    An investigative report hasound that Chinas mili-tary and police hospitals

    are suspected to have been in-volved in the live organ harvest-ing rom Falun Gong practitio-ners. The communist regimescrackdown on Falun Gong waslaunched by Jiang Zemin, then-chie o the Chinese CommunistParty (CCP), in 1999. Since Chinasarmy is run in a totalitarian man-ner, its involvement has made

    the persecution more brutal andsecretive.Zhou Yongkang, secretary o

    the communist regimes Politi-cal and Legislative Aairs Com-mittee (PLAC), is responsible orpromoting and implementinga policy o genocide againstthe Falun Gong group. Underhis manipulation and control,Chinas police, prosecutors,courts, and judiciary, includingdetention centers, labor camps,prisons, and armed polices hos-pitals, are all implicated in a plotto use Falun Gong practitionersas live organ suppliers, provid-ing military and police hospitalswith abundant supplies or or-gan transplant operations.

    The military hospitals havebeen carrying out exception-ally high number o organ trans-plantsthousands o cases in

    just a ew years. The hospitalsdirectly aliated with ChinasCentral Military Commission, thegeneral hospitals or seven mili-tary regions, and all hospitalsaliated with military medicaluniversities have been engagedin organ transplants. Even thosethat are not technologicallyready to do such operationshave been involved, and withlarge numbers. The short wait-ing timesor example, onlyone week or a liver transplantpatient in Changzheng Hospitalo Shanghai, aliated with theSecond Military Medical Univer-sitymeans that the supply isavailable and large.

    The report contains strongevidence and data that revealthat the clandestine operationby Jiangs regime associatedwith live organ harvesting romFalun Gong practitioners has

    been going on or over 10 years,and that there is indeed a geno-cide policy against Falun Gongpractitioners. What the reporttouches upon is only the tip othe iceberg.

    The World Organization to Investigate thePersecution o Falun Gong (WOIPFG) ini-tiated a special eort to investigate PLACocials who have participated in live or-gan harvesting rom Falun Gong practi-tioners. WOIPFG investigators questionedLi Changchun, the Chinese regimes pro-paganda chie and PLAC member, whorecently visited the U.K.; Wei Jianrong,secretary or Luo Gan, ormer member othe PLAC and deputy director o the cen-tral PLAC oce; Tang Junjie, member othe central PLAC organ and deputy secre-tary o the PLAC o Liaoning Province; andother individuals with inside knowledgeo relevant operations.

    The recordings acquired during theinvestigation reveal that the crime ogenocide has been committed underthe direction o the current and ormersecretaries o Chinas central PLAC organ:Zhou Yongkang and Luo Gan, respec-tively. Li Changchun has been involvedas well. The recorded inquiry o ZhouYongkang revealed hidden acts behindthe handling o aairs in the atermath othe 2008 earthquake in Sichuan Province.

    Furthermore, the gathered evidence in-dicates that PLAC ocials at the servicelevel and above are all well aware o thecrimes committed against Falun Gongpractitioners.

    Based on the inormation gathered bythe World Organization to Investigatethe Persecution o Falun Gong, numer-ous hospitals in the Peoples LiberationArmy (PLA) system have been involvedin live organ harvesting rom FalunGong practitioners. Due to its uniquepolitical standing within the CCP and

    its autonomous status, the PLAs perse-cution o Falun Gong practitioners hasbeen especially cruel and stealthy. Thisreport lits the veil and presents evi-dence o the existence o ormer Partyhead Jiang Zemins policy o ruiningpractitioners reputations, cutting opractitioners income sources, and de-

    stroying practitioners physical bodies.Our investigation clearly shows that Ji-angs regime has committed genocideagainst Falun Gong practitioners by sys-tematically abusing the state apparatus,including the PLA and armed police.

    On December 21, 2004, communistmouthpiece China Central Television(CCTV) claimed in an interview thatthe On-Site Psychology Research Cen-ter (OSPRC) o Public Security Bureau oJinzhou is the only research institutionor the subject o on-site psychologyin Chinas police system.3 Wang Lijun,the chie o Public Security Bureau oJinzhou City, Liaoning Province, himseldescribed it as ollows: For a veteranpoliceman, to see someone executedand within minutes to see the transor-mation in which this persons lie wasextended in the bodies o several otherpeople, it was soul-stirring. The termon-site could be taken to mean thesite o human organ transplantation.

