PERUTUSAN PENGARAH I DIRECTOR’S STATEMENT

2019 adalah tahun pembangunan bagi Bahagian Perubatan

Tradisional dan Komplementari (BPTK). Dengan kerjasama

yang erat daripada semua pihak yang berkaitan, BPTK telah

memperkasakan kedudukannya berdasarkan 6 hala tuju

dalam T&CM Blueprint 2018-2027 (Health care) untuk

membangunkan industri PT&K.

Saya dengan berbesar hati ingin melaporkan beberapa

kolaborasi dengan pihak berkepentingan yang berjaya dicapai

pada tahun 2019 seperti berikut:

1. Penganjuran Persidangan Antarabangsa Perubatan

Tradisional dan Komplementari Ke-9 (INTRACOM ke-9)

bersama Universiti Tunku Abdul Rahman (UTAR) yang

bertemakan 'Pendekatan Bersepadu ke Arah Penuaan

Sihat'. Persidangan ini merupakan platform untuk

berkongsi berkenaan peranan penting PT&K dalam

menggalakkan pendekatan holistik ke arah penuaan yang

sihat dalam era Silver Tsunami.

2. Penyempurnaan 5 pelan tindakan T&CM Blueprint 2018-

2027 (Health care) sehingga Disember 2019. BPTK

sebagai urusetia bagi pelaksanaan blueprint sentiasa

memantau dan bekerjasama dengan pihak

berkepentingan untuk memastikan kesemua pelan

tindakan yang ditentukan dapat mencapai sasaran

dengan jayanya.

3. Penganjuran ASEAN Side Meeting on the Concept Note

for ASEAN T&CM Dialogue. Aktiviti ini telah dihadiri oleh

wakil dari Malaysia, Thailand, Singapura dan Kemboja.

4. Mesyuarat Teknikal Dua Hala Ke-6 Kerjasama dalam

Sistem Perubatan Tradisional di antara Kerajaan

Malaysia dan Republik India; dan Mesyuarat Teknikal

Dua Hala Ke-3 antara Kerajaan Republik

Rakyat China dan Malaysia dalam bidang perubatan

tradisional. Beberapa kolaborasi penting dalam aspek

amalan, materia medica, produk, pendidikan dan latihan

serta penyelidikan telah dicapai melalui hubungan dua

hala tersebut.

5. Fasa Ke-2 Pelan Transformasi Perkhidmatan PTP telah

dilaksanakan pada tahun 2019 dengan penambahan

penyertaan sebanyak 8 buah negeri menjadikan jumlah

keseluruhan 14 Jabatan Kesihatan Negeri yang terlibat

dalam pelaksanaan pelan ini.

Di samping itu, kami telah melancarkan Garis Panduan

Pengguna bagi Penggunaan Perkhidmatan PT&K yang Betul

di Malaysia semasa INTRACOM ke-9. Garis panduan ini

bertujuan untuk meningkatkan pengetahuan orang ramai dan

memberi maklumat yang sesuai kepada individu mengenai

penggunaan perkhidmatan PT&K yang betul.

Pada masa ini, renovasi dan pengubahsuaian Blok D,

Kompleks Kementerian Kesihatan, Jalan Cenderasari baru

sahaja selesai. Kami berharap persekitaran kerja yang selamat

dan kondusif akan memudahkan proses pendaftaran

pengamal PT&K kelak.

Saya ingin merakamkan ucapan terima kasih kepada

kakitangan BPTK dan semua pihak berkepentingan atas

dedikasi dan sokongan yang berterusan yang telah diberikan

kepada Bahagian ini. Dengan usaha dan kerjasama daripada

semua pihak, BPTK akan lebih cemerlang dalam memastikan

amalan PT&K yang selamat dan berkualiti ke arah

kesejahteraan rakyat.

2019 was a significant year of development for the Traditional

and Complementary Medicine Division (T&CMD). With strong

collaboration and collective effort from all relevant parties, the

T&CMD has repositioned itself to be at par with the 6 general

directions in T&CM Blueprint 2018-2027 (Health care) to

facilitate development of the T&CM industry.

Hereby, I am delighed to share several achievements in terms

of successful collaborations with stakeholders in 2019 as

follows:

1. Hosted the 9th International Conference on Traditional &

Complementary Medicine (9th INTRACOM) in

collaboration with University Tunku Abdul Rahman

(UTAR) with the theme of ‘Integrated Approach towards

Healthy Ageing’. The conference provided a platform to

discuss the importance of T&CM in encouraging a holistic

approach towards healthy ageing in the era of the Silver

Tsunami.

2. Accomplished 5 action plans under the T&CM Blueprint

2018-2027 (Health care) as of December 2019. The

T&CMD as the secretariat for the blueprint implementation

will continue to monitor and work closely with all

stakeholders to ensure all the objectives and action plans

are executed successfully.

3. Hosted the ASEAN Side Meeting on the Concept Note for

ASEAN T&CM Dialogue. This event was attended by

representatives from Malaysia, Thailand, Singapore and

Cambodia.

4. The 6th Bilateral Technical Meeting (BTM) on Cooperation

in the Field of Traditional Systems of Medicine between

the government of Malaysia and Republic of India; and the

3rd BTM on Cooperation in Traditional Medicine between

the Government of the People’s Republic of China and the

Government of Malaysia. Several important collaborations

in the aspect of practice, materia medica and products,

education and training, and research were achieved

through these bilateral engagements.

5. Phase 2 of the Traditional Postnatal Care (TPC) services

Transformation Plan was implemented in 2019 and

expanded to 8 states; currently a total of 14 State Health

Departments are involved in the transformation plan.

Besides that, we have launched the Consumer Guideline for

Proper Use of Traditional and Complementary Medicine

Services in Malaysia during the 9th INTRACOM. This guideline

aims to improve public knowledge and provides relevant

information to consumers on the proper use of T&CM services.

Currently, renovation and refurbishment of Block D, Ministry of

Health Complex in Jalan Cenderasari has just been completed.

We hope that a safe and conducive environment will facilitate

the registration process of T&CM practitioners in the near

future.

I would like to take this opportunity to thank my staff and all our

stakeholders for their dedication and continuous support

towards our Division. With the collaborative efforts from all

parties, the T&CMD will continue to strive and ensuring that the

practice of T&CM is safe and of quality for the well-being of all

citizens.

Bahagian Perubatan Tradisional dan Komplementari akan memastikan perubatan

tradisional dan komplementari adalah selamat dan berkualiti kearah kesejahteraan rakyat. The Traditional and Complementary Medicine Division will ensure the practice of traditional and complementary medicine is safe and of

quality for the well-being of all citizens.

Bahagian Perubatan Tradisional dan Komplementari beriltizam menjadi peneraju

kecemerlangan dalam bidang perubatan tradisional dan komplementari.

FUNGSI PEJABAT CAWANGAN PERUBATAN TRADISIONAL DAN KOMPLEMENTARI (CPTK) FUNCTIONS OF T&CM BRANCH OFFICES

Pejabat CPTK mula ditubuhkan pada tahun 2010 bagi

membantu ibu pejabat BPTK menjalankan fungsi-fungsinya

di peringkat negeri. Sehingga kini, terdapat 6 pejabat CPTK

yang telah ditubuhkan iaitu di Pulau Pinang, Terengganu,

Johor, Perak, Sabah dan Sarawak.

Fungsi-fungsi CPTK adalah seperti berikut:

i. Melaksanakan dasar dan pelan tindakan berkaitan

PT&K di peringkat negeri dan zon;

ii. Melaksanakan peranan sebagai focal point BPTK untuk

urusan PT&K di peringkat negeri dan zon;

iii. Melaksanakan aktiviti inspektorat dan penguatkuasaan

berkenaan PT&K;

iv. Melaksanakan aktiviti pendidikan pengamal dan

pengguna PT&K;

v. Memantau perkhidmatan PT&K di fasiliti kesihatan

kerajaan yang berkaitan mengikut kawasan liputan

CPTK;

vi. Melaksanakan aktiviti pentadbiran am di pejabat CPTK;

dan

vii. Menguruskan perbelanjaan kewangan.

CPTK were established since 2010 to assist the T&CMD in

carrying out its functions at the state level. To date, 6 CPTK

have been established in Pulau Pinang, Terengganu, Johor,

Perak, Sabah and Sarawak.

The functions of CPTK are as follow:

i. Implement policies and action plans related to T&CM at

the state and zone level;

ii. Act as focal points for T&CMD on T&CM related matters

at the state and zone level;

iii. Implement inspectorate & enforcement activities related

to T&CM;

iv. Organise educational activities for T&CM practitioners

and consumers;

v. Monitor the provision of T&CM services in government

health facilities based on area of coverage;

vi. Perform general administrative tasks in CPTK offices;

vii. Manage financial expenses.

PERKHIDMATAN PT&K YANG DITAWARKAN DI FASILITI KESIHATAN KKM T&CM SERVICES OFFERED AT MOH HEALTH CARE FACILITIES

Hospital KKM

Sehingga Disember 2019, terdapat 6 jenis perkhidmatan

PT&K, iaitu Urutan Tradisional, Akupunktur, Shirodhara,

Terapi Basti Luaran, Terapi Varmam dan Terapi Herba

sebagai Rawatan Sampingan Penyakit Kanser telah

ditawarkan di 15 hospital KKM (Jadual 1). Pesakit yang ingin

menerima rawatan PT&K boleh mendapatkan surat rujukan

daripada Pegawai Perubatan. Selain itu, Garis panduan bagi

setiap amalan perkhidmatan PT&K telah dibangunkan untuk

memberi maklumat regim, prosedur kerja standard dan

indikasi (Jadual 2) untuk rujukan pihak berkepentingan.

Klinik Kesihatan KKM

BPTK telah memperkenalkan Pelan Transformasi PTP di

peringkat penjagaan kesihatan primer pada tahun 2018 untuk

menggantikan perkhidmatan PTP di hospital KKM yang telah

diberhentikan pada Julai 2018. Ini merupakan salah satu

pendekatan BPTK untuk mengintegrasikan perkhidmatan

PT&K ke peringkat penjagaan kesihatan primer.

Perkhidmatan PTP ini telah dilaksanakan di klinik-klinik

kesihatan yang terpilih dengan tujuan seperti berikut:

i. Mengintegrasi perkhidmatan PTP di peringkat penjagaan

kesihatan primer;

ii. Menawarkan khidmat penjagaan ibu selepas bersalin

melalui pengamal PT&K swasta yang terpilih;

iii. Memberi nilai tambah dalam sistem penjagaan kesihatan

ibu postnatal yang sedia ada; dan

iv. Membantu meningkatkan tahap kesihatan dan

kesejahteraan ibu melalui penjagaan tradisional ketika

masa berpantang.

Perkhidmatan ini akan diberikan di rumah pelanggan atas

tanggungan kos sendiri. Di samping itu, pemantauan secara

berkala telah dilaksanakan oleh pegawai dari JKN dan

Pejabat Cawangan PT&K untuk memastikan pengamal PTP

dan perkhidmatan yang disampaikan mengikut garis panduan

amalan yang ditetap oleh KKM.

Hospitals under MOH

As of December 2019, a total of 6 types of T&CM services,

namely Traditional Massage, Acupuncture, Shirodhara,

External Basti Therapy, Varmam Therapy and Herbal

Therapy as Adjunct Treatment for Cancer Patients are offered

in 15 MOH hospitals in Malaysia (Table 1). Patients who wish

to receive T&CM services in any MOH facility can request

referral letter from any Registered Medical Practitioner. T&CM

practice guidelines have also been developed to provide

information related to treatment regimes, standard operating

procedures and indications (Table 2) as reference for

interested parties.

Health Clinics under MOH

T&CMD had introduced the TPC Transformation Plan at

primary health care level in 2018 to replace TPC services in

MOH hospitals which have been suspended since July 2018.

This is an approach to integrate T&CM services at the primary

health care level.

TPC services have been implemented at selected health

clinics with the objectives as follow:

i. To integrate TPC services at the primary health care level;

ii. To offer postnatal care services through selected private

T&CM practitioners;

iii. To provide added value to the existing postnatal care

system for mothers; and

iv. To improve maternal health and wellness via traditional

care methods during confinement period.

TPC services will be carried out at clients’ homes at their own

expense. Monitoring will be conducted routinely by officers

from the respective State Health Departments and T&CM

Branch Offices to ensure TPC practitioners and their services

comply with MOH practice guidelines.

LAWATAN KERJA KE NEGERI SABAH DAN SARAWAK

WORKING VISIT TO SABAH AND SARAWAK

Pihak BPTK telah mengadakan satu lawatan kerja ke Sabah

pada 11-12 Mac 2019 dan Sarawak pada 29-30 Ogos 2019.

Lawatan ini telah diketuai oleh Pengarah BPTK dan disertai

oleh pegawai daripada Cawangan Dasar dan Perkembangan.

Lawatan ini bertujuan untuk:

i. Memberi taklimat kepada pihak Jabatan Kesihatan

Negeri (JKN) Sabah dan JKN Sarawak berkaitan

perkembangan PT&K di Malaysia;

ii. Meninjau keadaan semasa di CPTK dan Unit PT&K;

iii. Mengadakan perbincangan berkenaan isu-isu yang

dihadapi oleh CPTK dan Unit PT&K; dan

iv. Mengadakan sesi taklimat Pelan Perancangan PT&K

2018-2027 (Kesihatan) dan Pelan Perancangan PT&K

2018-2027 (Ekonomi & Sosio Budaya) kepada pihak-

pihak berkepentingan di Sabah dan Sarawak.

Secara keseluruhannya, lawatan BPTK ke Sabah dan

Sarawak telah mencapai objektif dan memberi kesan yang

positif kepada perkembangan PT&K di sana. Pihak JKN

Sabah dan Sarawak memberikan kerjasama yang baik bagi

memperkembangkan perkhidmatan PT&K di peringkat negeri

masing-masing dan menangani isu-isu yang berbangkit.

The Director of T&CMD and officers from the Policy and

Development Section had a working visit to Sabah on 11-12

March 2019 and to Sarawak on 29-30 August 2019.

Objectives of the working visits are as follows:

i. To brief the State Health Departments (SHDs) of Sabah

and Sarawak about the current status and development of

T&CM in Malaysia;

ii. To monitor the current status of CPTK and the T&CM

Units;

iii. To discuss about issues faced by CPTK and the T&CM

Units; and

iv. To conduct briefing sessions on the T&CM Blueprint 2018-

2027 (Health Care) and T&CM Blueprint 2018-2027

(Economy & Socio-Cultural) to relevant stakeholders in

Sabah and Sarawak.

Overall, all the objectives of the working visit to Sabah and

Sarawak were achieved and definitely made a positive impact

on the development of T&CM there. The SHDs of Sabah and

Sarawak provided excellent cooperation in the development

of T&CM as well as addressing T&CM-related issues in their

respective states.

PELAN TRANSFORMASI PENJAGAAN TRADISIONAL POSTNATAL (PTP)

TRADITIONAL POSTNATAL CARE (TPC) TRANSFORMATION PLAN

Lawatan Pelaksanaan Perkhidmatan PTP di

Kelantan

Sesi lawatan pelaksanaan perkhidmatan PTP di negeri

Kelantan telah diadakan pada 25 April 2019. Lawatan

tersebut telah diadakan di Klinik Kesihatan (KK) Meranti,

Pasir Mas, Pulai Chondong, Machang dan Bachok.

