The share of the Narmada has increased over the course of the year and has reached more than 90% as can be seen from the historic SCADA records provided by RMC – which is 700kms away from city.

Urban Nexus in Rajkot • Rajkot joined the Nexus team in 2016 • Signed an MoU with GIZ Urban Nexus and ICLEI

technologies with regard to water and wastewater management, reuse of water and nutrients: Advisory and technical support from experts Mr Younes Hassib visited Rajkot and prepared

a baseline situation analysis, water balance and provided recommendation to improve water management

2 engineers attended training program in Wastewater management (focusing on vacuum sewer technology) in Hanau, Germany in September, 2016

Actions: Taken by RMC (Water) • Identified illegal water connections and direct pumping: Special camp was

organized to regularize illegal water connection • Awareness program sensitizing citizens to save water • Making Rain water harvesting mandatory • Reduced NRW from 40% to 28% in last three years by continuous drive for water

theft, wastage and prompt repairing of leakages

• Upgradation of Aji-1 dam under “Sauni Yojna“ - Installed pipeline from Narmada to Aji Dam to tackle water scarcity issues

• Water metering project with DI pipeline as pilot project in Chandresh nagar- 12,000 subscribers are targeted and 80% of the network has been replaced so far.

Actions: Proposed by RMC (Water) • Converting old AC pressure pipeline to DI

pipelines • Smart meters at HH level with remote meter

reading and centralized monitoring is proposed under Smart city program

• Based on successful implementation of pilot project, 24*7 water supply with new DI network and water meters in ward number 1,8,9,10,11, and 12 under ADB project (Around 45,000 HHs) is proposed

• Leak identification system to significantly reduce internal water leakage Under one of the projects supported by SDC, city is

assessing potential for augmentation of local water resources through ground water/aquifer recharge, rain water harvesting, and waste water reuse in Rajkot is proposed to reduce city’s reliance on Narmada water which consumes huge electricity and reduce the pressure on the declining ground water resource

Initiatives: Taken by RMC (WasteWater) • 100% underground sewerage network coverage in 3 years is proposed, coverage will

reach to 90% of population by March, 2018

• Three new Sewage Treatment Plant are constructed - Total sewage treatment capacity in the year 2018 would be 272 MLD, which will be sufficient for the next 10 years.

• Provision of double plumbing system for re-use of treated waste water has been

proposed for Smart city area (Nexus Approach)

• Waste water reuse - Development of 50MLD tertiary treatment plant at Raiyadhar STP premises as pilot project

• Assessment and feasibility study to stop methane emission from UASB reactor, waste water treatment plant– It is also proposed to generate power from methane under Smart city (Nexus Approach)

• Plans for sludge management produced in STP to be used as manure (Nexus

Approach)

• SCADA system for sewerage pumping stations under Smart City

Challenges

• Metering in pan city is a BIG Challenge

• Water tariff needs be socially acceptable

• There should be socially acceptable

volumetric billing policy for water.

• Water tariff should be able to cover the operation & maintenance cost while also considering cross-subsidization

• The present meter reading strategy is a labor intensive that will be a further burden on the expenditure

• Reuse of treated wastewater is limited; socially and technically

Key Policy Recommendations

• Multi-stakeholder approach to be adopted while designing a project; Bring all departments together on board

• Science-policy interface; new technologies for water reuse to be introduced

and adopted; policies at the local, state and National level to promote new technologies

• Participatory approach; Strong public awareness to enhance demand and

behavioral change; focus on women since they are primary user for resources like water

• User fee should be designed to consider cross-subsidization • Capacity building of existing institutions

• Knowledge sharing platforms/city-to-city learning for building capacity of

officials
