CHAMBER COMMITTEES
The Chamber has committees that work on specific projects and meet as needed. Being active on a committee affords Chamber members the opportunity to share their business knowledge and skills with others, develop reciprocal relationships and contribute to meaningful projects within the Nanaimo business community.

Executive Committee
Purpose: The Executive Committee sits as an advisory to the Board of Directors.

Finance & Budget Committee
Purpose: To routinely review and examine the financial affairs of the Chamber and to prepare and present to the Board, at the beginning of each fiscal year, a budget of estimates of expenditures and revenue for the ensuing year. Chair: Mike Thompson, Treasurer Members: Executive Committee
Nomination Committee
Purpose: To prepare a list of nominees, from the membership at large, for the office of Director to fill vacancies on the Board of Directors. Chair: Mike Delves, Past Chair Members: Marianne Turley, Chair, Kim Smythe, CEO

BOARD COMMITTEES AND TASK FORCES
Government Affairs Committee
Purpose: To identify issues impacting our business community and to accept and evaluate issues identified by others. Where appropriate, the committee shall establish a position on an issue and an action plan for conveying the position to the appropriate parties. Chair: Wally Wells
Report from the Government Affairs Committee
The Government Affairs Committee is a Standing Committee of the Board of Directors. The Committee considers matters relevant to doing business in our city primarily with City Council and City administration but addresses other agencies as well that have influence over our business climate. The committee makes recommendations to the Board of Directors for action.
The focus of the committee during 2014 was the then upcoming municipal election. The Chamber does not recommend or endorse any specific candidates; however it is appropriate for the Chamber to develop a platform that generally supports our business interests and a better community. This the Committee did and the Board of Directors adopted a six point program. This was the basis for any discussion with candidates that asked. A sub – committee was formed to address a number of issues respecting election readiness including getting out the vote.
After the election, the committee started work on preparing for a presentation to Council to bring the Chamber’s position forward. The election platform formed the basis of the presentation made by Chair Marianne Turley to Council along with a plea to have Council work together to move the City agenda forward. Raised with Council at the time of the presentation was a request to freeze City business taxes at current rates for 5 years to make Nanaimo more competitive with other locations. Follow-up information was given to Council by Kim Smythe our CEO. The committee now is addressing the “core Review” that City Council intends to undertake to ensure Chamber input.
Other issues addressed by the committee included, BC ferries, Regional District of Nanaimo, Solid Waste Management, over regulation and access to city hall. With a new Provincial transportation strategy announced and on-going transportation and Island access issues, a new Transportation committee has been formed.
We would like to thank all members of the Government Affairs Committee for their early morning attendance.

Successful Cities Committee
Purpose: Over the next few months, this committee will work to explore how Nanaimo can become one of British Columbia’s most Successful Cities. Chair: Sarah Lane Succession Planning Committee
Purpose: To examine the pressing need for action on succession planning for Small to Medium Enterprises (SME). Chair: Donna Hais
Report from the Succession Planning Committee
A number of years ago, the Nanaimo Chamber of Commerce recognized the emerging need for a campaign to create awareness around Business Succession Planning. According to Industry Canada, in 2011 SME (Small to Medium Enterprises) made up 98% of the businesses in Canada and 48.3% of the Canadian labour force. These businesses represented half a trillion dollars of our Canadian GDP. It quickly became apparent to the Chamber that with the number of business owners planning to retire (66% of these SME Owners with 10 years), a plan for sustainable transfer of business was needed. To this end, the Nanaimo Chamber had a policy published with the BC Chamber in 2013 which requests the Province review red tape issues around the transfer of business ownership.
While work in the government sphere was happening, the Nanaimo Chamber put together a comprehensive plan to create and implement a Community Stakeholder Committee. The purpose of the Committee was and is to put together an education component to Business Succession. Currently in its inception phase, a website template has been created which will help lead both Business Owners wanting to sell and potential Business Owners who want to buy, navigate the deep waters of transferring a business. Stay tuned, anticipated launch of the site is expected in 2015!!!!

Transportation Committee Purpose: To analyze local, regional, provincial and federal transport systems and policies and their impacts on Nanaimo businesses. Chair: David Littlejohn
Report from the Transportation Committee
Because an efficient transportation network is key to the success of every business, particularly on an island, it was decided to create a transportation committee to analyze local, regional, provincial and federal transport systems and policies and their impacts on Nanaimo businesses.
At this stage the committee terms of reference have been established and members are being recruited. David Littlejohn has agreed to be chair. The chair and Kim Smythe attended one meeting in the fall with provincial transport officials and a variety of regional politicians and senior bureaucrats. Mr. Littlejohn expressed serious concerns about the impact of deteriorating ferry services and ridership on Nanaimo Businesses which were echoed by others in the room.
The committee should be fully operational early in the new year and will welcome input from all members of the chamber.

