`URGENT' CALL FOR CLIMATE CHANGE ACTION

By State Political Reporter GREG KELTON (Advertiser 27aug04)AN urgent meeting of federal and state leaders has been proposed by Premier Mike Rann to tacklegreenhouse gas emissions.Mr Rann wants both Prime Minister John Howard and Opposition Leader Mark Latham to committhemselves to a special Council of Australian Governments' meeting within three months of the federalelection. On the eve of a national energy ministers' meeting in Adelaide, he said yesterday that the greenhousethreat to Australia was worse than terrorism."This is a call to arms," Mr Rann said. "It's time for action, not words.

Mr Rann said the COAG meeting should determine the strategy and set hard targets and timelines onemission reductions."It is becoming increasingly clear that climate change will strike Australia earlier, and more severely, than other developed nations," he said."This is because of the marginal nature of much of our rainfall, our variable climate and our greaterbiodiversity."We stand at an historic crossroads. We cannot absolve ourselves of responsibility because most ofthe important decisions about climate change will need to be made over the next 10 years."Mr Rann said the current national policy on energy and greenhouse issues did nothing to encourageinvestment. He said to attract investment in renewable energy, Australia needed to provide financial incentives forelectricity generators to move away from dirty coal-fired electricity to alternatives such as biomass, solar, wind energy and hot rocks."A renewable energy industry could be worth billions of dollars, create thousands of jobs in regionalareas, and put Australia at the forefront of renewable energy in the Asia-Pacific region," he said.Australian Conservation Foundation executive director Don Henry said he strongly supported MrRann's call for a COAG meeting."We'd also be urging the Prime Minister and the Opposition Leader to release comprehensive climatechange policies before the election," Mr Henry said."It's going to have a large impact in South Australia, so it's important to know who is going to do what."

    SOLAR CITIES WORKSHOP

Wasim Saman was amongst ANZSES members who recently attended a workshop aboutthe proposed Solar Cities program. The local ANZSES committee discussed someimplications of how a sum of $20 000000 (plus some matching funding from State and localgovernments and Industry) could have a meaningful impact in reducing greenhouse gasemission for the whole of Adelaide, but also whether such a program had a negative effecton other policy initiatives such as the Mandated Renewable Energy Targets (MRET).

Wasim suggested that if such a plan did go ahead, features could include:

    1. Setting different levels of measures for reducing conventional energy use in residentialand commercial buildings starting with demand side management and energy efficiencymeasures, then solar hot water then solar PV. Individual households and businesses can optfor a certain level of measures.2. Establishing a Revolving Credit Fund for funding the initial costs of energy audits andpaying for implementing the selected measures which can be paid back to the Fund through

subsequent energy savings. The Fund can be used for "solarising" Adelaide suburb bysuburb by rolling out the scheme within a specified timeline.3. This will go hand in hand with a plan for introducing regulations which will graduallyfacilitate and mandate more energy efficiency measures and using sustainable energy forbuildings and appliances.

Wasim would be interested in your thoughts on these ideas and particularly the likely hurdlesand arguments against the scheme. You can contact him on 8302 3008 or fax 8302 3380 orEmail: [email protected]

To give some background to the program, the following i s extracted from the AGOpresentation to the Workshop:

    What is Solar Cities?

An opportunity to: Showcase Australias potential to deliver sustainable energy outcomes; Measure economic and environmental impacts of integrating solar, energy efficiency and meteringtechnologies with cost reflective pricing and planning in large scale trials; and Understand and address impediments to commercial application of the Solar Cities concept.

    What are the objectives?

To determine the impact a combination of cost reflective pricing, clustered solar, energy efficiencyand smart metering technologies and planning has on electricity supply and demand profiles and theneed for electricity infrastructure in trial regions; and To identify options for addressing barriers to distributed solar generation and demand sideparticipation for grid connected urban areas. Why is Solar Cities necessary?

Current electricity market arrangements do not factor in the benefits of solar technologies or otherdemand side action such as energy efficiency measures.
