Professional competence assessment according to Occupational Standard

1. Submitting candidate for assessing competencies for a specific occupation • The candidate completes and submits the application for enrollment in a
Professional Competence Assessment Centre
• Applicants enrolled will be assigned a competent appraiser certified professional who will be responsible for the entire evaluation process.
• Alongside the application the following documents shall be attached:• Detailed CV• Copy of ID Card• Copy of Birth Certificate• Copy of marriage certificate (if applicable)• Copies of diplomas / certificates of study
NOTE: The candidate may choose his/her competencies to be assessed for different units of competence from the occupational standard
2. Assisting the candidate to carry out his/her self-assessment• The candidate will use for his / her self-evaluation an instrument (self
evaluation form) that allows him / her analyze his / her professional capacity in relation to the units of competence from the standard by assessing his / her own results of their activities, skills and other capacities, in relation to the requirements of the standard.
• The evaluator will present to the candidate the self-assessment sheet and will explain him / her how to fill it.
• The candidate will analyze every aspect of competence which require assessment and decides whether or not to bring evidence showing clearly and unequivocally that it is competent.
• This process ends with the confirmation of participation in the evaluation session (the payment of the registration fee is made at least 10 days before the actual assessment).
3. Establish competencies for candidate’s assessment • After completing the evaluation form, the candidate evaluates the
application with the assessor.
• As part of this analysis, if the evaluator believes that the work experience and professional capacity of the candidate are consistent with the units of competence for which the request has been made, he completes the written evaluation agreement.
5. Planning and organizing the assessment process• The evaluator prepares the plan and organizes the assessment process, in
agreement with the candidate;
• The evaluation method is a technique through which the evaluator collects all evidences of competence that can prove that the candidate has the knowledge and competence required;
• The recommended assessment methods are: oral questions, written test, project, simulation or demonstration, structured reports from other people, portfolio, works previously completed, simulation. At least 5 of them will be used in each evaluation;
• The methods applied will show if the candidate has the knowledge and skills necessary to perform work, and the ability to achieve the expected results.
• Evidence of competency is information of candidate products that are reviewed by the assessor in relation to critical issues set for units of competence for which it is rated.
• Evidence of competency - information showing that the candidate meets all aspects described in the units of competence for which he/she is assessed, that has the knowledge and skills, that he /she demonstrates proper attitude as described in the standard.
• Correct answers to test questions written or oral, and simulation project is direct evidence of competence.
• Indirect evidence of competence are products of activities done prior to the assessment: portfolio reports, certifications and previous work.
• The evaluator records the results of the assessment in the candidate's assessment record. Evidence of competency should be attached in the file.
• At the end of the assessment, the assessor provides feedback to the candidate:• If the decision is "not yet competent" for some units of competency he / she
specifies which are the knowledge and practical skills which should have been demonstrated but the candidate failed to prove;
• The decision "not yet competent" for certain units of competency may be appealed within 10 days from the moment the result was communicated
• The Centre Coordinator will nominate a new commission to decide on a new evaluation process
• At the end of the examination, the candidate will complete a feedback questionnaire which will help the assessor improve his /hers performance and work quality and also increase the prestige of the assessment center.
