Pioneering developments in healthcare,construction, the Internet of Things andfintech are strengthened by a structuredapproach to knowledge sharing based on aconsensus of interested stakeholders.

In BSI’s role as the UK’s National StandardsBody we are working with industry,researchers, UK government, consumergroups and business organizations to capturebest practice and share knowledge to grow the digital economy.

The international dimensionThere is a constant need for internationalsolutions to solve universal challenges, and toprovide opportunities to deploy newtechnologies globally. Over the past year ourwork on Smart Cities has been adopted inChina and the BSI standards for BIM havegained international acceptance. BSI iscontinuing to invest in participation in ISO andIEC, and in the European standards system. Istepped down as Vice President Policy for CENin March 2017 following my appointment asVice-President (policy) for ISO, the first BritishVice-President of ISO for almost 30 years.

David Bell, BSI’s Director of Standards Policy,will join the ISO Council. My ambition at ISO isto make real progress with the delivery of theISO strategy to see ISO standards usedeverywhere, as a basis for global trade,innovation and growth.

The challenge of digital The breadth of the impact of the digitaleconomy poses challenges for standardsorganizations to coordinate across theirtraditional scopes and to ensure that digitalinnovations are integrated with mechanical,electrical and telecommunicationtechnologies. We have ledEuropean efforts to

develop coordination across CEN and CENELECthat improves the effectiveness of theirresponse to the digital economy. We’ve joinedETSI to promote the views of our stakeholderson their standards. Also BSI is working toimprove coordination of UK stakeholders in thestandardization work of ITU-T.

In this edition of Standards Outlook we look atsome of the ground breaking ways ourstandards development communities arebuilding solutions that will help to realize theopportunities of the digital economy.

Voluntary business standards shareknowledge and embed best practice, helpingbusinesses to innovate, save money, improvetheir performance and manage supply chains.

Since the referendum BSI has been in dialoguewith industry, UK government, consumergroups and all other stakeholders to shape aclear strategy whereby UK experts cancontinue to influence the development of theEuropean and international standards onwhich UK industry and consumers rely.

The European standards system, and inparticular CEN and CENELEC, of which BSI is amember, is not part of the European Union.Although around a quarter of Europeanstandards (ENs) support compliance with EUregulations, the majority of ENs are used byindustry to facilitate business activity.

The system provides for a ‘single standardmodel’, meaning new ENs are implementedidentically in all countries that are members ofthe system and any conflicting nationalstandards are withdrawn. This approachenables reciprocal market access andsimplifies cross-border trade. The singlestandard model has led to some 160,000national standards being replaced by around 20,000 ENs.

BSI’s ambition is to stay within the Europeanstandards system to avoid conflictingstandards being used in the UK and the rest of Europe.

As the UK looks to establish new trade dealswith the rest of the world, BSI will work withUK government to ensure that they areunderpinned by the appropriate use ofvoluntary standards.

Digital manufacturing is the collaborativetransformation of manufacturing by exploitingadvances in ICT. It means new supply chainsand operational capabilities can emerge.Proponents see significant opportunities inflexible manufacturing, mass customizationand value chain optimization, as well as fortraditional product manufacturers offeringnovel services. It can reduce costs and leadtimes, offer more personalization and choice,and improve productivity and availability.

Digital manufacturing could lead to significantgrowth for UK industry. Examples include:

• Electric car batteries This requires digitally linking the emerging battery supply chain with technology users and the necessary public infrastructure. If the UK can get its next generation batteries into the international marketplace first and in the right way, it will give the UK economy a significant boost.

• Personalized medicines Medicines that are tailored to the individual patient’s needs are in increasing demand but need feedback mechanisms enabling the patient’s DNA to be digitally connected to smaller, local production units. Redistributed smart manufacturing technologies will enable the rapid and flexible production of small amounts of high purity medicine.

The vision for standardsIn 2016, BSI worked with the Institute forManufacturing to establish the best way tohelp UK industry drive up productivity andexports. The prioritized areas where BSI couldhelp UK manufacturers innovate:

• interoperability of data and machines• using data in a manufacturing context • governance in a digital environment • performance assurance of 'digital twins' (assuring physical systems using virtual modelling)• collaboration (digital is driving behaviours away from transactional and towards collaboration so all parties need to know what that involves)

In 2017 BSI will collaborate further with theHigh Value Manufacturing Catapult and otherindustry partners to turn this vision into apractical standards programme.

