Since its inauguration as

a New Town in the years

following the Second

World War, Basildon has

grown into one of the most

important commercial

centres in Essex. But like

many of its fellow post-war creations, it has

never won a great deal of love and reached

the turn of the new millennium needing a lot

of TLC to bring it up to date.

It wasn’t until 2012 that a master plan was

approved by the council to regenerate the

town, with hundreds of new homes central

to the proposition alongside a re-vamped

town centre, new amenities and the intention

of introducing an ‘evening economy’ to inject

millions of pounds into local businesses.

This is certain to attract people from the

immediate surrounding area, and also a

generation of would-be homeowners who

are finding it increasingly difficult to make

roots in London and are seeking a more

affordable place to make their home that is

still within easy striking distance of

the capital.

So there’s been a balance in the type of new

homes being constructed in recent years,

including apartments that are likely to suit

young single people and couples but also

houses for families who need more space to

grow without having to uproot every step of

the way.

One big part of the plans for the town

centre is to make it far more accessible, with

more pedestrian and cycle roots to make

journeys safer and more pleasant. Another

is the re-designing of St Martin’s Square to

provide an improved public space, new lively

street market and a remodelled Towngate

Theatre as an arts and culture centre.

The proposition also includes a new

multiplex cinema for East Square as a focal

point for more shops, cafés and restaurants

that can stay open longer into the evening.

Some of the transitions have already

happened and others are under way.

Gloucester Park, the town’s main public open

space, is being re-landscaped to accommodate

some of the new homes being built, as

well as the extensive facilities of Basildon

Sporting Village, which is already one of

the leading sports amenities in the county.

This leisure centre has an athletics stadium,

outdoor pitches, two swimming pools, a

regional gymnastics centre (home to Olympic

and World Championship medallist Max

Whitlock), an eight-court sports hall, large

gym, group exercise studios, and an indoor

climbing wall.

In the longer term, there may be even

more transformation to come. A new Dunton

Garden Suburb has been proposed as a cross-

boundary development opportunity to the

west of Laindon (part of Basildon Borough)

and east of West Horndon (part of Brentwood

Borough). This might provide between

4,000 and 6,000 new homes together with

commercial, retail and leisure areas, as well as

local open spaces and community amenities.

The choice for new homes hunters in

Basildon seems certain to get bigger.

Schools, house prices, the cost of a

season ticket and the time it takes

to commute are the top questions

asked by parents moving to the

commuter belt, according to

buying agents Garrington Property Finders.

Now it’s used the research to compile a list of

the top 15 commuter towns around London –

two of which are in Essex.

Chelmsford proudly takes the number

two slot with 86% of schools rated by Ofsted

as good or above, average house prices

are £417,945, a season ticket costs £3,728

and it’s only 36 minutes to the Capital.

Colchester, described as “quaint with a

bookish air”, slides in at a respectable

number six. The town has 79% of state

schools with an Ofsted rating of good or

above, average house prices are a lot lower at

£297,575, whereas a season ticket at £4,796

is pricier and the journey is a bit longer at

49 minutes to London.

Jonathan Hopper, from Garrington, has

done his homework saying: “There’s still

good value - and a good quality of life - to be

found within easy reach of the capital.”

architects is selling his

ith average fi rst-time buyer deposits soaring to over 30% of the property value,

affordable house purchase schemes have rocketed in popularity. For example Help to Buy has helped over 88,000 buyers, and over 40,000 people have taken advantage of alternative housing solutions, such as shared ownership.

The G15, a collaboration of London’s largest housing associations, including Genesis, collectively manages over 410,000 affordable homes and build 10,000 more annually, illustrating how popular these options are becoming. Shared ownership in particular has both short-term and long-term benefi ts for those who want to get on the property ladder but are struggling to raise a deposit or secure a traditional mortgage.

How does shared ownership work?

Providing you meet the criteria (see P32), shared ownership schemes are a great way to get onto the property ladder and you may fi nd you can buy a bigger home than you would otherwise have been able to afford, especially with the opportunity of staircasing.

When you fi rst buy a new home through shared ownership, you purchase a share of the property, typically between 25-75%, paying rent

on the remaining share to the housing association, who then in effect become your landlord. As and when you’re able to afford it, you can take steps to buy additional shares until you own 100% of your home. This is known as staircasing.

Do all housing associations offer staircasing?

Most housing associations will allow their tenants to staircase up to three times, until you reach100% ownership. As well as owning more of your home, staircasing also means the amount of rent you pay decreases, so it can help free up more of your disposable income. As the rent is affordable from the start, it should make it easier to save money towards further staircasing.

Will staircasing cost me?

Purchasing further shares works much like a typical house purchase, with valuations required for each ‘step’, and you will of course need to pay the legal fees, and any mortgage fees, if applicable, too. On the plus side, you’ll not need to pay any Stamp Duty on staircasing up to 80% ownership if the value is less than £125,000.

How you fund the purchase of additional shares is up to you, although typically this is done through a mortgage lender – most building societies and high street banks offer

these types of mortgages. Some providers will allow you to borrow up to 95%, meaning you only need a 5% deposit to secure the next slice of ownership. Speak to an independent mortgage advisor to fi nd out what options you have.

