Our mission is to build a permanent pool of endowed funds to serve the broad charitable needs of our community, to manage these funds responsibly, and to use them effi ciently in responding to our community’s changing needs and opportunities.2 tuckerfoundation.net

PRESIDENT’S LETTERDear Friends,

Serving for a second year as President of the Tucker Community Endowment Foundation has been a privilege and an honor.

I am fortunate to serve under the oversight of an exemplary Board of Directors whose reputation for leadership and community service is second to none, and a staff whose professional expertise and personal commitment to philanthropy would be the envy of any organization.

What an amazing and action packed year for the Foundation! With the addition of the Kep and Alice Smith Trust, the continued growth of our other endowments, and pass-through donations made by generous donors, we were able to award 49 scholarships for a total of $67,100, and over $180,000 in grants.

The Foundation also sponsored a new community event, Run For It. This exciting event attracted more than 300 participants and generated over $32,000 for community organizations. We plan to make this an annual event.

Combining the $424,000 that was awarded from the William M. Harman Fund with the above totals, the Foundation provided over $800,000 to the communities we serve.

Families, businesses, and individuals have made a lasting impact through the charitable funds established with us and through the gifts received over the years. By pooling these funds and gifts it enables us to effi ciently support and act in response to our community’s changing needs and opportunities.

As I refl ect on this past year, I see how fortunate we are to do the work we do. We are grateful to our donors and our community’s faith and trust. Your benevolence and desire to make a difference are the qualities that exemplify the very best of community!

Winston Churchill once said, “We make a living by what we get; we make a life by what we give.” The Foundation can provide the framework for long term giving that will infl uence the life of the giver and the life of the receiver.

My sincere hope is that you will continue to support the endeavors of the Tucker Community Endowment Foundation. THE POWER OF GIVINGYOU DONATE . . . WE’LL DISTRIBUTE

DECIDE

Decide what purpose you want your donation to serve. You can donate to a specifi c area of interest, for example: arts, recreation, health, youth, education/scholarship, historic preservation, or you can choose to give to general charitable purposes. Unrestricted gifts allow for maximum fl exibility in awarding the money where it is most needed. Donations may be made in honor or in memory of friends and family. All donations to the Foundation are tax deductible.

DONATE

The simplest way to make a gift to the Foundation, either to an existing Endowed Fund or to create a new fund is with cash. Donations in any amount are accepted. Make checks payable to TCEF and mail to the Foundation offi ce at P.O. Box 491, Parsons, WV 26287.

Starting your own Endowed Fund allows you to name your fund and determine the distribution guidelines. Endowed Funds can be initiated in less than an hour. Call the Foundation offi ce for assistance or visit the Endowed Fund link at tuckerfoundation.net.

Donations to Tucker Community Foundation are invested for growth and income. The income generated is distributed in the form of grant and scholarship awards allowing the original donation to grow for perpetuity.

The Foundation also accepts gifts of appreciated securities, life insurance, bequests, and other assets (real estate, jewelry, etc.), subject to review.

DISTRIBUTE

The Foundation distributes scholarship and grant awards annually. Awards are generally based on a competitive application process. Pass through donations allow for direct distribution to the named charitable recipient(s).

HOW TO RECEIVEApplying for Scholarship or Grant Awards

SCHOLARSHIPSScholarship applications are available each year after Feb. 1. Applications are available on-line at tuckerfoundation.net, at the Foundation offi ce in Parsons, and at high schools within the Foundation service area.

The deadline for all scholarship applications is the fi rst Friday in April. Applications being mailed must be postmarked by that date.

The Foundation offers a wide variety of scholarship awards. To see a current list of scholarship awards visit the Foundation website or call the offi ce. High school, college and non-traditional students are encouraged to apply. Scholarships are also available for students wanting to attend a trade or vocational school. K-12 students attending a Christian elementary, middle, or high school are also eligible.

