WelcomeEqualjusticeunderthelawisoneofAmerica’smostproudlyproclaimedandwidelyviolatedlegalprinciples.Itembellishescourthouseentries,ceremonialoccasions,andanoccasionalconstitutionaldecision.Butitcomesnowhereclosetodescribingthejusticesysteminpractice.MillionsofAmericanslackanyaccesstothesystem,letaloneequalaccess.Itisashamefulironythatournation,whichhastheworld’sgreatestconcentrationoflawyers,alsohasoneoftheleastadequatesystemsforlegalassistance.Itismoreshamefulstillthattheinadequaciesattractsolittleconcern.TheRoadmaptoJusticeProjectseekstobringgreatervisibilityandexpertisetothisissue.Itsgoalistodrawleadersinthefieldtogethertochartanationalagendaforaccesstojusticeforthosewhoneeditmost.Throughaseriesofstructuredconversationswithleadingexperts,wehopetodevelopaplausibleplanforthereorganizationoflegalprocesses,ethicalrules,courtprocedures,andprobonoprograms.Thisforum,sponsoredbytheStanfordCenterontheLegalProfessionandtheSokoloveCharitableFund,providesastartingpointforanongoingefforttoturnthetideonthisincreasinglysignificantissue.Wethankyouforjoiningus.DeborahL.Rhode JamesG.SokoloveDirector,CenterontheLegalProfession FounderE.W.McFarlandProfessorofLaw TheLawOfficesofJamesSokoloveLLC StanfordLawSchool TheSokoloveCharitableFund

Hon.SimeonAcobaJustice,SupremeCourtofHawaiiAssociateJusticeSimeonR.Acoba,Jr.wasappointedtotheHawaiʻiSupremeCourtinMay2000.Priortohisappointmenttothesupremecourt,hewasanassociatejudgeattheIntermediateCourtofAppealsfrom1994‐2000,acircuitcourtjudgefrom1980‐1994handlingbothcivilandcriminalcases,andaperdiemdistrictcourtjudgefrom1979‐1980.HecurrentlyservesasChairoftheHawaiʻiAccesstoJusticeCommission.JusticeAcobareceivedaBachelorofArtsdegreefromtheUniversityofHawaiʻiwithhonors,andhisJurisDoctoratefromtheNorthwesternUniversitySchoolofLaw.Hewasadmittedtopracticelawinthefederaland

SteveBinderDeputyPublicDefender,Co‐FounderHomelessCourtProgramatOfficeofthePublicDefender,CountyofSanDiegoSteveBinderisadeputypublicdefenderwiththeSanDiegoOfficeofthePublicDefender,wherehehaspracticedsince1989.Steverepresentedclientsinthementalhealthandwelfarefraudspecialtyunits.HefoundedtheHomelessCourtProgram(HCP)in1989andauthoredagrantrequestforDept.ofJustice/BureauofJusticeAssistancefundingforit.Mr.Binderhasreceivedmanyawardsforhisworkonit.In2007theHCPreceivedthe“DefenderProgramoftheYear”bytheCaliforniaPublicDefenderAssociationin2007;wasselectedasoneoffifteenfinalistsfortheInnovationsinGovernmentAwardsbytheAshInstitute/KennedySchoolofGovernment‐HarvardUniversityin2004;awarded,“Outstanding

CommunityServiceAward”fromtheSanDiegoBarAssociationin2004andthe“EStanleyConantAward”fromtheBoardofDirectorsofDefenseProgramsinSanDiegoin2002.TheNationalCoalitionforHomelessVeteranspresentedhimwiththe“UnsungHeroAward”in2000,theVietnamVeteransofSanDiegopresentedhimthe“VolunteerAttorneyoftheYear”in1990,andthePublicDefenderAssociationpresentedhimthe“CommunityServiceAward”in1999.TheAmericanBarAssociationpresentedthe“HodsonAward”totheSanDiegoCountyOfficeofthePublicDefenderforoutstandingservicebyapublicagencywiththeHomelessCourt.HeisaFellowwithAshokaInnovatorsforthePublicworkingfulltimetofurtherreplicationoftheHomelessCourtProgram.HeisaformerChairandcurrentSpecialAdvisortotheABACommissiononHomelessnessandPoverty.
