Executive Summary

The Stonecrest Estates Sewage Treatment Plant (STP), MOE Identifier number 120003762, is located at 51 Aikins Road in Bayside. During this Reporting Period, the facility operates in accordance with Environmental Compliance Approval number 0776-9U3R7P, issued on March 25, 2015. The WWTP is a Class II Treatment Plant, and is currently rated to treat 213 m3/d. The facility is described as an Membrane Treatment facility. The process is described as having one (1) Equalization (EQ) Tank receiving wastewater from the Stonecrest Estates subdivision, and Bayside Secondary School. Raw sewage from the EQ tank is pumped through a fine-screen before discharge into one (1) Anoxic Tank equipped with two (2) submersible pumps and one (1) mixer. Mixed Liquor from the Anoxic tank is then pumped into one (1) Aeration tank equipped with fine bubble aeration. Before Mixed Liquor is gravity-fed into the Membrane holding tank, it is dosed with Aluminum Sulphate for Phosphorus control, and Caustic Soda for pH control. A set of two (2) Permeate extraction pumps operate in a Duty/Standby configuration and place a vacuum on the membrane modules. This pulls clear liquid through the membranes, while leaving sludge and organisms behind in the membrane tank in order to thicken the biological process. Final Effluent receives a UV irradiation dosage for disinfection, before final discharge into the Bay of Quinte.

In accordance with ECA number 0776-9U3R7P an annual report shall be prepared within 90 days following the end of the calendar year being reported upon, detailing the following:

a. A summary and interpretation of all monitoring data and a comparison to the effluent limits outlined in Condition 7, including an overview of the success and adequacy of the Works; (see pages 4 – 11);

b. A description of any operating problems encountered and corrective actions taken; (see page 11)

c. A summary of all maintenance carried out on any major structure, equipment, apparatus, mechanism or thing forming part of the Works;(see page 11)

d. A summary of any effluent quality assurance or control measures undertaken in the reporting period;(see page 12)

e. A summary of the calibration and maintenance carried out on all effluent monitoring equipment; (see page 12) and,

Analysis of Final Effluent Monitoring Data

Carbonaceous Biochemical Oxygen Demand (CBOD) / Biochemical Oxygen Demand (BOD)

The Stonecrest Estates STP has six (6) months to come into compliance with all Effluent Limits established in the ECA. The facility was put online on November 2, 2016 by hauling seed sludge from the Trenton WWTP.

This facility has an Annual Average Concentration and Annual Average Waste Loading Final Effluent Limit associated with CBOD. The facility has a Monthly Objective as well, though the facility also has six (6) months to come into compliance with the Objective.

Raw Sewage entering the facility does not contain enough BOD source to support the biological growth required at the facility. A membrane treatment facility operates best when it has a Mixed Liquor Suspended Solids concentration of approximately 8,000 – 10,000 mg/L. Since the other facilities operated by the City do not have concentrations as high as this, the City is utilizing a chemical called Micro C 2000 for BOD Augmentation (supplement). To proceed with using this chemical, the City received temporary approval from MOECC Approvals Branch via email dated November 2, 2016. With this approval came additional Final Effluent monitoring requirements, which will be discussed later in this Report, and next year’s Annual Performance Report.

It is apparent from Table 1 - Summary of Monthly & Annual Average Final Effluent Concentrations established by ECA on page 4, that the facility did not meet the Effluent Limit or Objective during the first month of operation. This is primarily due to some of the issues that arose while commissioning the facility which will be discussed further in Summary of Operating Problems throughout Reporting Period section. However, looking at results from a Monthly Average Concentration and Monthly Average Waste Loading perspective, the facility had little trouble to remain below the Objective for the facility in December. Unfortunately, the Annual Average Concentration for CBOD was exceeded due to the short-timeframe the facility was online, and primarily due to the operational issues experienced in November.

