Veto Meaning -- to rejectThe Congress
(legislative branch) can make laws, but the President may veto any act of Congress. Congress, in turn, can override a presidential veto by a two-thirds vote in each house.

Specifically, it is the power of a court to determine the constitutionality of a governmental action.

Formal AmendmentMethod to
change or add to the written language of the Constitution. The changes or additions become part of the Constitution.
First MethodAn amendment proposed by two-
thirds vote in each house of Congress and then ratified by three-fourths of the State legislatures. (Twenty-six of the 27 amendments were adopted in this manner.)
Second MethodAn amendment proposed by
Congress and then ratified by specially-called conventions in three-fourths of the States. Only the 21st Amendment was adopted in the way (1933).
Third MethodAn amendment proposed by a
national convention, called by Congress at the request of two-thirds of the State legislatures (34 of the 50 today).