Lawatan ini telah disertai oleh 33 orang yang terdiri daripada

wakil Bahagian Pembangunan Kesihatan Keluarga (BPKK),

penyelaras perkhidmatan PTP dari 7 Jabatan Kesihatan

Negeri (JKN) yang terlibat dalam Fasa 1 Pelan Transformasi

Perkhidmatan PTP dan Pejabat Cawangan PT&K. Objektif

lawatan ini adalah untuk mendapatkan pendedahan

menyeluruh berkenaan pelaksanaan perkhidmatan PTP di

peringkat KK khasnya dalam aspek pengurusan, promosi

perkhidmatan, dokumentasi dan lain-lain.

Secara kesimpulannya, lawatan tersebut telah memberi

manfaat dan panduan kepada semua peserta dalam

pelaksanaan perkhidmatan PTP di negeri masing-masing

kelak.

Peluasan Pelan Transformasi PTP

Pelaksanaan Pelan Transformasi PTP telah dijalankan

secara berfasa. Pada tahun 2019, klinik kesihatan yang

terpilih di 7 JKN iaitu JKN Perlis, Kedah, Pulau Pinang,

Kelantan, Terengganu, Selangor dan Melaka telah

melaksanakan perkhidmatan PTP fasa pertama dengan

berjaya.

Sebagai permulaan untuk memasuki fasa ke-2 Pelan

Transformasi PTP, BPTK telah menganjurkan bengkel

Pelan Transformasi PTP Siri 2 pada 29-30 Oktober 2019 di

Hotel Perdana, Kota Bharu, Kelantan. Bengkel ini

melibatkan penyelaras-penyelaras daripada 8 JKN iaitu

JKN Perak, Pahang, Negeri Sembilan, Wilayah

Persekutuan Kuala Lumpur dan Putrajaya, Johor, Sabah,

Sarawak dan Labuan. Pelaksanaan PTP fasa ke-2 dijangka

akan bermula pada penghujung tahun 2019.

Visit to Monitor Implementation of TPC Services in

Kelantan

Held on 25 April 2019, this visits covered the Meranti, Pasir

Mas, Pulai Chondong, Machang and Bachok Health Clinics.

33 representatives from the Family Health Development

Division, coordinators from the 7 State Health Departments

(SHDs) involved in Phase 1 of the TPC Transformation Plan

and CPTK Officers were involved in this activity. This visit was

conducted to gain overall exposure on the implementation of

TPC services at the primary health care level especially the

management aspect, service promotion, documentation and

others.

In conclusion, this visit benefited all participants in terms of

guiding the implemention of TPC in their respective states in

the near future.

Expansion of TPC Transformation Plan

The TPC Transformation Plan was implemented in phases. In

2019, selected health clinics in 7 SHDs, namely, SHDs of

Perlis, Kedah, Pulau Pinang, Kelantan, Terengganu,

Selangor and Melaka carried out the first phase of the

transformation plan successfully

To kickstart the 2nd Phase of the TPC Transformation Plan,

the T&CMD organised the “TPC Transformation Plan

Workshop Series 2” on 29 – 30 October 2019 at Perdana

Hotel, Kota Bharu, Kelantan. The workshop involved

coordinators from 8 SHDs namely Perak, Pahang, Negeri

Sembilan, Federal Territory of Kuala Lumpur and Putrajaya,

Johor, Sabah, Sarawak and Federal Territory of Labuan. The

implementation of the 2nd phase commenced at the end of

2019.

MESYUARAT MAJLIS PT&K I T&CM COUNCIL MEETING

Majlis PT&K telah ditubuhkan pada tahun 2016 bagi

mengawal selia pengamal dan amalan perubatan tradisional

dan komplementari di Malaysia. Seramai 34 anggota Majlis

PT&K yang terdiri daripada 17 anggota tetap dan 17 anggota

silih ganti telah dilantik oleh YB Menteri Kesihatan bagi

mewakili KKM, industri berkaitan PT&K, universiti tempatan

dan badan pengamal yang ditetapkan.

Majlis ini dipengerusikan oleh YBhg. Datuk Dr. Noor Hisham

bin Abdullah sebagai Ketua Pengarah Kesihatan. Majlis PT&K

telah bersidang sebanyak tiga kali pada tahun 2019.

Sebanyak 13 kertas pertimbangan telah dibentangkan dalam

mesyuarat Majlis PT&K dan kesemua kertas pertimbangan

tersebut telah dipersetujui oleh anggota majlis

The T&CM Council was established in 2016 to regulate the

practice and practitioners of traditional and complementary

medicine in Malaysia. A total of A total of 34 members of the

T&CM Council consisting of 17 permanent members and 17

alternate members have been appointed by the Minister of

Health to represent the MOH, industries related to T&CM, local

universities and practitioner bodies.

The chairman of the council is the Director General of Health,

YBhg. Datuk Dr. Noor Hisham bin Abdullah. The T&CM

council met three times in 2019. A total of 13 proposal papers

were tabled at these meetings, all of which have been

approved by the council members.

PENYELARASAN PENGAWALSELIAAN AMALAN PENGUBATAN ISLAM

COORDINATION IN REGULATING ISLAMIC MEDICAL PRACTICE

Pada 8 Januari 2019, Mesyuarat Lajnah Pengawalseliaan

Pengamal Pengubatan Islam (LAJPPI) kali kedua telah

bersetuju dengan empat kertas pembentangan berkenaan

hal-hal yang berkaitan dengan pengawalseliaan pengamal

pengubatan Islam. Di samping itu mesyuarat memutuskan

supaya sesi penerangan kepada Jabatan Agama Islam Negeri

(JAIN), Majlis Agama Islam Negeri (MAIN) dan Jabatan Mufti

Negeri diadakan.

Pada 14 Mac 2019, YBhg. Datuk Dr. Hj. Rohaizat Bin Hj. Yon,

Timbalan Ketua Pengarah Kesihatan (Perubatan) telah

membentangkan Kertas Cadangan Pengawalseliaan Amalan

Pengubatan Islam di Mesyuarat Majlis Kebangsaan Bagi Hal

Ehwal Ugama Islam Malaysia (MKI) ke-65 dan kertas

cadangan tersebut telah dipersetujui oleh anggota mesyuarat.

Mesyuarat Penyelarasan Pengawalseliaan Amalan

Pengubatan Islam Bil 1/2019 telah diadakan di Bahagian

Perubatan Tradisional dan Komplementari pada 17 Mei 2019.

Tujuan mesyuarat adalah untuk mendapatkan maklumat

terkini dan perancangan selanjutnya berkenaan

pengawalseliaan Pengubatan Islam. Pada akhir mesyuarat,

pihak Urusetia LAJPPI bersetuju untuk menyediakan Kertas

Pertimbangan Cadangan Penetapan Metodologi Pendaftaran

dan Kelayakan Minima bagi Pengamal Pengubatan Islam.

On 8 January 2019, the 2nd Meeting of the Lajnah

Pengawalseliaan Pengamal Pengubatan Islam (LAJPPI)

agreed to four proposals related to the regulation of Islamic

medical practice. Meeting members also agreed that a briefing

session should be held with the State Islamic Religion

Departments (JAIN), State Islamic Religion Councils (MAIN)

and State Mufti Departments.

On 14 March 2019, YBhg. Datuk Dr. Rohaizat Bin Hj. Yon,

Deputy Director General of Health (Medical) presented a

Proposal Paper on the Regulation of Islamic Medical Practice

at the 65th Meeting of the Malaysian National Council of

Islamic Affairs (MKI) and the proposal paper was agreed to by

all meeting members.

The Coordination Meeting No. 1/2019 for the Regulation of

Islamic Medical Practice was held on 17 May 2019 at the

Traditional and Complementary Medicine Division. The

purpose of the meeting was to get updates and plan the way

forward regarding the regulation of Islamic medical practice.

At the end of the meeting, the LAJPPI secretariat agreed to

prepare the Proposal Paper on Registration Methodology and

Minimum Qualifications for Islamic Medical Practitioners.

Pengubatan Islam Bil 2/2019 telah diadakan pada 14

November 2019. Isu kertas pertimbangan metodologi

pendaftaran dan kelayakan minima pengamal pengubatan

Islam telah dibincangkan dan mesyuarat dimaklumkan

berkenaan persetujuan Jabatan Agama Islam Melaka (JAIM)

melaksanakan proses saringan Pengamal Pengubatan Islam

berpandukan dokumen saringan i-Syifa’ dan manual i-Syifa’.

Susulan itu, suatu sesi perbincangan bagi pemurnian Kertas

Pertimbangan Cadangan Penetapan Metodologi Pendaftaran

dan Kelayakan Minima untuk Pengamal Pengubatan Islam

telah diadakan pada 25 November 2019. Anggota mesyuarat

telah mencapai persetujuan dan mencadangkan beberapa

kriteria kelayakan bagi tujuan pendaftaran pengamal

Pengubatan Islam. Semua cadangan tersebut akan

dibentangkan dalam mesyuarat LAJPPI yang seterusnya

untuk persetujuan sebelum dibawa ke mesyuarat Majlis

PT&K.

Religious Department of Melaka to implement the screening

process for Islamic Medical Practitioners based on the i-Syifa’

Following that, a discussion session to finalise the Proposal

Paper on Registration Methodology and Minimum

Qualifications for Islamic Medical Practitioners was held on 25

November 2019. All meeting members agreed on the proposal

paper and proposed criteria for registration of Islamic Medical

Practitioners. These proposals will be presented at the next

LAJPPI meeting for approval before being presented at the

T&CM Council.

Dr Dyanan Puvanandran telah membentangkan

perkembangan terkini pelaksanaan Akta PT&K 2016. Wakil

MMC telah memberikan pandangan dan nasihat berkenaan

amalan PT&K oleh pengamal perubatan berdaftar. BPTK

amat menghargai pandangan dan nasihat yang diberikan

serta ingin menjalin kerjasama erat dengan pihak MMC dalam

urusan kawal selia.

Dr. Dyanan Puvanandran presented the latest developments

on the ongoing implementation of the T&CM Act 2016. The

MMC representatives gave their views and advice on T&CM

practices by registered medical practitioners. The T&CM

Division appreciates the inputs given at the meeting and looks

forward to close cooperation with MMC on regulatory related

matters.

Selain itu, pelan tindakan yang selebihnya berjalan dengan

lancar mengikut garis masa yang ditetapkan. BPTK sebagai

Since the launch of the T&CM Blueprint 2018-2027 (Health

Care) in 2018, a total of 47 out of 71 action plans has been

initiated. Up to December 2019, 5 action plans have been

accomplished while the others have progressed steadily

according to the scheduled timeline. T&CMD as the

Secretariat for the Blueprint implementation will continue to

monitor and work closely with all stakeholders to ensure all

the objectives in the tentative action plans are executed

successfully.

PEMBANGUNAN KRITERIA PENGAMAL PERUBATAN BERDAFTAR (PPB) UNTUK MENGAMAL PTC –

AKUPUNKTUR DI MALAYSIA

DEVELOPMENT OF CRITERIA FOR REGISTERED MEDICAL PRACTITIONERS (RMPs) TO LAWFULLY

PRACTISE TRADITIONAL CHINESE MEDICINE (TCM) – ACUPUNCTURE IN MALAYSIA

Penguatkuasaan Akta PT&K 2016 [Akta 775] pada 1 Ogos

2016 dan penubuhan Majlis PT&K menandakan permulaan

era pengawalseliaan berkanun bagi amalan dan pengamal

PT&K di Malaysia. Mana-mana individu yang ingin mengamal

dalam bidang amalan diiktiraf adalah diwajibkan untuk

berdaftar dengan Majlis PT&K apabila pendaftaran bermula

kelak. PPB juga tidak terkecuali daripada pendaftaran dengan

Majlis PT&K jika mereka berhasrat untuk mengamalkan

PT&K dalam bidang amalan diiktiraf.

Bengkel Pembangunan Kriteria bagi Pengamal Perubatan

Berdaftar untuk Mengamal PTC – Akupunktur dan mesyuarat

berkaitan telah diadakan pada 18 – 20 Mac 2019 di Kuala

Lumpur dengan menggunakan dana WHO Programme

Budget 2018 – 2019 bagi:

(i) membincangkan kriteria latihan dan kelayakan asas PPB untuk mengamal PTC (akupunktur) di Malaysia, khasnya mereka yang telah mengamal sebelum penguatkuasaan Akta 775, dan

(ii) mencadangkan satu modul pembangunan kapasiti bagi melancarkan pendaftaran PPB untuk mengamal PTC (akupunktur) dengan Majlis PT&K.

Pakar perunding WHO, Professor Wang Shoudong, telah

memberikan input sepanjang tempoh tersebut. Pihak

berkepentingan yang terlibat adalah wakil daripada Agensi

Kelayakan Malaysia, Bahagian Perkembangan Perubatan,

Bahagian Amalan Perubatan, para akademik dari institusi

yang menawarkan program PTC, wakil persatuan yang

mewakili pengamal PTC serta PPB dari sektor awam dan

swasta.

Program selama tiga hari ini telah mencapai objektif dengan

jayanya. Kebolehlaksanaan kriteria-kriteria yang dicadangkan

adalah tertakluk kepada persetujuan Majlis PT&K dan Majlis

Perubatan Malaysia..

The enforcement of the T&CM Act 2016 [Act 775] on 1 August

2016 and the establishment of T&CM Council marked the

beginning of statutory regulation for T&CM practices and

practitioners in Malaysia. Any individuals who wish to practise

in a recognised practice area is required to register with the

T&CM Council when registration commences. RMPs are not

exempted from registering with the T&CM Council if they wish

to practise T&CM in recognised practice areas.

A Workshop on Development of Criteria for RMPs to Lawfully

Practise TCM – Acupuncture and related meetings was held

from 18 – 20 March 2019 in Kuala Lumpur with funding from

the WHO Programme Budget 2018 – 2019 to

(i) discuss the criteria for basic training and basic qualifications required for RMPs to practise TCM (acupuncture) in Malaysia, especially those who have been practising prior to the enforcement of Act 775, and

(ii) propose a capacity building module to facilitate RMPs to register with the T&CM Council in order to practise TCM (acupuncture).

The WHO consultant, Professor Wang Shoudong, provided

his input throughout this duration. The stakeholders involved

were representatives from the Malaysian Qualifications

Agency, Medical Development Division, Medical Practice

Division, academicians from institutions offering TCM

programmes, associations representing TCM practitioners

and also RMPs from the public and private sectors.

The 3 day program successfully achieved its objectives. The

implementation of the proposed criteria is subject to approval

from the T&CM Council and Malaysian Medical Council.

MESYUARAT JAWATANKUASA TEKNIKAL BERSAMA (JTB) UNTUK PENILAIAN AKREDITASI PROGRAM

PT&K

MEETINGS OF THE JOINT TECHNICAL COMMITTEE (JTC) FOR ACCREDITATION ASSESSMENT OF T&CM

PROGRAMME

JTB yang ditubuhkan pada tahun 2018 telah mengadakan

mesyuarat sebanyak 3 kali pada tahun 2019. Fungsi utama

JTB adalah memberi syor kepada Majlis PT&K berkenaan

akreditasi program PT&K dan perkara-perkara yang berkaitan

dengannya. Pelbagai syor berkenaan hala tuju program

PT&K serta penilaian akreditasi program oleh institusi

pengajian tinggi telah dibuat oleh JTB dan dipanjangkan

kepada Majlis PT&K. Sejak penubuhan JTB, JTB telah

menerima sejumlah satu permohonan penilaian akreditasi

penuh dan satu permohonan penilaian akreditasi sementara.

