Lambeth – The World in One London BoroughLambeth is the second largest of the thirteen Inner London boroughs, with a population of just over 300,000 (2011 Census).Covering an area of approximately 10.5 square miles, Lambeth measures about seven miles from north (Waterloo) to south (Norwood) and about two and a half miles from east (Herne Hill) to west (Clapham).The borough is divided into 21 council wards, represented by 63 elected councillors.Within the borough of Lambeth, there are many arts and theatre attractions, including:

the South Bank complex (the Royal festival Hall, the National Theatre and the NationalFilm Theatre);

the Old Vic and Young Vic theatres; and the BFI IMAX Cinema.

Lambeth is also home to the official residence of the Archbishop of Canterbury at Lambeth Palace, the former County Hall, the London Eye, the Imperial War Museum and the Oval cricket ground.Brixton, in the heart of the borough, is home to Lambeth Town Hall (currently undergoing redevelopment); it is home to the O2 Academy music venue, whilst art galleries, delicatessens, bars and cafes are found in and around the vibrant Brixton Village market.It really is the world in a borough!

Lambeth SchoolsLambeth maintains 86 schools with a total of almost 36,000 pupils.There are five nursery schools, 61 primary schools, thirteen secondary schools, five special educational needs schools and two pupil referral units.Six of our schools have Academy status.Just over 150 different languages are spoken by families in the borough, with Portuguese, Somali, Spanish, Yoruba and French being the most common after English.Around one in three pupils in the borough are not fluent in English.Excellent GCSE results place Lambeth schools amongst the best in London for improvement.

Partnership WorkingLambeth schools have been encouraged to form cluster partnerships; these partnerships enable schools to commission services, to provide a secure base from which to operate and to be accountable for the quality of education and the standards achieved across the partnership.These partnerships provide additional support for schools in purchasing and retaining good quality and experienced educational support services, including existing services from Lambeth.

How to apply for membership to the Lambeth NQT Pool or DatabaseTo apply for membership of the Lambeth NQT Pool (for Early Years and Primary NQTs) or Lambeth NQT Database (for Secondary NQTs), please send a completed application form, Personal Statement and any other supporting information, by the closing date of 31st March, for the attention of Dave Coram, to [email protected] ensure that your application fully addresses the selection criteria set out in the person specification, which can be found in Section H of the application form.CVs will not be considered.If you are invited to a Pool or school-based interview, you will be asked to sign a copy of your application form.

Completing your application form Before you start, carefully read the information contained in this guidance, person

specification and application form. The decision whether or not to offer you a Pool interview or Database membership is

based on the information you give us in your application; therefore, it is vital that you give us clear and relevant information and that you answer all the questions.We cannot make assumptions about your experience, knowledge, skills and/or abilities.

You may want to do a rough draft of your answers first, so that you can decide exactly what you want to say, before you complete the form.

Remember that experience and skills can be gained in a number of ways, not only through paid employment.

Applications will be assessed on how they meet the requirements stated in the Person Specification.

Employment HistoryPlease only give details of any full-time employment you have had pre-ITT or post-ITT (registration with a teaching agency post-ITT should be included).Please do not include ‘Saturday jobs’ or part-time jobs taken whilst studying.

Education and QualificationsPlease give a summary (including number of qualifications gained and their grades only) of your education from the age of eleven.You will be asked to produce original copies of relevant certificates, confirming your qualifications, prior to an offer of employment being confirmed by a school.

Personal StatementYour Personal Statement is the most important part of the application form; it gives you the chance to show us why you would be suitable for NQT positions in Lambeth, and is the main piece of evidence we use when considering applications. It is your opportunity to demonstrate that you have the skills and experience we are looking for.The Person Specification is provided to help you in writing your Personal Statement; it details the experience, competencies and qualifications required to do the job.When using the Person Specification, you should think about how your own experience and skills match the criteria in the specification – remember that we recognise that experience and skills can be gained in a number of different ways, not only through full-time employment.Your Personal Statement should be:

structured using the main headings of the Person Specification (found on the next page);