    A large number o Falun Gong practitioners selected as organ donors are be-

    lieved to have been jailed in military compounds in Sichuan and Chongqing.Li Chuncheng, Sichuans Party chie, oversaw the handling o the 2008 Sichuanearthquake. The ollowing conversation was between the WOIPFG investigatorclaiming to be Li, and Zhou Yongkang. Zhou did not deny that Falun Gong practi-tioners were detained in the compounds but stressed that the matter could onlybe discussed through the red line, the governments condential phone line.

    According to the Liaoshen EveningNews, at 5 a.m. on June 9, 2005, a re-porter arrived at Cuijiatun, Jinzhou'sEconomy and Technology Develop-ment Center, OSPRC's chosen re-search site on that particular day,where he witnessed the entire pro-cess o "executing a death penaltycriminal by injection method." Thereporter revealed that the executionsite was crowded with experts, mak-ing it look like a scientic researchlab. Researchers rom OSPRC latertold the reporter that the data col-lected at the site would "contributegreatly to the research on subjectslike the dying process o the criminal,the physiological changes beore andater the injection into a healthy per-son, the residual [levels o] toxin indierent organs ater the injection o

    the toxin, the psychological changeso a person acing death, the organ

    transplant ater the injection, the on-site rescue rom the toxin eect," andso on.9

    Based on WOIPFGs investigation,several outside research groups par-ticipated in the research o "OrganTransplantation rom Donors WhoHave Been Subjected to Drug Injec-tion," a project under Wang's super-vision, including Beijing University,China Medical University, JinzhouMedical University, and the PLA Hos-pital 205.10

    On September 17, 2006, Ren Jin-yang, secretary-general o the ChinaGuanghua Science and TechnologyFoundation, said in his speech at theGuanghua Innovation Special Contri-bution Award ceremony: "ProessorWang Lijun and the Research Centerconducted basic research and clinictrials to study how to resolve the

    challenging issue, which is, the organtransplant recipients are generally

    not very receptive to organs inject-ed with drugs. They have created abrand-new protective solution, whichis used to provide a perusion treat-ment or liver and kidney previouslysubjected to drugs. Ater animal tests,in vitro experiments, and clinical tri-als, they have achieved an importantmilestone, where the recipient's bodyis able to accept the liver and kidneyater such a treatment."11

    Within two short years o its ound-ing, the OSPRC became the site orseveral thousand organ transplantoperations. According to the datarom Amnesty International, on av-erage, 1,616 people were executedunder the death penalty each yearbetween 2000 and 2005.17 With therestriction o tissue-type matching,cold ischemia, as well as regional andtiming restrictions o the execution,

    at most only 30 percent o the deadcriminals could have been donors or

    organ transplantation.According to the data rom China'social transplantation website, trans-plantation.org.cn, in 2003, no Chinesecitizen was willing to donate organsater death. Despite much eort bythe regime, by 2006, only 22 amilieshad agreed to donate the organs odeceased amily members.18 Even iwe add up the number o death pen-alty recipients and willing donors, thenumbers remain very limited. This,thereore, begs the question: Wheredid OSPRCs several thousand organdonors come rom?

    Testimony of aWitness

    In a conversation with a WOIPFG investigator,which lasted almost 30 minutes, one persondescribed a case o live organ harvesting rom aFalun Gong practitioner that he had witnessedseveral years ago. The name o the witness hasbeen withheld in this report out o concern orhis saety. With the consent o the witness, theentire conversation was taped.

    In 2002, the witness was working or thepublic security system o Liaoning Provinceand participated in illegal arrests and torture oFalun Gong practitioners. Ater one week o se-vere torture and orced ood intake, one emaleFalun Gong practitioner in her 30s had woundsand scars covering her entire body. On April 9,2002, the Public Security Bureau o LiaoningProvince brought in two military surgeons, onerom the PLA General Hospital o Shenyang Mil-itary Region and the other who had graduatedrom the Second Military Medical University.