Applying digital technologies and capabilities to manufacturing can drive up productivity and boost export opportunities. BSI iscollaborating to establish how the development and adoption ofstandards will help make sure that the benefits are realized.

Modern Methods of Construction (MMC) is themanufacture and pre-assembly ofconstruction components, elements ormodules in a factory, before they’re installedin the final location. It is one of the keydevelopments in digitizing the constructionindustry and likely to be the future of building.

We know the industry is engaged. NationalHouse Building Council (NHBC) research fromJune 2016 found that 98 per cent ofconstruction firms had used or consideredusing an MMC approach on at least one oftheir developments in the last three years.

This level of interest has the potential toimprove capacity and productivity greatly andhelp drive innovation across the industry. Theperceived benefits include:

• quicker delivery• better cost control• increased efficiency and productivity • easier compliance and innovation• more consistent quality from a manufacturing process • improved health and safety through less on site activity• sustainability from waste reduction and energy management • a positive impact on the export market

Meanwhile the development of new productsand processes, including the growth incomplex products such as panellised systems,sub-assemblies and volumetric and podconstruction, is driving a need for MMCstandards.

Rationalization At time of writing, a proposal is in the works torationalize the existing international standardsin MMC and merge the relevant informationinto a new core document. This is being led bythe Chinese who have also highlighted theneed to review the technical content of thecurrent ISO MMC standards to incorporatemodern modular construction techniques.

In response BSI has drawn key industrystakeholders together to review nationalactivity, prioritize key areas, identifychallenges and consider standards solutions. We expect that a new BSI Task Group will beformed in 2017 to develop a standardsstrategy and formulate a UK consensusposition ahead of full participation in thefuture ISO development process.

Developing a framework for MMCModern Methods of Construction (MMC) improves quality andperformance in a complex and competitive construction sector.BSI is set to play a part in developing MMC standards that willhelp deliver the benefits.

Building Information Modelling (BIM) is acollaborative way of working in construction.It lets different parties collect and shareinformation about the same building in acommon digital format. Designing,constructing and operating buildingsbecomes much more efficient throughout thebuilding’s life. The UK Government believesthat BIM dramatically reduces operating costsand can reduce construction costs by up to25 per cent.

To speed up BIM’s adoption, in 2011 the UKGovernment Construction Strategy made theuse of BIM Level 2 a condition of contract onall public sector projects by 2016. To helpmake that possible, BSI was brought in towrite standards that would inform theindustry and spread knowledge about BIMand its use.

So far this has resulted in seven BIMstandards that are playing a pivotal role inmaking BIM happen and in supporting the UKGovernment’s innovation agenda. Thesuccess of the UK approach has beenrecognized worldwide and has made the UK a global leader in transforming theconstruction industry.

Creating a digital economyGoing forward, a new BIM standard focussingon health and safety (PAS 1192-6) will bepublished in 2017. BSI is also coordinating theUK’s input into ISO 19650 (based on the BIMLevel 2 standards), and the CENstandardization work on data dictionaries.

Building on the success of BIM Level 2, we arealso helping shape standards developmentactivities that support BIM Level 3. The end-game is to create a digital economy for thebuilt environment that delivers highperforming assets and increases client andsocietal value, potentially by connecting BIMwith technology/data initiatives such as theInternet of Things (IoT), digital manufacturingand smart cities.

Accelerating the adoption of BIMThe UK construction industry was set a stretching target in 2011when the Government asked for collaborative 3D BIM on all itsprojects by 2016. BSI standards made the transition possible andwill continue to help the UK industry stay world-leading.

Making smart cities a reality

Smart cities use information generated by theurban environment to help make betterdecisions on things like service provision andresource targeting. They also createopportunities for new information-basedbusinesses to develop innovative services.

As smart city technologies develop BSI hasproduced a number of smart city standards.For example we’ve worked with theGovernment’s Future Cities Catapult to createthe Cities Standards Institute (CSI). Thiscollaboration has produced two standards forpublication in early 2017 tackling two of themain challenges cities face in developingsmart solutions:

• PAS 183 will provide guidance on decision-making around data sharing because smart cities need to break down information silos and publish open data that businesses and citizens can use. • PAS 184 will provide guidance on how to develop project proposals with a robust business case that can demonstrate good value at the same time as being innovative and transformative.