The Rehabilitation of Offenders Act (1974)(Exceptions) Order 1975 (Amended) (England and Wales) Order 2013This Act recognises the principle that people who have been convicted of an offence should not, as a result, be discriminated against for the rest of their lives; therefore, it prohibits discrimination in employment within defined limits.Some posts are exempt from the Act; these include those involving work with children, the elderly, with persons suffering from serious illnesses, with people with disabilities and for certain professions where the highest integrity is expected, including employment in finance, legal, medical and security services.Teaching posts filled through the Primary Pool and Secondary Database are exempt from the Act.You are required to provide details of all current (‘unspent’) and past (‘spent’) convictions or pending cases, cautions, bind-over orders, reprimands and final warnings, including offences, dates, sentences and the court or police force dealing with the offence as a separate Word document and submit it with your application.You are also required to complete the declaration on the application form.However, you do not need to declare any criminal record information that is now filtered under the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (as amended in 2013); this came into effect on 29th May 2013 – as a result, certain cautions and convictions are now considered ‘protected’, and therefore filtered from Standard and Enhanced DBS checks.Further guidance on whether a conviction, caution, final warning or reprimand is eligible to be filtered can be found at www.gov.uk/government/publications/dbs-filtering-guidanceFor those posts exempt from the Act which also involve substantial unsupervised access to children and vulnerable clients, Lambeth, under arrangements introduced for the protection of children and other vulnerable clients, will check with the Disclosure and Barring Service (DBS) for existence and content of any criminal record of the successful applicant.This check will be cross-referenced against the ISA ‘Children’s List’; this list contains details of people deemed unsuitable to work with children or vulnerable adults.Information received from the police will be kept strictly confidential, and will not debar you from appointment unless it is considered that the conviction renders you unsuitable for work with children or young people or it relates to any other offence which is deemed to make employment unsuitable.In making this decision, Lambeth/the school will consider the nature of the offence, how long ago and what age you were when it was committed and any other factors which may be relevant, including appropriate considerations in relation to Lambeth/the school’s Equal Opportunity Employment Policy – in such circumstances, each applicant will receive written reasons.

Unspent convictions may be convictions for which the rehabilitation period has not been completed, or convictions which are exempt from the Act (never ‘unspent’).Applicants interviewed for a position by a school should not commence employment until a clear DBS disclosure has been received and all other conditional offer checks have been obtained and verified as satisfactory, with clearance being given by the Headteacher/Chair of Governors and/or Schools Human Resources.

All school employees must ensure their line manager or safeguarding officer is made aware of/kept fully informed of any concerns that they have in relation to safeguarding/protecting vulnerable groups.

Applicants will be challenged where inconsistencies exist, and confirmation of start date for an appointment will only be made after receipt and verification of satisfactory checks.

Considering your applicationOnce Lambeth have received your application, processed it and feel that your application meets the criteria of the Person Specification, we will – depending on whether you are a prospective Primary/Early Years NQT or Secondary NQT – either offer you a Pool interview (subject to there still being availability) or grant you membership to the Database respectively.

Primary NQT Pool – interview and processPool interviews for Primary and Early Years applicants will be held in Brixton in March and April 2017.Interviews will be offered by e-mail on a first-come, first-served basis from 9th January 2017.You will be interviewed by a panel of two, who will usually be school-based staff (headteachers, deputy/assistant headteachers, NQT induction tutors or past NQTs who have been through the process themselves), but may be members of the School Improvement team (advisory teachers) or the Schools Human Resources Team.Interviews usually last for 30-40 minutes, and applicants tell us that they are quite relaxed and not as daunting as they had feared!There will be an opportunity for you to ask any questions that you may have at the end of your interview, and they will also be asked to sign a copy of your application form.You will be notified of the outcome of your interview by e-mail by the end of the week in which your interview is held.If your interview is successful, you will be offered membership of the Primary NQT Pool and sent a questionnaire, asking you to give up-to-date information as to the type of teaching position and school you are looking to teach in.Once we have received a completed questionnaire from you, we will be able to consider you for positions that schools approach us with (usually from May for September positions); based on applications, interviews and questionnaires, we will send a school the applications of the six most appropriate Pool members still available at that time.We encourage the school to meet with all six; how these meetings and observations of teaching are run is managed by the school – you should make sure you know how things will work prior to your visit.

We will continue to work with you until either you have a position in Lambeth or withdraw from the Pool.Please note that membership of the Lambeth NQT Pool does not guarantee you a job in Lambeth, and we cannot guarantee the number of suitable positions that will be available for NQTs.