    They transerred this practitioner to anotherplace (Note 1). With this emale practitionerbeing ully conscious, and without using anyanesthetics, they harvested her heart, kidneys,and other organs. The witness was an armedpolice guard and observed the entire processo live organ harvesting at the time.17

    The witness also revealed that during the pe -riod in which he worked or the Jinzhou PublicSecurity Bureau, then-chie Wang Lijun o thebureau issued the order o must eradicate allin regard to Falun Gong practitioners. The wit-ness had participated in the illegal arrests o Fa-

    lun Gong practitioners and many times severelytortured practitioners during the interrogationprocess to extract inormation. The persecu-tion o Falun Gong practitioners in LiaoningProvince has been very severe. According tothe Minghui website, the number o practitio-ner deaths in this region conrmed as resulting

    rom the persecution has reached 406.Below is part o the recorded testimony rom

    the witness:Witness: At that time, we had been inter-

    rogating and severely torturing her or abouta week. She already had countless wounds onher body. Also, [we] used electrical batons tobeat her. She had already become delirious.She was already beaten to... Since she reusedto eat anything, we orceully poured milk intoher stomach. She didnt want to drink, so weorced it down. You know, when her nose waspinched, because o her basic human instincts,she had to drink the milk. Thereore, her lie was

    maintained that way, but she lost almost 15 jin

    (equivalent to 7.5 kilograms) within seven days.However, we didnt know at this time, it waspossibly a certain oce in the Public SecurityBureau o Liaoning Provinceanyway, it wasa very secretive ocethat sent two peopleover. One o them was a military surgeon romthe General Hospital o Shenyang Military Re-

    gion o the People's Liberation Army, and theother one was a graduate o the Second Mili-tary Medical University. Specically, one othem was relatively old, and the other one wasyoung. They were doing something to her inan operating room o the mental hospital shewas sent to. No anesthetics were used. Theycut her chest with a scalp, with their hands noteven shaking. I it were me, I would be shaking.Although I am an armed policeI used guns, Iwent through drills with live ammunition, and Ihad seen many corpseswhen I saw these mili-tary surgeons, I was really amazed. Their handsdidnt shake at all; they put on their surgicalmasks and cut directly. At that time, we [armedpolicemen] were standing on guard, each witha gun in our hands. By then, she had alreadybeen opened up. Then, Ah! she shouted loud-ly once. Then she shouted, saying Falun Daa isgreat!Question: She shouted Falun Daa is great!

    when her chest was cut?Witness: She shouted Ah! loudly, saying

    Falun Daa is great! She said, You killed me,one individual. [I think] it roughly meant, Youkilled one individual like me. Can you kill sev-eral hundred millions o us, people that arebeing persecuted by you or our true belie?At that moment, that doctor, that military sur-geon, hesitated. Then he looked at me, then atour [policemens] superior. Then our superiornodded, and he continued to do the veins[Her] heart was carved out rst, next were thekidneys. When her cardiac blood vessels werecut by the scissors, she started twitching. It wasextremely horrible. I can imitate her voice oryou, although I couldnt imitate it well. It sound-ed like something was being ripped apart, andthen she continued, Ah! Since then, she always

    had her mouth wide open, with both her eyesopened wide. Ah I dont want to continue.

    A veteran military physician providedinormation on the ocial workfowo live organ harvesting overseen bythe military. This inormation is veryshocking and reveals how deeply theprovincial-level military hospitals havebeen involved in live organ harvesting.Due to the communist regimes censor-ship, WOIPFG has not yet been able toconrm all o it. However, it is supportedby the evidence listed above. WOIPFGplans to conduct urther investigationand verication o this individuals testi-mony:

    Falun Gong practitioners and otherdetainees were processed using theirgenuine identities, while in detention.Upon being selected as an organ do-nor, these people were quickly removedrom the prisons, labor camps, deten-tion centers, etc. By then, they wereno longer identied by their names,but only numbers. Each number cor-responded to a ake identity, that o anapparent voluntary organ donor. That isto say, there was a complete set o docu-ments or that new, ake identity, evenincluding a signature on the certicateor voluntary organ donation. O course,the signature was signed by someone[other than the victim]. The selected in-dividual was given a physical examina-tion, ollowed by partial anesthesia andlive organ harvesting.20

    During the investigation, WOIPFGinvestigators had contacted a brokerrepresentative o PLA Hospital 307, inthe name o helping amily members osomeone who needed a kidney trans-

    plant nd suitable organs. The conver-sation lasted several weeks, spanningseveral dozens o minutes.