Bagi permohonan penilaian akreditasi penuh tersebut,

sekretariat JTB turut menghadiri lawatan penilaian pada 16 –

17 Mei 2019 bersama ahli panel penilai dan wakil MQA. Syor

berkenaan keputusan penilaian akreditasi telah dipanjangkan

kepada Majlis PT&K dan MQA untuk keputusan. Ini adalah

penting bagi memastikan program pengajian PT&K di

Malaysia adalah diiktiraf oleh badan kawal selia, iaitu Majlis

PT&K dan pada masa yang sama memenuhi standard

minimum yang diperlukan. Perancangan JTB pada tahun

2020 adalah (i) kajian semula standard program PT&K dan (ii)

pelantikan ahli panel penilai di bawah Majlis PT&K.

The JTC which was established in 2018 held 3 meetings in

2019. The main function of the JTC is to make

recommendations to the T&CM Council concerning

accreditation of T&CM programmes and matters related to it.

Various recommendations regarding the direction of T&CM

programmes as well as accreditation assessment of

programmes by higher education institutions were made by

the JTC and presented to the T&CM Council. To date, the JTC

has received one application for full accreditation assessment

and one for provisional accreditation assessment since its

establishment.

For the full accreditation assessment application, the JTC

secretariat attended the accreditation assessment visit on 16

– 17 May 2019 with the panel of assessors and a

representative from the MQA. Recommendations regarding

the result of the accreditation assessment were presented to

the T&CM Council and MQA for a decision. This is important

to ensure that T&CM programmes in Malaysia are recognised

by the regulatory body, namely the T&CM Council and at the

same time fulfils the minimum standards required. In 2020,

the JTC plans to (i) review the T&CM Programme Standards

and (ii) appoint a panel of assessors under the T&CM Council.

KAJIAN SEMULA STANDARD PROGRAM PT&K I T&CM PROGRAMME STANDARD REVISION

Pada 18 Disember 2018, satu mesyuarat telah diadakan

antara MQA dan BPTK. MQA telah memaklumkan bahawa

satu perancangan telah dibuat untuk kajian semula standard

program: PT&K terbitan tahun 2010 pada 2019. Susulan itu,

persediaan bagi kajian semula telah dimulakan. Namun

begitu, pada Mei 2019, MQA memaklumkan bahawa kajian

semula ini terpaksa ditangguhkan ke tahun 2020. Walau

bagaimanapun, usaha penyediaan lain seperti Sesi Dialog

Bersama Pihak Industri PT&K dan perbincangan Subject

Matter Expert (SME) bagi setiap bidang amalan yang diiktiraf

boleh dimulakan terlebih dahulu.

Sesi dialog dengan pihak industri tersebut telah berjaya

diadakan pada 31 Oktober 2019. Maklum balas dan cadangan

penambahbaikan daripada pihak industri telah berjaya

dikumpulkan. Susulan itu, perbincangan SME yang pertama

untuk bidang amalan Homeopati telah diadakan pada 13

November 2019. Tujuan sesi perbincangan ini adalah untuk

membincangkan berkenaan penambahbaikan yang akan

dibuat untuk standard program PT&K sedia ada.

Penambahbaikan berfokus pada komponen tertentu seperti

learning outcomes, curriculum design and delivery dan

educational resources. Melalui sesi perbincangan ini, semua

panel yang hadir telah memberi kerjasama yang baik dan hasil

yang memberangsangkan telah diperolehi. Seterusnya,

cadangan penambahbaikan telah dihantar kepada pihak MQA

untuk perbincangan lanjut di Mesyuarat Jawatatankuasa

Panel Kajian Semula Standard Program PT&K. Perbincangan

SME seterusnya akan dirancang pada tahun 2020 bagi semua

bidang amalan diiktiraf yang lain.

On 18 December 2018, a meeting was held between the MQA

and the T&CM Division. MQA informed that the revision of the

T&CM programme standards which was published in 2010,

was planned to be conducted in 2019. Subsequently,

preparations for the programme standard revision had begun.

However, in May 2019, MQA informed that the revision was to

be postponed to 2020. Nevertheless, other preparations for the

revision such as dialogue sessions with the T&CM industry and

Subject Matter Expert (SME) discussions could still proceed.

A dialogue session with the T&CM industry was succesfully

held on 31 October 2019. The feedback and suggestions from

the industry was successfully collected. Since then, the first

SME discussion for Homeopathy was held on 13 November

2019. The purpose of this discussion was to discuss on

improvements to be made on the existing T&CM programme

standard. Improvements focused on specific components such

as learning outcomes, curriculum design and delivery and

educational resources. All panel members present gave their

cooperation and good outcomes were achieved through this

discussion session. Subsequently, the proposal for

improvements was sent to MQA to be discussed further in the

T&CM Programme Standard Revision Panel Committee

Meeting. Other SME discussions are planned in 2020 for other

recognised practice areas.

VISITATION FROM NATIONAL DRUG AUTHORITY, GOVERNMENT OF PEOPLE’S REPUBLIC OF UGANDA

Seramai 4 orang delegasi daripada Uganda yang diketuai

oleh Encik Michael Mutyaba, Manager of Traditional and

Complementary Medicines, National Drug Authority (NDA)

Uganda telah mengadakan lawatan ke BPTK, Institut

Penyelidikan Perubatan serta Unit PT&K di Institut Kanser

Negara pada 19 April 2019. Tujuan lawatan ini adalah untuk

memahami perkembangan dan pengawalseliaan bidang

PT&K di Malaysia serta perkhidmatan PT&K di hospital KKM.

Pihak BPTK telah memberi taklimat berkaitan dasar dan

status pengawalseliaan perkhidmatan PT&K di Malaysia

kepada delegasi Uganda. Pihak delegasi turut berkongsi

pengetahuan berkenaan perkembangan sistem kesihatan

perubatan tradisional di Uganda serta Rang Undang-undang

PT&K Uganda yang telah diluluskan di Parlimen pada

Februari 2019 yang bertujuan untuk mengawal selia

pengamal herba tradisional, menetapkan piawaian untuk

pengamal PT&K dan meningkatkan integrasi amalan PT&K

dalam sistem penjagaan Kesihatan Uganda.

Uganda visited the T&CMD, Institute of Medical Research and

the T&CM Unit in the National Cancer Institute on 19 April

2019. The purpose of this visit is to understand the

development and regulation of T&CM in Malaysia as well as

to gain deeper insight into T&CM services offered in hospitals

under MOH.

The T&CMD shared with the Ugandan delegates an overview

of T&CM policies and regulatory status in Malaysia. During the

discussion session, the visitors also shared information about

the development of the traditional medicine health system in

Uganda as well as the T&CM Bill passed in the Ugandan

Parliament in February 2019 to regulate traditional herbalists,

develop standards for T&CM practitioners and enhance the

integration of T&CM practices into the Ugandan health care

system.

Delegasi yang diketuai oleh Encik Abdul Wahab Khan, Joint

Secretary of Health Service Division, Ministry of Health &

Family Welfare (MOHFW), Kerajaan Bangladesh telah

mengadakan lawatan ke BPTK pada 15 Mei 2019. Tujuan

lawatan ini adalah untuk memahami perkembangan PT&K di

Malaysia.

Wakil BPTK dan Bahagian Regulatori Farmasi Negara telah

memberi taklimat berkaitan perkhidmatan, dasar dan

peraturan PT&K serta amalan baik yang diamalkan untuk

menjamin kualiti, keselamatan dan keberkesanan produk

PT&K di Malaysia.

Pihak delegasi telah berkongsi pengetahuan berkenaan

perkembangan sistem kesihatan perubatan tradisional di

Bangladesh. Perubatan Unani, Ayurveda dan Homeopati

adalah amalan PT&K yang umum di Bangladesh. Board of

Unani and Ayurvedic Systems of Medicine merupakan badan

pengawalseliaan di bawah MOHFW yang bertanggungjawab

untuk piawaian pendidikan dan pengawalseliaan amalan

Unani, Ayurveda dan Homeopati melalui Bangladesh

Homoeopathic Practitioners Ordinance 1983 dan Bangladesh

Unani and Ayurvedic Practitioners Ordinance 1983.

Di samping itu, pihak delegasi turut mengambil kesempatan

untuk melawat Unit PT&K di Hospital Putrajaya dan Institut

Kanser Negara untuk memahami jenis perkhidmatan PT&K di

hospital kerajaan.

A delegation led by Mr. Abdul Wahab Khan, Joint Secretary of

the Health Service Division, Ministry of Health & Family

Welfare (MOHFW), Bangladesh, visited the T&CMD on 15

May 2019. The purpose of visitation is to gain insight into

T&CM development in Malaysia.

Representatives from the T&CMD and National

Pharmaceutical Regulatory Agency explained about T&CM

services, related policies and regulations as well as best

practices for ensuring the quality, safety and effectiveness of

T&CM products in Malaysia.

The visiting delegation also shared information on the

development of the traditional medicine health care system in

Bangladesh. Unani, Ayurveda and Homeopathy are common

T&CM practices in Bangladesh. The Board of Unani and

Ayurvedic Systems of Medicine is a regulatory body under the

MOHFW responsible for maintaining educational standards

and regulation of Unani, Ayurveda and Homoeopathy practice

under the Bangladesh Homoeopathic Practitioners Ordinance

1983 and the Bangladesh Unani and Ayurvedic Practitioners

Ordinance 1983.

The delegation also took the opportunity to visit T&CM Units at

Putrajaya Hospital and the National Cancer Institute to gain

greater insights on T&CM services in MOH hospitals.

“Regulation of Traditional and Complementary Medicine

Practitioners in Malaysia”. Overall, the visit provided an

opportunity for future collaboration in developing safety

standards for raw medicinal materials in Malaysia.

PARTICIPATION AS OBSERVER FOR THE SINGAPORE ACUPUNCTURISTS REGISTRATION EXAMINATION

(SARE)

Di Singapura, mana-mana pengamal perubatan berdaftar dan pengamal pergigian berdaftar perlu mendapatkan kelayakan Graduate Diploma In Acupuncture yang ditawarkan oleh Singapore College of TCM sebelum menduduki Singapore Acupuncturists Registration Examination (SARE) yang dikendalikan oleh TCM Practitioners Board (TCMPB) iaitu badan berkanun yang ditubuhkan di bawah Traditional Chinese Medicine (TCM) Practitioners Act 2000. Fungsi TCMPB adalah untuk mendaftarkan pengamal PTC, memberi akreditasi kepada program dan institusi PTC untuk tujuan pendaftaran pengamal serta mengawal selia etika dan tingkah laku pengamal PTC berdaftar. Pengamal perubatan dan pergigian berdaftar perlu lulus SARE sebelum berdaftar dengan TCMPB untuk mengamal akupunktur sebagai satu terapi komplementari dalam amalan perubatan moden/ pergigian. Susulan daripada Bengkel Pembangunan Kriteria bagi Pengamal Perubatan Berdaftar untuk Mengamal PTC – Akupunktur di Malaysia yang diadakan pada 18 – 20 Mac 2019, satu delegasi KKM yang diketuai oleh Dr. Dyanan Puvanandran selaku Setiausaha Majlis PT&K telah hadir sebagai pemerhati di SARE pada 20 Oktober 2019. Tujuan lawatan ini adalah untuk memberi pendedahan kepada pegawai-pegawai KKM, khasnya Sekretariat Majlis PT&K, berkenaan penganjuran SARE (komponen Clinical Appraisal) di Singapura. Ini merupakan salah satu usaha KKM dalam merancang pendekatan yang serupa bagi membolehkan pengamal perubatan berdaftar mengamal akupunktur di bawah Akta PT&K 2016 di Malaysia. Lawatan ini telah memberikan pendedahan baru berkenaan pelaksanaan sesuatu licensing examination dalam bidang PT&K. Selain itu, delegasi KKM juga mendapat tunjuk ajar daripada TCMPB yang telah memulakan pendaftaran pengamal PTC sejak tahun 2001. Isu dan cabaran yang dihadapi TCMPB dalam pengendalian pendaftaran, pembaharuan sijil amalan dan aduan terhadap pengamal telah diambil maklum oleh delegasi KKM supaya perancangan sewajarnya dapat dibuat bagi isu yang dijangka akan timbul apabila pendaftaran pengamal PT&K bermula di Malaysia kelak.

In Singapare, any registered medical and dental practitioner must obtain the Graduate Diploma in Acupuncture offered by the Singapore College of TCM before taking the Singapore Acupuncturists Registration Examination (SARE) organised by the TCM Practitioners Board (TCMPB), a statutory body formed under the Traditional Chinese Medicine (TCM) Practitioners Act 2000. The function of the TCMPB is to register TCM practitioners, accredit TCM programmes and institutions for the purpose of practitioner registration and to regulate the ethics and conduct of registered TCM practitioners. Registered medical and dental practitioners need to pass the SARE before registering with the TCMPB to practise acupuncture as a complementary therapy in their modern medicine/ dental practice. Following the Workshop on Development of Criteria for RMPs to Lawfully Practise TCM – Acupuncture in Malaysia held on 18 – 20 March 2019, a MOH delegation led by Dr. Dyanan Puvanandran as the Secretary of the T&CM Council participated as observers at the SARE held on 20 October 2019. The purpose of this visit was to expose MOH officers, especially from the T&CM Council Secretariat about the organisation of the SARE (Clinical Appraisal component) in Singapore. This is to plan for a similar approach to enable RMPs to practise acupuncture under the T&CM Act 2016 in Malaysia. This visit has provided exposure on the implementation of a licensing examination for T&CM. The MOH delegation had also obtained valuable guidance from TCMPB which started registering TCM practitioners since 2001. The MOH delegation also took note of the issues and challenges faced by the TCMPB in practitioner registration, renewal of practising certificates and complaints against practitioners so that preventive measures can be planned should these problems arise when the registration of T&CM practitioners in Malaysia commences.

PERHIMPUNAN ANTARABANGSA AYUSH KALI PERTAMA, KERALA 2019

FIRST INTERNATIONAL AYUSH CONCLAVE KERALA 2019

Perhimpunan Antarabangsa AYUSH yang pertama di Kerala,

India ini telah diadakan pada 13 - 15 Februari 2019 dan telah

dihadiri oleh Dr. Goh Cheng Soon. Objektif perhimpunan ini

adalah untuk mengetengahkan peranan dan perkembangan

sistem perubatan AYUSH di India dalam intervensi kesihatan

awam.

Ribuan peserta yang datang daripada 50 buah negara dan 25

institusi telah menyertai perhimpunan ini. Terdapat lebih

daripada seratus pameran yang menunjukkan praktis AYUSH,

proses pembuatan ubat-ubatan herba dan sejarah

perkembangan AYUSH termasuk homeopati.

Dr. Goh Cheng Soon telah menyampaikan ceramah bertajuk

“Effective Delivery of Traditional Medicine: Policy and

Regulatory Approach in Malaysia” dalam sesi plenari. Beliau

juga telah menyertai sesi “Let’s Talk” dan “Business Meeting”

dengan pelajar AYUSH dan telah berkongsi dengan mereka

status perkembangan PT&K di Malaysia dari segi amalan,

pendidikan dan latihan, serta aspek kajian.

Dr. Goh Cheng Soon attended the first International AYUSH

Conclave in Kerala, India from 13-15 February 2019. The main

objective of the conclave is to showcase the role &

development of AYUSH systems in India specifically in public

health intervention.

Thousands of participants from 50 countries and 25 institutes

participated in the conclave. There were more than one

hundred booths showcasing AYUSH practices, herbal drugs

manufacturing process and historical development of AYUSH

including Homeopathy.

Dr. Goh Cheng Soon gave a presentation titled “Effective

Delivery of Traditional Medicine: Policy and Regulatory

Approach in Malaysia” at a plenary session. She also

participated in the “Let’s Talk” and “Business Meeting”

Sessions with AYUSH students to share the status of T&CM in

Malaysia in terms of practice, education and training and

research aspects.