Total Suspended Solids (TSS)

The facility has an Annual Average Concentration and Annual Average Waste Loading Final Effluent Limit associated with TSS. The facility has a monthly Objective as well, and same as all other Effluent parameters, the City has six (6) months from Substantial Completion date to come into compliance with the Limits.

The facility operated quite well during the Reporting Period by discharging an Annual Average TSS Concentration TSS of 2.4 mg/L, and an Annual Average TSS Waste Loading of 0.04 kg/d. Membrane treatment

technology has proven to provide superior solids removal values, even when the facility is not operating at ideal levels. The goal for this facility is to continue building the Mixed Liquor Suspended Solids up to 8,000 – 10,000 mg/L; which will greatly increase the treatment facility’s operating efficiency and continue with superior solids removal.

Total Phosphorus (TP)

The facility has proven effective in Phosphorus removal, as the facility removed an average 99.5% of TP through the facility. Early on in the commissioning stages, the designed Aluminum Sulphate chemical dosing system failed, and siphoned some 40L of Aluminum Sulphate into the process tanks, which is nearly 10x the typical volume. Operations staff wasted some of the sludge from the process as the pH was measured as low as 4.3 in the treatment process. Fresh seed sludge was hauled in to the facility, and Operations staff utilized Calcium Carbonate to help with recovering pH levels. This event was reported to MOECC staff accordingly.

Sample results received to date have proven Raw Sewage Total Phosphorus concentrations to be quite high. It is suspected the high concentrations are originating from the School Board discharge. With this however, the membrane technology has proven effective in removal of TP even when Aluminum Sulphate dose is low.

Ammonia (NH3) / Ammonium (NH4+)

The measure of both Ammonia and Ammonium is called the Total Ammonia Nitrogen (TAN) content. This facility was designed to facilitate Nitrification, therefore a Monthly Average TAN Effluent Limit and Objective have been established in the ECA. Over the course of the first two (2) months of operation, the facility operated quite well by removing an average 99.6% of Nitrogen through the facility. The facility receives Raw Sewage that has a relatively high Total Kjeldahl Nitrogen Concentration. This is primarily due to the discharge from the School Board, and was accounted for during the design phase of the Sewage Treatment Plant. The facility has proven effective by discharging an average 0.30 mg/L TAN Concentration in the Final Effluent over the Reporting Period.

Geometric Mean Density of E. Coli

Membrane treatment technology is proven effective in pathogenic organism removal, specifically E. Coli, as the pore-size of the membrane plates are smaller than an E. Coli cell. This means that E. Coli can not readily pass through a membrane. The facility has UV Disinfection in place, however sample results have shown that E. Coli concentrations, post membrane, pre-UV Disinfection are less than 2 cfu/100mL consistently, therefore the Geometric Mean Density of E. Coli has been well below the allowable Limit of 100 cfu/100mL for the first

two months of operation. The Final Effluent sample result from November 7, 2016 was 26 cfu/100mL; it is believed this was an isolated sample result, and not representative of Effluent quality, as this was the only sample result received during the Reporting Period at this level.

Final Effluent pH

28 samples were collected of the Final Effluent throughout the Reporting Period, and pH measurement taken. Effluent pH measurements are performed by the Operators on a Daily basis, normally Monday to Friday. It is important to note that pH measurements used to determine compliance with the ECA have no QA/QC measures in place, other than routine calibration procedures of the pH probe.

As mentioned previously in this Report, the minimum pH recorded throughout the Reporting Period was 4.3. This reading was a direct result of an over-dose of Aluminum Sulphate into the treatment process as a result of inadequacies of the original chemical dosing equipment. Modifications were made to the installation, and chemical dosing was resumed without difficulties. Outside of this isolated incident, Final Effluent pH was maintained between 6.10 and 7.98.

Summary and Interpretation of Final Effluent criteria associated with Micro C addition.

As mentioned previously in this Report, the facility doses a chemical called Micro C 2000 for Raw Sewage BOD augmentation. This chemical is pumped into the Anoxic tank through odour control chemical dosing pumps. Direction provided by MOECC Approvals Branch required the City to sample and test the Final Effluent for:

• Acute Toxicity; • Chemical Oxygen Demand; • Dissolved Oxygen; • Sodium; and, • Chloride.