In addition to the Endowed Scholarship Funds of TCEF, unrestricted scholarship funds allow for additional distributions to qualifi ed students anywhere within the TCEF service area.

GRANTSThe Foundation awards grants to community organizations within its six county service area.

Grant applications are available on-line and at the Foundation offi ce each year after August 1. The deadline for submitting a grant application is the third Friday in September. Applications being mailed must be postmarked by that date.

To view a current list of grant funds, visit the Grants link on the Foundation website. TCEF encourages grant projects that serve the arts, environment, recreation, health, youth, education, historic preservation, senior citizens or general social and community investment. Special projects and innovative programs are considered on a case by case basis.

The Foundation staff is available to assist applicants. Call the Foundation offi ce to schedule an appointment.

The WV Children’s Vision Rehab Program received support from unrestricted funds of TCEF.

Scholarship awards are distributed after the annual Board of Directors’ meeting held each May. Scholarship awards are made possible by the generosity of donors contributing to the Directors’ General Fund of TCEF as well as donors who contribute to existing Endowed Scholarship Funds managed by TCEF. The following Endowed Funds have been established by donors wishing to create a perpetual funding source. More than $67,000 was distributed to area students as a result of the 2007 Scholarship Awards.

The Old Brick Playhouse Theater, located in Elkins, was supported in part by Foundation grant funds. Pictured are students performing in Around the World in Eighty Days. Theater apprentices are given additional assistance with the college application and scholarship process.

Education

Grant awards supported the Accelerated Reader and the Reading First Programs. The Accelerated Reading Program allows students to progress on their own level. The Reading First Program is a comprehensive reading curriculum.

The Davis Riverfront Park received funds from several Endowed Funds of TCEF for trail upgrades.

A nursing student used a grant award to fund a H.E.L.P. for Tots program. The program taught young children about healthy eating habits and the importance of physical exercise.

The 4-H Junior Equestrian Team (JETS) traveled to Pittsburgh to see the world famous Lipizzaner Stallions perform.

A local Girl Scout Troop was able to purchase uniforms, patches, pins and handbooks.

HARMAN FUNDSThe late William and Louise Harman will forever be remembered for their amazing gifts to the place they called home. The City of Parsons receives annual distributions from two Endowed Funds established by the Harmans. The Louise Harman Fund was established in 1992. The William M. Harman Fund was established in 2003. Both funds benefi t Parsons City Cemetery, Five Rivers Public Library, Mill Race and River City Parks. His Fund includes “for the general good of the citizens of Parsons”.

The City of Parsons was able to purchase a dump truck with money from the William Harman Fund. The fund has supported a variety of city projects that benefi t residents and visitors alike.

The legacy they have created through these funds will have a signifi cant, lasting effect on the quality of life enjoyed by so many here in the heart of Tucker County.

Since 1992, combined distributions from the William and the Louise Harman Funds of TCEF have exceeded $1,490,363.

KEP AND ALICE SMITH TRUSTThe legacy of Elliot Kepler “Kep” Smith (7/29/1914 – 7/29/1998) and his wife Alice Mae Degler Smith (9/15/1919 - 7/23/2006) lives on through their magnanimous bequest to the Tucker Community Endowment Foundation. Natives of Tucker County, and residents of Parsons, this couple was well known and highly respected throughout the area.

The Smiths’ bequeathed the income earned from one half of their large estate to the Foundation. Although the funds generated from the trust are unrestricted, the Foundation has been diligent in honoring projects and causes identifi ed in a fi nal letter from Mrs. Smith.

In 2007, over $88,000 was distributed from the Smith Trust income to the following entities:

Tucker County 4-H for camp expenses and scholarships• Salvation Army activities in Tucker County• WV Public Television & Radio• Five Rivers Public Library• Mt. Top Library• Tucker County Emergency Medical Squads• Tucker County Historical Society• Tucker County Board of Education for the purchase of Electronic White Boards• Thomas Park Board• Support for developmental efforts of TCEF - Run For It, training and equipment• Tucker County Commission for emergency generators at community evacuation centers•

For those lucky enough to have known the Smiths, their memories are indelible. With this Trust, Kep and Alice’s vision and love of community will be experienced and remembered for generations to come.