MESYUARAT KUMPULAN KERJA WHO BERKENAAN TANDA ARAS LATIHAN YOGA

WHO WORKING GROUP MEETING ON BENCHMARKS FOR TRAINING IN YOGA

Dr Dyanan Puvanandran selaku Setiausaha Majlis PT&K telah

dijemput untuk menghadiri Mesyuarat Kumpulan Kerja anjuran

WHO dan Morarji Desai National Institute of Yoga, Ministry of

AYUSH, Kerajaan Republik India pada 26 – 28 Februari 2019.

Mesyuarat ini adalah sebahagian daripada prosedur standard

untuk membangunkan suatu dokumen teknikal WHO.

Dokumen yang dibangunkan adalah ‘WHO Benchmarks for

training in Yoga’.

Yoga merupakan satu gandingan amalan fizikal, mental dan

kerohanian yang berasal dari negara India, namun kini

diamalkan di serata dunia. Yoga boleh digunakan sebagai

amalan senaman, sukan dan penjagaan kesihatan. Mesyuarat

Kumpulan Kerja ini bertujuan membangunkan kerangka

latihan Yoga dari aspek penjagaan kesihatan untuk dijadikan

sebagai panduan kepada pihak berkuasa berkaitan di seluruh

dunia.

Dr Dyanan turut dilantik sebagai Pengerusi Bersama dan telah

memberi input daripada aspek pengawal selia yang

mempunyai pengalaman dalam membangunkan serta menilai

program pendidikan PT&K. Mesyuarat 3 hari tersebut telah

berjalan dengan lancar walaupaun menghadapi pelbagai

cabaran disebabkan pendekatan dan standard latihan yoga

yang berbeza dari negara-negara yang diwakili di mesyuarat

tersebut.

Dr Dyanan Puvanandran as the Secretary of the T&CM

Council was invited to attend a Working Group Meeting

organised by the WHO and Morarji Desai National Institute of

Yoga, Ministry of AYUSH, Government of the Republic of India

on 26 – 28 February 2019. This Working Group Meeting is part

of the standard procedure for developing a WHO technical

document. The document to be developed is the ‘WHO

Benchmarks for Training in Yoga’.

Yoga is a blend of physical, mental and spiritual practices

originating from India, but which is now practised worldwide.

Yoga can be used for exercise, sports and maintenance of

health. This Working Group Meeting aims to develop a yoga

training framework from the health aspect to serve as a guide

to relevant authorities around the world.

Dr. Dyanan was appointed as the Co-Chairman of this meeting

and also provided inputs from the regulatory aspect with

experience in developing and evaluating T&CM education

programmes. The 3-day meeting went smoothly despite

challenges due to different yoga training approaches and

standards from the various member states represented in the

meeting.

MESYUARAT BERSAMA WAKIL WHO BERKAITAN KEPERLUAN LATIHAN DALAM BIDANG PT&K DI

MALAYSIA

MEETING WITH WHO REPRESENTATIVES ON T&CM TRAINING NEEDS IN MALAYSIA

Satu mesyuarat bersama wakil WHO telah diadakan di BPTK

pada 2 Ogos 2019. Tujuan mesyuarat ini adalah untuk

mengkaji keperluan latihan bagi anggota KKM yang terlibat

dalam pengawalseliaan bidang PT&K, terutamanya anggota

BPTK. Mesyuarat ini telah dihadiri oleh wakil WHO Rantau

Pasifik Barat, Dr Park Yu Lee dan wakil WHO Malaysia

Country Office, Dr Soo Chun Paul. BPTK telah diwakili oleh Dr

Goh Cheng Soon dan Dr Chai Koh Meow.

Antara perkara yang dibincangkan berfokus pada skop latihan

yang diperlukan:

● Latihan bukan klinikal seperti pentadbiran sistem

penjagaan kesihatan PT&K, pengawalseliaan pengamal

dan produk PT&K serta latihan lain yang berkaitan PT&K.

● Latihan klinikal seperti latihan bagi pegawai farmasi yang

terlibat dalam pendispensan ubat herba PT&K untuk

rawatan sampingan kepada pesakit kanser

Tujuan latihan yang dicadangkan adalah untuk meningkatkan

kompetensi anggota KKM dalam pembentukan dasar PT&K

serta pemantauan dan pengawalseliaan perkhidmatan PT&K

di Malaysia. Wakil WHO juga mengambil maklum tentang

keperluan latihan KKM. WHO sedang mengkaji model

integrasi PT&K ke dalam sistem penjagaan kesihatan

kebangsaan yang sesuai. Wakil WHO turut mencadangkan

pihak KKM untuk merujuk kepada model integrasi di negara-

negara lain seperti Vietnam.

Susulan daripada mesyuarat ini, BPTK telah dijemput untuk

menghadiri ‘Meeting on Strengthening Regulatory Systems for

T&CM Practitioners in the Western Pacific Region’ yang

diadakan di Melbourne, Australia pada 9-10 September 2019.

A meeting between WHO and the T&CM Division was held on

2 August 2019. The aim of this meeting is to review the training

needs among MOH staff especially those involved in the

regulation of T&CM in Malaysia. The meeting was attended by

a representative from the WHO Western Pacific Region, Dr

Park Yu Lee and a representative from the WHO Malaysia

Country Office, Dr Soo Chun Paul while the T&CM Division

was represented by Dr Goh Cheng Soon and Dr Chai Koh

Meow.

The discussion focused on the scope of training required,

namely:

Non-clinical training such as T&CM health care system

administration, regulation of T&CM practitioners and

products as well as other T&CM related training.

● Clinical training such as T&CM herbal dispensing for

pharmacists involved in herbal therapy as adjunct treatment

for cancer patients.

The proposed training aims to enhance compentency among

MOH staff in policy development, surveillance and regulation

of T&CM services in Malaysia. The WHO reprentatives

acknowledged the training needs for MOH staff and is in the

midst of exploring a suitable integration model to integrate

T&CM into the national health care system. Meanwhile, the

WHO representatives suggested that MOH refer to integration

model in other countries such as Vietnam.

Subsequently, T&CM Division was also invited to attend the

‘Meeting on Strengthening Regulatory Systems for T&CM

Practitioners in the Western Pacific Region’ held in Melbourne,

Australia on 9-10 September 2019.

MESYUARAT SAMPINGAN ASEAN UNTUK NOTA KONSEP DIALOG PT&K ASEAN THE ASEAN SIDE MEETING ON THE CONCEPT NOTE FOR ASEAN T&CM DIALOGUE Mesyuarat Sampingan ASEAN untuk Nota Konsep Dialog PT&K ASEAN telah diadakan pada 5 Ogos 2019. Mesyuarat ini telah dihadiri oleh wakil Sekretariat ASEAN, Kemboja Malaysia, Singapura dan Thailand. Tujuan mesyuarat ini diadakan adalah untuk mendapatkan konsensus daripada semua negara anggota ASEAN mengenai strategi dan aktiviti yang perlu dimasukkan ke dalam program kerja 2021- 2025 yang baharu. Mesyuarat bersetuju agar satu side meeting turut diadakan semasa mesyuarat ASEAN Health Cluster 3 yang bakal diadakan pada tahun 2020 di Thailand untuk meneliti hasil perbincangan mesyuarat ini dan sebarang perkembangan terkini susulan mesyuarat ini.

The ASEAN Side Meeting on the Concept Note for ASEAN T&CM Dialogue was conducted on 5 August 2019. Representatives from the ASEAN Secretariat, Cambodia Malaysia, Singapore and Thailand attended the meeting. The objective of the meeting was to achieve a consensus from

all ASEAN Member States on the strategies and activities to

be included in the new work programme for 2021-2025.

The meeting agreed for another side meeting to be held

alongside with the ASEAN Health Cluster 3 meeting that will

be held in Thailand in 2020 to detail the outcomes of the side

meeting and any latest developments.

6th BILATERAL TECHNICAL MEETING ON COOPERATION IN THE FIELD OF TRADITIONAL SYSTEMS OF

MEDICINE BETWEEN THE GOVERNMENT OF MALAYSIA AND REPUBLIC OF INDIA

Mesyuarat teknikal dua hala tersebut telah diadakan di Kuala

Lumpur, Malaysia pada 6 Ogos 2019. Pengarah BPTK telah

mempengerusikan mesyuarat teknikal tersebut bagi pihak

Ketua Pengarah Kesihatan Malaysia. Delegasi daripada

Republik India telah diketuai oleh Encik P.N. Ranjit Kumar, Joint

Secretary, Ministry of AYUSH. Mesyuarat ini turut dihadiri oleh

wakil daripada Institut Penyelidikan Perubatan, Bahagian

Regulatori Farmasi Negara, Bahagian Dasar dan Hubungan

Antarabangsa KKM, Kementerian Luar Negeri dan Suruhanjaya

Tinggi India di Malaysia.

Antara hasil perbincangan mesyuarat teknikal tersebut adalah:

a) Pelanjutan deputasi pakar PTI melalui program Indian

Technical and Economic Cooperation (ITEC);

b) Peluang menjalani kursus atau latihan professional sebagai

AYUSH Therapist di India;

c) Tawaran biasiswa di bawah program AYUSH Scholarship

Scheme for Malaysians akan diteruskan;

d) Penubuhan AYUSH academic chair di institusi pengajian

tinggi Malaysia;

e) Kolaborasi dalam kajian tumbuhan herba untuk pencegahan

atau rawatan penyakit jangkitan denggi dan leukoderma;

f) Penganjuran bengkel bagi pengilang ubat/ produk tradisional

di India berkenaan mekanisme pengawalseliaan dan proses

pendaftaran produk tradisional di Malaysia; dan

g) Membantu mengesahkan status kelayakan pengamal PTI

dari negara India yang ingin bekerja di Malaysia.

The bilateral technical meeting was held on 6 August 2019, in

Kuala Lumpur, Malaysia. The T&CMD director chaired the

meeting on behalf of the Director-General of Health Malaysia.

The Indian delegation was led by Mr. P.N. Ranjit Kumar, Joint

Secretary, Ministry of AYUSH. This meeting was also attended

by representatives from the Institute of Medical Research,

National Pharmaceutical Regulatory Agency, Policy and

International Relations Division MOH, Ministry of Foreign Affairs

and the High Commission of India in Malaysia.

The issues discussed during the bilateral meeting were:

a) Extension on the deputation of TIM practitioners from India

to Malaysia via the Indian Technical and Economic

Cooperation (ITEC) program;

b) Opportunity for professional training as AYUSH therapist in

India;

c)Continuation of the AYUSH Scholarship Scheme for

Malaysians;

d) Establishment of the AYUSH Academic Chair in a Malaysian

institution of higher education;

e) Collaboration in research on potential herbal plants to treat

dengue fever and leukoderma;

f) Workshops for AYUSH drug manufacturers regarding

regulatory mechanisms and registration processes in

Malaysia; and

g) Assistance in verifying qualification status of TIM

practitioners from India who wish to work in Malaysia.

MESYUARAT PENGUKUHAN SISTEM PENGAWALSELIAAN BAGI PENGAMAL PT&K DI RANTAU PASIFIK

BARAT

MEETING ON STRENGTHENING REGULATORY SYSTEMS FOR T&CM PRACTITIONERS IN THE WESTERN

PACIFIC REGION

WHO menganjurkan Mesyuarat Pengukuhan Sistem

Pengawalseliaan bagi Pengamal PT&K di Rantau Pasifik

Barat pada 9 – 10 September 2019 di Melbourne, Australia.

Ahli mesyuarat merupakan wakil badan kawal selia PT&K atau

Kementerian Kesihatan di negara Rantau Pasifik Barat. Tiga

orang penasihat WHO dari Hong Kong, Japan dan Australia

turut menyertai mesyuarat ini. Dr. Wong Pi Ying telah mewakili

Malaysia di mesyuarat ini.

Objektif mesyuarat adalah seperti berikut:

i. Untuk mengetahui perkembangan dalam pengawalseliaan

pengamal PT&K di Kawasan Pasifik Barat;

ii. Untuk berkongsi pengalaman dalam menangani cabaran

umum bagi pengawalseliaan pengamal PT&K; dan

iii. Untuk meneroka penubuhan rangkaian badan kawal selia

dan mengenal pasti bidang kerjasama bagi mengukuhkan

sistem pengawalseliaan pengamal PT&K.

Ahli mesyuarat bersetuju bahawa objektif utama

pengawalseliaan adalah untuk melindungi kesihatan dan

keselamatan orang awam. Sistem pengawalseliaan dan

pendidikan pengamal PT&K adalah berbeza di dalam dan di

antara negara-negara rantau ini, di mana ia dipengaruhi oleh

kepelbagaian konteks politik, sejarah dan budaya.

Walau bagaimanapun, terdapat juga banyak persamaan dan

cabaran yang dihadapi. Penglibatan pihak berkepentingan

seperti Kementerian Kesihatan, Kementerian Pendidikan,

pengamal, pendidik dan masyarakat adalah penting dalam

menetapkan standard pengawalseliaan dan pendidikan PT&K.

Penubuhan rangkaian serantau untuk berkongsi maklumat

mengenai sistem pengawalseliaan dan pendidikan pengamal

PT&K di kalangan badan kawal selia kebangsaan akan

membantu pengawalseliaan dan kerjasama antara negara

dalam rantau ini.

WHO organised the Meeting on Strengthening Regulatory

Systems for T&CM Practitioners in the Western Pacific Region

from 9 – 10 September 2019 in Melbourne, Australia.

Representatives from T&CM regulatory agencies or the

respective Ministries of Health from the Western Pacific

Region attended this meeting. Three WHO advisors from Hong

Kong, Japan and Australia also joined this meeting. Dr. Wong

Pi Ying was the Malaysian representative.

The meeting objectives were as follows:

i. To update on the development and regulation of T&CM

practitioners in the Western Pacific Region;

ii. To share experiences in tackling common challenges in

regulating T&CM practitioners; and

iii. To explore establishment of a network for regulatory

bodies and identify areas for collaboration to strengthen

regulatory systems.

Meeting members concurred that the key objective of

regulation is to protect the health and safety of the public.

Regulation and education systems for T&CM practitioners are

diverse within and between countries of the region, which are

influenced by the diverse political, historical and cultural

contexts.

However, there are also many similarities and common

challenges. The involvement and engagement of key

stakeholders, including the Ministry of Health, Ministry of

Education, practitioners, educators and the community, are

important in setting standards for regulation and education.

Establishment of a regional network to share information on

regulation and education systems for T&CM practitioners will

be very helpful to strengthen regulation and cooperation

among countries in this region.

FORUM PERUBATAN TRADISIONAL SEDUNIA SHANGHAI

SHANGHAI FORUM FOR WORLD TRADITIONAL MEDICINE

Shanghai Forum for World Traditional Medicine telah diadakan

pada 18 -19 Oktober 2019 di Shanghai, China. Objektif forum

ini adalah untuk mengukuhkan perkongsian akademik di

peringkat antarabangsa, mempromosi pembelajaran bersama

dalam bidang perubatan tradisional serta menggalakkan

kerjasama di kalangan negara dan rantau yang berbeza.

Seramai 8 orang pakar dari negara luar termasuk Malaysia

telah dijemput untuk menerangkan perkembangan terkini

berkaitan perubatan tradisional dan piawaian antarabangsa

PTC di negara masing-masing. Terdapat 15 topik termasuk

piawaian antarabangsa PTC, perkembangan terkini dalam

perubatan tradisional di pelbagai negara dan modenisasi PTC

telah dibentangkan. Dr Goh Cheng Soon telah

mempengerusikan salah satu sesi dalam forum tersebut dan

beliau juga telah membentangkan perkembangan PT&K di

Malaysia.

