This annual training programme is published on behalf of Solihull’s multi agency Safeguarding Adults Board and provides the Board and partner agencies with the opportunity to access guidance and information on the training to be delivered from March 2014-2015.

The Board, through its sub-committees, work to the six guidance principles which the Government set out and must underpin adult safeguarding (including adult safeguarding learning and development) arrangements.

These are:

Empowerment: supporting people to make decisions and have a say in their care;

Protection: support and representation for those in greatest need;

Prevention: it is better to take action before harm occurs;

Proportionality: safeguarding must be built on proportionality and a consideration of people’s human rights;

Partnership: local solutions through services working with their communities;

Accountability: safeguarding practice and arrangements should be accountable and transparent.

This year’s training has also been revised and updated to reflect the Board’s commitment to promoting an outcomes based approach to adult safeguarding locally. This follows Solihull’s involvement in a national Local Government Association/ADASS led project, ‘Making Safeguarding Personal’.

All multi agency training is developed to meet the safeguarding adults competency framework which provides guidance on the safeguarding skills and knowledge required by staff and volunteers across partner agencies.

We hope you find this training programme offers your agency useful guidance and information in order to ensure staff and volunteers access all relevant training in order to achieve best safeguarding practice locally.

Welcome to our 2014-2015 Training Programme

Welcome to our 2014-2015 safeguarding adults training programme which aims to provide partner agencies with updated information and guidance for staff and volunteers on training expectations, requirements and training events in the coming year.

Notable successes for the year 2013 - 2014 included:-

Developed a joint safeguarding (children/adults) Competency Framework to guide agencies in their training roles and requirements in line with a ‘think family’ wider agenda (see Appendix 1).

Delivered a multi-agency conference to highlight the key role of housing providers in adults safeguarding and the learning from serious case reviews.

Participated in a national Local Government Association/ADASS project ‘Making Safeguarding Personal’ which aims to move away from a process driven to an outcomes led approach in all safeguarding work. We have worked closely with Birmingham University who have produced a report on this research project (will be available on our SSAB website)

Solihull Safeguarding Adults Board would like to thank all partner agencies who have contributed to the training events delivered in 2013-2014.

National Picture and local response

The awareness, abilities and capabilities of the social care workforce are critical to being able to deliver safeguarding. Managers need to be confident and competent leaders in order to deliver policy into practice, support and supervise staff effectively. Social workers and other key professionals need to focus on achieving outcomes for individuals within a context of personalisation and positive risk taking rather than processes

This requires appropriate levels of training tailored to workforce roles – ranging from safeguarding awareness training to specialist risk assessment and investigative skills. In order to achieve this learning and development opportunities need to be competency based and to promote an outcomes approach in order to achieve best practice. With these national drivers in mind the SSAB training programme has been revised and updated to ensure training is available at a range of levels to meet the roles and responsibilities of staff and agencies against partner agencies.

Integral to all safeguarding adults training delivered in 2014-15 are the key SSAB priorities for this year:-

The priorities of the SSAB/LSCB learning and development subcommittee:-

The joint sub-committee was established in 2011 to ensure that the learning and development needs of both boards are met within the context of local and national drivers including legislation, guidance policy and practice developments. The aim of the sub-committee is to provide a strategic lead to partner agencies in safeguarding learning and development activities to support a confident and competence safeguarding workforce across the borough.

Both boards have approved a joint adult/children’s safeguarding competency document which aims to provide partner agencies with guidance to support learning and development and provide greater consistency in learning and development opportunities.

Two of the key areas within the sub-committees work plan for this year include a focus on quality assurance/data collection systems and the promotion of ‘think family’ within all learning provision.

Making Safeguarding Personal

Making Safeguarding Personal is a sector led initiative that has arisen in response to both findings from peer challenges, the response to the No Secrets consultation and other engagement. It aims to develop an outcomes focus to safeguarding work and a range of responses to support people to improve or resolve their circumstances so that safeguarding is done with, not to, people.

Last year Solihull Safeguarding Adults Board delivered a number of briefings and guidance documents to support an outcome based approach to safeguarding adults. We worked with Birmingham University who analysed practitioner feedback and advocates spoke directly to some service users in order for us to learn where we can improve on sharing this approach across key agencies in the coming year. Part of our action plan following this project has been to revise our training programme and ensure outcomes are at the centre of training provision at all levels across organisations.

Rationale

The quality of our multi-agency safeguarding practice relies on the competence and professional capabilities of staff and volunteers across partner agencies.

Training is one of many methods used to support and develop staff competence but others include shadowing and peer group discussion. Safeguarding competencies need to be a ‘live’ conversation within existing supervision and appraisal systems and managers have a crucial part to play in identifying any gaps and considering a range of ways in which competence can be further developed.

