Mr. Timothy Grieve, Chief of the UNICEF WASH Programme, joined Ambassador Levermore in this visit. At the start of his post in the country, the young am- bassador of New Zealand government visited the earth- quake affected municipalities in Maribojoc and Antequer- ra. The support of New Zealand government funded the much needed intervention on water, sanitation and hy- giene in the evacuation camps (EC), schools and commu- nities in nine municipalities. After the visit in Camp Tiwi in Maribojoc and Ubujan-Tagubaas Elementary School in Antequerra he was happy to see the value of their human- itarian aid in these hardly hit areas. This visit was made possible through the UNICEF WASH Programme. Water Quality Monitoring in Bohol After the WASH in Emergencies Training, in December 2013 for municipal and provincial sanitary inspector of Bohol Province, 123 water samples were collected from 26 municipalities. Using the Philippine National Standards for Drinking Water 2007 standard method - chromogenic substrate test (Idexx Collilert-18), the samples was ana- lyzed in the Provincial Water Laboratory. Out of the 123 samples examined, E.coli were found to be present in 66 (54%) samples taken from different water points. 70 of the samples analyzed were taken from Level 3 and 42 (60%) of these samples were positive for E.coli. It was recognized that there is a need to improve the mon- itoring of water quality in Bohol Province. On March 3 to 5, 2014, the 22 sanitary inspectors from 17 earthquake affected municipalities, Provincial Health Office and Tag- bilaran City will undergo training on Water Quality Moni- toring and Data Management in Cebu City. This training was part of the Water Quality Monitoring and Improve- ment Project in Haiyan/Yolanda Affected Areas by World Health Organization. The project will run until August 2014. New Zealand’s Ambassador visits Bohol

The growing relationship between the Philippines and

New Zealand will continue as the new ambassador to the

Water Quality Monitoring in Bohol

After the WASH in Emergencies Training, in December

2013 for municipal and provincial sanitary inspector of

Bohol Province, 123 water samples were collected from

26 municipalities. Using the Philippine National Standards

European Commission implements WASH, shelter, health

activities in Clarin, Tubigon & Inabanga Save the Children and ACF International will be implementing WASH initiatives in 16 barangays of Clarin, Tubigon and Inabanga under the “Emergency Assistance and Early Recovery Support to Earthquake-affected Communities in Bohol Province, Philippines,” which is supported by the European Commission’s Humanitarian Aid department (ECHO). The two organizations are part of the consortium of NGOs that are implementing the Project, which will contribute to improving access to shelter; water, sanitation and hygiene; and health. Save the Children will implement WASH in School initiatives while ACF will do WASH in communities. The health component will be implemented by Merlin while the shelter will be implemented by Care through its NGO partner, Accord. A total of 75,940 men, women, children and elderly will benefit from the Project in the 16 target barangays of the three municipalities. At least 12 of the communities will be provided with the same set of assistance from the four NGOs. Merlin will cover all barangays. The target barangays are: Macaas, Centro, Pooc Oriental, Pooc Occidental and Pandan in Tubigon; Bonbon, Bogtongbod, Nahawan and Poblacion Centro in Clarin; and Ilaya, Sua, Cagawasn, Lawis, Dagohoy,

Bugang, Baguhan and Lapacan Sur. ACF will also provide assistance to Barangay Tinangnan and Ubojan Camp in Tubigon while Care will include Barangay Badiang in Inabanga.

The Philippine Red Cross has been an active member of the WASH Cluster responding to WASH needs in Bohol after the earthquake. PRC has been strategic in imple-mentation WASH interventions, accompanying their activ-ities with advocacy campaigns to promote better hygiene practices and sanitation transformation. This intervention has trained volunteers to facilitate and conduct sessions

in the barangay to address the need for health and sani-tation improvements in the community. This will help the community to open their minds and hearts that each barangay needs to develop their practic-es in order to live a healthy and sanitary lifestyle, in order not to attract diseases which will hinder a good health in each of the families. This also helped the organization see what the community needs and what we can do to at least lessen the gravity of the needs. Through this activity, the community has realized their wrong practices and gradually changed for the better. They have conducted clean-up drives in their areas, es-pecially in the coastal area, and also hygiene promotions in schools for the students to practice sanitary lifestyle. It takes time for a culture to change. Let the community realize gradually about the reality that is happening and let them, by themselves, phantom what to do in order to help their society be healthy.

Following a 7.2 earthquake on 15 October 2013, the Catholic Relief Services (CRS) was one of the first humanitarian organi-zations to send assistance to the Bohol Province, and assess how to meet the immediate needs of the vulnerable affected families and ensure that they live in sanitary environments with access to clean water. After initiating Project Barog (“Stand up Strong in Visayan”): Bohol Earthquake Emergency Response, CRS began its immedi-ate WASH response providing emergency relief, like essential water and hygiene items, access to latrines and bathing cubi-cles, and hygiene promotion. This effort would directly benefit an estimated 8,000 displaced families or about 40,000 direct beneficiaries. Months after the disaster, CRS has reached 38,027 individuals in 60 barangays in three municipalities of Bohol Province in Sagbayan, Antequera, and Inabanga. After the earthquake, access to portable water was limited due to lack of electricity and damaged pipes. Damaged bridg-es and road made transportation difficult to some affected areas. Beginning October, 2013, CRS started procuring water tanks, water chlorination supplies, sleeping items, water/hygiene kits (including water purification tablets), tarpaulins, and nails. It also conducted recovery assessments for recovery shelter benefitting about 870 families with damaged or de-stroyed homes who did not otherwise have the means to re-pair their shelter. Disaster risk reduction is always incorporated in the emergen-

