Virtual Constellations (VCs) are made up of space-based, ground-based, and/or data delivery systems that are coordinated to meet a common set of requirements within a specific domain. While maintaining the independence of individual Agency contributions., VCs make use of collaborative partnerships to:

CEOS Agencies will continue to enhance their cooperation to respond effectively to Earth observation users’ needs by achieving integration across the full range of Earth observations, by closing important observational gaps, and by promoting the sharing of CEOS Agency data, and improving access to and use of such data.

CEOS will support more effective societal decision making in the areas of climate monitoring and research; carbon observations, including observations to support the effective monitoring and management of the world’s forested regions; food security; disaster risk management; biodiversity; capacity building; and data availability and access.

CEOS Working Groups and Virtual Constellations will expand their technical and scientific coordination to support these priorities, and improve the overall level of complementarity and compatibility of their Earth observation and data management systems for societal benefit.

CEOS will consider other requests from external stakeholders and determine what, if any, support is possible and appropriate. CEOS will also continue its outreach and communications efforts. As it executes these activities, CEOS will operate in accordance with the guidance provided in the CEOS Governance and Processes document regarding the organization’s structure, processes, and stakeholder relations.

Agencies can work together under the CEOS umbrella without having to have formal bi-lateral agreements.

WGISS can also support bi-lateral interactions, by discussing the best practices and guidelines in a multilateral forum

What it means to participate in WGISS.

CEOS agencies state that they cannot afford to participate in multiple WGs or VCs;

lowering the perceived hurdle could attract more members.

Historically WGISS has been able to attract members of CEOS that do not actively attend CEOS Plenary meetings.

Participation to WGISS

Clarify what it means to participate to WGISS :

- can use gotomeeting,

- can participate to IG and WG.

- Not obliged to be implicated to all project and to all meetings.

This information can be put in the Web site, and during presentation to SIT and to Plenary.

Increase interaction with VCs. CNES SIT team initiatives is a good thing and very appropriate

Better communicate the value of coordinating and improving data systems and services. I think we could do more raise awareness to the CEOS member agency leaders regarding the importance of data utilization and the need to overcome barriers to use through interoperability to improve access, in part through the use of open source components. Can we better communicate the benefits of interoperability — streamline processes, reduce manual efforts, reduce error, deliver services more effectively, save time, save money.

3.Have a strong focus on CEOS agency related issues and not just interoperability of the systems.

The Technology Exploration sub group has made it apparent that many agencies are struggling trying to solve the same problems. (Some of these problems are being forced from their upper level management).

For example, it may not be an agency’s #1 priority to be interoperable with another agency but that agency could have best practices for implementing cloud computing that could benefit others in WGISS.