Mesyuarat tahunan “2019 Standardization Construction

Committee of World Federation of Chinese Medicine Societies

in Shanghai’ juga telah diadakan bagi membentangkan

maklumat terkini berkenaan draf pertama bagi monograf

Perubatan Tradisional Cina, Kiropraktik, Homeopati dan

Ayurveda. Pengerusi mesyuarat, Prof. Shen Yuan Dong, yang

juga merupakan pengerusi ISO/TC 249 dan pengarah

‘Institute of TCM International Standardization of Shanghai

Academy of Traditional Chinese Medicine’ telah memberi

peluang kepada Malaysia untuk menyertai ISO/TC 249.

Shanghai Forum for World Traditional Medicine was held on

18 - 19 October 2019 in Shanghai, China. The objectives of

the forum are to strengthen international academic exchanges

and promote mutual learning in the field of traditional medicine

as well as cooperation among different countries and regions.

Experts from a total of 8 countries including Malaysia were

invited to share information about the latest development of

traditional medicine and international standardization of TCM

in their own countries and regions. There were 15 topics for

presentation including international standardization of TCM,

current development of traditional medicine in different

countries, and modernization of TCM. During the forum, Dr.

Goh Cheng Soon co-chaired one of the sessions and had

presented about development of T&CM in Malaysia.

At the same time, the 2019 Annual Meeting of Standardization

Construction Committee of World Federation of Chinese

Medicine Societies in Shanghai was also held to review the

updates of first draft monographs of Traditional Chinese

Medicine, Chiropractic, Homeopathy and Ayurveda. The

chairman of the meeting, Prof Shen Yuan Dong, who is also

the chairman of ISO/TC 249 and director of the Institute of

Traditional Chinese Medicine International Standardization of

Shanghai Academy of TCM invited Malaysia to be part of the

ISO/TC 249 technical committees.

KERAJAAN REPUBLIK RAKYAT CINA DAN MALAYSIA

3rd BILATERAL TECHNICAL MEETING ON COOPERATION IN TRADITIONAL MEDICINE BETWEEN THE

GOVERNMENT OF THE PEOPLE’S REPUBLIC OF CHINA AND MALAYSIA

Mesyuarat Teknikal Dua Hala Kali ke-3 Kerjasama Dalam

Perubatan Tradisional di antara Kerajaan Republik Rakyat

Cina dan Malaysia serta lawatan kerja yang berkaitan telah

diadakan pada 20 - 24 Oktober 2019 di Beijing dan Shanghai,

China.

Mesyuarat tersebut telah dipengerusikan bersama oleh

Professor Yu Wen Ming, Komisioner NATCM, China bersama

dengan YB Datuk Seri Dr. Dzulkefly Ahmad, Menteri

Kesihatan Malaysia. Mesyuarat ini turut dihadiri oleh YM Raja

Dato’ Nushirwan Bin Zainal Abidin, Duta Besar Malaysia ke

China, wakil daripada NATCM dan KKM.

Mesyuarat ini telah meneliti status inisiatif yang dipersetujui

dalam Memorandum Persefahaman (MoU) di antara kedua-

dua negara. Hasil perbincangan mesyuarat yang utama

adalah:

(i) Mengenalpasti inisiatif lanjut yang dapat dilaksanakan

dalam bidang perubatan tradisional bagi menangani isu-isu

yang berkaitan dengan pentadbiran kesihatan,

pencegahan penyakit tidak berjangkit serta mengenal pasti

kedudukan PT&K dalam sistem penjagaan kesihatan

kebangsaan berdasarkan bukti saintifik yang kukuh.

(ii) Peluang kerjasama khususnya dalam bidang penyelidikan

dan latihan dalam bidang PTC dengan NATCM di hospital

dan universiti tempatan di China.

Delegasi Malaysia juga berpeluang untuk melawat ke Hospital

Guang An Men, Beijing, Hospital Shuguang Shanghai dan

Universiti Perubatan Tradisional Cina Shanghai (SHUTCM)

untuk memahami perkembangan PTC di China, khususnya

sistem integrasi PTC dengan perubatan moden, acupuncture

assisted-anesthesia dan sistem pendidikan PTC di China.

Mesyuarat teknikal dua hala ini telah mengukuhkan kerjasama

dari segi pengawalseliaan, amalan, pendidikan dan latihan,

dan penyelidikan dalam bidang PT&K.

Third Bilateral Technical Meeting on Cooperation in Traditional

Medicine between the Government of the People’s Republic of

China and Malaysia and related working visits was held on 20

- 24 October 2019 in Beijing and Shanghai, China.

The meeting was co-chaired by His Excellency Professor Yu

Wen Ming, the Commissioner of the National Administration of

Traditional Chinese Medicine (NATCM) and Honourable Datuk

Seri Dr. Dzulkefly bin Ahmad, Minister of Health. The meeting

also attended by his Excellency (H.E) Raja Dato’ Nushirwan

Bin Zainal Abidin, the Malaysian Ambassador Extraordinary &

Plenipotentiary to China, NATCM representatives and senior

officers from MOH.

The meeting reviewed the progress of initiatives agreed by

both countries under the Memorandum of Understanding

(MoU). Main discussion outputs were:

(i) Continuous initiatives in the field of traditional medicine to

address common areas of concern, which include health

administration, prevention of non-communicable diseases

and to strengthen the role of T&CM in the national health

care system based on scientific evidence.

(ii) Potential collobaration with NATCM especially in research

and training in the field of TCM at selected hospitals and

universities in China.

The Malaysian delegation also took the opportunity to visit

Guang An Men Hospital in Beijing, Shanghai Shuguang

Hospital and Shanghai University of Traditional Chinese

Medicine (SHUTCM) to have greater insight on the

development of TCM in China, especially the integration of

TCM and modern medicine, acupuncture assisted-anesthesia

and the TCM education system in China.

The third bilateral technical meeting has further strengthened

cooperation in the areas of regulation, practice, education &

training and research in the field of T&CM.

BENGKEL “APPROPRIATE INTEGRATION OF T&CM INTO HEALTH SYSTEMS AND HEALTH CARE SERVICES” ANJURAN WHO WHO WORKSHOP ON APPROPRIATE INTEGRATION OF T&CM INTO HEALTH SYSTEMS AND HEALTH CARE SERVICES Bengkel “WHO Workshop on Appropriate Integration of T&CM

into Health Systems and Health Care Services” telah diadakan

pada 6 – 8 November 2019, di Wilayah Pentadbiran Khas

Macao, China. Bengkel ini telah dihadiri oleh 6 orang pakar

daripada serantau WHO. Bengkel ini telah dirasmikan oleh Dr.

Lei Chin Lon, Pengarah, Biro Kesihatan, Wilayah Pentadbiran

Khas Macao. Dalam ucapan pembukaan, sekretariat WHO

telah berkongsi tentang peranan WHO dalam menggalakkan

ahli-ahli melaksanakan WHO Traditional Medicine Strategy

2014-2023 dan memperkukuhkan usaha dalam bidang

perubatan integratif. Perubatan Integratif merupakan

pendekatan integrasi PT&K dan perubatan konvensional dari

segi dasar, ilmu pengetahuan dan amalan.

Objektif utama penganjuran bengkel tersebut adalah:

Memaklumkan definisi WHO bagi “Integrasi” PT&K dalam

sistem kesihatan;

Mentakrif unsur-unsur model PT&K terbaik untuk

diintegrasi dalam sistem kesihatan berdasarkan bukti; dan

Menetapkan kriteria bagi menentukan peringkat integrasi

PT&K dalam sistem kesihatan di sesebuah negara.

Perbincangan dan pindaan bagi isi kandungan, skop, dan

kerangka draf Integration of T&CM into Health Systems: A

Road to Universal Health Coverage telah dilaksanakan dalam

bengkel ini. Draf tersebut memberi definasi model integrasi

yang boleh digunakan berdasarkan tradisi, keperluan dan

permintaan masyarakat sesebuah negara melalui pembuktian

saintifik. Dengan ini, negara dapat membangunkan sistem

kesihatan yang lebih baik, holistik, selamat dan kos efektif bagi

memenuhi permintaan masyarakat melalui integrasi PT&K.

Selain itu, satu lawatan ke Pusat Kesihatan Lago, Wilayah

Pentadbiran Khas Macao juga diadakan untuk memberi

pendedahan berkaitan operasi dan perkhidmatan di dalam

pusat tersebut seperti konsultasi, rawatan, pendispensan

herba dan cara penyimpanan ubat herba.

A WHO Workshop on Appropriate Integration of T&CM into

Health Systems and Health Care Services was held on 6 – 8

November 2019 in the Macao Special Administrative Region

(SAR), China. Six WHO regional experts participated in this

workshop, which was officiated by Dr. Lei Chin Lon, Director,

Health Bureau, Government of Macao SAR. During the

opening ceremony, the WHO Secretariat shared their efforts in

encouraging Member States to implement the WHO

Traditional Medicine Strategy 2014-2023 and strengthen

efforts towards integrative medicine. “Integrative Medicine”

covers the integrative approaches of both T&CM and

conventional medicine regarding policies, knowledge and

practices.

The main objectives of the workshop include:

To inform Member States on the WHO definition of

“Integration” of T&CM into health systems;

To define elements in good models for integration of T&CM

into health systems based on evidence; and

To develop criteria to determine the level of integration of

T&CM in the health system of a country.

The workshop discussed amendments to the content, scope

and framework of the draft document Integration of T&CM into

Health Systems: A Road to Universal Health Coverage. This

draft will provide Member States with the tools to define the

model of integration based on the country’s tradition,

population needs and popular demand through scientific

evidence-based approach. With these, the Member State can

create a better, holistic, safe and cost-effective health system

to address public demand through integration of T&CM.

In addition, a visit to the Lago Health Centre in Macao SAR

was held for participants to explore the operation and services

provided at the centre which include consultation, treatment,

herbal dispensing, as well as herbal storage.

KAJIAN EFFICACY, SAFETY & PRACTICALITY OF VARMAM THERAPY FOR CHRONIC PAIN PERCEPTIONS STUDY ON EFFICACY, SAFETY & PRACTICALITY OF VARMAM THERAPY FOR CHRONIC PAIN PERCEPTIONS Dr. Akmal Hafizah Zamli, Ketua Jabatan Rehabilitasi, Hospital Sungai Buloh sebagai ketua penyelidik, bersama dengan ahli kumpulan penyelidik beliau, Dr Nor Azira Ismail, Dr Syed Azmi Syed Ahmad Shah, Dr Wan Najwa Wan Zohdi serta Dr Senthilvel Govindaraju, pengamal Siddha dari Republik India yang dideputasi ke Malaysia melalui program Indian Technical and Economic Cooperation (ITEC), telah menjalankan satu kajian untuk menilai keberkesanan Terapi Varman dalam rawatan sakit kronik. Kajian yang dijalankan secara keratan rentas ini melibatkan 104 orang pesakit yang menerima terapi Varmam di Hospital Sungai Buloh dalam tempoh 4 Julai 2017 hingga 30 April 2019 yang disahkan menghadapi masalah knee osteoarthritis, frozen shoulder, lumbar spondylosis atau cervical spondylosis oleh pakar bedah orthopedik dengan baseline purata skor Visual Analogue Scale (VAS) pada 6.0 + 1.9. Didapati bahawa terapi Varmam sebagai rawatan tambahan di samping intervensi multidisiplin yang standard dan ubat penahan sakit oral dapat mengurangkan persepsi sakit kronik secara signifikan ke 4.3 +1.8 pada minggu ke-6; 3.7 + 2.2 pada bulan ke-3 dan 3.7 + 2.4 pada bulan ke-6 (p<0.001). Kesimpulannya, terapi Varmam sebagai rawatan tambahan di samping intervensi multidisiplin yang standard dan ubat penahan sakit oral dapat mengurangkan persepsi sakit kronik dalam keadaan tertentu dengan signifikan. Walau bagaimanapun, terapi susulan secara berkala mungkin diperlukan selepas rawatan lengkap untuk mengekalkan hasil terapi tersebut. Kajian ini turut mendapat anugerah pembentangan oral terbaik dalam 18th Asian Spinal Cord Conference Network Conference & 11th Annual Malaysian Rehabilitation Conference yang diadakan pada 13 – 15 September 2019.

Dr. Akmal Hafizah Zamli, Head of Rehabilitation Department, Sungai Buloh Hospital as the principal investigator, together with her team members, Dr Nor Azira Ismail, Dr Syed Azmi Syed Ahmad Shah, Dr Wan Najwa Wan Zohdi and Dr Senthilvel Govindaraju, the Siddha Practitioner deputed to Malaysia from Republic of India via the Indian Technical and Economic Cooperation (ITEC) programme, have conducted a study to evaluate the effects of Varmam therapy in chronic pain perceptions. This cross-sectional study involved 104 patients receiving Varmam Therapy in Sungai Buloh Hospital from 4 July 2017 until 30 April 2019. Patients included in the study were diagnosed by an orthopedic surgeon with knee osteoarthritis, frozen shoulder, lumbar spondylosis or cervical spondylosis with a baseline mean Visual Analogue Scale (VAS) score at 6.0 + 1.9. It was found that Varmam therapy in combination with standard multi-disciplinary intervention and oral pain medication significantly reduced chronic pain perception to 4.3 +1.8 at 6 weeks; 3.7 + 2.2 at 3 months and 3.7 + 2.4 at 6 months (p<0.001). In conclusion, Varmam therapy in combination with standard multi-disciplinary intervention and oral pain medication significantly reduced chronic pain perception in certain medical conditions. However, periodical maintenance therapy upon treatment completion may be required to sustain its positive outcome. This study won the best oral paper presentation at the 18th Asian Spinal Cord Conference Network Conference & 11th Annual Malaysian Rehabilitation Conference held on 13 – 15 September 2019.

“UTILISATION OF TRADITIONAL AND COMPLEMENTARY MEDICINE IN A PRIMARY CARE SETTING: A PROFILE IN MALAYSIA” “UTILISATION OF TRADITIONAL AND COMPLEMENTARY MEDICINE IN A PRIMARY CARE SETTING: A PROFILE IN MALAYSIA” Malaysia Holistic and Herbal Organization (MMHO) telah memberikan perkhidmatan PT&K secara percuma kepada ahli Persatuan Geriatrik Jinjang sejak 2006. Pada Mac 2018, MHHO telah membangunkan sebuah pusat rawatan yang berdekatan dengan Klinik Kesihatan Jinjang. Satu kajian keratan rentas retrospektif terhadap semua pesakit yang mendapatkan rawatan di pusat rawatan MHHO telah dijalankan pada 1 Mac sehingga 31 Ogos 2018. Kajian ini bertujuan untuk mengenalpasti epidemiologi dan penggunaan modaliti perkhidmatan PT&K yang berbeza di kalangan pesakit di peringkat kesihatan primer. Data sosiodemografi, diagnosis, profil kesihatan dan jenis perkhidmatan PT&K telah dikumpul dan dianalisis dengan Microsoft Excel 2018. Kajian tersebut melibatkan seramai 234 pesakit dengan purata umur 61.7 tahun (SD±17.0). 51.8% pesakit berumur 65 tahun ke atas. Majoriti pesakit merupakan wanita (71.4%) dan berbangsa Cina (89.7%). Lebih satu pertiga pesakit menghidap tekanan darah tinggi (44.4%). Masalah tulang dan otot merupakan sebab utama pesakit pergi mendapatkan rawatan di pusat rawatan MHHO (64.3%) diikuti oleh masalah urat saraf (12.1%). Modaliti perkhidmatan PT&K yang paling kerap ditawarkan ialah konsultasi perubatan tradisional Cina bersama / tidak bersama preskripsi herba (28.3%), diikuti dengan qi gong (22.9%), akupunktur (22.4%), dan acupressure (19.4%). Kurang daripada 10% pesakit mendapatkan rawatan daripada modaliti PT&K yang lain seperti osteopati dan terapi Varmam. Kajian ini memberi kesimpulan bahawa PT&K adalah bermanfaat di peringkat kesihatan primer terutama bagi masalah tulang dan otot. Selain itu, aktiviti ini juga dapat mengurangkan jurang integrasi antara perkhidmatan PT&K dan perubatan moden di peringkat kesihatan primer.