    WOIPFG has compiled a completerecord o the conversations and otherorms o evidence. I any interested or-ganizations or individuals need urtherinormation, please contact WOIPFG.This report will be updated as new evi-dence becomes available in the uture.16

    The ollowing is a partial transcript odiscussions with the broker:Investigator: How could you be so surethe [the source o organs] was a FalunGong practitioner? Did you nd out orsure?Broker: How to denitively identiy [thesource] as Falun Gong practitioner? Well,when the time comesWhen the timecomes, our side, our boss, will have peo-ple show you inormation [conrmingthis]. You know, he will show you inor-mation and data, you can be sure.Investigator: Oh, thats ne.Broker: They have all the inormationand data, even including individual re-sumes.Investigator: Oh, so there were morecases around 2003?Broker: O course. There were tons o Fa-lun Gong [practitioners] on le around2003.Investigator: That is what I mean: It wasmuch easier or you to get the organs orthe operation at that time, right?Broker: Ah, since 2003 I tell you theacts: I handled two cases in 2003, and Istarted in 2003.

    Broker: Last time I made some inquiriesby calling around Later I contacted[labour camp or prison ocials] byphone; I asked my boss to call [an o-cial], and [that ocial] said they neededto obtain the organs rom inside [thecamps or prisons].Investigator: Oh.Broker: Now [the organ donors] were alltranserred to remote prisons. They [theocials] need to get [the donors] romthere; getting them rom there meansthat the moneythe money must bepaid largely to people over there, youknow.Investigator: But I tell you, on the otherhand, right now it is very stringent, andthey should not ask too much. You knowthat several years ago, they secretly de-tained many Falun Gong practitionerswho went to appeal but did not providetheir names. There were no records, noregistrations.

    Broker: Yes. Over here, over here it isquite normal, you know. [I the ocial]did notdid notgive out his name,let me tell you, even i he did not give out[the Falun Gong practitioners] name, hewould leave a code name, understand?Investigator: Yes.Broker: Such people who did not give

    out names all had a code number. Iknow this better than you. They hadcode number 8, they had All hadcodes in the record le.Investigator: Oh, so it is like this: I theyonly had the codes, they should alsohave the real names in the record. Theseshould be in there, right?Broker: I they could not nd out the realnames, they just let code numbers, youknow.Investigator: Ok. Let's schedule an ap-pointment. I will bring along 30,000yuan.Broker: You must come to my place rst,and I will denitely not go to your place.I you come, I will arrange my boss tocheck you out.Investigator: Can you tell me how can Ind you?Broker: Do you know where the No. 307Hospital o the Chinese People's Libera-tion Army is?Investigator: No problem.     Clandestine Operations of OrganHarvesting from Live Falun Gong

    Practitioners in China

    Since March 2006, witnesses have stepped or-ward one ater another, accusing the CCP o har-

    vesting organs rom living Falun Gong practitio-ners and then cremating their bodies to destroyevidence.     organ transplants o various kinds had been per-ormed in China.1 The rapid development, thelarge number o surgeries, the vast geographicalareas involved, and the very short wait times ororgan matching and arranging surgeries, as well asother actors, have all indicated that since 2000, ahuge live organ bank has existed in China, whichcannot be explained by the number o voluntaryorgan donations or the number o organs harvest-ed rom executed death-row prisoners.

    A review o the data published in Chinese sourc-es reveals that 1999 was a dividing year or organtransplant operations in the country. Prior to 1999,not many institutions in China could perorm or-gan transplant surgeries, and the number o suchsurgeries was rather small. Ater 1999, the numbero organ transplant institutions and the number

    o organ transplant surgeries increased dramati-cally. Especially ater 2001, a signicant number ohospitals established organ transplant centers andcarried out large numbers o surgeries, includingsome district-level hospitals specializing in Chinesemedicine that lacked surgical capabilities, as wellas some mid-size, district-level hospitals, and even

    some basic military clinics.The number o hospitals where liver transplant

    surgeries were perormed increased dramatically,rom only 19 prior to 1999 to over 500 by April 2006.In the 20-year period preceding 1999, the cumula-tive total o liver transplants was just over 100. A-ter 1999, the number o liver transplant surgeriesincreased exponentially. In 2005, as many as 4,000liver transplant surgeries were perormed.