If you wish to attend any of the courses listed in the programme or advertised by email, it must be in agreement with your line manager or organisation. If your request is approved, you must attend the course.

Choosing your course

Check the target group on the course. If you are unsure, you can discuss with your line manager or contact the Safeguarding Adults Business team for more information.

Make sure that the aims and objectives are relevant to your development or that you haven’t attended before.

Booking your place

Partner Agency

When you have received approval from your manager, you must complete a Safeguarding Adults Booking Form (found on the Safeguarding Adults website training page www.solihull.gov.uk/adultabuse/training) and send it to SSAB Business team:-

Log into ORACLE Self Service and search for the course you would like to enroll on. Once you have clicked enroll, a request will be sent to your manager who will ensure that the course is relevant and confirm/decline.

Confirmation

For all courses, you will receive a summary email confirming your place following your manager’s approval. This will be your first notification. Shortly before your course, you will receive a final email confirming your place with additional information including directions.

If you do not receive a confirmation, then you are not booked on.

Please note that if a course is cancelled and you are booked on, then you will receive notification to inform you that the course has been cancelled. If you are not booked on and turn up on a cancelled course, we hold no responsibility.

Cancellation

Employees must advise their manager immediately if they are unable to attend a training and explain why they cannot attend. The employees’ manager must advise cancellations by email to SSAB Business team ([email protected]) N.B. minimum 10 working days before training date where ever possible and at the latest on the morning of the training event. A colleague can go in place of the absent delegate and spare booking forms will be available at the venue.

If you do not attend, your manager will be contacted and your training record will reflect your non attendance.

Absence

In the case of sickness, employees should comply with absence policy and notify their line manager. The line manager should then email the Safeguarding Adults Business team ([email protected]) indicating the reason for non-attendance.

Non-attendance

Managers of any delegate who fail to attend training will be notified and will be required to follow up with the delegate to establish the reason for non-attendance. The manager should then email SSAB Training ([email protected]) indicating the reason for non-attendance. The delegate will have their training record updated to reflect non attendance.

If this occurs more than once without good reason, allocation to future training may be prohibited.

Course Fees

If you are an SMBC employee or staff member of a partner agency there is no cost to attend. The Safeguarding Adults Board do reserve the right to charge agencies for the cost of non – attendance (if a course place is not cancelled).

If you are a private or voluntary sector organisation, you can access training free of charge by joining the organisation SWICDA (Solihull Workforce In Care Development Association) which costs £1 to join. Please follow the link below for further information:-

Data Protection

Please note that we keep the details submitted on the course application form, course attendance and participant’s evaluations of training courses for up to 5 years for monitoring, evaluating and planning purposes. Course attendance details may be made available to an employing agency to enable them to monitor the training activities of its staff.

Attendance Monitoring

Course participants will be asked to ‘sign in’ at the start of each training session. Anyone not signing in will be recorded as absent.

Training Records

All organisations (except Solihull Council) must keep their own records of staff training. The Solihull Safeguarding Adults Board will ask for this data twice a year.

Course Evaluation

At the end of each training session, participants will be asked to complete an evaluation form. This information will be used to help us to monitor and improve our services.

Certificates

Certificates will be not issued to SMBC employees as your training record will be updated. If any agency participants require a certificate, please contact Safeguarding Adults Training ([email protected]).

Lunch & Refreshments

Lunch is not provided on any of the Safeguarding Adults courses but refreshments are available during the breaks on the courses.

Courses on request

If a course has no other dates commissioned, delegates can contact Safeguarding Adults Training to register interest in attending. Once enough interest has been attained, a date will be scheduled.

The Solihull Safeguarding Adults Board require all partner agencies to ensure safeguarding adults is an integral part of new starter induction and should use the Induction/foundation competencies to guide the content.

Those in regular contact with, or have a period of intense but irregular contact with adults who might be at risk of harm, those who may be in a position to identify welfare concerns including neglect and abuse

Level 1 awareness training is a single agency responsibility. The Solihull Safeguarding Adults Board advise those with training lead responsibilities to use the competency framework to guide training content. There is a requirement for relevant staff to undertake Level 1 awareness training every three years. The Solihull Safeguarding Adults Board have e-learning packages to support partner agencies.

Those who should complete level two training: Those who work predominantly with adults at risk, designated or lead professionals who contribute to multi-agency safeguarding assessments, inquiries and investigations. E.g. social workers, managers of care homes/domiciliary care agencies. Applicants must have completed Level 1 awareness training prior to undertaking a Level 2 course. Level 2 courses are divided into core modules (these are designed to suits the needs of staff based in adult care teams) and designated leads in other agencies and topic based courses which staff can choose from depending upon their safeguarding roles and responsibilities.

Length of session: All day

Target Group: Those who work predominantly with adults at risk, designated or lead professionals who contribute to multi-agency safeguarding assessments and inquiries.