The Malaysia Holistic and Herbal Organization (MHHO) has been providing free T&CM services to Jinjang Geriatric Club members since 2006. In March 2018, MHHO established a centre near the Jinjang Health Clinic. A retrospective cross-sectional study was conducted from 1 March to 31 August 2018 on all patients who visited the MHHO centre. The objective of the study is to determine the epidemiology and utilisation of different T&CM modalities among patients in a primary care setting. Data regarding sociodemographic, diagnosis, health profile and types of T&CM therapies received were collected and analysed using Microsoft Excel 2018. The study involved 234 patients with a mean age of 61.7 years old (SD±17.0). 51.8% of patients were 65 years and above. Majority were female (71.4%) and of Chinese (89.7%). More than one third of the patients have underlying hypertension (44.4%). The main reason for patients to seek treatment at the MHHO centre is musculoskeletal problems (64.3%), followed by neurological disorders (12.1%). The main T&CM modality utilised at the centre is Traditional Chinese Medicine consultation with / without herbal prescription (28.3%), followed by qi gong (22.9%), acupuncture (22.4%) and acupressure (19.4%). Less than 10% of the patients were treated with other modalities such as osteopathy and Varmam therapy. The study concluded that T&CM is favourable in primary care especially for musculoskeletal problems and may help to fill the gap for integration of T&CM practices into primary health care.

"MARKET SURVEY ON PRICING STRATEGIES FOR T&CM SERVICES IN MALAYSIA” "MARKET SURVEY ON PRICING STRATEGIES FOR T&CM SERVICES IN MALAYSIA” BPTK telah mengambil inisiatif untuk mengkaji strategi penetapan harga bagi perkhidmatan PT&K yang ditawarkan di Malaysia. Kajian keratan rentas “Market Survey on Pricing Strategies for T&CM Services in Malaysia” sedang dilaksanakan sejak Disember 2018. Sasaran responden kajian ialah pengamal PT&K dalam bidang amalan yang diiktiraf yang menghadiri sesi Taklimat Akta PT&K 2016 anjuran oleh BPTK. Objektif kajian ini adalah seperti berikut: i. Menentukan purata harga pasaran semasa bagi

perkhidmatan PT&K di Malaysia dan; ii. Meneroka faktor-faktor yang mempengaruhi strategi

penetapan harga perkhidmatan di kalangan pengamal PT&K

Seramai 731 pengamal PT&K telah mengambil bahagian dalam kajian ini iaitu 301 lelaki dan 430 perempuan dengan usia purata 41.50 tahun (julat umur: 16 hingga 79 tahun; SD ± 13.549). Harga pasaran semasa bagi perkhidmatan PT&K yang ditawarkan telah dikategorikan mengikut perkhidmatan yang ditawarkan mengikut setiap sesi, setiap pakej dan setiap peralatan yang digunakan (Jadual 3). Antara faktor-faktor yang mempengaruhi strategi penetapan harga perkhidmatan di kalangan pengamal PT&K ialah pengalaman dan kemahiran pengamal, kos pengangkutan dan harga petrol, sewa premis, kos peralatan, herba, utiliti, bilangan sesi, gaji pengamal, masa yang diperuntukkan untuk satu perkhidmatan, jarak perjalanan, kualiti dan kuantiti herba, keadaan pesakit dan kos yuran perundingan. Kesimpulannya, hasil kajian ini memberikan maklumat yang berguna bagi pembentuk dasar untuk merangka mekanisme caj perkhidmatan yang lebih baik bagi setiap bidang amalan PT&K. Maklumat ini juga memberi gambaran strategi penetapan harga di Malaysia yang boleh membantu membuat keputusan berasaskan bukti selaras dengan strategi dalam T&CM Blueprint (Health Care) 2018-2027.

The T&CM Division has taken the initiative to explore the pricing strategy for T&CM services offered in Malaysia. A cross-sectional “Market Survey on Pricing Strategy for T&CM Services in Malaysia has been conducted since December 2018. Survey respondents are T&CM practitioners practicing in recognised practice areas who attended the T&CM Act 2016 Briefing Session organised by the T&CM Division. The objectives of this study are as below: i. To determine the current average market price for T&CM

services in Malaysia; and ii. To explore factors influencing pricing strategy among

T&CM service providers

A total of 731 service providers participated in the study. The sample included 301 males and 430 females with a mean age of 41.50 years (range: 16 to 79 years old; SD ± 13.549). The current average market price for T&CM services is categorised by services offered per session, per package and per equipment used (Table 3). From the study, factors that influenced the pricing strategy of service providers are practitioner experience and skill, cost of transportation and fuel, rental of premises, cost of equipment, materials, herbs, utilities, number of sessions, practitioner salary, duration of one treatment session, travelling distance, quality and quantity of herbs used, patient condition and consultation fee. In conclusion, the findings provided valuable information for policy makers to aim for a better mechanism of determination of service charges for the respective T&CM practices. Additionally, the study also provided an evidence base on overview of pricing strategy in Malaysia which can support decision-making which is in line with strategies under T&CM Blueprint (Health Care) 2018-2027.

“KAJIAN KEPUASAN PESAKIT TERHADAP PERKHIDMATAN PENJAGAAN TRADISIONAL POSTNATAL (PTP) DI PERINGKAT KESIHATAN PRIMER” “PATIENT SATISFACTION SURVEY ON TRADITIONAL POSTNATAL CARE (TPC) SERVICE AT PRIMARY CARE LEVEL” Satu kajian keratan rentas deskriptif telah dilaksanakan dari 1 November 2019 hingga 29 Februari 2020 untuk menilai tahap kepuasan pesakit terhadap perkhidmatan PTP yang diberikan oleh pengamal swasta di peringkat penjagaan kesihatan primer, Kelantan. Borang soal selidik telah diedarkan kepada semua ibu selepas bersalin yang mendapatkan perkhidmatan PTP daripada pengamal yang direkrut melalui program PTP di peringkat negeri. Kajian ini melibatkan 131 responden daripada lima pejabat kesihatan daerah di Kelantan. Kajian ini akan memberikan gambaran keseluruhan tahap kepuasan pesakit terhadap perkhidmatan yang ditawarkan.

A cross-sectional descriptive study to evaluate patient satisfaction level towards the TPC service provided by private practitioners at the primary care level in Kelantan state was conducted from 1 November 2019 until 29 February 2020. The questionnaire was distributed to all postnatal mothers who received TPC service provided by practitioners recruited under the state TPC Programme. This study involved 131 participants from five District Health Offices under the Kelantan State Health Department. A general overview on patient satisfaction towards the quality of TPC service will be provided at the end of this study.

KAJIAN KEPUASAN PELANGGAN DI UNIT PT&K FASILITI KESIHATAN KKM 2019

PATIENT SATISFACTION SURVEY AT T&CM UNITS IN HEALTH CARE FACILITIES UNDER MOH 2019

Kajian Kepuasan Pelanggan ini bertujuan untuk mengenalpasti tahap kepuasan pesakit terhadap perkhidmatan yang ditawarkan di Unit PT&K fasiliti kesihatan KKM. Pada 2019, Kajian Kepuasan Pelanggan telah dilaksanakan di tiga buah Unit PT&K seperti berikut:

Hospital Rehabilitasi Cheras (HRC), Kuala Lumpur; Hospital Sultan Ismail (HSI), Johor; dan Hospital Sultanah Nur Zahirah (HSNZ), Terengganu.

Hasil analisa kajian mendapati bahawa secara keseluruhan, 99.6% pelanggan berpuas hati dengan perkhidmatan yang disediakan di Unit PT&K. Hanya 0.4% sahaja yang menjawab tidak pasti. Antara cadangan yang diberi oleh pelanggan ialah memperluaskan perkhidmatan PT&K ke hospital kerajaan yang lain dan klinik kesihatan daerah serta mempertingkatkan promosi dan publisiti berkenaan perkhidmatan PT&K kepada orang awam. Carta 1 dan 2 menunjukkan taburan peratusan tahap kepuasan pelanggan secara keseluruhan di Unit PT&K fasiliti kesihatan yang terlibat dalam kajian tersebut.

The aim of this Patient Satisfaction Survey is to determine the level of patient satisfaction towards T&CM services provided in the T&CM Units at MOH health care facilities. In 2019, this survey was conducted in 3 T&CM Units namely:

Cheras Rehabilitation Hospital (HRC), Kuala Lumpur; Sultan Ismail Hospital (HSI), Johor; and Sultanah Nur Zahirah Hospital (HSNZ), Terengganu.

Overall, 99.6% of patients were satisfied with the service provided by the T&CM Units. Only 0.4% of patients answered not sure in the questionnaire given. Suggestions provided by respondents include expansion of T&CM services to other public hospitals and health clinics, enhancement of promotional activities and publicity regarding T&CM services to the general public. Chart 1 and 2 shows the distribution of the overall level of patient satisfaction towards T&CM services provided in the T&CM Units involved in the study.

SEMAKAN GARIS PANDUAN AMALAN PT&K I REVISION OF T&CM PRACTICE GUIDELINES

Garis panduan amalan PT&K dibangunkan untuk menjadi panduan amalan khususnya kepada kakitangan kesihatan serta pengamal PT&K yang berkhidmat di Unit PT&K fasiliti kesihatan kerajaan. Setiap garis panduan yang dibangunkan akan menjalani semakan setiap lima tahun atau sekiranya terdapat maklumat pembuktian terkini berkenaan amalan tersebut. Garis Panduan Amalan Shirodhara Garis Panduan Amalan Shirodhara telah menjalani proses semakan pada 2019. Bengkel semakan garis panduan telah dilaksanakan bersama pihak berkepentingan seperti Ketua Unit PT&K, pengamal PT&K serta ahli akademik untuk mendapatkan input mereka berkenaan semakan garis panduan berkenaan. Antara penambahbaikan yang dilaksanakan bagi garis panduan tersebut ialah:

i. menyeragamkan format garis panduan; ii. mengemaskini teks dan isi kandungan menggunakan

sumber rujukan terkini; iii. menyemak dan mengemaskini indikasi rawatan; iv. memurnikan carta aliran kerja di Unit PT&K; dan v. memasukkan elemen penilaian keberkesanan rawatan.

Garis Panduan Amalan Shirodhara Edisi Kedua telah diterbitkan dalam format e-book dan boleh diakses melalui laman sesawang rasmi BPTK.

T&CM Practice Guidelines have been developed as a reference source especially for health care staff and T&CM practitioners working in T&CM Units at government health care facilities. Each practice guideline shall undergo regular revision every five years or whenever new evidence is available. T&CM Practice Guideline on Shirodhara In 2019, the T&CM Practice Guideline for Shirodhara was revised. A workshop was held with stakeholders, namely Heads of T&CM Units, T&CM practitioners and academicians to gather input for the revision of the guidelines. The improvements and updates in the revised guidelines include: i. Standardisation of the guideline format; ii. Content update with latest available evidence; iii. Update of treatment indications; iv. Revision of workflow at T&CM Units; and v. Inclusion of assessment tool to review the effectiveness of

treatment.

The T&CM Practice Guideline for Shirodhara, 2nd Edition has been published in e-book format and can be accessed at the T&CMD official website.

Selain itu, penonton turut dimaklumkan berkenaan 7 Bidang

Amalan Diiktiraf iaitu PTM, PTC, PTI, Homeopati, Kiropraktik,

Osteopati dan Amalan Pengubatan Islam. Penjelasan yang

lebih mendalam turut diberikan berkenaan amalan

Homeopati, Kiropraktik, Osteopati dan Amalan Pengubatan

Islam serta perkara-perkara yang diperuntukkan dan

kesalahan yang dinyatakan dalam Akta 775.

Sesi temuramah ini bertujuan untuk memberi pendedahan

dan pengetahuan kepada masyarakat umum berkenaan Akta

775 dan hal-hal yang berkaitan bidang amalan PT&K yang

diiktiraf.

An interview session at the T&CMD was conducted on 31 May

2019 by RTM for the second season of the Solusi Alam

Programme.

Topics covered in the interview session included the T&CM

Act 2016 [Act 775], vision and mission of T&CMD as well as

the direction of T&CM in Malaysia as envisioned in the T&CM

Blueprint 2018-2027 (Health Care).

Viewers were also informed regarding the 7 Recognized

Practice Areas namely TMM, TCM, TIM, Homeopathy,

Chiropractic, Osteopathy and Islamic Medical Practice.

Detailed explanation was given about the practice of

Homeopathy, Chiropractic, Osteopathy and Islamic Medical

Practice as well as matters provided for and offences

mentioned under Act 775.

The interview session was intended to provide a better

understanding to the public regarding Act 775 and matters

related to the recognized practice areas.

Persidangan Antarabangsa Perubatan Tradisional dan

Komplementari Kali Ke-9 Tahun 2019 (9th INTRACOM) telah

berlangsung dari 3 - 5 Ogos 2019 di Hotel One World, Petaling

Jaya, Selangor. Persidangan anjuran BPTK bersama pihak

Universiti Tunku Abdul Rahman ini telah dihadiri oleh lebih

daripada 400 delegasi dari dalam dan luar negara.

Persidangan ini bertemakan 'Pendekatan Bersepadu

terhadap Penuaan Sihat' memfokuskan kepentingan PT&K

dalam meningkatkan ketahanan tubuh badan dan keupayaan

untuk sembuh serta menggalakkan pendekatan holistik ke

arah penuaan yang sihat dalam era Silver Tsunami.

9th INTRACOM telah dirasmikan oleh YB Datuk Seri Dr

Dzulkefly bin Ahmad, Menteri Kesihatan Malaysia. Perasmian

ini turut melibatkan pelancaran ‘Garis Panduan Pengguna

bagi Perkhidmatan Perubatan Perubatan Tradisional dan

Komplementari yang Betul di Malaysia’. Matlamat panduan

pengguna ini adalah untuk mempromosi kesedaran

Sesi plenari, simposium dan diskusi panel yang telah

berlangsung turut membincangkan pendekatan bersepadu

dalam membantu mewujudkan warga yang sihat, peranan

PT&K dalam pembiayaan kesihatan, masalah penuaan

penduduk daripada perspektif global, faktor pemacu penuaan

secara sihat serta pemeliharaan amalan PT&K dalam

penuaan yang sihat. Seramai 50 penceramah tempatan dan

antarabangsa dari WHO, Australia, China, Hong Kong,

Jerman dan negara-negara lain telah berkongsi kepakaran

dan pengalaman dalam bidang PT&K.

Selain daripada persidangan, para peserta dan orang awam

turut mendapat manfaat daripada aktiviti pameran yang

melibatkan penyertaan daripada 30 syarikat/ persatuan/

agensi/ institusi dari dalam dan luar negara. Lebih daripada

2000 pengunjung telah mengunjungi tapak pameran

sepanjang 3 hari persidangan berlangsung.

The 9th International Traditional and Complementary Medicine

Conference (9th INTRACOM) 2019 was held from 3 - 5 August

2019 at One World Hotel, Petaling Jaya, Selangor. More than

400 local and overseas delegates attended this event which was

jointly organised by the T&CMD and Universiti Tunku Abdul

Rahman.