    The number o kidney transplant hospitals in-creased rom 106 in 2001 to 368 in April 2006. In theour-year period rom 2001 to 2005, at least 30,000kidney transplant surgeries were perormed, whichnearly equals the total number o transplant sur-geries perormed over the span o 40 years preced-ing this period. The number o heart transplantsand simultaneous multi-organ transplants, such

    as pancreas-kidney, liver-kidney, and other jointtransplant surgeries, has also increased dramati-cally since 1999.

    General Hospital o the PLA (Hospital 301)The Department o Urology o the PLA General Hospital has 86 beds, 27 doctors, 34nurses, and several technicians. The hospital has a transplant center, a hemodialysisroom or kidney transplants, a genotyping capability, and a human leukocyte anti-gen (HLA)-matching room. Nearly two-thirds o doctors at the Department o Urologyperorm kidney transplant procedures. They have perormed more than 2,000 kidneytransplants since 2005.21

    PLA General Sta Headquarters Hospital (Hospital 309):

    Army-Wide Transplant CenterThe Army-Wide Transplant Center was originally known as the Transplant Center o thePLA Hospital 309.23 It was ounded within the Urology Department and consisted o twodepartments and one laboratory: the Transplant Department, the Urology Department,and the Transplant Research Laboratory. When the center was established in 2002, thehospital had already completed more than 1,000 transplant operations.24 The centeronce perormed 12 kidney transplantations in one night.25 More recently, the center hascompleted around 2,300 kidney transplants and more than 370 liver transplants.26

    Military District General HospitalsThis category includes a multitude o hospitals, such as Beijing Militar y District Gen-eral Hospital, Nanjing Military District Fuzhou General Hospital, Nanjing Mil itary DistrictNanjing General Hospital, Shen Yang Military District General Hospital, Jinan MilitaryDistrict General Hospital, Lan Zhou Military District General Hospital, Cheng Du MilitaryDistrict General Hospital, Cheng Du Military District Kun Ming General Hospital (Hos-pital 43), and Lan Zhou Military District Urumqi General Hospital, among others. AllMilitary District General Hospitals have perormed a large number o transplants. Eventhe Tibet Military District General Hospital, located at 3,700 meters above sea level, hasengaged in kidney and liver transplant procedures (see Table 1).39

    Additionally, the Navy General Hospital,40 the Air Force General Hospital,41 the PLASecond Artillery General Hospitals,42 and general hospitals rom other military brancheshave all actively engaged in transplant operations, without exception (see Table 1).

    Beijing Military District General HospitalThe Beijing Military District General Hospital started liver transplant operations in 1999.The hospital announced that it had established a rapid and unrestricted channel o liverdonors; they could obtain quality liver supplies not only rom Beijing and surroundingareas, but also rom other provinces and cities.

    Fuzhou General Hospital o Nanjing Military CommandFuzhou General Hospitals Hepatobiliary Surgery Clinic was established in 2002. It isnow called the Hepatobiliary Surgical Research Institute and Military Transplant Re-search Center or the Nanjing Military District. It is a key research and developmentcenter or both the Nanjing Military District and the Chinese army in general.

    In their independent research report Bloody Harvest: The Killing o Falun Gong orTheir Organs, the authorsDavid Matas, a renowned Canadian human rights lawyer,and David Kilgour, ormer Canadian Secretary o State (Asia-Pacic) and member o Par-

    The First Afliated Hospital o the Third MilitaryMedical University Southwest Hospital

    The PLA Southwest Hepatobiliary Surgical Hospital was establishedrom the ormer Hepatobiliary Center in May 2000. It was authorized asthe army-wide Hepatobiliary Surgical Research Institute in September2000.50 From 1999 to 2004, the hospital perormed more than 260 livertransplants, with a daily record o ve transplants. Dong Jiahong, the in-stitutes director, claimed that such accomplishment was ar rom reach-ing the transplant teams maximum potential, as it had the capability operorming 200 transplants per year and a maximum o six liver trans-plants per day.51 This institute completed more than 900 transplants aso 2009,52 with more than 640 liver transplants perormed between 2004to 2009, an increase o 240 percent over ve years.