A ‘Trigger Point’ was assigned to most of these parameters as outlined in Table 2 - MicroC BOD Augmentation Effluent Result Summary on page 5. On plant start up, the Micro C dosage was being fine-tuned by City staff therefore exceedances of the Trigger Points were reported to MOECC staff. By December, the facility was discharging Effluent with results below the Trigger Points for C.O.D., Dissolved Oxygen, and Chloride. On November 15, 2016, the grab sample collected from the Final Effluent discharge for Acute Toxicity analysis, exhibited the Effluent to be non-toxic. By December 2, 2016, the City was required to submit an ECA Amendment application to include the temporary addition of Micro C 2000. The City received an Amendment

to the ECA on January 13, 2017 which included the addition of Micro C temporarily with Effluent monitoring requirements for abovementioned parameters. The City continues to add Micro C 2000 to its Raw Wastewater stream until such time homes within the subdivision are occupied and Raw Sewage BOD concentrations increase enough to support the biological population within the facility.

Summary of Operating Problems throughout Reporting Period

Throughout the Report, several Operating Problems have been discussed. Outlined below is a summary of those Operating Problems:

On November 9, 2016 a Final Effluent pH was recorded at 4.3. This was a direct result of the Aluminum Sulphate over-dosing that occurred due to inadequate chemical dosing equipment installation. City staff in conjunction with the Contractor installed adequate chemical panel complete with back-pressure regulating valves that would eliminate siphon when chemical tank is full. The same modifications were installed for the Caustic Soda chemical dosing equipment. Unfortunately, due to a faulty online pH monitor, this was not discovered for some two (2) days of continued operation. Staff wasted some of the affected treatment process to the Sludge Storage Tank, and batch-fed the process tanks with a combination of Lime (Calcium Hydroxide) or Calcium Carbonate. The online pH meter was replaced and put back into service.

Summary of Maintenance performed throughout Reporting Period

• The chemical dosing panels were upgraded to include pressure regulating valves; • Online pH sensor was replaced; • Online DO sensor was replaced; • A manual bar screen was installed at Equalization Tank inlet to capture rags.

Summary of Biosolids Generated in 2016

There were no biosolids generated during the Reporting Period. At current ADF, and plant operating conditions, the facility is not expected to produce any Biosolids in 2017.

Summary of Effluent Quality Assurance and Control Measures

The Stonecrest Estates STP Operator collects samples from Raw Sewage, Anoxic Tank, Aeration Tank, Membrane Tank, and Final Effluent on a regular basis throughout the week. The samples are tested for various parameters in-house for process control and effluent quality assurance. A spreadsheet is used to track in-house lab results and plant performance data. In addition to the in-house analysis, samples are collected weekly and sent to a certified laboratory – SGS Environmental Services. These sample results are used to determine compliance with the ECA, as the City does not have approved QA/QC measures in place for their in-house testing to qualify accuracy of results.

Summary of Calibration and Maintenance carried out on Final Effluent Monitoring Equipment

Work Orders are generated on a regular basis for the maintenance of the Final Effluent composite sampler and associated equipment. As the facility was only put online in November, 2016, no work orders have been scheduled or issued for the calibration or maintenance of Final Effluent monitoring equipment.

Summary of Complaints received throughout the Reporting Period

There were no complaints received by City staff for the Stonecrest Estates Sewage Treatment Plant throughout the Reporting Period.

Closing Remarks

The Stonecrest Estates Sewage Treatment Plant is the first membrane treatment process to be installed in Quinte West. During the Reporting Period, there were minor operating problems identified and corrected. The facility generally produces a high quality Final Effluent, even while contaminants in the Raw Sewage are greater than same parameters observed in other facilities operated by Quinte West. Generally, City staff are pleased with the install.