This is important to project officers and city services commissioners.

We’re also contributing to ISO’s smart andsustainable city standards work which hasrecently published the first managementsystem for sustainable development of cities,BS ISO 37101.

Global reputationThese new standards will join a growing bodyof BSI smart city PASs that provide guidancefor city leaders on strategic smart city issuesat a global level. Our work has developed aworldwide reputation, so BSI is now taking itforward internationally.

In China, we’re collaborating with theStandards Authority of China, the ChinaElectrotechnical Standards Institute andChinese city stakeholders to develop smartcity indicators and reference models.

In India, we’re working with two cities todeliver leadership programmes based on theBSI suite of smart city standards.

We expect these collaborations to build acommon understanding and sharedapproaches between cities and businesses inthe UK and in major smart city marketsworldwide. The future of smart cities looksexciting and BSI is set to be at its heart.

Cities have more and more citizens to look after even as they haveto conserve environmental resources and build sustainable localeconomies. Becoming ‘smart’ will help meet these challenges, andstandards can play a big part in the smart city transformation.

Digital healthcare is growing rapidly. Itincludes the remote monitoring of long termconditions; wearables and apps; predictiveinterventions such as genomics and precisionmedicine; and the systems for digitisedpatient and hospital records.

For digital healthcare to flourish, healthcaresystems and innovators need to worktogether to demonstrate how theirinnovations will change care pathways andimprove patient outcomes. Solution providerswill also need the freedom to be innovativeand at the same time be held responsible formaking sure their products are safe, effectiveand ethical.

Given BSI’s background in medical device andhealthcare informatics standardization, weare well-placed to bring these groupstogether to set robust standards that willsupport the deployment and scaling ofemerging digital healthcare technologies.

Progress to dateIn 2015, BSI published PAS 277: Health andwellness apps – Quality criteria across thelifecycle. A number of organizations arealready incorporating this standard withintheir evaluation procedures and BSI hasproposed that a similar European standard isdeveloped, following interest from theEuropean Commission in tools to drive up thequality of apps.

In 2016, PAS 212: Automatic resource discoveryfor the Internet of Things was published. It isnow being considered by two NHS Testbedsthat are providing novel devices andinformation to dementia and diabetes

patients so they can better manage theirconditions remotely.

BSI will work with the Testbed project teamsduring 2017 to evaluate the use of PAS 212,and also consider how standardization cansupport broader information governanceissues. We are also building ourunderstanding of how big data can improveservice delivery and the measurement ofhealth outcomes.

We will continue to focus on bringingtogether healthcare professionals, policymakers, industry and consumers to setstandards that support the future deploymentof digital health technologies.

Fintech blends finance and new technology tocreate innovative products and services thatare accessed through the internet,smartphone apps and digital platforms. Itdisrupts financial services because it createscompetition and challenges traditionalbusiness models.

Fintech’s benefits include offering more choiceand flexibility to customers as well asincreased financial inclusion. It may also helpdeliver greater efficiencies for businesscustomers. At the same time its developmentmay be hindered by various barriers includingthe potential risks to both customers and thefinancial system.

Recognizing the challenges and opportunities,in 2016 BSI published A Roadmap for FintechStandards. This new research, prepared byFinextra, consulted a broad range of industrystakeholders, including fintech companies,banks and trade associations, and foundseveral areas where standards might helpaccelerate and strengthen the UK’s fintechindustry.

A number of priorities emerged, including howstandards might help with market access fornew entrants (e.g. addressing theprocurement process between banks andfintech companies) and promoting consumerassurance and greater systems’interoperability.

Demonstrating controlThe findings suggest that fintech start-upscould use both existing and new standards todemonstrate they have adequate controls,security processes and governance in place, allof which can provide customers withconfidence.

One of the key recommendations was that afintech community be established tospearhead any standards creation. There mayalso be opportunities for UK industry toprovide leadership through internationalstandards development. This will be vital tohelping secure the UK’s position as a leadingglobal fintech centre.

