Bill Summaries1. The Oregon Climate Action Program (HB 2020): Did not passPro-environment vote: Yay on bill (House), Nay on vote to refer back to committee (Senate)HB 2020 (Power, Dembrow) would have established a carbon pricing system to set a limit on Oregon’s global warming pollution, make the biggest polluters pay for their pollution and invest in programs that further reduce this pollution. The bill passed the House but died in the Senate.

2. Statewide ban on single-use plastic grocery bags (HB 2509): PassedPro-environment vote: YayHB 2509 (Sollman, Piluso, Gorsek) restricts the use of single-use plastic bags at grocery stores and restaurants across the state, and imposes a five-cent fee on paper bags and reusable plastic bags.

3. Statewide ban on single-use polystyrene foam (HB 2883): Did not passPro-environment vote: YayHB 2883 (Schouten, Sollman, McLain) would restrict the use of polystyrene foam takeout containers and cups across the state, except in some cases. The bill passed the House but died in the Senate.

4. No drilling off our coast (SB 256): Passed Pro-environment vote: YaySB 256 (Roblan, Gomberg, Brock Smith) makes permanent a moratorium on nearshore oil drilling and establishes new restrictions that prevent companies that drill in federal waters from bringing their extracted goods onshore in Oregon.

5. No fracking in Oregon (HB 2623): PassedPro-environment vote: YayHB 2623 (Fahey, Manning, Helm) establishes a five-year moratorium on fracking, an environmentally dangerous process to extract natural gas.

6. Clean air, clean transportation (HB 2007): PassedPro-environment vote: YayHB 2007 (Kotek, Power, Nosse, Dembrow, Frederick, Taylor) requires truck owners in the Portland Metro area to replace older diesel engines with newer models by 2025, reducing toxic air pollution.

7. Solar for all (HB 2618): PassedPro-environment vote: YayHB 2618 (Helm, Brock Smith, Roblan, Prozanski) establishes a new solar rebate program for residential and some nonresidential rooftop solar, including paired solar and storage projects.

8. Environmental Protection Act (HB 2250): PassedPro-environment vote: YayHB 2250 (Helm, Dembrow) ensures that the federal environmental standards of the Clean Air and Clean Water Acts that were in place and effective as of January 19, 2017, shall remain in effect and be enforceable under state law.

9. Green zoning (HB 2001): PassedPro-environment vote: YayHB 2001 (Kotek) encourages “green growth” by removing bans on middle housing in cities with more than 10,000 people and allows for as many as four homes to be built on parcels currently zoned exclusively for single-family housing.