Secondary NQT Pool – processOnce you have been granted membership of the Lambeth NQT Database, your application will be made available to any secondary school approaching Lambeth with a vacancy for which you have expressed an interest; the school will carry out a shortlisting and interview process.Please note that membership of the Lambeth NQT Database does not guarantee you a job in Lambeth, and we cannot guarantee the number of suitable positions that will be available for NQTs.

Terms and Conditions of EmploymentConditions of ServiceAppointments are generally subject to the conditions of service for school teachers in England and Wales (‘the Burgundy Book’).

Newly Qualified Teachers – induction periodAll NQTs are required to complete a statutory period of induction – the final assessment of which must be passed; should this assessment not be passed, this will lead to the termination of your contract.

MedicalAn offer of employment will be subject to satisfactory medical clearance.

Right to live and work in the UKLambeth is licenced as an A-rated Tier Two sponsor by the UK Border Agency (UKBA); this allows us to issue Certificates of Sponsorship (CoS) to non-EEA individuals who have been offered employment by a school in Lambeth.A CoS does not guarantee leave to enter or remain in the United Kingdom – you would need to complete an Application for a Grant of Leave under Tier Two (General/Intra-company transfers) in order to be granted leave to enter or remain in the UK.Lambeth cannot maintain or accommodate an individual during their first, or an subsequent, month in the UK, so it is essential that you have the required amount in savings (currently £800) to be able to support yourself in the UK, until you receive your first salary.If you are appointed to a permanent post in a school, your contract of employment will terminate in line with the expiry date of your visa/leave to remain in the UK – if your visa/leave to remain is extended, your contract will be extended accordingly.Lambeth cannot issue a contract of employment that exceeds the end date of your current visa/leave to remain.

PensionsEmployess who work full-time or part-time will automatically join the Teachers’ Pension Scheme (TPS), unless they complete a form to opt out of the Scheme.To help people save for their retirement, the Government requires all employers in the UK to automatically enrol their workers into a workplace pension at fixed dates if they meet certain criteria.

SalaryTeaching staff are paid in accordance with the School Teachers’ Pay and Conditions document and the school’s own pay policy.

Maternity and Adoption Leave – Lambeth Enhanced Maternity PackageTeachers with twelve months or more continuous service at the beginning of the eleventh week before the expected week of confinement (EWC) are entitled to 40 weeks paid leave – ten weeks at full pay, six weeks at 90% pay and 24 weeks at 50%pay).If requested, unpaid leave of up to twelve weeks is also available.There is also provision for paid adoption leave.Statutory maternity provisions may be available to staff with less than twelve months service.Not all schools have adopted the Lambeth Enhanced Maternity package; in such cases, the Burgundy Book or statutory provisions apply.

Special LeaveThere is provision for additional paid special leave, in cases of bereavement or care of dependants.All special leave is discretionary, and subject to managerial approval and granted in accordance with the specific school’s Leave Code.

Job SharingSchools can make provision for job sharing, as an alternative to full-time employment; in job sharing, two people may share one job and one salary, allowing greater flexibility for those who want to pursue a career but, for whatever reason, do not wish to work full-time.

Travel BenefitsTravel benefits available include:

Annual season ticket loans for employees to travel to and from work, following the completion of a six month probationary period

CycleschemeCyclescheme allows you to purchase a bicycle, accessories and safety equipment, which are paid for by Lambeth; you then pay monthly amounts direct from your salary over a period of twelve months.The scheme allows you to pay back the amount from gross, rather than nett, pay for the hire period, allowing you to benefit from Income Tax and National Insurance relief.If your school uses its own payroll provider, the school would need to liaise with Cyclescheme to set up this service.

Reduced price gym membershipLambeth has arranged with Lambeth-run leisure centres for staff to have access to reduced price membership.

Childcare VouchersLambeth works in partnership with Edenred to offer staff help towards their childcare costs (subject to eligibility criteria).The cost of vouchers is deducted from your salary each; the benefit being that you save the cost of Income Tax and National Insurance on this amount of your income.

Sick Pay entitlementEntitlement to sick pay is based on aggregated teaching service, excluding any breaks in service.The provisions relating to sickness payments can be obtained from any school or from Schools Human Resources.

Smoking PolicyLambeth, and its schools, takes the view that smoking should be actively discouraged in the workplace, and does not allow employees or visitors to smoke in any Council/school building or outside its main entrance, other than in designated smoking areas.

Dress CodeLambeth, and its schools, has a dress code, covering all staff irrespective of whether they work in direct contact with the public.
