BACKGROUND NOTE:1. This is the latest in the raft of Questions from Lord HillNorton about UFO-related issues. Of late he has beenparticularly concerned about the arrangements within theDepartment for handling UFO sighting reports, UFO filesheld in the Public Record Office, and the role of RAFFeltwell.2 . This latest Question follows on from PQ 3293 (OfficialReport 1 5 July col WA26). A copy is attached at Tab Atogether with the relevant background note. In parallel LordHill-Norton has written to SofS and USofS (PE US3909/98,copies at Tab B). It is clear from the letters that hebelieves the installation of the answerphone to have been adeliberate ploy to reduce the number of reported s ghtings.This is not the case; it was installed in February 1997 tofree more time during the working day for the desk officers inthe Section to deal with core tasks. The number of reportedsightings has decreased in 1998, but probably because 1997 sawan increase in media interest s t . e m m i n g f r o m a number of books,television programmes and other events, not sustained thisyear.3. In the past, sightings could always be reported out ofhours to MOD duty officers. Leaving the answerphone on willrelieve them of this chore (though this is probably not LordHill-Nortons motive) and we will start doing this withimmediate affect.4.