cy response and recovery activities of CRS. CRS activities in-clude capability-building of local health workers and the local government so that they can implement water, sanitation and hygiene (WASH) activities by themselves when CRS turns these over to them. Barangay leaders and evacuation center com-mittees are assisted in coming up with local WASH plans and integrate these with local government plans. CRS also provides technical assistance to families by con-ducting hygiene promotion (HP) sessions in the communities and HP training of Barangay Health Workers (BHW) of the three municipalities enhancing their knowledge, attitude and skills about water, sanitation and hygiene. The fam-ily beneficiaries are oriented on these features.

Resiliency towards Recovery through WASH techniques

ACF International is implementing Water, Sanitation and Hygiene (WASH) to the population affected by 7.2 magnitude Earthquake in Bohol Province. In the first phase of emergency, the team covered the evacuation site (ES) and served 3825 individuals in three (3) sites in the municipality of Maribojoc and Tubigon. Currently, ACF- WASH team working in some remaining evacuation sites, relocation sites and home

based vulnerable families in 21 barangays with the total population of 44,485 men, women and children or 8,897 families. Thirteen (13) schools with 3,600 students in five (5) Municipalities, Buenavista, Mari-bojoc, Tubigon, Clarin and Inabanga. Covering three (3) types of sites (evacuation site, relocation site and home area) demand multi-approaches and designs of appropriate facilities adhering to address person with disability (PWD), gender, protections and dignity issues. Team established participatory-community partnership at the sites and barangay level as well as in the municipal level. Mobilization and formation of WASH committee is an entry-point of the hardware and software activities. WASH planning with the target beneficiaries was done in both ES, RS and HB, to ensure community participation and the intervention design will address di-rectly to the need of the target vulnerable affected families. At present, a total of 6,400 persons covered on improving access to safe water through construction and rehabilitation of water facilities with closely coordinated to the barangay councils, WASH committee, purok leaders and municipal sanitary inspector. Since 7 November 2013, when Supertyphoon Haiyan devastat-

ed a large portion of the Philippines, the humanitarian response

in Bohol has struggled with resources. In particular, the WASH

sector struggled with continuing to respond to the needs of the

earthquake-affected population in Bohol while competing with

other emergencies in supplies, markets and manpower.

For Oxfam-HRC, two key activities were implemented or will

be implemented particularly to answer to the gap of WASH

manpower in the province: the re-echo of the WASH in Emer-

gencies Training to Barangay Councils and Construction for

Water and Sanitation in Emergencies Training.

The WASH in Emergencies Training is an integral part of the

Oxfam-HRC response led by our Public Health Promoters to

train barangay health workers and community health volunteers

better respond to a disaster. But this was one of the first in-

stances where, as part of the action planning, participants iden-

tified barangay councils as key stakeholders to re-echo the

training. Following the WASH in Emergencies training, partici-

pants went back to their barangays and municipal local govern-

ments to serve as facilitators in barangay councils and train

their barangay leaders on WASH in Emergencies. The munici-

pal local governments, led by municipal health officers and

sanitary inspectors followed suit by conducting a municipal-

wide training, particularly targeting the barangays outside

Oxfam-HRC’s coverage.

Scaling up for construction of emergency WASH facilities was

a little more difficult due to the lack of manpower with tech-

nical skill. To answer this problem, Oxfam-HRC will be pilot-

ing a Construction in Water and Sanitation Training for civil

and sanitary engineers of the municipal local government to

provide an orientation on standards, emergency interventions in

water and sanitation, and engineering designs used in previous

Oxfam-HRC responses for various disasters such as typhoons

and flooding. This will be followed by a practical on-the-job

training where municipal engineers will lead the construction of

emergency WASH facilities in remaining camps, temporary

learning centers and identified evacuation centers.

Providing the Construction for Water and Sanitation in Engi-

neers and focusing on municipal engineers would also be ca-

pacity-building key stakeholders who were previously not as

capacity-built as barangay health workers and municipal health

offices. This would also mean tapping added manpower to be

able to scale up construction of WASH facilities and should be

done earlier into the response.

In home based practicing

house hold latrines, sanitation kits distributed through voucher-transfer covered 244 families. At the evacuation site and transitional site, 57 bowls emergency latrine installed covered 174 families. ACF distributed 3,138 hygiene and water kits from UNICEF in three (3) ECs/transitional sites and 11 barangays to the 3,138 families. Hygiene promotion sessions and activities covered 11,550 individuals in all target areas. The topics and key messages were varied on the context practices. WASH committees/BHWs ensuring weekly monitor-ing and follow-ups. Sustainability and strategic exit-strategy approach is a simultaneous capacity-building with the target beneficiaries and advocating at the B/MLGU level to reflect and get some glance to review the existing practices and policies on WASH.