With the theme ‘Integrated Approach towards Healthy Ageing’,

this event demonstrated the importance of T&CM in

strengthening the body’s defence and healing abilities while

encouraging a holistic approach towards healthy ageing in the

era of the Silver Tsunami.

The 9th INTRACOM was officiated by the Honourable Datuk Seri Dr. Dzulkefly bin Ahmad, Minister of Health Malaysia. A special highlight of the opening ceremony was the launching of the ‘Consumer Guideline for Proper Use of Traditional and Complementary Medicine Services in Malaysia’. The aim of the guideline is to promote awareness of consumer rights for proper and safe use of T&CM services by empowering the individual in making informed choices and minimising the risk related to use of T&CM services. Topics of the plenary sessions, symposia as well as discussions that transpired during the event included integrated approaches in creating a healthy ageing nation, role of T&CM in health care financing, global perspectives on population ageing matters, the essence of healthy ageing and the value of T&CM preservation in healthy ageing. 50 local and international speakers from the WHO, Australia, China, Hong Kong, Germany and many other countries generously shared their expertise and experiences in T&CM related fields. Apart from the conference, participants and the public also

benefited from the exhibition by 30 local and international

exhibitors from various companies/ associations/ agencies /

institutions. More than 2000 people visited the exhibition booths

during the 3-day conference.

BENGKEL PENGURUSAN ASET I ASSET MANAGEMENT WORKSHOP

Satu bengkel pengurusan aset telah dijalankan pada 26

Januari 2019 melibatkan 26 kakitangan BPTK. Peserta yang

menghadiri bengkel ini terdiri daripada kalangan lantikan baru

dan lama AJK Aset BPTK. Bengkel ini bertujuan untuk:

a. memberi pengetahuan tentang pengurusan aset alih

kerajaan.

b. memberi pendedahan supaya pengurusan aset kerajaan

dibuat mengikut peraturan yang betul.

An asset management workshop was held on 26 January 2019

at T&CMD involving 26 staffs comprising new and current

T&CMD Asset Committee members. The course objectives

were:

a. to provide knowledge on government asset management.

b. to provide exposure on proper handling of government

assets in accordance with existing rules.

Unit Kewangan telah menganjurkan satu kursus berkaitan

The Finance Unit organised a course on the e-Perolehan

system on 20 November 2019 at T&CMD to provide

Satu bengkel Pencarian dan Pengurusan Maklumat Serta

Dokumentasi Kerja Bercirikan "Evidence-Based" telah

dijalankan oleh Cawangan Pengurusan dan Latihan pada 29

Januari 2019 di BPTK. Bengkel ini telah dikendalikan oleh

penceramah dari Asia e-University dan dihadiri oleh 20 orang

pegawai BPTK. Kursus ini bertujuan untuk:

a. Memberi pendedahan kepada peserta tentang pencarian

dan pengurusan maklumat dengan lebih bersistematik.

b. Memupuk dan menerapkan amalan dokumentasi kerja

yang bercirikan “evidence-based”.

c. Meningkatkan pengetahuan dan kompetensi peserta dalam

dokumentasi kerja yang lebih bernilai dan berimpak tinggi.

Kesimpulannya, peserta telah mendapat kemahiran untuk

mencari maklumat dengan tepat serta meningkatkan

pengetahuan tentang penulisan artikel bagi tujuan penerbitan

di dalam jurnal.

An Information Search and Management Methods and

Evidence-Based Work Documentation Workshop was

conducted by the Management and Training Section on 29

January 2019 at the T&CMD. It was facilitated by a speaker

from Asia e-University and attended by 20 T&CMD officers.

The objectives of the workshop include:

a. Providing exposure to participants on systematic

information search and management

b. Inculcating the practice of evidence-based work

documentation

c. Enhancing knowledge and competency for high impact

In conclusion, participants gained knowledge and skills on

quick and accurate information search as well as article

writing for the purpose of publication in journals.

KURSUS PEMANTAPAN SIASATAN I INVESTIGATION ENHANCEMENT COURSE

Kursus Pemantapan Siasatan telah dijalankan pada 23-24

April 2019 di BPTK. Kursus ini telah disampaikan oleh tiga

orang pegawai dari Jabatan Peguam Negara, Program

Kesihatan Pergigian dan Cawangan Penguatkuasa Farmasi,

Jabatan Kesihatan Negeri Selangor. Kursus ini telah dihadiri

oleh semua pegawai dari Cawangan Inspektorat dan

Penguatkuasaan dan CPTK negeri.

Objektif kursus ini adalah:

1.Memberikan latihan kepada pegawai penguatkuasa di

BPTK dan CPTK negeri dalam menyediakan kertas

siasatan;

2.Memberi pendedahan kepada pegawai penguatkuasa di

BPTK dan CPTK negeri berkaitan kemahiran yang

diperlukan dalam menjalankan siasatan;

3.Memberi pendedahan kepada pegawai penguatkuasa di

BPTK dan CPTK negeri berkaitan prosedur untuk

menyediakan kertas siasatan.

Peserta diberikan penerangan berkaitan sistem perundangan

Malaysia, peranan dan tanggungjawab pegawai penyiasat

serta hak orang disiasat, pengenalan kepada Akta Keterangan

1950 [Akta 56], Kanun Tatacara Jenayah dan penyediaan

kertas siasatan. Selain itu, peserta berpeluang menambah

pengetahuan dalam sesi perkongsian siasatan kes farmasi

dan pergigian. Sesi praktikal melibatkan latihan dalam

kumpulan bagi pengendalian siasatan kes kesalahan iklan.

Pada akhir kursus ini, peserta dapat menimba pengetahuan

dan pengalaman dalam menangani cabaran dalam

menjalankan sesuatu siasatan.

An Investigation Enhancement Course was conducted on 23-

24 April 2019 at T&CMD. The course was delivered by three

officers from the Attorney-General’s Chambers, Dental Health

Program and the Pharmacy Enforcement Branch of the

Selangor State Health Department. The course was attended

by all officers from the Inspectorate and Enforcement Section

and state CPTK.

The objectives of the course were:

1. To provide training to enforcement officers in T&CMD and

state CPTK on preparing investigation papers

2. To provide exposure for enforcement officers in T&CMD

and state CPTK on skills required to conduct

investigations

3. To provide exposure for enforcement officers in T&CMD

and state CPTK on procedures involved in the preparation

of investigation papers.

Participants were given a brief introduction to the Malaysian

legal system, roles and responsibilities of the investigation

officer and the rights of the person being investigated,

introduction to the Evidence Act 1950 [Act 56], Criminal

Procedure Code and the preparation of investigation papers.

Participants also had the opportunity to gain more knowledge

during sharing sessions of pharmacy and dental investigation

cases. A small group practical session was conducted for the

investigation of advertisement related offences. At the end of

the course, participants had gained knowledge and experience

to overcome challenges in conducting investigations.

LATIHAN DALAMAN PENGGUNAAN SISTEM e-PENGAMAL I e-PENGAMAL SYSTEM INTERNAL TRAINING

Latihan Dalaman Penggunaan Sistem e-Pengamal telah

dilaksanakan pada 8 Mei 2019, 25 Julai 2019 dan 7 November

2019 di BPTK. Seramai 27 orang peserta yang terdiri daripada

anggota BPTK telah menyertai kursus ini. Kursus ini memberi

pendedahan mengenai tatacara penggunaan sistem e-

Pengamal bagi tujuan pendaftaran pengamal PT&K kelak.

e-Pengamal System Internal Training Sessions were

conducted on 8 May 2019, 25 July 2019 and 7 November 2019

at the T&CMD. A total of 27 participants from BPTK attended

the training. The participants were given exposure to the

procedure for using the e-Pengamal system to prepare for

registration of T&CM practitioners in the future.

KURSUS PENDAKWAAN I PROSECUTION COURSE

Satu Kursus Pendakwaan telah diadakan pada 15 - 17

Oktober 2019 bertempat di Akademi Pencegahan Rasuah

Malaysia, Kuala Lumpur. Kursus ini telah disampaikan oleh

dua orang Pegawai dari Jabatan Peguam Negara dan

seorang Pegawai dari Suruhanjaya Pencegahan Rasuah

Malaysia. Kursus ini telah dihadiri oleh pegawai Cawangan

Inspektorat dan Penguatkuasaan dan CPTK negeri.

Objektif kursus ini adalah untuk:

a. Melatih dan memantapkan pegawai penguatkuasa di BPTK

dan juga CPTK Negeri terutamanya pegawai baru bagi

sebutan kes iklan berkaitan kemahiran dan perkhidmatan

b. Memberi peluang kepada pegawai untuk terlibat dalam

perbicaraan mengikut akta yang dikuatkuasakan.

Para peserta diberikan ceramah berkaitan peranan dan

tanggungjawab pegawai pendakwa serta etika di mahkamah,

penelitian kertas siasatan, panduan merangka pertuduhan

dan fakta kes, prosiding kes sebutan dan bicara, persediaan

pra-perbicaraan, perbicaraan dan panduan penyediaan

hujahan.

Sesi praktikal melibatkan latihan dalam kumpulan bagi

menjalankan sesi mock trial di Moot Court. Pada akhir sesi,

para peserta dapat menambahkan pengetahuan dan

pengalaman untuk mengendali pendakwaan kes berkaitan

amalan PT&K.

A Prosecution Course was conducted on 15 - 17 October 2019

at the Malaysian Anti-Corruption Academy (MACA), Kuala

Lumpur. The course was conducted by two officers from the

Attorney-General’s Chambers and an officer from the

Malaysian Anti-Corruption Commission. The course was

attended by all officers from the Inspectorate and Enforcement

Section and state CPTK.

Objective of the course were:

a. To train and to enhance officers in T&CMD and state CPTK

especially new officers regarding court mentions on

advertisement cases related to skills and services.

b. To provide an opportunity for officers to conduct prosecution

according to the acts in force.

Participants were given talks on topics such as the roles and

responsibilities of prosecution officers as well as ethics in court,

scrutiny of investigation papers, guidelines to frame charges

and case facts, proceeding for case mention and trial,

preparation for pre-trial, trial and guide to prepare arguments.

Practical sessions involved mock trials activities at the Moot

Court in MACA. At the end of the course, participants gained

knowledge and experience in handling prosecution of cases

related to T&CM practices.

KURSUS MOTIVASI MENJANA POTENSI DIRI I MOTIVATIONAL COURSE

Satu kursus motivasi telah dijalankan di Palm Garden Hotel

pada 18 – 19 Oktober 2019, Putrajaya melibatkan 26 orang

peserta (14 orang daripada kumpulan pengurusan dan

profesional dan 12 dari kumpulan pelaksana) dari BPTK.

Kursus ini bertujuan untuk mempelajari kaedah menguruskan

tekanan kerja dan melibatkan peserta dengan aktiviti yang

meningkatkan motivasi diri.

Sepanjang tempoh kursus, peserta terlibat dengan aktiviti

berkumpulan serta aktiviti secara individu. Antara aktiviti yang

dilakukan termasuklah:

a. persembahan tarian tradisional kumpulan bagi tujuan

latihan bekerja dalam tekanan dan Self-Talent

Enhancement

b. senaman dan Self-Rejuvenation

c. analisa peribadi dan kesesuaiannya dengan bidang kerja

Hasil analisa maklum balas kursus, rata-rata peserta

memberikan penilaian yang memuaskan mengenai

keberkesanan dan pencapaian objektif kursus.

A motivational course was conducted on 18 – 19 October 2019

at Palm Garden Hotel, Putrajaya involving 26 participants (14

professional and 12 supporting staffs) from the T&CMD. The

objective of the course was to expose participants to work-

stress management techniques and activities to increase self-

motivation.

Throughout the course, participants were required to

participate in group activities as well as individual activities.

Some of the activities included:

a. traditional group dance performances to simulate working

under stress and Self-Talent Enhancement

b. exercise and Self-Rejuvenation

c. personal analysis on work suitability

From the course feedback analysis, most participants were

satisfied with the course and agreed that the course had

achieved its objective.

SESI PERKONGSIAN PENGETAHUAN BERKAITAN TUMBUHAN HERBA

KNOWLEDGE SHARING SESSIONS ON HERBAL PLANTS

Sesi perkongsian bertajuk “Pengenalan kepada Tumbuhan

Herba” sewaktu Mesyuarat BPTK telah diperkenalkan pada

2019. Objektif sesi perkongsian ini adalah untuk memberikan

pendedahan dan pengetahuan mengenai tumbuhan-

tumbuhan herba yang terdapat di Taman Herba BPTK kepada

semua warga BPTK.

Maklumat yang dikongsi dalam pembentangan termasuklah

ciri-ciri herba, kegunaan tradisional herba bagi tujuan

perubatan, kajian saintifik serta keselamatan penggunaan

herba berkaitan.

Sepanjang tahun 2019, sebanyak 11 topik tumbuhan herba

telah dibentangkan iaitu Bangun-Bangun, Halia, Sambung

Nyawa, Beluntas, Durian Belanda, Hati-Hati, Cudok,

Gandarusa, Pandan Wangi, Garuda dan Cili Padi.

Knowledge sharing sessions titled “Introduction to Herbal

Plants” during the T&CMD Meetings was initiated in 2019. The

objective of these knowledge sharing sessions is to provide

exposure and knowledge on herbal plants that are available in

the T&CMD Herbal Garden to all T&CMD staff.

Information such as plant morphology, traditional medicinal

use, scientific research and the safe use of the plant were

shared during the presentations.

Throughout 2019, 11 herbal plant topics were presented

namely Soup Mint, Ginger, Scrambling Gynura, Indian

Camphorweed, Soursop, Coleus, Cudok, Gandarusa, Fragrant

Screwpine, Garden Rue and Cili Padi.

PERMOHONAN PENGAMAL PT&K WARGA ASING I FOREIGN T&CM PRACTITIONER APPLICATION

Sebanyak 105 permohonan pengamal PT&K warga asing

telah diterima pada 2019 (Carta 3). Untuk permohonan

lengkap, 91 (100%) surat maklum balas telah dikeluarkan

dalam masa 14 hari daripada tarikh terima. 89 pemohon telah

berjaya mendapat surat maklum balas tiada halangan. 14

permohonan telah ditutup atas permintaan pihak syarikat

pemohon kerana tidak dapat mengemukakan penjelasan atau

dokumen sokongan

105 foreign T&CM practitioner applications were received in

2019 (Chart 3). For complete applications, 91 replies (100%)

were issued within 14 days from received date. 89 applicants

successfully obtained letter of no objection. 14 applications

were closed as requested by applicants due to failure in

providing the necessary explanation or supporting documents.

Bagi memastikan perkhidmatan PT&K yang ditawarkan

adalah selamat dan berkualiti, BPTK telah menetapkan

pemantauan ke atas Unit PT&K Zon Tengah dilaksanakan

sebanyak 2 kali setahun sebagai salah satu objektif kualiti

bahagian (Jadual 4).

Borang pemantauan yang ditambah baik berdasarkan

standard Malaysian Society for Quality in Health telah mula

digunakan pada pemantauan sesi kedua tahun 2019. BPTK

telah mendapati banyak penambahbaikan yang perlu

dilakukan oleh Unit PT&K berdasarkan piawaian pemantauan

yang baru. Secara keseluruhan, hasil pemantauan adalah

memuaskan untuk semua Unit PT&K Zon Tengah.

one of the T&CMD quality objectives (Table 4) to ensure the

provision of T&CM services are safe and of quality.