    The First Afliated Hospital o Fourth Military

    Medical University Xijing Hospital

    The Xij ing Hospital, located in Xian, Shanxi Province, is an aliated hos-pital o Fourth Military Medical University. It claimed to be the rst hos-pital to perorm a heart transplant in northwest China. It started hearttransplant operations in January 2000 and set the record o three casesin one day. In January 2005, the hospital perormed a combined trans-plant o liver, pancreas, and kidney, which was the sixth such case in theworld.55 From January 2000 to April 2006, they perormed a total o 33orthotropic heart transplants, including 29 or male patients and 4 or e-male patients.56 According to a report by the Xian Evening News, on Feb-ruary 3, 2008, Xijing Hospital successully per ormed Chinas rst case osimultaneous transplants o heart, kidney, and liver. Guo Minghua, thehospitals president, stated that they were able to secure an appropriatedonor within one week prior to this operation.57

    The First Afliated Hospital o the Second

    Military Medical University Changzheng

    Hospital (Shanghai)The Shanghai Changzheng Hospital Transplant Center ounded the PLATransplant Research Institute on May 16, 2004. The center has two trans-plant divisions, one or kidneys and one or livers, as well as 6 laborato-ries, including an organ preserving lab and a tissue typing lab.46 This cen-ter has completed 3,000 transplants, averaging 200 cases per year. 47 Interms o the case numbers, it is among the leading transplant centers inChina.48 Its liver transplant division is one o the top 10 kidney transplantcenters in China, with around 130 liver transplants completed per year.

    The average waiting t ime or a donor liver is one week. The center hasalso completed three combined liver-kidney transplants, two combinedpancreas-kidney transplants, and one heart transplant.

    Mr. Zhang died ater going rom Taiwan to China or a liver transplantin 2005. According to his widow, he was originally reerred to the livertransplant in Shanghai Fudan Hospital by his classmates working at a

    Taiwanese company in Shanghai. When he could not get a liver there,he was transerred to the Shanghai Changzheng Hospital, which had or-gans readily available. The widow saw that the whole ninth foor o thehospital was lled with patients waiting or livers. She was told that thedoctors had done more than 160 transplants that year. When chattingwith other patients amily members, she discovered that doctors at thishospital did whole-liver transplants; they would replace whole l ivers orpatients with a variety o conditions, including hepatomegaly. The hos-pital required a down payment o 300,000 RMB (US$47,000) beore start-ing any kind o treatment.33

    According to Article No.8 o the "Interim Provisions on Human Organ TransplantClinical Application Management," published by the Chinese Ministry o Health onMarch 27, 2006, medical institutions that are applying or organ transplant treat-ment registration must be third-grade/rst-class hospitals.82

    PLA Central Hospital 181Dong Li , the head nurse in Nephrology Department o PLA Central Hospital 181,published an article titled "Diuretic Phase Care post Kidney Transplants" in 1995.The article states, "Between 1986 and 1994, 5 out o the 35 kidney transplant pa-tients who received care during diuretic phase post-surgeries had hyper-acute rejec-tion."83 The PLA Hospital 181 was only certied as a third-grade/rst-class tertiaryhospital in 1996. This shows the hospital started organ transplant operations beoreit received the necessary qualications.82

    PLA Hospital 476 (ormerly Fuzhou Air Force

    Hospital)PLA Hospital 476 in Fuzhou City was promoted to be a third-grade/rst-class hospi-tal on October 17, 2010.85 Beore that, under the leadership o proessor Lin Rongxi,the chie physician, the Urology Department had carried out kidney transplants ormore than 10 years.86

    Armed Police Corps Hospital o Jiangxi Province

    The Armed Police Corps Hospital located in Nanchang City, Jiangxi Province, is a sec-ond-grade/rst-class hospital. In February 2002, the hospital established the UrologyOrgan Transplant Center without organ transplant qualications.87 Within two yearso its establishment, the center had done 260 kidney transplants or patients whoincluded military personnel, as well as ordinary citizens. The center held a record operorming kidney transplants or our patients in eight hours.88

Our center has completed over 100 kidney transplants per year in the past threeyears. Our hospital will soon start the combined liver-kidney transplants For moreinormation, please visit: http://www.china-kidney.com."79 This website belonged tothe Urology Department o PLA Hospital 460; it was later renamed Huazhong Kid-ney Transplant Cooperation Center Net.80

