Page 7: What is Sun Rideshare? - Pima Association of Governments

In short, TRP is:

A program that mirrors Sun Rideshare with additional program requirements, mandated by travel reduction

ordinances.

History

• In the 1980s, Tucson had air quality problems with carbon monoxide (CO) and was in nonattainment • As part of the air quality plan to the U.S. Environmental Protection Agency (EPA), local Travel Reduction Ordinances

(TROs) were adopted in 1989 and written into the air quality plan for CO .

• All the local municipalities and Pima County have a TRO

• TRP required at least until 2020

What is the Travel Reduction Program (TRP)?

Page 8: What is Sun Rideshare? - Pima Association of Governments

Purpose:

• Recognize that motor vehicles are the single greatest contributor to air pollution

• Improve air quality • Reduce traffic congestion by increasing alternate

mode usage • Reduce overall motor vehicle travel for commute trips

Mission: Target commute trips

• Routine • Longer distances • Regulations exist that allow incentives • Employers can assist in outreach and subsidies

Page 55: What is Sun Rideshare? - Pima Association of Governments

There were quite a few mornings when it was

raining, cold or otherwise cruddy out that

caused my enthusiasm to cycle in to work to

waver, but I had a goal to qualify for this

contest so I pulled on an extra layer of

insulation and got out on the road. So… while I

am not a new commuter, I can say that the

incentive program has been effective in keeping

me out of my car on days where I otherwise

might have driven in alone. Thanks again!!!

*Why a Travel Reduction Program?

*Tucson area violated air quality standards for carbon monoxide

(CO) in the 1970s/1980s

*Determined major source of CO

- Motor vehicles

*Best ways to reduce CO

- special winter gasoline

- the vehicle emission testing program

- improved mass transit

- PAG Travel Reduction Program &

PDEQ Clean Air Program were both created to encourage

businesses/general public to drive less, keep air healthy

Page 63: What is Sun Rideshare? - Pima Association of Governments

PDEQ Provides Regional Monitoring, 18 sites Tucson, Marana, South Tucson, Green Valley, & Unincorporated Pima County

Compliance, Enforcement, Permitting, Outreach & Education: presentations, community events, EcoKidsCorner website, EcoNook for Desert Dwellers…

*PDEQ is the Air Quality

Control District for Pima Co.

Page 64: What is Sun Rideshare? - Pima Association of Governments

*What’s in Our Air?

*EPA Criteria Air Pollutants

- CO, O3, PM2.5, PM10, SO2, NO2, Pb

- Beryllium – 5 special purpose monitors

*Hourly air quality data is available

- 882-4AIR

*No violations, but AQ advisories issued

*Currently in attainment for all criteria

pollutants, however we are very close to the

standard for two pollutants

*Where Does O3 Come From?

*Chemical reaction: motor vehicle exhaust, gasoline

vapors, industrial emissions, chemical solvents,

etc., and the sun

Page 68: What is Sun Rideshare? - Pima Association of Governments

*What is Particulate Pollution?

*Airborne particles are a complex mixture of

extremely small solids and liquid droplets.

Why are small

particles

a concern?

Page 69: What is Sun Rideshare? - Pima Association of Governments

*Particulate Pollution (cont’d.)

*Where does it come from?

- Dirt roads, dusty industries, agriculture, OHVs, vacant land

(coarse particles, PM10)

- Fires, power plants, industries and motor vehicles (fine particles,

PM2.5)

Page 70: What is Sun Rideshare? - Pima Association of Governments

*Air Pollution is a PROBLEM!

-Irritation to eyes, nose, throat

-Interferes with oxygen exchange

-Difficulty breathing, coughing,

wheezing, choking

-Aggravated asthma

-Chronic bronchitis

-Increase in medication use

Page 71: What is Sun Rideshare? - Pima Association of Governments

*Air Pollution PROBLEM (cont’d)

-Increase in school and

work absences

-Increase in visits to ER,

hospital admissions

-Irregular heartbeat, heart attacks

-Premature death

-Damages lung tissue

-Reduction in lung function
