WORKSHOP SUMMARY

1. WELCOME, WORKSHOP PURPOSE AND PROCESS Linton Pike (workshop facilitator) welcomed participants to the workshop, outlined the process and explained that the workshop will:

• Provide a project update for the Wanneroo Road Ocean Reef Road Construction Reference Group; and

• Identify and address the priority considerations for the group. The workshop agenda is provided at Attachment One. A list of workshop participants is provided at Attachment Two. Linton thanked all members of the CRG for taking the time to participate in the group. Each CRG member provided a brief personal introduction. 2. PREVIOUS MINUTES INCLUDING ACTIONS ARISING CRG member comment was invited on the previous minutes.

• No changes were requested. A number of actions arising were reported on as follows:

During construction, commuter cyclists will be directed onto the trafficable lanes. Keith will check on the signage blocking the path along Ocean Reef Road.

The signage issue was addressed. Additional signage has been installed and will be explained later in tonight’s presentation. It was explained that the WBHOSRG Project Manager role had transitioned from Keith McLean to Stuart Douglas

Harminder offered to provide a link to City of Wanneroo’s heritage staff for material, colours, wayfinding, etc. WBHOSRG will discuss further with City of Wanneroo in the first instance to find if there are any clear ideas prior to further involvement with Mark Datodi. Action or Comment Status / Update

The use of coppers logs or other means to block people taking irresponsible actions to get onto Backshall Place from Ocean Reef Road will be needed as not everyone obeys the rules. Harminder agreed to look into local access issues further.

ACTION: Harminder

The City has inspected and reinstated or installed bollards along the northern verge of Ocean Reef Road (where required) to control unauthorised access to Regents Waters Estate from Ocean Reef Road. The City is also undertaking ongoing inspections to ensure that any damaged bollards are reinstated immediately.

3. PROJECT UPDATE

Stuart Douglas explained that the design is well progressed as shown below: • City of Wanneroo approval of the temporary roundabout Traffic Management Plan is

still pending; • Four slip lanes have been incorporated into the roundabout to assist with turning

movements; • Temporary sacrificial pavement has been installed to ensure safe and appropriate

traffic movements are retained while the bridge and other works are completed; • The northbound Wanneroo Road u-turn is working well but there have been some

issues related to traffic cones that are being addressed; • Noise walls are being built in the north east quadrant before traffic is diverted. Other

noise walls will follow later. The noise walls vary in height from 3m – 4.5m tall; • Four traffic switches are planned by mid-November 2019, subject to weather. These

will be followed by seven more traffic switches to keep traffic moving; • The intersection closure and temporary detour, should only be in place for one night; • The new path is planned for completion and asphalting by 16th November 2019; • The project team met with WestCycle to discuss cyclist provisions.

A more comprehensive update is provided below. 3.1 Current Status The current design status is shown below

Services

Western Power – Street lights have been removed and power is being relocated underground with the intention of having the distribution lines removed by mid-December 2019; Water Corp – 900 diameter supply line relocated; Atco Gas – Will have completed the relocation of the HP and MP gas lines mid-November; Telstra, NBN and AARNET continue with the relocation of their assets.

Temporary roundabout

Ocean Reef Road (east) relocated to the north to enable permanent construction of the road. The temporary roundabout is due to open on 16 November 2019.

Noise walls First panels installed on the north eastern side of Wanneroo Road.

3.2 Temporary alignment The current design status is shown below

• Process to switch traffic commencing Saturday 16 November; • Right turn into Villanova Street from Wanneroo Road southbound temporarily closed

(6-8 weeks); *post meeting update: following feedback from City of Wanneroo, options were explored that resulted in right turn access from Wanneroo Road southbound into Villanova Street remaining in place

• There will be several changes to the east / westbound traffic to enable construction of the temporary roundabout to occur.

3.3 Cyclists Temporary cycling routes are proposed during construction:

• Cyclists can choose to use the road during construction works, or switch on to temporary paths;

• The temporary paths will be clearly signposted to ensure pedestrians and cyclists can safely navigate the project area; and

• The temporary cycling routes are shown over the page.

A comprehensive local cycle network will result from the interchange including:

• Shared path along Ocean Reef Road (east/west) will be free flowing for cyclists; • Shared path on the eastern side of Wanneroo Road will include a stoppage point to

enable cyclists and pedestrians to safely cross Ocean Reef Road;

• There will be 1.5m wide shoulders for cyclists to use on Wanneroo Road and the Wanneroo Road Bridge;

• There will be no shoulders on the north/east or south/west off-ramps. Cyclists can use the shared path adjacent to the ramps.

• The final alignment of cycling routes is shown below

3.4 Noise Walls The current design status is shown below

• Priority has been given to constructing noise walls in the north-east quadrant adjacent to the temporary alignment. These are scheduled for completion by 16 November 2019;

• All noise walls are scheduled for completion by early 2020; • Mark Datodi is developing 4m x 2m aluminium artwork to acknowledge the heritage

importance of Cockman House.

3.5 Backshall Place

• Detailed design is currently being finalised; • Widening the Backshall Place approach to accommodate two lane width (left and

right turn out); • No change to right turn out movement layout to discourage rat run movements. • Provision of channelized left out, to avoid:

o Left-in (illegal) from Ocean Reef Road; o Two vehicles turning right out in parallel.

A number of questions resulted as follows.

Q Will supporting signage be provided for the temporary loss of access to Villanova Street?