    On September 26, 2000, in a special column or Hong Kong, Macao, and Taiwanon page 12, the Peoples Daily reported a story o 53-year-old Lu Fang, a private high-school teacher rom Taipei. Her relative had learned rom news media that the PLAHospital 460 had successully completed nearly 800 cases o kidney transplants. Ms.Lu and her husband, Mr. Wen, then went to visit the hospital, located in Zhengzhou,on September 3. Eight days later, on September 11, the urology experts o the PLAHospital 460 carried out a kidney transplant surgery or Ms. Lu. Due to her complexconditions, the hospital had prepared two kidney transplant donors.81

    Beijing General Hospital o Armed Police ForcesSince 2000, organ transplantations in hospitals o armed police orces have becomea common practice. Beijing General Hospital o Armed Police Forces is a typical ex-ample.

    The Institute o Organ Transplants o the Beijing General Hospital o Armed Po-lice Forces was established in May 2003.58 It was jointly established by the GeneralHospital o Armed Police Forces and the Oriental Organ Transplant Center o TianjinFirst Central Hospital. Shen Zhongyang, director o the Oriental Organ TransplantCenter, was also the head o the Organ Transplant Institute o General Hospital oArmed Police Forces.59 Liver transplants were carried out by the transplant team othe Oriental Organ Transplant Center.60 Aided by rst-class equipment and technicaladvantages o the Oriental Organ Transplant Center, the Organ Transplant Instituteo the General Hospital o Armed Police Forces was able to complete 506 cases o al-logeneic orthotropic liver transplants in just over two years, with the highest annualnumber o cases in the army and in China.61With the adequate source o livers, theOriental Organ Transplant Centers average number o liver transplants ranked rst

    in the world within just a ew years.62Table 2 shows that the number o liver transplants at the Tianjin First Center Hos-

    pital has grown substantially since 2002. The center also noted that its publishednumber o cases in 2003 did not include the cases done by the General Hospitalo Armed Police Forces. This data shows that the General Hospital o Armed PoliceForces and the Oriental Organ Transplant Center o Tianjin First Central Hospital havemutually benecial cooperative relationships.

    Organ transplant centers in many

    military hospitals provide majorsources o revenue. The prole othe PLA Hospital 309 Organ Trans-plant Center states: As a majorrevenue center, the organ trans-plant centers gross income in-creased nearly eight olds in veyears, rom 30 million RMB in 2006to 230 million RMB in 2010. Theorgan transplant center has anindependent ward building andresearch labs with more than athousand square meters and morethan 140 pieces o medical andresearch equipment worth 26.96

    million RMB. It also has 316 beds

    and 231 sta members.92

    Meng Weihong became thepresident o the PLA Hospital 463in Shenyang Military Region in1998. He said: "[We] ocus on de-veloping organ transplants, suchas liver transplants, and kidneytransplants. We devote nancialand human resources to theseareas." Within seven years, organtransplants, cell therapy, and mini-mally invasive therapy have be-come the three new pillars o thehospital. The number o alloge-netic kidney transplant surgeries

    in this hospital became in the top

    rank in Liaoning and Shenyang re-gions. 93

    In 1991, the World Health Orga-nization (WHO) introduced Guid-ing Principles on Human Organ

    Transplantation, which adoptedthe ethics and specied that "thehuman body and its parts can-not be the subject o commer-cial transactions."94 However, theChinese military hospitals haveturned a dea ear to these princi-ples and put price tags on illegallyobtained organs, including livers,kidneys, and related transplant

    surgeries, on their websites to sell

    to patients inside and outside oChina. For example, GuangzhouGeneral Hospital o the Guang-zhou Military Region (prior to1976, it was registered at the WHOas Guangzhou Liuhuaqiao Hospi-tal; it changed to its current namein 1987)19 states on its website,"The costs o kidney transplan-tation, including preoperativematching, surgery costs, [and]perioperative immunosuppressivedrugs, are 80,000150,000 RMB."95Additional cost-related data is list-ed in Table 3.

    A considerable number o military hos-pitals have carried out acility upgradesater perorming a large number o or-gan transplants. Below is one example.

