Addressing Tests on IEPs

Testing Matrix: It is important that all tests listed for each grade level be included/addressed on the IEP

Changes Made to IEPs It is important that Guidance Counselors

and Instructional Specialists be promptly notified whenever changes are made to IEPs that relate to testing.– PowerSchool has to be coded accordingly

The BIG data pull of the year occurs just before the 90th Day in January. This data pull determines the customized materials received for PASS, Spring HSAP, ELDA, and Spring EOCEP.

Changes made to the IEP and 504 plans immediately before testing may not reflect accommodations that are in the best interest of the student.

Daily Instruction and Testing

Testing accommodations and/or supplemental materials and devices must be consistent with those used routinely in classroom instruction and assessment throughout the school year.

Not all instructional accommodations are appropriate for a standardized assessment as they may invalidate the test results.

Accommodations Accommodations should make

the test accessible. Accommodations should not be provided to give a student an advantage.

Standard accommodations: do not change the meaning of the results

Non-standard accommodations: change the meaning of the results and therefore produce invalid scores

Accommodations Before selecting an accommodation,

please ask, “Can the student access the test without this accommodation?” If the answer is “yes” then do not assign the accommodation.

All accommodations should be supported by relevant data and/or documentation

Oral administration is appropriate for students who are non-readers or students who are reading significantly below grade level

Accommodations

IEP teams should select accommodations that do not invalidate test scores – standard accommodations.

If a student uses a non-standard accommodation, then the student is considered to be a non-participant. Non-participants count against schools for the State Report Card and the ESEA Waiver (formerly AYP).

PASS, HSAP, and EOCEP tests are used for state and federal accountability.

Highlighters

The use of highlighters, colored overlays, and colored pencils may be used by any student for any test. This is no longer an accommodation.

Highlighters and colored pencils may be used in test booklets. They may not be used on the answer document.

Ordering Materials Orders for customized materials (oral

scripts/CDs, large print, etc.) are placed months in advance

If materials aren’t ordered at that time and have to be ordered later, schools are charged for these materials.– Costs range from $7 to approximately $55 for

individual items Schools do not have to pay if the materials

are for a new student. Schools do have to pay if the materials were not ordered or if a change was made to an IEP/504 plan.

Example of Additional Materials Order

A change is made to a 7th grader’s IEP in February. It is determined that oral administration is needed for all five subject areas tested on PASS.

Additional cost to the school for this one 7th grade student is $130.– Oral test booklet for Writing, ELA, math,

science, and social studies: $7 each ($35)

– Oral script/CD for each test: $19 each ($95)

ELDA

Students in Kindergarten, 1st, and 2nd grades participate through inventories; teachers observe students for particular skills.

Students in grades 3-12 take a test that has reading, writing, listening, and speaking sections.

ELDA is now given as an online assessment.

Reading/Language test can not be read to students, else the test is invalid

Math test can be read to students. Numbers and symbols cannot be pronounced.