A

Yes, including the use of trailer mounted variable message boards to give advanced warning to road users. Other supporting communications will follow. *post meeting update: following feedback from City of Wanneroo, options were explored that resulted in right turn access from Wanneroo Road southbound into Villanova Street remaining in place

Q CRG members advised that project email information is being received and is very informative.

A The feedback was acknowledged and welcomed by the project team.

Q

The loss of right turn access into Villanova Street will be of concern to the community and they will come to City of Wanneroo first. Please look for an option that allows for the right turn to remain. If not MRWA needs to clearly explain the reasons including level differences and other. This will result in more access from Scenic Drive and James Spiers Drive and we need to explain why it is needed. Geoff noted that the Ocean Reef Caravan Park community has been very satisfied with signage and information provided. The damaged bollards are the only issue for caravan park residents.

It is much safer for southbound road users on Wanneroo Road to travel to the roundabout and make a u-turn to return to Villanova Street and enter via the available left turn in. The team will communicate the changes, the reasons why they are required and the temporary nature of them. *post meeting update: following feedback from City of Wanneroo, options were explored that resulted in right turn access from Wanneroo Road southbound into Villanova Street remaining in place

ACTION: Louise Richardson and Stuart Douglas

Q The cycling lane is currently dangerous. Will anything be done to reduce the risks?

A

We monitor road, cycling and pedestrian movements across and through the site and respond to emerging risks with signage to alert drivers to the presence of cyclists. It is a constrained environment and we haven’t had any incidents or accidents reported and we monitor it closely. The petrol station has been better since the u turn was placed too. Signage is important and people need to be aware of what is proposed. We will continue to monitor and respond to emerging issues should they arise.

Q Will noise walls be provided on the eastern side of Wanneroo Road?

A Noise walls are provided in the north eastern quadrant but the south eastern quadrant doesn’t exceed noise levels and does not require noise walls.

Q Will the power poles remain in the current locations?

A The poles remain, we are within 1m of them and they will require barrier protection.

Q Will artwork be used on both sides of the noise walls?

A No, artwork will be provided to the road side of the walls only.

4. COMMUNITY AND STAKEHOLDER ENGAGEMENT Louise Richardson explained that:

• Project information is being emailed and letter drops are now occurring; • 8 responses received from the community regarding loss of the right turn from

Villanova Street onto Wanneroo Road southbound. No additional feedback has been received since the closure;

• Noise walls will be built in the north eastern quadrant during mid November 2019. Recent activities:

• Consultation with Andrews Turn residents regarding noise wall colour; • Ongoing engagement regarding construction impacts; • Advanced notices of works via email and letterbox drops; and • Enquiry management.

Upcoming activities:

• Traffic switch - website, email to database (695 subscribers), letterbox drop, advert in Wanneroo Times;

• Project newsletter distributed to approximately 13,000 homes in late November; • Ongoing engagement regarding construction impacts; • Advanced notices of works via email and letterbox drops; • Enquiry management.

• The extent of the newsletter distribution is shown below.

A number of questions resulted as follows:

Q What stage will the works be at by the end of 2019?

A

Traffic will have been diverted to the temporary roundabout to enable bridge construction to proceed with pier footings and abutment construction already underway. Lots of fill will be placed for the Wanneroo Road approaches with lots of earthworks generally. Project stand down from 20 December 2019 to 6 January 2020. A small traffic crew will remain in place during the stand down period.

Q It would be better to allow extra time for construction work needed to enable the reopening of Villanova Street and tell people that Villanova Street will be completed in 10 weeks. If we re-open it early that would be a positive.

The suggestion is noted but we are confident of completing the necessary works subject to weather conditions. *post meeting update: following feedback from City of Wanneroo, options were explored that resulted in right turn access from Wanneroo Road southbound into Villanova Street remaining in place

Q Recent asphalting work has a very strong bituminous odour. Maybe let people know to shut doors and windows while these works are underway.

Q We reported concerns at recent dust issues recently. The same afternoon a water truck was in place providing dust suppression, thank you. Things are going ahead well – my compliments in a windy period at that time.

A Thank you, windy conditions make it harder for us to manage dust. Please let us know when issues arise and we will try to fix it.

Could we do another newsletter to cyclists to communicate cycling options for them. Answer: We are working on a Fact Sheet that will be shared with WestCycle and City of Wanneroo Councillors. We will also talk to the school about traffic switches impacting on school access and drop off. Cycling will be disrupted and the project team will keep them informed.

Verbal and written project information is very positive and helps for those that are not computer literate. The project is progressing well and is being well run. We need to monitor Backshall Place intersection with Ocean Reef Road with safety issues resulting from speed differential and turning traffic

Thanks for doing an amazing job. Project communications are important – if people are informed, they will work with the project. Is the Madeley Facebook page being used? Answer: Regent Waters is another Facebook page and we are not group members. Getting involved in personal posts is dangerous ground and strongly opinion based so we avoid doing it. City of Wanneroo encourages posting of responses to comments and questions raised via Jackie or Glenys to post. Louise to note that as an option to get project information out and to address possible project misinformation or misunderstandings. The same applies to City of Wanneroo Facebook page to share information

products and possible surplus limestone for use elsewhere in the City of Wanneroo; • Lessons learnt from traffic switches.

Next steps include: • Finalise and distribute this Workshop Summary; and • Schedule the next meeting for the first quarter of 2020 – possibly February. This

should match milestones and/or major switch.