    In July 2003, the Journal o ChinesePhysician (ZhongGuo YiShi ZaZhi)107published an article titled "Diagnosisand Treatment o Impaired Liver Func-tion Ater Renal Transplantation"108

    The article stated that rom April 1986to January 2001, the PLA Central Hos-

    pital 181, located in the center o Gui-lin, perormed 334 allogenetic kidneytransplant surgeries. Out o the 334cases, 82 patients had suered rom

    liver dysunction, including 54 malesand 28 emales ranging rom 9 to 65years o age. The PLA Central Hospital181 was granted the status o the third-grade/frst-class hospital in 1996.109 In2006, the PLA General Logistics HealthDepartment approved the establish-

    ment o the Military Kidney Transplantand Dialysis Center by the hospitalsNephrology Department.110 This centeris also known as the Guangzhou Mili-

    tary Region Kidney Disease ResearchInstitute and the Guangzhou MilitaryRegion Organ Transplant Center.111

    On August 24, 2007, China Ministryo Health announced the frst group o89 hospitals that received approval tocarry out organ transplantation proj-

    ects. Among them, 27 (30 percent)were military hospitals. Out o another95 hospitals designated (but not yetapproved) to carry out human organtransplants, there were 23 military hos-pitals.38

    The Chinese military hospitals ob-tained a large amount o revenuethrough organ transplant operations.

    This revenue not only enabled thehospitals to upgrade their equipment

    and expand their acilities, but also en-riched many individuals involved. Thedesire or huge proft has greatly stimu-lated the crime o live organ harvestingrom Falun Gong practitioners withinthe Chinese military and armed policehospitals.

    Illicit Revenue rom Organ Transplants HasEnabled Military Hospitals to Upgrade Facilities

    The implementation guidelines othe Chinese communist regimesmedical system regulations speciythat military medical institutions re-er to the medical institutions asso-ciated with the People's LiberationArmy and the People's Armed Police(organized by the army).100

    The armed police hospitals haveample organ donors, as shows theWeb advertisement rom the Organ

    Transplant Institute o the BeijingGeneral Hospital o Armed PoliceForces.101

    In introducing its liver transplantsurgeons, the Organ TransplantInstitute o the General Hospitalo Armed Police Forces said that anumber o young surgeons werevery experienced in taking liversrom donors102 It said the surgeonscould independently perorm sur-geries, extracting livers rom donors,as well as removing the diseasedparts o donated livers.103 On April6, 2005, this center completed fveliver transplants in one day.104

    Another example is this web ador the Organ Transplant Center oGuangdong Armed Police CorpsHospital: "Since its establishment in1989, the transplant center has per-ormed kidney transplant surgeriesor hundreds o domestic and or-eign patients. The center can inde-pendently perorm kidney removal,kidney reparation, and vascularanastomosis surgeries. The mainspecialty o the center is kidneytransplantation. Our advantagesinclude an ample source o kidneydonors and high-quality kidneys,satisactory HLA matching, [and]successul surgeries."105

    When considering typical trans-plantation scenarios around theworld, the supply o donors and or-

    gan quality are both highly unpre-dictable. However, the organ trans-plant centers o the above armedpolice hospitals claimed to have"ample donors" and "high-qualitykidneys." According to statistics,since July 1999, the detention cen-ters, labor camps, and prisons in Chi-na have been detaining hundreds othousands o Falun Gong practitio-ners, who were generally known tobe in particularly good health. SomeFalun Gong practitioners testifedthat they were orced to undergoblood tests while being detained.

    Their health data are suspected tohave been included in a build-up othe database o live organ donors.

    The independent investigationby David Matas and David Kilgouround that in order to protect theiramily members and avoid thehostility o their neighbors, a largenumber o detained Falun Gongpractitioners reused to identiythemselves to the police and weretreated badly as a consequence.

    They were transerred within Chi-nas prison system without beinginormed o the reasons. The in-vestigators suspected that thesepractitioners were more likely tobecome donors or organ trans-plantation. (Bloody Harvest: http://organharvestinvestigation)

    In China, the Political and Le-gal Aairs Committee controlsthe law enorcement and judicialsystems.106 The armed police is re-sponsible or law enorcement inprisons in conjunction with thegeneral police. The special status othe armed police and its aliatedhospitals might have implication inthe giant "live organ bank" that isstill largely unknown to the outsideworld.