As an outright owner, although you no longer need to pay any rent on the property, it is worth noting as leaseholder of an apartment, you’re still required to pay management charges, such as ground rent, as the housing association will remain the freeholders of the land. If you’ve bought a house, the freehold can be transferred to you upon reaching 100% ownership.

What would I need to do when I come to sell my shared ownership home?When you want to sell the property, you can sell the share you own through your housing association, or if you’ve staircased up to 100%, you can sell it in on the open market, through an estate agent of your choice. When you sell your home, the greater percentage you own, the more profi t you will make if the value of your home has increased, so there’s a benefi t to staircasing in getting more equity back when you sell up.

Demand for mortgages in the UK

rose “significantly” in the second

quarter of 2015 and is set to

continue to rise through the

summer. That’s the conclusion

of the Bank of England’s credit

conditions survey which has revealed that

demand for home loans has risen after three

successive quarters of decline.

The news comes as figures from another

industry body show that buy-to-let lending is

continuing to boom.

Demand for mortgages

increased in spring of 2015

Lenders have reported that demand for

secured credit from households increased

slightly during the three months to June

2015, and is expected rise at a similar pace

over the next three months. Banks said

there had been a significant increase in the

demand for lending for prime properties and

buy-to-let mortgages during the period.

The Bank of England report said that they

expected a slight increase in the number of

mortgages to borrowers with deposits of less

than 10% of the value of the property they

wanted to buy over the next three months.

IHS Global Insight chief UK economist

Howard Archer says: “It increasingly looks

like the housing market is on the up after

being in the doldrums during most of 2014

and the start of 2015. The Bank of England’s

credit conditions survey for the second

quarter points to broadly healthy economic

activity, with increased demand for credit

from small businesses, higher demand for

mortgages and relatively elevated demand

for unsecured consumer credit.”

Richard Woolhouse, chief economist

at the BBA, adds: “We’re seeing demand

for mortgages increase, as consumers

take advantage of some of the extremely

competitive mortgage deals that are available

from banks at the moment. This – coupled

with the increase in demand for personal

loans – shows that people are starting to feel

more financially secure and ready to commit

to making bigger purchases.”

Buy-to-let mortgages

The Bank of England report comes as

figures from the Council of Mortgage

Lenders (CML) show that buy-to-let

mortgages continue to boom. The CML

report that there were 19,100 buy-to-let

loans with a collective value of £2.7bn

advanced in May. This is a 22% jump

compared with a year ago and a 1% increase

compared with April.

Loans to first-time buyers increased by

1% on April as 22,700 mortgages with a

collective value of £3.4bn were advanced.

26,300 mortgages with a value of £5bn were

handed out to home movers, a 2% increase

on April.

Paul Smee, director general of the CML,

remarks: “Activity has broadly been down

on last year but we expect it to rise in the

summer months as, with historically low

interest rates and a competitive lending

environment, borrowing conditions are

relatively favourable. But we cannot ignore

the continuing affordability constraints

caused by high house prices relative to

earnings which will work in a contrary

direction.”

The figures show increased confidence

in the market with a leading expert calling

them “the summer comeback we’ve all been

waiting for”.

The latest Mortgage Monitor report from

e.surv, the UK’s largest chartered surveyor,

has revealed that house purchase mortgage

approvals rallied in June to a 17-month

high. There were 72,712 house purchase

approvals in June, up 12.8% on the 64,434

recorded in May.

The monthly increase is the largest

month-on-month improvement since

annual basis, with this June seeing 10.5%

more approvals than the 65,794 recorded 12

months ago.

summer comeback we’ve been waiting for.

Potential borrowers clearly paused their

actions whilst the election came and went.

But now borrowers are back in the market

for mortgages and demand is stronger than

ever.

“Interest rates have remained at record

lows with a dovish outlook from the Bank of

England’s Monetary Policy Committee, and

we’re seeing a bevy of fixed-rate options as

banks compete for buyers’ business. More

positivity among buyers and lenders alike

means the market is now on a stable course

of sustainable lending.”

The data from e.surv also revealed that

June saw an increase in the number of

mortgage approvals for borrowers with

a small deposit (15% or less). There were

12,288 approvals for higher loan-to-value

(LTV) house purchase loans in June, a

17.7% improvement on the 10,438 recorded

in May and up 5.5% on the 11,646 seen in

June 2014.

The number of higher LTV loans reached

its highest monthly volume since April

2008, when there were 12,572 approvals in

this category.

Sexton adds: “It’s a clear case of growing

confidence spreading beyond those already

securely on the property ladder. Higher LTV

borrowers – typically first-time buyers – are

still reaping the benefits from initiatives like

Help to Buy.

“But this significant increase in lending

to borrowers with smaller deposits goes

deeper than the various plans in place to

help this group. It’s a sign that the nation’s

finances are getting back in order, with

wage growth starting to mount and an

economy ready to shake off the doldrums

and get back to work.”