Target Group: Those who work predominantly with adults at risk, designated or lead professionals who contribute to multi-agency safeguarding assessments and inquiries.

Applicants must have completed Level 1 training.

Aim To provide an overview of roles and responsibilities in making a positive contribution to safeguarding adults investigations.

Learning Outcomes

Identify their role in supporting Safeguarding Adult Investigations

Develop their understanding of the policy and procedures for Safeguarding Adults

Consider the practical application of confidentiality in the context of Safeguarding Adults

Consider what are contemporaneous notes and the best way to record these

Ensure service users are central to the investigation process and are given every opportunity to identify and communicate their desired outcomes.

Length of session: All day

Target Group: Those who work predominantly with adults at risk, designated or lead professionals who contribute to multi-agency safeguarding assessments and inquiries.

Applicants must have completed Level 1 training.

Aim To provide an overview of purpose and remit of safeguarding meetings and conferences.

Learning Outcomes

Understand the worker’s role and responsibilities within safeguarding meetings and case conferences.

Know how to prepare information prior to meetings in line with local procedures and timescales.

Know the purpose of convening meetings and conferences.

Understand the process and format of meetings and conferences.

Ensure service users views and desired outcomes are central to meetings and that they are invited to take part wherever appropriate.

Feel confident in presenting information within safeguarding meetings and understand information sharing protocols.

This training contributes to the skills, knowledge and competencies specified in Appendix 1.

Target Group: Those who work predominantly with adults at risk, designated or lead professionals who contribute to multi-agency safeguarding assessments and inquiries.

Aim To provide an overview of best practice in interviewing service users and significant others as part of a safeguarding investigation.

Learning Outcomes

Demonstrate clarity of the worker and agencies roles, responsibilities and accountabilities as part of the investigation process.

Ensure service users are central to all stages of the investigation process and are given every opportunity to identify and communicate their desired outcomes.

Effectively analyse the level of risk throughout the investigation process.

Explore best practice in the assessment of mental capacity and throughout interviews with service users.

This training contributes to the skills, knowledge and competencies specified in Appendix 1.

Strategic Managers and leads in multi-agency organisations with supervisory responsibilities for staff undertaking safeguarding work

The Board provides a national/local safeguarding adults update session upon request for Senior managers with strategic/leadership roles e.g. CEO’s, Heads of Service across partner agencies. This session will include legislative updates, learning from serious case reviews and robust organisational quality assurance processes for safeguarding adults. This training contributes to the skills, knowledge and competencies specified in Appendix 1.

The Solihull Safeguarding Adults Board delivers theme based “We Trust you to Care” conferences to meet the needs of provider services locally and to share best practice across agencies. This year we will deliver ‘Who does what in care homes’ on Thursday 19th June 2014 at Solihull MBC Civic Suite. Foundation/Induction

Who should attend: Those working in an agency with a statutory duty to safeguard; those whose work brings them into contact with adults who might be at risk of harm

1. Recognise what constitutes abuse and neglect.

2. Recognise an adult at risk who may be in need of safeguarding.

3. Be aware of policies and procedures to be followed if there are any safeguarding concerns.

4. Be aware of the importance of person-centred safeguarding practice.

5. Understand the relevance of diversity factors.

Level 1

Who should attend: Those in regular contact with, or have a period of intense but irregular contact with adults who might be at risk of harm, those who may be in a position to identify welfare concerns including neglect and abuse

6. Ability to recognise risk and vulnerability indicators.

7. Knowledge of developmental life stages e.g. impact of age/disability.

8. Know the main legislation, policies and local guidance and act in accordance with these frameworks- within the workers role and responsibilities.

9. Understand the factors that might impair parenting /caring capacity for an adult at risk and support assessment and interventions

10. Support adults at risk to express their concerns and take these forward using agency policy and procedures

11. Knowledge of when and how to share relevant information with other agencies and professionals

12. Know how to effectively record concerns

13. Recognise the potential impact on self of doing safeguarding work and seek support and supervision as needed.

14. Recognise the barriers that exist which serve to inhibit disclosure of harm.

15. Understand the need to respect and work in partnership with service users.

16. Ability to seek advice and/or refer to a supervisor or designated person if a safeguarding concern is identified.

Level 2

Who should attend: Mandatory for those who work predominantly with adults at risk, designated or lead professionals who contribute to multi-agency safeguarding assessments and inquiries. Applicants must have completed Level 1 training.

17. Ability to establish purposeful relationships with adults at risk and their families/carers through effective communication and engagement, skills in listening and building empathy.

18. Ability to ensure the views of adults at risk and their families/carers are central to all safeguarding processes.

19. Awareness of the role and remit of the Safeguarding Adults Board, member agencies and the availability of local resources and services.