To this end BSI plans to work with industry,government and consumer bodies to takeforward the recommendations of this newresearch in 2017.

The financial technology sector – fintech – is estimated to beworth £20 billion, with the UK already a global centre in thisemerging field. Now standards makers are getting involved inhelping the UK industry provide global leadership.

The Internet of Things (IoT) is an infrastructureof objects, people, systems and informationresources that interconnect with intelligentservices, allowing them to process informationfrom the physical and virtual worlds and react.The IoT is possible because it’s now economicfor devices to have sensors, actuators andcommunication capabilities embedded withinthem. So ‘things’ from bridges to packagescan generate and transmit information.

IoT has certainly produced a lot ofinternational standards activity, includingstandards in development on vocabulary anddefinitions, and on IoT reference architecture.Sector specific work is also underway, forinstance involving smart cities, connectedhomes and connected and autonomousvehicles. BSI is working to make sure we bringtogether existing work on IoT, sensornetworks, smart cities and possible new areaslike wearables.

HypercatFor IoT to fully realize its potential, devicesmust be able to interoperate. To this end, theHypercat project began life as an Innovate UK-funded idea. Eight diverse and separate IoTEcosystem Demonstrators were set up to testemerging IoT technology and work togetherto tackle the challenge of interoperability. Theresult was a way for any IoT capable device todiscover, and hence interoperate, with anyother such device without the need for humanintervention.

BSI was then part of the winning Hypercatconsortium for the second phase ofdevelopment. Discoverability is now enabledby PAS 212: Automatic resource discovery for theInternet of Things – a freely available technicalspecification for developers. It puts BSI at theheart of a major global IoT initiative.

Hypercat is now an established name witharound 1,000 organizations involved. Theconsortium is working to create an inclusive‘one stop shop’ of best practice that will help IoT grow in the same way as theworldwide web.

New approaches to cyber security

BSI has a long pedigree in cyber securitystandards: we published the world’s firstinformation security standard as long ago as1995. It formed the basis of ISO/IEC 27001which now has users in 100 countries,making it the world’s most popular cybersecurity standard. BSI was in the vanguard ofcyber security standardization then and hasremained there ever since.

In the interim, the cyber landscape haschanged out of all recognition. In responsethere are now around 140 internationalstandards that relate to cyber security. Itremains a rapidly evolving discipline meaningthat all these standards are continuallyreviewed and where necessary amended,both nationally and internationally. Indeed in2016, 20 international information securitystandards were either published or revised.

2017 and beyondGoing forward BSI always ensures that theappropriate cyber security mindedness isincorporated in all national standards work,and we continue to champion internationalcyber security standards. In 2017 and beyondthere’s a particular focus on topics such ascyber insurance, crypto-mechanisms toimplement protection in IoT worlds, sectorspecific privacy standards and new nationalwork on risk management.

At home, BSI is extending its work onresilience with BS 31111 on cyber resiliencedue to publish in 2017. This standard willsupport good practice decision-making by topmanagement by:

• encouraging effective information security through better assessment of the commercial and operational risks faced • highlighting the priorities and critical actions needed to provide increased levels of assurance to top management, and internal and external stakeholders • encouraging the building and maintaining of higher levels of organizational resilience

BSI continues to recognize the importance ofcyber in today’s world and is committed topioneering new ideas and approaches tocyber security wherever they arise.

Cyber security matters because people need to trust technology togain its benefits. As a result the UK Government has invested £1.9billion in a Cyber Security Strategy, while BSI continues to maintainits longstanding leadership in cyber security standardization.

What are standards?A standard is simply an agreed way of doing or makingsomething. Standards gain their authority from the factthat they’re written through a process of wide consultationthat leads to an expert consensus.

They cover every area of human activity and although their use is voluntary, they confer manybenefits and are used worldwide to make everything run more smoothly. Standards play aninvaluable role in underpinning the infrastructure of a modern economy.

What is a PAS?

ReviewStandards are reviewed every two to five years. The committee or drafting panel

considers any comments received and decides if the standard needs to be withdrawn, confirmed, reconfirmed, amended or revised. A decision to amend or revise

leads to a new proposal of work.

A PAS (Publicly Available Specification) is a document thatstandardizes elements of a product, service or process.