A monitoring form that has been reviewed based on Malaysian

Society for Quality in Health standards was used during the

second monitoring session in 2019. Although there is still room

for improvement, the overall outcome of the monitoring of

Central Zone T&CM Units were satisfactory based on the new

monitoring standard.

JUMLAH SESI RAWATAN PT&K YANG DIBERI DI HOSPITAL KKM DARI TAHUN 2014 HINGGA 2019

NUMBER OF T&CM TREATMENT SESSIONS PROVIDED IN HOSPITALS UNDER MOH FROM 2014 UNTIL 2019

Jumlah sesi rawatan urutan tradisional yang diberi di hospital

KKM pada 2019 telah menurun sebanyak 37% berbanding

tahun 2018. Hal ini berikutan penangguhan sementara

perkhidmatan urutan tradisional (lelaki dan perempuan) di

kesemua 14 Unit PT&K di bawah hospital-hospital KKM

selama lima bulan iaitu dari Jun–Oktober 2019 atas sebab-

sebab yang tidak dapat dielakkan. Bahagian ini sedang

mengambil langkah penambahbaikan untuk mengekalkan

kesinambungan perkhidmatan pada masa hadapan.

Perkhidmatan Penjagaan Tradisional Postnatal (PTP) tidak

lagi ditawarkan di hospital KKM setelah tamat kontrak pada

Julai 2018. Kini, perkhidmatan tersebut ditawarkan secara

terus di rumah pelanggan oleh pengamal PT&K daripada

sektor swasta melalui Pelan Transformasi Perkhidmatan

PT&K PTP.

Selain itu, bilangan pesakit yang menerima perkhidmatan

Shirodhara dan Terapi Basti Luaran juga menurun apabila

dua orang pembantu pengamal PTI yang dideputasi ke

Malaysia oleh Kerajaan Republik India telah tamat tempoh

deputasi pada akhir November 2019. Kerajaan Republik India

akan mengenalpasti pembantu pengamal PTI yang

bersesuaian untuk deputasi ke Malaysia (Carta 4).

The number of Traditional Massage sessions provided in

hospitals under MOH in 2019 has decreased by 37%

compared to 2018. This was due to the temporary suspension

of Traditional Massage services in all 14 T&CM Units under

MOH hospitals for 5 months due to unforeseen circumstances.

The Division has taken the necessary steps to improve and

maintain the continuity of the service in the future.

Traditional Postnatal Care (TPC) services are no longer

offered in MOH Hospitals after the last contract for service

ended in July 2018. TPC services are now offered directly to

interested clients by T&CM practitioners from the private

sector under the TPC Transformation Plan.

Besides that, the number of patients receiving Shirodhara and

External Basti Therapy had also decreased after the 2 TIM

therapists from India completed their deputation at the end of

November 2019. The Government of India shall identify

suitable TIM therapists to be sent to Malaysia for the

subsequent deputation (Chart 4).

TAKLIMAT AKTA PT&K 2016 SERTA KEWAJIPAN PENGAMAL BERDAFTAR

BRIEFING ON T&CM ACT 2016 AND THE RESPONSIBILITIES OF PRACTITIONERS

BPTK dan CPTK telah berjaya menganjurkan sejumlah 51

sesi Taklimat Akta PT&K 2016 serta Kewajipan Pengamal

Berdaftar pada 2019 (Jadual 5 dan 6). BPTK telah

menjalankan 18 sesi taklimat manakala CPTK telah

menjalankan 33 sesi taklimat. Tujuan aktiviti ini adalah untuk

memastikan pengamal PT&K memahami keperluan akta serta

tanggungjawab mereka apabila mereka berdaftar kelak.

Secara keseluruhan, seramai 4242 pengamal PT&K telah

menghadiri sesi taklimat pada 2019 dan peratus kelulusan

soal selidik selepas taklimat adalah 99.22%.

In 2019, T&CMD and CPTK successfully organised 51

Briefings on T&CM Act 2016 and Responsibilities of

Registered Practitioners (Table 5 and 6). T&CMD conducted

18 sessions while CPTK conducted 33 sessions. The aim of

this activity is to ensure practitioners understand the act

requirements and responsibilities before they are registered in

future.

A total of 4242 practitioners attended the briefing sessions wih

a passing rate of 99.22% for the post briefing questionnaire

was reported.

LAWATAN PENDIDIKAN I EDUCATIONAL VISITS

Lawatan pendidikan ke premis yang menawarkan

perkhidmatan PT&K bertujuan untuk memberikan pendidikan

kepada pengamal PT&K ke arah persediaan penguatkuasaan

penuh Akta PT&K 2016 dan kawalan iklan di premis. Selain itu,

lawatan ini juga bertujuan untuk mendapatkan data taburan

pengamal di seluruh negara.

Sepanjang 2019, sebanyak 305 buah premis telah dilawat di

seluruh Malaysia. Berdasarkan pecahan, BPTK telah

mengunjungi 69 buah premis diikuti dengan CPTK Sabah (67),

Johor (61), Sarawak (33), P.Pinang (30), Terengganu (26) dan

Perak (19).

Daripada 305 buah premis yang dilawat, seramai 484 orang

pengamal telah berjaya ditemu bual. Taburan pengamal yang

telah ditemu bual mengikut zon seluruh Malaysia adalah BPTK

dengan 121 orang pengamal, diikuti dengan Sabah (94), Johor

(79), Perak (49), P.Pinang (47), Terengganu (47) dan Sarawak

(47) (Carta 5).

Educational visits to premises offering T&CM services is

intended to provide education to T&CM practitioners in

preparation towards full enforcement of the T&CM Act 2016

and to monitor premise advertisements. In addition, the visit

also aims to obtain distribution data of practitioners in

Malaysia.

In 2019, 305 premises were visited throughout Malaysia.

T&CMD officers visited 69 premises followed by Sabah (67),

Johor (61), Sarawak (33), P.Pinang (30), Terengganu (26) and

Perak (19).

In the 305 premises visited, 484 practitioners were interviewed.

Distribution of practitioners interviewed according to zones are

ADUAN BERKAITAN PT&K I T&CM RELATED COMPLAINTS

BPTK bertanggungjawab untuk mengendalikan aduan

berkaitan pengamal dan amalan PT&K serta menyelaras

aktiviti siasatan yang berkaitan dengan PT&K berdasarkan

akta-akta yang berkuatkuasa.

Pihak BPTK akan memberi maklum balas kepada pengadu

dalam tempoh 24 jam selepas menerima aduan. Laporan

pengesahan aduan akan diberikan dalam tempoh 14 hari

mengikut Objektif Kualiti BPTK.

Sepanjang tahun 2019, sejumlah 122 aduan diterima dimana

103 aduan adalah berasas untuk diambil tindakan mankala 19

aduan didapati tidak berasas (Carta 6 dan 7). Medium

penerimaan aduan terbahagi kepada lima kategori iaitu surat,

telefon, laman web SISPAA, emel serta aduan secara

bersemuka (Carta 8).

Selain itu, aduan yang diterima turut dibahagikan mengikut

tujuh bidang amalan yang diiktiraf (PTM, PTC, PTI, Homeopati,

Kiropraktik, Osteopati dan Pengubatan Islam) serta amalan-

amalan lain seperti spa dan pusat refleksologi (Carta 9).

Aduan yang diterima telah dikategorikan dalam lima kategori

iaitu iklan, malpraktis, produk, kelayakan atau gelaran dan lain-

lain (Carta 10). Peratusan aduan berkenaan iklan adalah yang

tertinggi iaitu sebanyak 32%. Aduan berkenaan permit kerja,

kebersihan, kesan sampingan, sijil cuti sakit, tiada lesen pihak

berkuasa tempatan dan kursus yang ditawarkan telah

dikategorikan dalam kumpulan “lain-lain”. Sebanyak 32 aduan

telah disalurkan kepada agensi lain kerana di luar bidang

kuasa BPTK (Carta 11).

The T&CMD is responsible in handling complaints related to

T&CM practice and practitioners and coordinates investigation

activities related to T&CM based on existing legislation.

An initial response to complaints shall be given within 24 hours,

followed by a preliminary complaint report within 14 days in

accordance with the T&CMD Quality Objectives.

In 2019, 122 complaints were received, of which 103 were valid

for action and 19 were deemed invalid for action (Chart 6 and

7). Medium of receiving complaints are divided into 5

categories namely mail, telephone, SISPAA website, email and

walk-in (Chart 8).

Complaints are also subdivided by the seven recognized

practice areas (TMM, TCM, TIM, Homeopathy, Osteopathy,

Chiropractic and Islamic Medical Practice) and other practices

such as spas and reflexology centres (Chart 9).

The complaints received are categorised into 5 groups (Chart

10). In 2019, the highest number of complaints received were

related to advertisement of T&CM services and practices

(32%). Complaints regarding working permit, cleanliness, side

effects, medical certificate, no local authority license and

courses offered have been grouped in the “others” category. A

total of 32 complaints were forwarded to other agencies as they

were deemed beyond the jurisdiction of the T&CMD (Chart 11).

SARINGAN IKLAN I SCREENING OF ADVERTISEMENTS

Saringan iklan amalan dan perkhidmatan PT&K merupakan

salah satu aktiviti penguatkuasaan yang dijalankan oleh BPTK

dan CPTK seluruh negara.

Akta Ubat (Iklan dan Penjualan) 1956 merupakan akta utama

yang dikuatkuasakan untuk kawalan iklan. Seksyen 4A Akta

ini memperuntukkan kawalan pengiklanan yang merujuk

kepada kemahiran dan perkhidmatan yang berhubung dengan

rawatan, pencegahan atau mendiagnos penyakit,

kecederaan, kelemahan atau keadaan yang melibatkan tubuh

manusia.

Aktiviti saringan iklan terdiri daripada saringan iklan di premis

semasa lawatan pendidikan dan juga saringan majalah yang

dilanggan. Saringan iklan majalah telah dimulakan pada tahun

2018 di bawah Unit Perundangan dan Pendakwaan.

Pada tahun 2019, sebanyak 69 iklan telah disaring di premis

(Carta 13 ) semasa lawatan pendidikan dan 24 iklan disaring

dalam majalah yang dilanggan. Tindakan yang diambil

terhadap iklan yang disaring termasuk memberikan amaran

lisan, mengeluarkan surat amaran, menjalankan siasatan di

bawah Seksyen 4A Akta Ubat (Iklan dan Penjualan) 1956 dan

merujuk kepada agensi lain (Carta 12).

Screening of advertisements related to T&CM practices and

services is one of the routine enforcement activities conducted

by the T&CMD and CPTK nationwide.

Medicine (Advertisements & Sales) Act 1956 is the main act

used for advertisement control. Section 4A of the act controls

the advertising of any skill or service relating to the treatment,

prevention or diagnosis of any ailment, disease, injury, infirmity

or condition affecting the human body.

The screening activities are comprised of both advertisement

screening in premises when conducting educational visits as

well as those in magazines. Screening of advertisements in

magazines was started in 2018 under the Legislative and

Prosecution Unit.

In 2019, there were 69 advertisements screened at premises

(Chart 13) and 24 advertisements screened from magazines.

Action taken based on advertisements screened includes

giving verbal warnings, issuing of warning letters, conducting

investigations under Section 4A of the Medicines

(Advertisements & Sales) Act 1956 and referral to other

agencies (Chart 12).

LATIHAN ANJURAN BPTK I TRAINING ORGANISED BY T&CMD

Pada tahun 2019, Unit Latihan telah membangunkan pelan

operasi latihan berdasarkan analisa keperluan latihan yang

telah dilaksakanakan untuk semua kakitangan BPTK.

Sejumlah RM69,616.19 peruntukan Latihan Dalam

Perkhidmatan (LDP) telah dibelanjakan untuk aktiviti latihan

dan pembangunan modal insan bagi memperkukuhkan

pengetahuan dan kemahiran dalam tugasan harian. Analisa

latihan anjuran BPTK telah dijalankan mengikut kategori

(Jadual 8) (Carta 14).

Setiap anggota yang menghadiri sesi latihan dikehendaki

mengisi borang maklum balas latihan. Borang ini menilai

penganjuran kursus melalui skala Likert iaitu 1 (sangat tidak

setuju) hingga 6 (sangat setuju) (Carta 15). Hasil daripada

setiap latihan yang dianjurkan, rata-rata anggota memberikan

penilaian melebihi skala 5. Secara keseluruhanya,

penganjuran latihan BPTK mencapai matlamat dan objektif

yang disasarkan.

In 2019, an operational training plan was developed for all

TCMD staff based on the training demand analysis. A total of

RM69,616.19 from the In-service Training budget allocation

was spent for training and human capital development to

strengthen staff knowledge and skills in their daily work. The

training was analysed and categorized. (Table 8) (Chart 14).

Individuals who attended training sessions are required to fill in

the training feedback form and assessment will be conducted

using Likert scale from 1 (strongly disagree) to 6 (strongly

agree) (Chart 15). The result shows that the average rating is

above 5. The overall figures show that the training organised

by the T&CMD achieved its targeted objectives.

PRESTASI PEMBAYARAN BIL I BILL PAYMENT PERFORMANCE

Bahagian ini telah menyasarkan semua bil dan tuntutan yang

diterima daripada pembekal dan kontraktor dibayar dengan

segera tidak lewat daripada 14 hari dari tarikh terima bil

selaras dengan arahan Perbendaharaan dari Kementerian

Kewangan. Pada tahun 2019, BPTK telah menerima

sebanyak 562 bil dan kesemuanya telah berjaya

disempurnakan dalam tempoh masa kurang dari 14 hari.

In line with the circulars and policies from the Ministry of

Finance, this Division aims towards payment completion

within 14 days upon receiving the complete invoice and

related documents. In 2019, the Division had received a total

of 562 bills; all bill payments were settled in less than 14 days.

(Table 10).

Hasil yang dikutip pada tahun 2019 dibahagikan kepada 3

kategori iaitu caj pemprosesan permohonan pengamal PT&K

warga asing (RM 200.00/ permohonan), penalti dan hasil

daripada pelupusan aset secara jualan e-Waste. Sejumlah

RM 26,550.10 telah berjaya dikutip bagi tahun 2019

berbanding RM 22,600.00 pada tahun 2018 (Jadual 11).

Revenue collection for 2019 is based on 3 categories which

includes processing fees for foreign T&CM practitioner

applications (RM 200.00 per application), penalties, and

revenue from asset disposal. The total amount of revenue

collection for the T&CM Division in 2019 is RM 26,550.10

compared to RM 22,600.00 in 2018 (Table 11).

TAMAN HERBA BAHAGIAN PERUBATAN TRADISIONAL DAN KOMPLEMENTARI

TRADITIONAL AND COMPLEMENTARY MEDICINE DIVISION HERBAL GARDEN

Taman Herba telah sekian lama menjadi mercu tanda BPTK.

Taman ini mengandungi lebih daripada 40 jenis tanaman

herba yang sering digunakan oleh masyarakat di Malaysia.

Antara tanaman dalam taman herba yang lazim dijumpai di

Malaysia termasuk serai, serai wangi, lidah buaya, hempedu

bumi dan pegaga.

Pada tahun 2019, pengubahsuaian lanskap telah dijalankan

di taman herba. Antara penambahbaikan yang telah

dijalankan termasuk sistem penyiraman automatik dan label

tanaman yang informatif.

The Herbal Garden has long been a landmark of the T&CMD.

The garden contains more than 40 varieties of herbs

commonly used by Malaysians. Examples of common herbs

planted in the garden include lemongrass, serai wangi, aloe

vera, hempedu bumi and asiatic pennywort.

Landscaping was carried out in 2019 to improve the garden’s

condition. An automated watering system was installed to

keep the garden fresh and plants were tagged with informative

labels.
