From 2009 to 2012, Oxfam worked with 11 local partners to implement the Building Disaster Resilience Programme in 16 districts and 6 provinces (Papua, West Papua, East Nusa Tenggara, West Nusa Tenggara, North Sulawesi and Central Sulawesi). The programme aimed to support the efforts of disaster risk reduction through increasing the capacity of vulnerable community members, Non Governmental Organizations (NGOs), and government. Through this programme, community members conduct participatory disaster risk assessments and community action plans (CAP) at the village level as their main activities to help reduce the risk of disasters.

During CAP implementation, the community members put further effort into obtaining financial support from various funding sources, such as: Government agencies (52%), Village Medium Term Development Plan - RPJMDES (25%), PNPM (17%), non-government organisations (5%), and the private sector/business institutions (1%). The data indicates that private sector’s participation in disaster risk reduction (DRR) activities is still limited. However, there are various reasons for the limited role of the private sector in DRR, such as: (1) limited access to adequate information concerning private sector/business in DRR and their participation (2) lack of knowledge concerning private sectors/business in DRR and their role/contribution and (3) there is not enough dialogue opportunities between private sectors/business and NGOs.

Based on this experience, Oxfam considers it important to provide information on private sector/business and their contribution to DRR activities by publishing the ‘Private Sectory Directory on Disaster Risk Reduction’. The purpose is to increase the knowledge of the private sector regarding Disaster Management and the cooperation of various stakeholders. This initiative was implemented by the ‘Building and Deepening Resilience Project’ in Eastern Indonesia and was also supported by DFAT (Department of Foreign Affairs and Trade) through the Australia-Indonesia Facility for Disaster Reduction Australian Aid and the European Union through the Disaster Preparedness Programme (DIPECHO), 2012-2013.

Oxfam is collaborating with various stakeholders at the national level, e.g. the National Disaster Management Agency (BNPB), UNOCHA, and the Disaster Resource Partnership (DRP) in the process of directory development. The directory presents company profiles and experiences related to Disaster Management including both emergency response and DRR. All data is collected in conjunction with the Disaster Management National Agency or Badan Nasional Penanggulangan Bencana (BNPB) - Business Role Division programme through questionnaires and data collection, online research and further follow up communications to verify the information with the respective companies.

This directory has different versions e.g. (1) the printed version/book. This version will be distributed to various stakeholders at the regional and national levels and (2) the online version. This version has been handed over to BNPB for further management and follow up in terms of maintenance and/or updating.

PRIVATE SECTORS’ROLE

In disaster management efforts, the needs in the field are always much more than the available resources. Thus, the role of all parties needs to be improved from time to time, from either the government, humanitarian organisations or the private sector (business).

UNISDR recognises that the private sector (business) includes important stakeholders in Disaster Risk Reduction (DRR) efforts. Private sector (business) in particular has an important role in reducing the socio-economic vulnerability of disaster management. After a disaster strikes, the private sector can take part to ensure resilience and economic growth at both the national and international level. When the private sector (business) plays their role, the affected community members are not fully dependent on the government during the recovery process post disaster.

The Five Essentials for the private sector (business) in DRR are: first develop and implement internal codes of conduct and procedures; support the development of national and local laws, regulations, and policies when possible and needed; second leverage sectoral private sector expertise and strengths to advance disaster risk reduction and mitigation activities, including enhanced resilience and effective response; third promote public-private partnerships for disaster risk reduction to analyze the root causes of continued non-resilient activity and

GLOSARRYcapacity: The combination of all the strengths, attributes and resources available within a community, society or organisation that can be used to achieve agreed goals, including those related to disaster risk reduction and climate change adaptation.

Disaster: An event of a series of events threatening and disturbing the community life and livelihood, caused by natural and/or nonnatural as well as human factors resulting in human fatalities, environmental damage, loss of material possessions, and psychological impact. (Act Nr. 24/2007).

Disaster risk reduction: The concept and practice of reducing disaster risks through systematic efforts to analyse and manage the causal factors of disasters, including through reduced exposure to hazards, lessened vulnerability of people and property, wise management of land and the environment, and improved preparedness for adverse events.

Private sectors show their commitment on DRR by: (1) making Business Continuity Planning a priority activity; (2) educating their organisations on the necessity and benefits of disaster risk reduction and building resilience; (3) increasing the collaboration of private and public entities to build the resilience of Asian communities; (4) emphasizing DRR and building resilience for corporate sustainability; (5) engaging in Public-Private Partnership in regional forums and (6) participating in the 2013 Global Platform on DRR 2013 and in the consultations for the post HFA 2015.

natural hazard: A natural phenomenon or process that may cause loss of life, injury or other health impacts, property damage, loss of livelihoods and services, social and economic disruption, or environmental damage.

vulnerability: The characteristics and circumstances of a community, system, or asset that makes it susceptible to the damaging effects of a hazard or the impacts of climate change.
