Thematic Coverage selected after consultation with the MS

70% of exchange and learning budget to be dedicated to 5 Thematic Objectives:

strengthening research, technological development and innovation (TO1) supporting the shift towards a low-carbon economy in all sectors (TO4) protecting the environment and promoting resource efficiency (T06) promoting social inclusion and combating poverty (T09) promoting employment and supporting labour mobility (T08)

The remaining 30% will be available for all other themes based on a bottom up approach