Inspire Nanaimo The Chamber led a public process to define a ‘successful city’ and worked to embed these principles into Nanaimo’s official Corporate Strategic Plan as a way of working towards success as a community. In 2013, a tri-partite agreement between the Greater Nanaimo Chamber of Commerce, the City of Nanaimo and Vancouver Island University was formed to continue to promote the Successful Cities concept. Team Nanaimo A partnership of the Greater Nanaimo Chamber of Commerce, Vancouver Island University, Nanaimo Port Authority, Nanaimo Airport Commission, Nanaimo Economic Development Corporation and the City of Nanaimo that works to bolster the local economy and create jobs through a coordinated approach. Current projects are seeking LNG investment at VIU and the Port of Nanaimo and assisting in the $11 million Airport Expansion funding request. Chamber Representative: Kim Smythe

CHIEF EXECUTIVE OFFICER’S REPORT – KIM SMYTHE, CEO
Moving beyond our first 125 years towards the future, the Greater Nanaimo Chamber of Commerce is faced with increased potential opportunity as we witness the evolutionary progress in our local economy. Existing local businesses, and the entire community, are the beneficiaries of likely outcomes – if our potential is realized. First we need to understand the changes in our local economy, and the influences there.
The relative weight of sectors is shifting, segments within these are changing, technology is becoming an ever more important component of all business and entrepreneurial spirit has never shown so much vitality in our community. Targeted business attraction strategies to purposely mold a new economic picture is now showing significant results. The growth of the high-tech sector has been exponential, our knowledge-based economy continues to move ahead with strength, and light industry is gaining steam with major new projects in progress and more in the plans.
The Chamber works with our community partners to drive economic success in the region. This year, the Airport Authority, Port Authority, Vancouver Island University, Nanaimo Economic Development Corporation and City of Nanaimo have combined forces with us to attract investment, infrastructure support, and create opportunity. To achieve this, we’ve worked together with senior levels of government to create awareness of Nanaimo’s plans and prospects and show our cohesive and collaborative approach to economic growth.
Getting past age 125 provided some growing pains that required investments in the Chamber’s future. The board has provided that investment wisely, a demonstration of their long-term prudent management of resources. With many of these growing pains behind us, we can concentrate on our core services to members, membership growth, and government advocacy.
In 2014, we’ve enjoyed numerous federal government leaders visiting our community showing interest in a number of facets of our economy. Provincial leaders, including cabinet members and the Premier have engaged in multi-level meetings on many issues affecting the community. And, of course, we took on a leadership role during the municipal election, producing significant change that we will see play out over the next four years.
The Chamber has presented its platform principles to Council to guide their decision making, and recommended priority actions. We are now involved in tactical discussions of how to achieve some of those priorities.
The Chamber continues to enhance and expand its value proposition to the community, its partners and its valued members. We’re glad you’ll be with us for the first of the next 125 years… and many more!

TREASURER’S REPORT – Mike Thompson
2014 was another year of transition for the Chamber,
organizational improvements and investments including key
staff changes lead to annual expenses in excess of revenues that
were covered by reserves.
For the first time in over 5 years, our overall membership
numbers increased, despite the changes in our Members
Services staff. This increase is testament to the increased focus
on continually working to improve, and prove, the value of
Chamber membership.
Voluntary contributions by our members to our Scholarship and Community Benefits Fund,
allowed the Chamber, on behalf of its members, to double the bursary donation to the Nanaimo-
Ladysmith Schools Foundation, and add a donation to the Nanaimo Aboriginal Centre for
educational resources.
A number of new member benefits and new programs for our members were introduced. And
2014 saw the introduction of a number of new events many of them part of a yearlong celebration
of our 125th Anniversary.
The Chamber remains in a strong financial position with $441,207 of Net Assets. We hold capital
assets with net book value of $543,101 – primarily our land and building which thanks to the
generosity of you the members is now mortgage free.
We have a strong team in place at the Chamber working to ensure quality membership service and
value for your membership investment. As we begin the first year of our next 125 years, our
commitment to our members, and the greater community, is to continue to build Better
Community through Better Business.
