alma, Lena Stine Nickel appears to have invested in properties in the Los Angeles area in the 1920s. After Mr. Nickel's bank failed and they lost Buena Vista to creditors in the Great Depression, the Nickels moved to Long Beach.

    The most famous resident of the property was former world heavyweight boxing champion Jess Willard. Jess Willard (1881-1968) was known as the "Pottawatomie Giant," as he was born in Pottawatomie County, Kansas, and was - at 6' 6-1/2" tall - the tallest heavyweight champion up to that time.

    Willard was heavyweight champion from April 1915 to July 1919, and his championship was bracketed by two of the most notable heavyweight championship bouts. He gained his title in April 1915 by defeating Jack Johnson, the first African-American world heavyweight boxing champion. The fight lasted i6 rounds in sweltering heat in Havana. Willard lost his title to the legendary Jack Dempsey on July 4, 1919, when he was unable to continue after the third round.

    Willard moved to Glendale in November 1923, settling first at 1616 Wabasso. He remained there until 1935, when he moved to 2312 Blanchard, where he lived until 1948.

    A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA DESIGNATING THE RESIDENTIAL PROPERTY AT 2312 BLANCHARD DRIVE AS A

    HISTORIC RESOURCE TO BE ADDED TO THE GLENDALE REGISTER OF HISTORIC RESOURCES AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A MILLS ACT HISTORICAL PROPERTY CONTRACT WITH THE OWNER

    WHEREAS, the City Council has conducted a duly noticed public hearing pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and

    WHEREAS, the property owner of record of the property at 2312 Blanchard Drive has given consent to the designation, pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code, and has requested that their property be designated as a historic resource in the Glendale Register of Historic Resources and considered for a Mills Act contract; and

    WHEREAS, the Historic Preservation Commission, at a regularly scheduled meeting on October 15, 2015 recommended designation of the property at 2312 Blanchard Drive to the Glendale Register of Historic Resources and recommended consideration under the Mills Act; and

    WHEREAS, the Council of the City of Glendale, pursuant to Sections 15.20.050 and 15.20.060 of the Glendale Historic Preservation Ordinance, finds that the property at 2312 Blanchard Drive meets Criteria 2 and 3 because the house is significant for its connection with Jess Willard, a major figure n the history of boxing who chose to retire in Glendale at the end of his fighting career. Also, the property is an outstanding example of a Tudor-Revival style residence, with added interest provided by the influence of the Storybook sub-style. The house features many character-defining features of the style, as well as several relatively unique features like the entry tower and leaded glass. It packs a great deal of architecture into its relatively modest size, differentiating it from some of the grander Tudor Revival homes previously listed on the Glendale Register; and

    WHEREAS, the property qualifies for inclusion in the Glendale Register of Historic Resources based on information in the record; and

    WHEREAS, the designation and Mills Act contract is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Title 14 CCR Section 15331 (preservation of historic resources).

    NOW, THEREFORE, BE. IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE AS FOLLOWS:

    Section 1. That the property located at 2312 Blanchard Drive is hereby designated as a historic resource in the Glendale Register of Historic Resources as property number 113 (GR-113) to be known as the "Willard House."

  • Section 2. That the City Manager is authorized to enter into a Mills Act historical property contract with the property owner of 2312 Blanchard Drive.

    Section 3. That the Mills Act historical property contract shall contain the following condition, with times for performance to be established by the Director of Community Development:

    A. Reconstruct leaded glass windows at the center bay of the front fa9ade based on physical and photographic evidence.

    This resolution shall become. effective immediately after the date of adoption.