IN MEMORYA lifelong resident of Davis, Paul A. Meyer, left his legacy through a $50,000 bequest to the Davis Cemetery Fund of TCEF. The Davis Cemetery, located close to Paul’s home on the outskirts of Davis, served as the fi nal resting spot for his beloved wife and many of his family members. As long as he was physically able, Paul took care of the family graves himself.

It was his request that only the interest earned from his donation be spent annually for Davis Cemetery maintenance. He placed his bequest with the Tucker Community Endowment Foundation for “conservative investment”. Cemetery Preservation Funds

of the Foundation are used for the maintenance, repair, and restoration of cemeteries that are governed by a board of trustees.

In October of 2006, Margaret Fortini Siembieda initiated the Davis Cemetery Fund of TCEF. The fund grew quickly in response to a fund drive Ms. Siembieda initiated with former classmates and alumni of Davis High School. With the addition of the Meyer bequest, the Davis Cemetery Maintenance Fund of TCEF will distribute its fi rst award in the fall of 2008.

SPECIAL THANKS The Board of Directors and Foundation staff would like to thank two very special groups of donors. Uncle Sam’s Birthday Party ticket holders added over $9,000 to operating funds that benefi t grant and scholarship awards. Run For It participants and race sponsors contributed generously to a host of Endowed Funds of TCEF. In addition to the Run For It teams previously acknowledged, the following teams and their sponsors supported a variety of other community causes: Team Cougar Pride, Team Harman CEOs, Team Davis Thomas Elementary and Middle School Bears, Team Girls on the Run, Team Pioneer, Team Tucker County Connections, and Team Tucker County Trails. You can designate a certain dollar amount, or you can name TCEF as residuary or contingent • benefi ciary. You can name the cause you wish to support, or the bequest can be unrestricted giving TCEF maximum • fl exibility in distributing it where and how it is most needed. You may establish an Endowed Fund of TCEF through a bequest. You can name the fund and the • distribution criteria in your will. Consult with your attorney and the Foundation offi ce for proper wording of the bequest. You may bequeath other assets to TCEF. Real estate, jewelry, coins, etc. may be accepted subject to • review.

2. You may name TCEF as a benefi ciary of a new or existing life insurance policy.

Life Insurance provides several options for giving. You may donate an existing, paid up policy, and receive an immediate tax deduction or you can take out a new insurance policy naming the foundation as owner and benefi ciary. Your annual payments to the Foundation to pay the premiums are fully deductible as a charitable contribution. Contact the Foundation offi ce for more information.

3. You may want to consider designating the Foundation as a benefi ciary of your retirement account. Your estate will receive a deduction for estate taxes and the Foundation will not incur taxable income.

THE ORIGIN OFTUCKER COMMUNITY ENDOWMENT FOUNDATION

Tucker Community Endowment Foundation was started as a grass root effort by local visionaries who witnessed the devastating fl oods of 1985. Those individuals realized there were few local resources to address the pressing needs of local residents and businesses that were affected. They vowed to do something about it; three years later the Tucker Community Endowment Foundation was formed.

The Foundation became a formal entity in 1989. Until 2004, the organization was run strictly by an all volunteer board. In July of 2004, a full time Executive Director was hired, and that fall TCEF offi cially acquired offi ce space in Parsons.

TCEF has grown signifi cantly due to the generosity and vision of our donors. TCEF manages over 70 Endowed Funds with assets in excess of $17 million, and we are still growing! The Foundation serves a six county region that includes Barbour, Grant, Preston, Pocahontas, Randolph and Tucker counties.

TCEF is a founding member of both the West Virginia Consortium of Community Foundations and WV Grantmakers, and also a member of The Council on Foundations, the largest national organization serving foundations.
